The Civil Aviation Administration of China inaugurated the northbound M503 flight route and related extension routes. It also stated that these routes are civil flight routes aimed at relieving traffic congestion on existing routes. The Mainland air traffic control agencies will maintain technical communication with Taiwan. In addition, the routes have been designed to avoid flights between Kinmen/Matsu and Taiwan.

With regard to the passage of the Taiwan Travel Act by the US House of Representatives, Mainland China's Ministry of Foreign Affairs Spokesman Lu Kang stated that the Mainland resolutely opposes the Act. He also urged the US to prudently handle the Taiwan issue and refrain from engaging in any form of official exchange or contact with Taiwan or sending any wrong signals to the "Taiwan independence" separatist forces.

Chinese Minister of Foreign Affairs Wang Yi and the foreign minister of Sao Tome and Principe stated during a meeting that the "one China" principle is a prerequisite for the resumption of diplomatic relations between mainland China and Sao Tome and Principe. It is also the political foundation for the development of bilateral relations.

During a regular press conference, Taiwan Affairs Office spokesman Ma Xiaoguang presented  four points of view on the launch of the northbound M503 flight route and three extension routes: The routes were opened to relieve pressure from rapid flight growth in the region; the establishment and activation of the routes is a routine operation for the management of civil aviation airspace in the Mainland; the routes are an internal affair of the Mainland and do not involve the issue of unilateral launch; before the routes were opened, the Mainland fully considered Taiwan's concerns and communicated with Taiwan; and air traffic on the routes since their opening has averaged 27 flights per day, demonstrating the safety and reliability of the routes and showing that there is no issue of affecting flight safety in Taiwan. He also pointed out that Taiwan should treat this matter correctly and not allow it interfere with or disrupt cross-Strait relations.

A spokesperson for the Civil Aviation Administration of China issued a statement on the decision of the Taiwan's Civil Aeronautics Administration to stall approval of Mainland applications to provide 176 additional cross-strait flights during the Lunar New Year holiday. The spokesman stated that the Taiwan authorities are making an issue of the M503 route and disregarding of the interests of compatriots on both sides of the Taiwan Strait by using the humanitarian needs of the Taiwanese people as a bargaining chip. As for the alleged "retaliation" by the Mainland, it is the interests of the airlines and compatriots of the two sides, especially Taiwan compatriots, that are ultimately harmed. The spokesman reiterated that the M503 flight route and its extension routes underwent extensive technical verification by various experts and were approved as international routes by the International Civil Aviation Organization. There is no so-called safety issue.

With regard to President Tsai Ing-wen's comment during an interview with SET News that no one can rule out the possibility that China would unify Taiwan by force, Mainland Ministry of National Defense Spokesman Wu Qian stated, that the Mainland has the utmost sincerity to strive for peaceful reunification, but would never allow Taiwan to be separated from China. He also stated, with regard to the two sailings of the Liaoning aircraft carrier battle group through the Taiwan Strait this month, that the Liaoning aircraft carrier battle group recently conducted a cross-region maneuver according to the annual training plan. The purpose was to test the performance of the weapons and equipment and the training level of the troops.

A spokesman of the Civil Aviation Administration of China said that, under the pretext of aviation safety issues on the M503 flight route, the Taiwan authorities recently obstructed plans by China Eastern Airlines and Xiamen Airlines to add 176 cross-strait flights during the Lunar New Year holiday. The move has affected the normal travel of tens of thousands of people on both sides. Taiwan's action creates difficulties for many cross-strait family reunions, harms the feeling of compatriotism, and causes inconvenience for travelers. Taiwan should bear full responsibility for the consequences.

At the 2018 Working Conference on Taiwan Affairs in Beijing, member of the Standing Committee of the Political Bureau of the CPC Central Committee and PRC Vice Premier Wang Yang stated that studying and implementing the spirit of the 19th National Congress of the Communist Party of China (CPC) and General Secretary Xi Jinping's important thought on Taiwan affairs will be a primary political task at present and for years to come. The thought on Taiwan affairs is an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and serves as a basic principle for the work on Taiwan affairs in the new era. He also noted that the Chinese mainland will uphold the one-China principle and the 1992 Consensus and resolutely oppose and deter "Taiwan independence" separation in any form. The Mainland will actively expand cross-Strait economic and cultural exchanges and cooperation, continue to deepen cross-Strait economic and social integration and development, progressively provide Taiwanese compatriots in studying, starting businesses, working, and living in the mainland with the same treatment as local people, and encourage people from both sides to work together to promote Chinese culture and forge closer bonds between them. The Mainland will fully implement the central government's Taiwan policy, and make new contribution to promote the peaceful development of cross-Strait relations and advance the process of the peaceful reunification of the motherland.

Taiwan Affairs Office Director Zhang Zhijun stated in a speech presented at a Lunar New Year social event held in Beijing for the Mainland Association of Taiwan Investment Enterprises on the Mainland that the basic guidelines for Taiwan-related work will not change in 2018. The Mainland will continue to adhere to the one-China principle and the 1992 Consensus and resolutely oppose separatist attempts for "Taiwan independence" in any form. It will promote economic and cultural exchanges between the two sides, continue to deepen cross-Strait economic and social integration and development, and progressively provide Taiwanese compatriots studying, starting businesses, working, and living in the mainland with the same treatment as local people. It will vigorously urge compatriots on both sides to jointly promote Chinese culture and advance a shared mindset. Zhang also noted that the Mainland would introduce new policy measure this year to ensure equal treatment for Taiwan compatriots and businesses; work to build and improve cross-Strait industrial cooperation parks and create a group of new gathering areas for industrial cooperation; and work to improve financial services to provide Taiwanese businesses with strong financial support to develop in mainland China. The Mainland will also help Taiwanese companies to go public in the Mainland, as well as take efforts to safeguard the legitimate rights and interests of Taiwan compatriots.

Taiwan Affairs Office (TAO) spokesperson An Fengshan stated in response to a question that related parties in the Mainland are deeply concerned about the earthquake in Hualien, Taiwan. The TAO and Association for Relations Across the Taiwan Straits (ARATS) initiated Taiwan-related emergency mechanisms and have kept informed of the disaster and relief situation. On the morning of February 7, TAO Director Zhang Zhijun spoke with Hualien County Magistrate Fu Kun-Chi during an emergency phone call and ARATS Chairman Chen Deming phoned involved parties in Hualien County to express mourning for the Taiwan victims at the earthquake epicenter and convey sincere sympathies to the injured Taiwan compatriots. The ARATS also said it was willing to assist with the disaster relief, including sending rescue teams.

Mainland China's Ministry of Foreign Affairs Spokesman Geng Shuang stated at a regular press conference that provisions in the Taiwan Travel Act recently deliberated and approved by the US Senate Committee on Foreign Relations encouraging the US government to lift restrictions on high-level official exchanges between the US and Taiwan, though not legally binding, still gravely violate the one-China principle and the three China-US joint communiqués. If the bill becomes law, it would severely disrupt China-US and the cross-Straits relations. China is strongly dissatisfied with and firmly opposed to that, and has lodged stern representations with the US.

Taiwan Affairs Office spokesperson An Fengshan said that immediately after the Hualien earthquake, the TAO, the Association for Relations Across the Taiwan Straits, Red Cross Society of China, Seismological Society of China, and other related organizations expressed sympathy to compatriots afflicted by the Hualien earthquake and condolences to the victims. According to incomplete statistics, the Mainland has donated RMB20,875,000. An expressed gratitude to relevant parties in Taiwan, including Hualien County and rescue workers, for their full support in the rescue, and for their care and assistance to the injured mainland tourists and families of the deceased. He also hoped that follow-up arrangements for the visitors who perished in the disaster would be handled appropriately.

The measures have three features: 1) They revolve around major national action plans and key research and development projects and aim to provide Taiwanese enterprises and compatriots equal treatment with Mainland enterprises and compatriots; 2) They are tailored: the measures were formulated to fully consider the special circumstances and needs of Taiwanese enterprises and compatriots and propose specific robust solutions responding to the widespread concerns of Taiwanese enterprises and compatriots; and 3) They have broad-based benefits, covering industry, tax, land, finance, employment, education, culture, healthcare, film and television, and various other fields, expanding benefits and sense of gain among Taiwanese enterprises and compatriots, especially the grassroots public.

The Chinese side urges the US to correct its mistake, stop pursuing any official ties with Taiwan or upgrading substantive relations with Taiwan, and handle Taiwan-related issues properly and cautiously. He urge the US to strictly abide by the one-China principle and the three China-US joint communiques, avoid having official contacts with Taiwan or trying to improve their relations in substantive ways, and stop military contacts and arms-sales with Taiwan so that China-US relations and peace and stability across the Taiwan Strait will not be severely damaged.

The Xiamen Municipal Government promulgated the "Measures to Deepen Economic, Social, and Cultural Exchanges between Xiamen and Taiwan." The measures consist of 60 articles in five sections. They provide Taiwan compatriots studying, starting businesses, working, and living in Xiamen equal treatment with Xiamen residents and promote the development of Taiwan enterprises in Xiamen.

With regard to a potential visit by incoming White House National Security Advisor John Robert Bolton to Taiwan for the opening of the new Taipei office of the American Institute in Taiwan and the US State Department's announcement of the issuance of marketing license for Taiwan to manufacture submarines, Taiwan Affairs Office spokesman Ma Xiaoguang at a regular press conference stated that the Mainland resolutely opposes any form of official contact or military ties between the US and Taiwan and resolutely opposes US arms sales to Taiwan on any pretext. The US should abide by the "one China" principle and the three China-US joint communiques. Regarding Premier Lai Ching-te's comments that he is a "Taiwan independence" worker, the spokesperson stated that Lai Ching-te has openly made "Taiwan independence" remarks repeatedly and arrogantly challenged the status quo of cross-Strait relations. This severely provokes mainstream public opinion on both sides of the Taiwan Strait and undermines peace and stability across the Taiwan Strait.

The Mainland Fujian Maritime Safety Administration announced that the Mainland military will conduct a live-fire military drill from 08:00 to 24:00 in an area of the waters of the Taiwan Strait defined by the four coordinate points of 24-52.9N/118-50.0E, 24-52.9N/118-55.9E, 24-42.6N/118-55.9E, and 24-42.6N/118-50E.

With regard to meetings between Taiwan Affairs Office Director Liu Jieyi with Hualien County Magistrate Fu Kun-chi and Nantou County Magistrate Lin Ming-chen respectively and whether there is a possibility for future twin-city forums other than the one between Taipei and Shanghai, Taiwan Affairs Office spokesman Ma Xiaoguang stated at a regular press conference that the Mainland consistently promotes cross-Strait exchanges and cooperation in various fields in line with the concept of "two sides of the Taiwan Strait are one family." There is no problem with exchanges between any Taiwan’s county or city and the Mainland side so long as there is a correct understanding of cross-Strait relations and the nature of cross-Strait county and city exchanges.

With regard to the recent "island encirclement patrol" by a formation of various Mainland military aircraft, Mainland Ministry of National Defense spokesperson Wu Qian stated at a regular press conference that the Mainland has taken a series of actions aimed at "Taiwan independence" forces and their activities. If "Taiwan independence" forces continue to act recklessly, the Mainland will take further action. Regarding the sea and air exercises held by Taiwan's military in the waters off the east coast and President Tsai Ing-wen's naval ship review, the spokesperson said that the Mainland is willing to seek peaceful reunification with the utmost sincerity and effort. However, it must be pointed out that "Taiwan independence" is a dead end and military confrontation is no way out.

With General Secretary Xi Jinping's important thinking on Taiwan-related work as a fundamental basis and guideline to action, the Mainland will implement the CPC Central Committee's policy decisions on Taiwan-related work and maintain and promote the peaceful development of cross-Strait relations. The Mainland must strengthen contact and exchanges with Taiwan compatriots, promote cross-Strait economic and cultural exchanges and cooperation, and properly handle problems and emergencies arising during exchanges between the people of the two sides.

The refusal of the Democratic Progressive Party (DPP) administration to recognize the "1992 Consensus" embodying the "one China" principle undermines the political foundation for Taiwan's participation in the World Health Assembly. The DPP administration is entirely to blame for the lack of invitation for Taiwan to participate in the assembly this year.

The China-related content of the US Congress's National Defense Authorization Act is full of Cold War and zero-sum mentality, interferes with China's internal affairs, and harms China's core interests. The Chinese military is strongly dissatisfied with and firmly opposed to it. China urges the US side to fully recognize the serious harm of the negative China-related clauses in the Act, abide by the one-China policy and the principles of the three China-US joint communiqués, delete the relevant negative clauses in the Act, prudently and properly handle Taiwan-related issues, and take concrete actions to maintain the military relationship between China and the US and the peace and stability across the Taiwan Strait.

This position is clear and explicit. Relying on foreign forces is a dead end and using Taiwan to counter China is doomed to fail. Regarding reports that a People's Liberation Army (PLA) destroyer and frigate sailed southward through the eastern waters of Taiwan and lingered in the southwestern waters of Taiwan, he said that Taiwan is a part of China. Safeguarding national sovereignty and territorial integrity is a sacred mission of the PLA. The Mainland will organize and carry out relevant training and actions according to developments and changes in the Taiwan Strait.

During a press conference held by the State Council Information Office on measures to facilitate residence documentation for residents of Hong Kong, Macao, and Taiwan, Taiwan Affairs Office Deputy Director Long Mingbiao stated that the biggest difference between the residence permit for Taiwan residents and the Taiwan Compatriot Travel Certificate is that the residence permit is an identification document for Taiwan compatriots studying, working, and living in the Mainland. It cannot be used to enter or exit the Mainland. The Taiwan Compatriot Travel Certificate, by comparison, is the only document that Taiwan residents can use to enter and exit the Mainland. The residence permits adopt the same technical standards as those used in the resident identity cards. This ensures that they are compatible with all ID-reading terminals and equipment in social and public service systems and provide the same daily use experience as IDs. The new permits have numerous features that cannot be implemented with the Taiwan Compatriot Travel Certificate.

Regarding the New Power Party's proposed draft amendments to make the Referendum Act applicable to the establishment of new constitution, Ma said that the Mainland resolutely opposes all so-called "amendments to the Referendum Act" and all forms of engagement in "Taiwan independence" separatist activities. The Mainland and Taiwan both belong to "one China," of which Taiwan is an inseparable part. Taiwan has never been a country and will never become a country in the future. "Taiwan independence" is a dead end that will only bring the people of Taiwan into a disastrous abyss.

In a speech at a seminar on trade protectionism and cross-Strait technology industry cooperation at Tsinghua University, ARATS Vice President Sun Yafu said that, since last year, the US has clearly intensified provocation and supported Taiwan's DPP authorities in their confrontation with the Mainland. This has reached the most serious level since China and the US established diplomatic relations in 1979. Among the matters that have grown more serious than in the past are support for mutual navy vessels visits between the US and Taiwan, increase exchange visits by US and Taiwan officials at all levels, the normalization and facilitation of arms sales to Taiwan, and intervention in the establishment or resumption of diplomatic relations between foreign countries and China. Once US conducts mutual naval vessel visits with Taiwan and facilitates senior officials visits would violate US pledges to China when diplomatic relations were established between the two sides, as well as undermine the political foundation for China-US diplomatic relations and bring rough waves to the Taiwan Strait.

During the welcome banquet for the 8th Beijing Xiangshan Forum, Li Zhanshu, Politburo Standing Committee member of CPC Central Committee and Chairman of the Standing Committee of the National People's Congress, stressed that there is only "one China" in the world and that Taiwan is an inseparable part of China. Mainland China's Ministry of Human Resources and Social Security issued a notice seeking public comment on "Interim Measures for Hong Kong, Macao and Taiwan Residents to join the Social Insurance Scheme in the Mainland (Draft for Comment)." The measures would applicable to employed, unemployed and university-enrolled Taiwan compatriots in the Mainland. This would resolve the problem of "double insurance" faced by Taiwan compatriots, which stipulate that Taiwan compatriots, who are already covered by related social insurance in Taiwan and retain such social insurance relationship, be exempted from participating in Mainland’s pension insurance and unemployment insurance systems when able to present proof of such coverage issued by related authorities.

The Mainland resolutely opposes this. During a regular press conference regarding mainland China's failure to notify Taiwan about African swine fever (ASF), Taiwan Affairs Office of State Council spokesman Ma Xiaoguang stated that the two sides signed the “Cross-Strait Arrangement on Cooperation of Agricultural Product Quarantine and Inspection” to address issues related to the cross-Strait trade of agricultural products and notification of food safety information. However, Taiwan has not imported Mainland pork for a long time, so this agreement does not apply to ASF notifications. On the establishment of a new twin-city forum, the spokesman said that the Mainland has always maintained a positive and open attitude towards cross-Strait city exchanges. As long as the nature of cross-Strait relations and city exchanges can be correctly acknowledged, the Mainland welcomes more counties and cities in Taiwan to participate in cross-Strait exchanges and cooperation to work together for the well-being of compatriots on both sides of the Taiwan Strait.

The Qinghai Provincial Taiwan Affairs Office and Qinghai Provincial Development and Reform Commission jointly issued the “Opinions on the Implementation of Measures by Qinghai Province to Promote Cross-Strait Cultural Exchanges and Cooperation.” The 64 articles of the measures include provisions to promote economic and trade cooperation, cultural and educational exchange between the two sides, support Taiwanese people studying, working, starting businesses, and interning in Qinghai, and facilitate the settlement of Taiwanese people in Qinghai.
