Important Events

1. Mr. Li Ming-che flew back to Taiwan from Xiamen, mainland China, at around 10 am today. With the support of related agencies, Mr. Li completed the customs clearance and fulfilled disease prevention requirements successfully before arriving at the quarantine site safely.
2. The MAC stated that the government is relieved that Mr. Li returned to Taiwan safely and smoothly and has been reunited with his family. The MAC also reiterated that Mr. Li genuinely cared about the development of mainland China’s civil society and democracy, and that "spreading democratic ideals is not a crime." The MAC will continue to do its utmost to follow the situation of other cases involving Taiwanese nationals detained in mainland China and provide necessary assistance through various channels.

1. Mainland China’s Taiwan Affairs Office Spokesperson Ma Xiaoguang stated at a regular press conference that Li Ming-che would soon be released after serving a five-year sentence. Relevant parties would make arrangements in the coming days for him to return to Taiwan.
2. The MAC said that it informed Mr. Li’s family of his release immediately following the announcement, and had been coordinating efforts of relevant units to prepare for his homecoming. The government’s priority was to ensure a safe and smooth return of Mr. Li as soon as possible. The government also expressed gratitude to all relevant parties and individuals that have provided assistance in the handling of this matter throughout this time. Lastly, the government urged the mainland Chinese authorities to duly protect the rights and interests of Taiwanese citizens in mainland China for the betterment of cross-Strait interaction and exchanges.

1. Amnesty International Taiwan, Taiwan Association for Human Rights, Covenants Watch, and other civic groups convened a press conference entitled " Li Ming-che Subjected to Arbitrary Detention for Five Years.” They demanded that the Chinese government immediately announce the date of Li Ming-che's release and warned against further detention or actions seeking to prevent him from leaving China for any reasons. They also vowed to launch rescue missions in response if Li Ming-che failed to return to Taiwan smoothly after completing his sentence.
2. The MAC stated that the Taiwan society is concerned about Mr. Li’s health and safety. It called on the mainland Chinese authorities to promptly disclose information on Mr. Li's release and allow him to return to Taiwan safely. It also reminded Taiwan citizens of potential risks to their personal safety and other threats when traveling to mainland China.

Several civic groups convened an event entitled "Let Ming-che Come Home: Press Conference for the International Day of the Victims of Enforced Disappearances." They called on the mainland Chinese authorities to promptly disclose Mr. Li’s release date and expressed hope that the government would gain information on Mr. Li's conditions from the mainland Chinese authorities. 

The MAC issued a press release urging the mainland Chinese authorities to reflect on the historical lessons of the Tiananmen Square Incident and show their determination for democratic reform. Meanwhile, the MAC called on the other side across the Taiwan Strait to promptly release Mr. Li Ming-che, who underwent trials without due process in mainland China and remained imprisoned over the past 4 years, and allow him to return home to Taiwan safely. 

1. Non-government organizations including Amnesty International Taiwan and the Judicial Reform Foundation held a press conference on the fourth anniversary of Mr. Li Ming-che’s detention, appealing for his right of correspondence and the announcement of his release date. Ms. Li Ching-yu pleaded with the mainland Chinese government to consider releasing Mr. Li on parole and permitting his access to phone calls and mails on humanitarian grounds.
2. The MAC stated that the government continues to follow up on Mr. Li’s incarceration in mainland China and his physical health. It called on mainland China to promptly inform Li’s family members of his release date and guarantee him rights to write letters, call his family, and be placed on parole during his imprisonment.

1. Mainland China’s Taiwan Affairs Office (TAO) spokesperson Ma Xiaoguang stated at a regular press conference that Mr. Li Ming-che’s mother and wife had been granted a visit to him at Chishan Prison. As for Mr. Li's application for a temporary absence to attend a funeral in Taiwan, Ma Xiaoguang said that it does not comply with relevant laws and regulations. Prison officers have already informed the family members of all details.
2. Regarding the TAO’s statement, the MAC said that the government has, at the family’s request, reached out to mainland Chinese authorities and urged a review of such a decision out of humanitarian concerns. The MAC will continue to provide necessary assistance to the family. It also, once again, called on the mainland Chinese authorities to protect Mr. Li Ming-che's rights and interests and promptly release him.

1. Mr. Li Ming-che's mother and wife (Ms. Li Ching-yu) were granted permission to visit Mr. Li at Chishan Prison in Hunan Province, mainland China. This was the 12th such visit of Ms. Li and the first of Mr. Li's mother.
2. Ms. Li Ching-yu issued a request for the MAC to assist Mr. Li in applying for a temporary absence with mainland Chinese officials to attend his father’s funeral in Taiwan. The MAC had promptly contacted authorities in mainland China for this matter through existing liaison channels. MAC Minister Chen Ming-tong also stated during a press interview that, despite the differences between the two sides across the Taiwan Strait, there should still be humanitarian consideration. He called on mainland China to grant Mr. Li a temporary absence for home.

The Mainland Affairs Council (MAC) issued a press release calling on mainland China to redress the Tiananmen Square Incident, sincerely repent, and actively promote democratic reform. It also reiterated that the government will never accept the Mainland authorities' improper trial and imprisonment of Taiwan national Mr. Li Ming-che. Beijing should imminently release Mr. Li Ming-che and allow him return safely to Taiwan.

1. Republic of China (ROC) Representative to the US Ambassador Stanley Kao invited the Li Ming-che Rescue Team to a dinner at Twin Oaks. Ms. Li Ching-yu and others in the group expressed their sincere gratitude to the Taipei Economic and Cultural Representatives Office in the US for its assistance throughout the visit. Ambassador Kao agreed to hold an appreciation dinner at Twin Oaks upon Mr. Li Ming-che's release to thank US politicians and human rights organizations for their support and solidarity.
2. Ms. Li Ching-yu called on US Ambassador-at-Large for International Religious Freedom Samuel Brownback at the US State Department.

Ms. Li Ching-yu met with US Congressman Jim McGovern. Representative McGovern said that demanding Mr. Li Ming-che's release is a unanimous goal for all, and he would personally discuss this matter with House Speaker Nancy Pelosi.

2019/2/6 (Wed)

Ms. Li Ching-yu was invited to attend President Trump's State of the Union Address after her visit to the US Congress. She gave an interview and issued a written statement afterwards thanking the US president, government, the congress, and the people for their concern over Taiwan's human rights and the Li Ming-che's case based on the Taiwan Relations Act. She also thanked the ROC government for its concern and support for Mr. Li Ming-che during this difficult time.

The MAC solemnly protested to mainland China over the notification by the Chishan Prison barring Ms. Li Ching-yu from visiting Li Ming-che for a three-month period, from January 23 to April 22, 2019. The MAC demanded that the Mainland stop deliberately blocking the family to pay humanitarian visits.

Ms. Li Ching-yu paid her sixth permitted visit to Mr. Li Ming-che at Chishan Prison in Hunan Province, mainland China.

2018/11/1 (Thurs)

At a regular press conference, the MAC confirmed that Mr. Li Ming-che was once transferred to Yancheng Prison in Hebei Province, but recently was transferred back to Chishan Prison in Hunan Province. The Taiwan side expressed dissatisfaction and regret to the Mainland for making the arbitrary prison transfer without notifying Taiwan. MAC also called on the Mainland to honor family visitation rights and imminently release Mr. Lee Ming-che.

The MAC stated at a regular press conference that the Mainland recently moved Mr. Li Ming-che from Chishan Prison in Hunan Province to Yancheng Prison in Hebei Province without warning or notifying the family of Li Ming-che. Through communication channels with the Taiwan Affairs Office (TAO) and the Association for Relations Across the Taiwan Straits (ARATS), the MAC demanded that the Mainland to clearly inform the prison location Mr. Li was moved to and the date of the transfer. MAC also expressed disapproval to the Mainland for such action, stating that this was disrespectful to the family members.

Ms. Li Ching-yu attended a seminar on "Religious Freedom and Human Rights in Mainland China" presided by Member of the European Parliament Bas Belder. She requested that the European Parliament exert its influence to tell the Chinese government that "supporting freedom of speech is not a crime" and "ask for the release of Li Ming-che."

3/28/2018 (Wed)

The MAC released press reference material stating Ms. Li Ching-yu flew to mainland China on March 26, visited Mr. Li Ming-che at Chishan Prison on the morning of March 27, and returned safely to Taiwan on the afternoon of March 28. Ms. Li was accompanied throughout the journey by the Straits Exchange Foundation (SEF) personnel at the government's request. The MAC again called on the Mainland to guarantee the legal visitation rights of family members, to continue to provide convenience and assistance for regular family visits with Mr. Li Ming-che in the future, and to promptly release Mr. Li Ming-che and allow him to return safely to Taiwan.

1. The MAC issued a press release on the anniversary of Li Ming-che's arrest stating that newly Minister Chen Ming-tong is deeply concerned over Li's case and has instructed colleagues at the MAC to continue dedicating their full efforts to secure the release of Li Ming-che and help the family to visit mainland China as soon as possible. The MAC also called on the Mainland to promptly release Li Ming-che and expressed hope that mainland China can heed the people's appeals and continue to systemically establish a more open, fair, just and harmonious society. This is the only way to usher in new opportunities for the two sides to advance in the same direction, and pursue co-exist and co-prosperity.
2. During an event on the anniversary of Li Ming-che's arrest the Li Ming-che Rescue Task Force called on the government and public to continue to pay attention to this case and to cooperate with the international community to secure Li Ming-che's prompt and safe return at the earliest time.

1/30/2018 (Tues)

1. Ms. Li Ching-yu intended to travel to the Mainland to visit Li Ming-che. The MAC and the SEF personnel accompanied her to Taoyuan Airport to provide assistance, but she was still unable to board the plane for the humanitarian visit due to the inability to obtain Mainland travel documentation.
2. The MAC released press reference material expressing deep regret over Ms. Li's inability to board a flight to mainland China for a humanitarian visit. The MAC called on the Mainland to enforce the provisions of its own laws on legal family visits and to promptly agree to family visits to the Mainland.

The European Parliament plenary in Strasbourg adopted an emergency resolution to support Taiwan non-governmental organization worker Li Ming-che once more. It called on mainland China to release Mr. Li and unconditionally allow family visits.

11/29 /2017(Wed)

1. Ms. Li Ching-yu and accompanying personnel flew back to Taiwan from Changsha in Mainland China this afternoon. Ms. Li issued a statement upon arrival at Taoyuan Airport thanking the government and various international parties and NGOs for their assistance. She asked the government for help in securing family visit and communication rights and expressed hope that all parties would continue to show concern for Li Ming-che.
2. Congressman Chris Smith, the vice chairman of the US House Foreign Affairs Committee and co-chair of the Congressional-Executive Commission on China (CECC), issued a statement condemning mainland China for its despicable judgment against Taiwan human rights worker Li Ming-che and demanded the immediate release of Li Ming-che.
3. US State Department spokesperson Heather Nauert stated that Li Ming-che was sentenced to five years of imprisonment on fuzzy charges of "subversion of state power." She urged the Mainland to release Li Ming-che.

11/28/2017 (Tues)

1. The Yueyang City Intermediate People's Court in Hunan Province, mainland China announced a sentence of five years imprisonment and two years of deprivation of political rights in the case of Li Ming-che.
2. The Office of the President announced in the morning that spreading the concept of democracy is not a crime. Li Ming-che shared the principles of democracy and freedom out of concern for civil society and democratic development in mainland China, yet was tried by the Mainland on charges of "state subversion." It stated that this is unacceptable and called on Beijing to promptly release Li Ming-che to return to Taiwan.
3. The MAC issued a press release stating that the sentence in the case of Li Ming-che is unacceptable. It demanded that the Mainland promptly release Li Ming-che to return to Taiwan and said that this case would have a serious negative impact on cross-Strait exchanges.
4. After the sentencing, Ms. Li Ching-yu issued a statement that one must pay the price for the pursuit of ideals. Li Ming-che has long been aware that he must "plead guilty" and "be imprisoned" for this reason. She and Li Ming-che have no illusions and can now only calmly face the outcome without the right to complain. She said she felt honored by and proud of Li for his dedication.
5. The chair of the European Parliament's Subcommittee on Human Rights stated in a press release that Li Ming-che did not receive a fair trial and called on the Mainland to release Li Ming-che.
6. US Department of State Bureau of East Asian and Pacific Affairs spokesperson Grace Choi expressed disappointment over the verdict in this case. She also urged the Mainland to release Li Ming-che and allow him to be reunited with his family.
7. American Institute in Taiwan spokesperson Sonia Urbom urged the authorities in Beijing to release Li Ming-che.

11/27 /2017(Mon)

The MAC announced this evening that, prior to the departure today of Ms. Li Ching-yu and accompanying personnel to mainland China to hear the judgment, the government had, through existing cross-Strait liaison channels, provided the Mainland with a list of related personnel traveling to the Mainland and asked the Mainland to provide conveniences and assistance to the personnel. The MAC expressed dissatisfaction and regret that Ms. Wang Li-ping, a friend accompanying Ms. Li, was denied entry and deported to Hong Kong. The MAC has also coordinated with the Hong Kong Affairs Bureau to provide Ms. Wang necessary assistance upon her arrival at Hong Kong Airport.

The MAC issued a press release stating that the Yueyang Intermediate People's Court in mainland China will announce a sentence in the case of Li Ming-che on November 28. The government has contacted the Mainland through existing cross-Strait channels regarding this matter and asked the Mainland to allow the family to observe the trial and visit Li Ming-che. The government also arranged for the SEF to send accompanying personnel. In addition, the MAC called the Mainland to handle the case reasonably in conformance with universal values and human rights trends, as well as duly respond to the concerns and expectations of the family of Mr. Li Ming-che and the Taiwan public regarding this case.

The Taiwan Affairs Office stated at a regular press conference that a sentence would be announced on the case of Li Ming-che within the legally stipulated time limit, but did not provide a specific date for the sentencing.

11/2/2017 (Thurs)

The MAC stated at a regular press conference that it will continue to pay attention to follow-up developments in the case of Li Ming-che. The government will seek through multiple channels to determine the specific date of the sentencing and whether it will be made public, as well as prepare for various possible situations regarding the sentencing. The MAC also has actively urged the Mainland to issue the related documents for Ms. Li Ching-yu to travel to the Mainland. Ms. Li's visit with Li Ming-che is absolutely justified. The Mainland should not ignore the rights and interests of the family.

The MAC announced that the government has, through existing channels, consistently urged the Mainland to guarantee the relevant judicial rights and interests of the interested parties and family members and provide full assistance to the family members. The government has given considerable attention to all suggestions since the case emerged, as well as convened meetings with scholars and experts to study and discuss related issues. The government will include in its overall consideration all actions beneficial to securing Li Ming-che's return. The MAC will continue to cooperate with all sides and make every effort to bring about Li Ming-che's safe and prompt return to Taiwan.

During a media interview this morning, Premier Lai Ching-te expressed regret over Mr. Li Ming-che's forced guilty plea during an unacceptable trial. He instructed the MAC and other related agencies to give priority to securing Mr. Li's release.

9/11/2017 (Mon)

1. The trial of Li Ming-che's case began this morning at the Yueyang City Intermediate People's Court in mainland China. The court indicted Li Ming-che on charges of participating in chat groups and an organization launched by Mainland dissident Peng Yuhua that defamed and attacked the Mainland government and attempted to subvert state power. After the trial, the court announced that it would issue a verdict.
2. The MAC issued a press release stating that Mr. Li Ming-che was concerned about civil society and democratic development in Mainland China. He exchanged views with friends in mainland China through internet communities and other means to advocate and share his experience and ideas on democracy, freedom, and party politics. Actions in pursuit of the universal values of democracy, freedom, and the protection of human rights should be duly respected. The MAC called on the Mainland to handle affairs in accordance with universal values and trends of human rights and allow Li Ming-che to safely return to Taiwan as soon as possible.
3. Presidential Office spokesman Alex Huang announced that President Tsai has been highly concerned about Mr. Li Ming-che's situation since the case started. She also reminded related ministries and departments to promptly seek Li Ming-che's return home by all possible means. The government will give priority to ensuring Li Ming-che's personal safety and securing his release.

Mr. Li Ming-che's mother, Ms. Li Ching-yu, and accompanying SEF personnel, legal professionals, and NGO personnel departed this morning for Yueyang in Mainland China. They arrived on the evening of the same day.

The MAC contacted the TAO to continue coordinating to seek the prompt consent of the Mainland to allow the family of Mr. Li Ming-che and related accompanying personnel to enter mainland China and to ensure their personal safety and convenience while in the Mainland.

9/7/2017 (Thurs)

The MAC notified the TAO to promptly coordinate the relevant departments to approve issuance of entry and exit documents for the upcoming Mainland visit by the family of Mr. Li Ming-che and to ensure the personal safety of family members and related accompanying personnel.

9/6/2017 (Wed)

1. When the MAC knew that the family of Mr. Li Ming-che had received a telephone call from a Mainland lawyer informing them that Mr. Li's case would go to trial and asking his family members to travel to the Mainland to hear his case,  the MAC asked the TAO for comfirmation. The SEF also notified the ARATS.
2. TAO spokesperson An Fengshan stated in response to questions during an evening media interview that the case of Li Ming-che involving "the crime of subversion of state power" had entered the trial stage. The trial would soon begin at the Yueyang City Intermediate People's Court in Hunan Province. A lawyer has notified the family of Li Ming-che on matters related to courtroom attendance.

The Ministry of Justice sent a fifth letter to the Mainland demanding notification and assistance in arranging family visits.

7/28/2017 (Fri)

The MAC invited related agencies, the family of Li Ming-che, and NGO representatives to a meeting. A consensus was reached to continue interaction and cooperation between government units and Li Ching-yu and NGOs, as well as to take active measures to secure the safe and early return of Li Ming-che to Taiwan.

The Ministry of Justice contacted the Mainland to demand notification and assistance in arranging family visits.

7/13/2017 (Thurs)

The MAC issued a press release expressing mourning over the death of Mr. Liu Xiaobo. It also again warned the Beijing authorities to promptly acquit improperly detained Taiwan national Li Ming-che and face up to the humanitarian appeal for family visits to maintain benign cross-Strait interactions.

7/6/2017 (Thurs)

1. The European Parliament plenary in Strasbourg adopted a resolution on July 6 (Taiwan time) calling on mainland China to allow Liu Xiaobo seek medical treatment abroad. It also called for the immediate release of Li Ming-che and permission for Mr. Li to contact his family.
2. Presidential Office spokesman Sidney Lin this evening expressed gratitude to the international community for its assistance. He noted that, as President Tsai has said, the Li Ming-che incident may be a trivial matter to mainland China, but to the people of Taiwan and the international community is a major matter of human rights. He again called on Beijing to cautiously deal with this case in a civilized way and to allow Li Ming-che to safely return home as soon as possible.
3. The MAC this evening expressed gratitude to the international community for its concern over the situation of Li Ming-che. It also again warned the Mainland to promptly face up to and respond to the demands of the international community in respect for the universal value of basic human rights.

Regarding the recent medical parole of Nobel Peace Prize laureate Mr. Liu Xiaobo following a recent diagnosis of liver cancer, the MAC this evening expressed hope that the Mainland would release Mr. Liu Xiaobo as soon as possible. It also again called on the Mainland to properly handle the Li Ming-che incident and protect the due rights and interests of Mr. Li and his family.

1. The MAC publicly announced that, while family members are not allowed to visit Mr. Li Ming-che, the Mainland's claim to have arranged a lawyer "according to the wishes of Li Ming-che" will be unconvincing to all parties and cannot stand up to examination. It called on the Mainland to ensure due process protection for Mr. Li Ming-che during the investigation and trial, promptly agree to allow the family to visit Mr. Li in the Mainland, and announce all of the details regarding the case to clear up the questions of various parties.
2. The TAO stated at a press conference that a lawyer had been arranged for Mr. Li Ming-che according to Mr. Li's wishes.

President Tsai Ing-wen stated in a Facebook post that Taiwan national Li Ming-che has been detained for more than two months. While this may be a trivial matter to Mainland China, it is a major affair to the people of Taiwan. She again called on Beijing authorities to carefully handle this case in a civilized way and to allow Mr. Li Ming-che to safely return home as soon as possible.

1. Presidential Office spokesman Sidney Lin said that the government makes no distinction between high profile and low profile in seeking the release of Mr. Li Ming-che. Mr. Li Ming-che is a Taiwan national. The government has the responsibility to prioritize securing the release of Mr. Li and ensuring Mr. Li's personal safety, while maintaining national dignity. The government will continue to endeavor to seek the release of Mr. Li. It will also maintain contact with family members to keep them informed of the situation.
2. MAC Minister Chang Hsiao-yueh said that Ms. Li Ching-yu will visit the MAC next week to discuss matters related to the case. Ms. Li is applying for a Taiwan Compatriot Travel Certificate to make a family-related visit. This is a basic human right. The Mainland has no reason to refuse. The government will endeavor to assist in achieving the visit. On the eve of June 4, Minister Chang also called on the Mainland to promptly explain the details of Li Ming-che's case.
3. The MAC issued a press release calling on Mainland China to reflect on the important historic lessons of the Tiananmen Square incident and truly implement democracy, protect human rights, and properly handle the Li Ming-che incident.

The MAC stated at a regular press conference that the government will respect the decision of the family of Mr. Li Ming-che on whether to retain a lawyer. It will also continue to communicate with the Mainland on whether or not to send staff to the Mainland.

5/31/2017 (Wed)

1. Presidential Office spokesman Alex Huang stated this afternoon that family members have a fundamental right to make humanitarian visits to the Mainland. The MAC and the SEF are providing full assistance in this matter.
2. Ms. Li Ching-yu this afternoon requested assistance from the MAC in reapplying to mainland China for documentation to travel to the Mainland. She also wrote to the Ministry of Justice to request assistance in arranging a visit to the Mainland. On the same day, the MAC and the SEF asked the TAO and the ARATS to coordinate the relevant departments to assist with the handling of this matter and facilitate a smooth trip.
3. The MAC this morning invited the Ministry of Justice, Criminal Investigation Bureau, and SEF to a meeting to discuss follow-up coordination on the Li Ming-che case. Presided by Minister Hsiao-yueh Chang, the meeting resolved to continue actively demanding that the Mainland promptly notify the Taiwan side and protect the due rights and interests of Li Ming-che and the rights of the family to travel to the mainland for humanitarian visits to facilitate the early return of Li Ming-che to Taiwan.

1. Presidential Office spokesman Sidney Lin indicated that the government has a responsibility, under the premise of maintaining national dignity, to ensure Li Ming-che's personal safety and is doing the utmost to secure Mr. Li's early and safe return.
2. The MAC issued a fifth press release again protesting to the Mainland over this case. It demanded that the Mainland protect the legal rights of Mr. Li Ming-che and his family.

1. Mainland China's Xinhua News Agency this evening reported that TAO spokesperson An Fengshan said that Li Ming-che was recently arrested by the security authorities in Hunan Province at the approval of the mainland procuratorate for involvement in "the crime of subversion of state power."
2. The Ministry of Justice this evening faxed mainland China's Supreme People's Procuratorate and Ministry of Public Security to demand that the Mainland immediately inform Taiwan about the current situation of Mr. Li Ming-che based on the spirit of the Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance, as well as to protect Mr. Li's health, personal safety, and procedural law rights and interests. The ministry later issued a press release explaining this matter.
3. The MAC this evening solemnly announced that the Mainland has not publicly disclosed any related facts or evidence. This fails to convince all of the people of Taiwan. Taiwan cannot recognize any charges against Mr. Li Ming-che.
4. The SEF messaged the ARATS to express Taiwan's deep concern and dissatisfaction over the Mainland's many failures to protect the rights and interests of Li Ming-che. It also demanded that the Mainland promptly disclose to the public the specific details of the case, agree to visits by family members and lawyers, protect all of Li Ming-che's due rights and interests, and promptly release Mr. Li to facilitate the successful settlement of this case.

1. The Office of the President stated that it deeply understands the family's sense of urgency. The government has a responsibility to do everything in its power to enable Mr. Li Ming-che to return home safely as soon as possible.
2. The MAC stated at a regular press conference that the government will continue to communicate with the Mainland through the existing official cross-Strait channels. It will also bring together various forces to jointly demand through the international community that the Mainland promptly release Mr. Li Ming-che. The MAC will also review and assess various aspects of cross-Strait exchanges. For example, the government will control entry by Mainland officials applying to visit Taiwan if they have been involved in human rights violations.
3. The TAO stated at a regular press conference that a public announcement will be made once the investigation of Li Ming-che's case is complete. However, it still provided no specific explanation on the facts of the case.

On the premise of maintaining national dignity, the government is duty-bound to give first priority in the relief effort to ensuring Mr. 's safety. 1. Presiding at a regular press conference, MAC Minister Hsiao-yueh Chang gave a detailed public explanation about actions by the government during this time to actively assist in the case of Li Ming-che. She also called again on the Mainland to promptly explain the facts of the case to the public and to agree to family visits.
2. Ms. Li Ching-yu attended a hearing at the U.S. House Foreign Affairs Subcommittee on Africa, Global Health, Global Human Rights and International Organizations on May 18 (US Eastern Standard Time). She also met with White House and State Department officials during the visit.

Beijing Spring and the Chinese Alliance for Democracy issued a statement on May 15 (US Eastern Standard Time) entitled "The Mainland Government Must Immediately Free Taiwanese Citizen Ming-che." It called on all international powers to closely watch the case of Ming-che and support Ching-yu's efforts to seek justice for her husband. The statement also demanded that the Mainland authorities immediately release Ming-che, comply with international rules, protect the legitimate rights of all Taiwanese citizens in China, and maintain mutual trust and stability across the Taiwan Strait.

1.  President Tsai stated during an interview with United Daily News that, while mainland China may consider this case to be a trivial matter, the case has evoked a strong reaction in Taiwan. She expressed hope that the Mainland would be especially careful in its handling of the case and not let this matter become an obstacle to the development of cross-Strait relations. The government's principle and emphasis is to achieve the prompt return of Mr. Li Ming-che under the condition of maintaining national dignity.
2.  At a U.S. congressional hearing, former manager of Hong Kong's Causeway Bay Books Lam Wing-kee called on the U.S. government to pressure the Mainland to the release of Taiwan NGO volunteer Li Ming-che.

1. Non-governmental organizations (NGOs) held a press conference at the Legislative Yuan. They called on the public to boycott mainland Chinese products, advised against traveling to mainland China for tourism or business, and announced that a large rally would be held on May 19.

1. President Tsai Ing-wen stated in an interview with Reuters that mainland China may think this case is a small matter, but Taiwan sees this as an issue concerning procedural transparency and human rights safeguards. She expressed hope that the Mainland would handle this case carefully and forthrightly. If handled improperly, the case could seriously harm cross-Strait relations.
2. The Mainland Affairs Council (MAC) issued a fourth press release on the lack of specific explanation by the Mainland on the case of Li Ming-che. The MAC renotified the Taiwan Affairs Office (TAO) to express regret and dissatisfaction, as well as to demand a prompt response and notification.

The online news media "ChinaFile" of the Center on U.S.-China Relations Asia Society (U.S. think tank)  published a joint letter by New York University School of Law Professor Jerome Cohen and lawyer Chen Yu-Jie. The letter stated that it would be wise as well as humane for Beijing to release Li Ming-che immediately.

The SEF sent a sixth letter to the Association for Relations Across the Taiwan Straits (ARATS), calling on the Mainland to provide Li Ming-che due process protection, promptly explain to the public the matters pertaining to the case and place of detention, provide notification according to mechanisms under the Agreement Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance, and promptly consent to family visits.

1. The TAO confirmed at a press conference that it had entrusted Taiwan's Cross-Strait Exchange Service Center to inform Ms. Li of the situation and to convey to her a personal letter from Li Ming-che.
2. Premier Lin Chuan stated in the morning that the manner in which the Mainland has handled this case is disappointing in many respects. He hoped that communication with the Mainland could be continued.
3. In a statement made this afternoon on the case of Li Ming-che, President Tsai said that the government and members of Li Ming-che's family are making every effort to secure the release of Li Ming-che. The government is duty-bound to protect national dignity and the safety, rights, and interests of the people of Taiwan and will endeavor fully to secure the safe return of Li Ming-che at the earliest possible date.
4. The Foreign and National Defense Committee of the Legislative Yuan approved an extemporaneous motion requiring the Ministry of Foreign Affairs and related ministries and departments to mobilize assistance from pro-Taiwan international forces in securing the release of Li Ming-che.

1. The Office of the President stated that President Tsai is highly concerned about and closely watching the case of Mr. Li Ming-che. Various government units have been asked to do everything in their power to protect Mr. Li's rights and interests, giving top priority to ensuring Mr. Li's safety in all of their efforts.
2. The Legislative Yuan approved two resolutions on the case of Li Ming-che. The resolutions called on the Mainland to promptly release Li Ming-che, to explain to the public the nature of Li Ming-che's crime, to announce the place of Mr. Li's detention, and to promptly assist with the arrangement of family visits.
3. MAC Minister Chang Hsiao-yueh held an international press conference and issued a third press release emphasizing that the government will defend national dignity and the rights of the people to the end. Minister Chang again called on mainland China to promptly publicly explain the facts and details, promptly announce the place of Li Ming-che's detainment, make notification according to the agreement, and promptly consent to family visits.

1. Ms. Li Ching-yu had originally expected to travel to mainland China with SEF staff to visit Li Ming-che. However, Ms. Li's Mainland valid documentation was canceled by the Mainland. On the same day, she went to Taoyuan Airport and was prevented from boarding the flight to mainland China.
2. The MAC issued a second press release solemnly protesting the Mainland's obstruction of Ms. Li Ching-yu's visit to mainland China. It also called on the Mainland to promptly contact and notify Taiwan and handle this matter through existing cross-Strait channels.
3. The Internal Administration Committee of the Legislative Yuan approved a second extemporaneous motion reiterating a position of support for Li Ming-che. The motion called on the Mainland to immediately release Li Ming-che and protested the Mainland's disregard for human rights.
4. Ms. Li Ching-yu issued an open letter in the evening stating that she would never grovel to power, nor would she sidestep the government and accept the Mainland's conditions.

3. The Mainland's Ministry of Public Security notified Taiwan through channels under the Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance. However, the notification only stated that the TAO had explained Li's case at a press conference on March 29.

Responding to the suspicions of external parties that the government had not yet made notification on the case involving the restriction of the personal freedom of persons in mainland China according to the relevant cross-Strait agreement, the Ministry of Justice publicly clarified that Taiwan has reported this matter to the Mainland according to the Agreement and that the statement by the external parties is inconsistent with the facts.

1. Taiwan NGO worker Li Ming-che boarded a morning flight to Macao. From Macao, he entered mainland China through Gongbei Port of Entry in Zhuhai and then went missing.
2. The MAC and the SEF promptly obtained information on the matter and learned that Mr. Li had entered mainland China at 11:51 via Macao. They also exchanged information with [Mr. Li's] family members.
3. The government began to liaise with the other side through various channels under the Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance, including channels between the MAC and the TAO, the SEF and the ARATS, and the Ministry of Justice and the Criminal Investigation Bureau, as well as through the Taiwanese Businessmen's Association in mainland China, to fully assist with the search.
