Easing restrictions on cross-strait securities investment (On June 26, 2008, the Executive Yuan approved the "Program on Adjusting Cross-Strait Securities Investment: Short-term Plan," with related legal and regulatory amendments to be promulgated later; On July 3, 2008, the Executive Yuan approved a plan to "Review the Easing of Ratio Restrictions on Mainland Stock-related Overseas Investments Made by Funds," with related legal and regulatory amendments to be promulgated later)
Lifting the ceiling on Mainland-bound investments and streamlining the investment review process (Submitted to the Executive Yuan on July 17, 2008; Implemented on August 1, 2008)
Relaxing restrictions on public listing in Taiwan by overseas enterprises and appropriately allowing Mainland capital to invest in Taiwan's stock market (On July 31, 2008, conditions were relaxed for public listing in Taiwan by overseas enterprises; On December 4, 2008, Qualified Domestic Institutional Investors in mainland China were allowed to invest in Taiwan's securities and futures market)

Implementing cross-strait weekend charter flights and opening up tourism in Taiwan for the people of the Mainland Area (Agreements on weekend charter flights and Mainland tourist visits to Taiwan signed on June 13, 2008; Cross-strait weekend charter flights implemented on July 4, 2008, with the first Mainland tourist group starting a historic journey to Taiwan; Policy of allowing Mainland tourists to visit Taiwan officially implemented on July 18, 2008)
Expanding the "Mini-Three-Links" (Implemented on June 19, 2008)
Normalizing the “Mini-Three-Links” (Completion of related policy adjustment measures on Sept. 30, 2008; Implementation of the regularized "Mini-Three-Links" in Penghu on October 15, 2008)

Extending the maximum period of stay in Taiwan for Mainland students to one year (Revisions promulgated by the Ministry of Education on October 24, 2008)
Relaxing regulations to allow Taiwan’s universities to conduct extension education programs in mainland China, Kinmen and Matsu (Revised and promulgated by the Ministry of Education on November 3, 2008)
Allowing Fujian South East Satellite TV and the Fujian Daily Group to station correspondents in Taiwan (Effective from November 13, 2008)
Revising the Act Governing Relations Between People of the Taiwan Area and the Mainland Area and University Act to allow Mainland students to study in Taiwan and to expand the scope of recognized Mainland academic diplomas (On December 14, 2008, the Executive Yuan deliberated and approved these measures and submitted them to the Legislative Yuan for review)

Allowing county magistrates and mayors to visit the Mainland Area for exchanges (Promulgated and implemented on July 3, 2008)
Facilitating visits by Mainland professionals to Taiwan (Promulgated and implemented by the Ministry of the Interior on July 31, 2008)
Allowing the Hong Kong Trade Development Council to establish a branch in Taiwan (Approved on October 16, 2008)
Signing of a cross-strait food safety agreement (Agreement negotiated and signed on November 4, 2008; Agreement became effective and was implemented on November 11, 2008)
Revising the Act Governing Relations Between People of the Taiwan Area and the Mainland Area to protect the rights and interests of Mainland spouses (Revisions discussed and approved by the Executive Yuan and submitted to the Legislative Yuan for deliberation on December 11, 2008)
