The Republic of China does not Welcome Overseas Individuals who Violate International Norms and Advocate Unification by Force

        The Republic of China (ROC) is a free and democratic country and abides by the rule of law. Our constitution fully guarantees people's freedom of speech. However, advocating military conflict and promoting unification by force not only violate the universal values of peace embraced by the international community, but also contravene the spirit of Article 20 of the International Covenant on Civil and Political Rights, which prohibits any propaganda for war. In short, such remarks are unacceptable to both the international community and the people of Taiwan.

        The media recently reported that certain individuals from mainland China and abroad plan to visit Taiwan in late April to promote unification by force and other coercive actions. Our government agencies have closely followed this matter and reported back to senior national security officials. After hearing a briefing from the Mainland Affairs Council (MAC), President Tsai Ing-wen instructed all agencies involved in border control to carefully monitor the stated purpose of visitors entering Taiwan. The government should also adopt corresponding control measures, and when necessary, deny such individuals’ entry into Taiwan, if they are suspected of coming to Taiwan to advocate military conflict by promoting "one country, two systems," "unification by force" or engaging in activities to intimidate the people of Taiwan and thereby potentially putting national security and social stability at risk.

        We do not welcome mainland Chinese who visit Taiwan to promote "Xi's five points" and "one country, two systems model for Taiwan," for such actions are disrespectful to mainstream public opinion in Taiwan and the cross-Strait reality. We also oppose visits of individuals who come to Taiwan to propagate unification by force, advocate military conflict, or engage in other activities that violate international norms and aim to intimidate the people of Taiwan. Activities and statements of such could jeopardize national security and endanger social stability in Taiwan. Government agencies will keep a close watch on these overseas individuals and refuse their entry, if necessary.

        In regard to domestic groups and individuals in Taiwan which recently cooperated with the mainland Chinese side and organized a forum to promote unification by force and advocate military conflict, we believe such actions are entirely unacceptable to the Taiwanese people. The government has reminded those few people in Taiwan to respect national interests and social perceptions and to not participate in or hold activities endorsing claims of the Communist China, propagating unification by force or advocating military conflict. The people of Taiwan must all unite to counter the Mainland China's united front tactics and intentions in order to defend the nation's sovereignty and Taiwan's democratic and free way of life.
