Principles for Implementing Cross-strait Cultural Exchanges at the Current Stage

I. Introduction:

It is the common wish of Chinese all over the world to establish a unified China of democracy, liberty, and equal prosperity. However, more than four-decade separation of the two sides has resulted in a huge discrepancy in the political and economic systems, living styles and value systems. It is imperative to promote people-to-people exchanges, enhance mutual understanding, and remove hostility. Given the same cultural heritage, the two sides should promote cultural exchanges to enrich the contemporary cultural contents and support cultural development. Thus, the Principles for Implementing Cross-strait Cultural Exchanges at the Current Stage is introduced with foresight under the perspective of mutual benefit for cultural exchange programs to act in line with.

II. Goal:

Enhance the understanding between the people of the two sides, and promote cultural development at the same time.

III. Principles

1. Understand the current cultural development of the two sides, and properly use the cultural resources.

2. Have equality and good will, and promote cultural exchanges.

3. Display features of Taiwan culture, and exchange successful experiences.

4. Remove barriers on cultural exchanges, and promote friendly interactions.

5. Encourage the private sector to promote cultural exchanges, and offer proper assistance.

IV. Practices:

1. Academics

Encourage scholars in various academic fields and professionals in scientific and technological fields to exchange visits, attend seminars, do research, and give lectures to improve the academic levels of the two sides. Those whose specialties may help social modernization, disaster prevention, environmental protection, and other subject matters related to people's livelihood shall be given priority.

2. Culture and Art

Understand traditional and modern cultural and artistic developments of the two sides, and promote the development of culture and art of the two sides through the exchange programs of cultural articles and the people of artistic attainments.

3. Education

Encourage exchanges of visits, fact-finding tours, seminars, and learning between faculty members and students of the two sides, exchange the experience of educational development, and upgrade the level of Chinese education.

4. Physical Education

Focus on general physical education and sports sciences as major exchange programs. Enhance the scholaristic research on sports and exchanges of coaches to elevate the athletic level of the two sides.

5. Communications

Provide sufficient information to the people on the two sides through the exchange programs related to the mass media such as newspapers, books and publications, radio programs, television programs, motion pictures, and the exchange of professionals in these fields to enrich the culture of the two sides.

6. Religion

Enrich the spiritual lives of the people of the two sides by promoting exchange of visits of religious people, holding religious academic research programs, arranging exhibitions of religious relics and publication, and supporting other non-profit programs for religious and social activities .
