I. The Management Committee of the Chinese Development Fund (hereafter referred to as the Committee) has formulated these Guidelines for the proper use of the fund to promote Mainland policy, foster cross-Strait exchanges, and assist cross-Strait exchange activities.
II. The different levels and subordinating agencies of the R.O.C. government in Taiwan, as well as private organizations duly established or registered in accordance with law, may apply for subsidies from the Committee in accordance with these Guidelines when organizing cross-Strait exchanges. The same applies to nationals, agencies, and civilian organizations in Hong Kong, Macao, and foreign countries organizing cross-Strait exchanges, and to individuals coming to Taiwan to engage in cross-Strait researches.
III. Agencies, organizations, or individuals applying for subsidy shall submit their written applications to the Committee two months prior to the activities; provided, however, that in the event of special or urgent situations, an application along with an explanation shall be submitted prior to the activity.
IV. Documents Required for Application
(I) If the applicant is an agency or organization:
1. Activity plan (including the name, purpose, contents, schedule, targeted people, places, and ways of the activity).
2. Details of the activity budget.
3. List of the group members visiting Taiwan or the Mainland (including name, gender, current occupation, academic background, experiences).
4. Narration on whether the activity has applied for subsidies with or received subsidies from other agencies.
5. Photocopies of the documents of establishment or registration of civilian organizations. (Those from Hong Kong, Macao, and foreign countries are exempted.)
6. The agenda, and the outline or abstract of the papers for academic symposiums.
7. The photocopy of the invitation from Taiwan (when Mainland organizations or professionals are invited) or from the Mainland (when Taiwan organizations or professionals are invited).
(II) If the applicant is an individual person:
1. Personal academic and work records.
2. Research plan (including research topic, content, hosting organization or university, and research schedule).
3. Details of the research budget.
4. Narration on whether the activity has applied for subsidies with or received subsidies from other agencies.
V. The Committee may review the subsidy applications and provide subsidy based on review results.
VI. The activity plan approved for subsidy shall not be changed arbitrarily without the Committee’s consent.
VII. In accordance with the Committee’s regulations governing subsidy allocation and verification, the subsidy will be disbursed after verification from the Committee. The beneficiary shall, within one month after completion of the activity, submit a report on the results of the activity and receipts of expenses to the Committee for verification (a copy of the collection of papers should be included for academic symposiums). In the event of special circumstances that a delay in the verification is needed, prior consent from the Committee shall be required.
VIII. In the event of non-consistencies with the purpose stated in the application or violations of these Guidelines or relevant laws and regulations during the subsidized activities, the Committee may revoke all or part of the subsidy, or demand the return of the subsidy amount spent.
