January 1, 2020
Taiwan Affairs Office Director Liu Jieyi published a New Year's message entitled "Joining Hands to Advance through Hardship" in the first 2020 issue of Relations Across Taiwan Straits magazine. In it he stated that cross-Strait relations are entering a new year and embarking on a road of peaceful development, from which Taiwan compatriots can fully enjoy a "bonus" in their well-being. Conversely, the interests and welfare of Taiwan compatriots will be severely harmed if an extreme minority continues to stir up opposition and hostility between the two sides. A bright outlook for the peaceful development of cross-Strait relations depends on the joint efforts of compatriots on both sides. The Mainland will continue to thoroughly implement the spirit of General Secretary Xi Jinping's important speech and the fourth plenary session of the 19th CPC National Congress, as well as work unremittingly to promote the peaceful development of cross-Strait relations and advance the process toward the peaceful reunification of China.

In it he said that General Secretary Xi Jinping's important speech on January 2, 2019 reverberated throughout Taiwan and has had a major and profound impact on the development of cross-Strait relations. It also has major significance for more solid and effective Taiwan-related work in the new era: to unite the great number of Taiwan compatriots to work together for national rejuvenation and create a general trend towards peaceful reunification across the Taiwan Strait; to promote dialogue and consultation among various sectors on the future of cross-Strait relations and the nation; to firmly curb "Taiwan independence" separatist activities and maintain peace and stability across the Taiwan Strait; and to deepen the development of cross-Strait integration and effectively enhance the rights, interests, and welfare of Taiwan compatriots. In 2020, the Mainland must fully realize the spirit of General Secretary Xi Jinping's important speech and the fourth plenary session of the 19th CPC National Congress, promote institutional arrangements across the Taiwan Strait for peaceful development, improve and promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, enact institutional arrangements and policy measures to guarantee the well-being of Taiwan compatriots, continue to use institutional advantage for the efficacy of Taiwan-related work, solidly promote the peaceful development of cross-Strait relations, and firmly advance the process toward the peaceful reunification of China.

Taiwan Affairs Office spokesman Ma Xiaoguang stated in regards to Taiwan's election result that mainland China's major Taiwan policies are clear and consistent. The Mainland adheres to the basic principle of "peaceful reunification and one country, two systems" and the "one China" principle. It will firmly safeguard China's sovereignty and territorial integrity, staunchly oppose any form of "Taiwan independence" attempts and actions, and resolutely improve the rights, interests, and welfare of Taiwan compatriots. The peaceful development of cross-Strait relations is the correct path to promoting joint development and benefiting compatriots on both sides of the Strait. It will require the joint efforts of compatriots on both sides to achieve. The Mainland is willing, on the common political basis of upholding the "1992 Consensus" and opposing "Taiwan independence," to jointly promote with Taiwan compatriots the peaceful development of cross-Strait relations, advance the process toward the peaceful reunification of China, and together realize the glorious prospect of the great rejuvenation of the Chinese nation.

Mainland State Councilor and Foreign Minister Wang Yi stated during a visit to Africa that the "one China" principle is not only a position shared by all African countries, but also a long-established general consensus in the international community. This consensus will not change in the slightest because of the local elections on the island of Taiwan. Nor will it be shaken by erroneous words and actions of Western individual politicians. The national revival of China and the cross-Strait unification are historically inevitable. Moves against this trend will come to a dead end. Any acts of secession will be condemned by history.

The Tianjin Taiwan Affairs Office and Tianjin Development and Reform Commission announced the "Specific Measures on Further Promoting Economic and Cultural Exchanges and Cooperation between Tianjin and Taiwan" including 46 articles.  The first 30 articles of the measures stipulate equal treatment to Taiwanese enterprises in the areas of research, finance, establishment of major technical equipment and industry innovation centers, 5G R&D, garden waste disposal, aviation, culture, sports, agriculture, and medicine. The other 16 articles call for equal treatment for Taiwan compatriots in the areas of transportation, education, medical treatment, literature and art, employment, entrepreneurship, housing, training, title review, and sporting events.

During a regular press conference, Taiwan Affairs Office spokesman Ma Xiaoguang presented a four-point response to the proposal by Tsai Ing-wen after her election victory that "peace, parity, democracy, and dialogue " are the keys to the resumption of positive cross-Strait interaction: First, adhering to the "1992 consensus" embodying the "one China" principle is the unshakable foundation for peaceful and stable cross-Strait relations"; it would be easier to shake a mountain than shake the "1992 Consensus." Second, "Taiwan independence" separatist forces and their activities are the biggest threats to peace and stability in the Taiwan Strait and must be resolutely curbed. Third, cross-Strait developments toward peace and stability and the trend of progress in cross-Strait relations cannot be stopped by any person or power. Fourth, Taiwan's future lies in national unification. Taiwan belongs to the people of China, of which include the Taiwanese people, therefore its future will be jointly decided by the people of China.

Taiwan Affairs Office spokesman Ma Xiaoguang commented on statements by Tsai Ing-wen regarding cross-Strait relations during an interview with the British Broadcasting Corporation (BBC). He said that Taiwan has never been a country, Taiwan is a sacred and indivisable part of China. He warned the DPP leader to not allow an inflated ego to make misjudgements on the situation and thus further fabricate tension and unrest in the Taiwan Strait, which would in turn lead Taiwan into dangerous grounds. The Mainland's determination to protect China's national sovereignty and territorial integrity is rock solid. No person, organization, or party will be allowed to seperate any territory from China at any time or by any means.

Member of the Politburo Standing Committee and Chairman of the CPPCC Wang Yang stated at the 2020 Working Conference on Taiwan Affairs that the situation in the Taiwan Strait has grown more complicated and grave in 2020. The Mainland must reinforce the "four consciousnesses," solidify the "four confidences," and accomplish the "two maintains." These thinking and actions must be effectively unified and deployed in the CPC Central Committee’s Taiwan-related work decisions. The Mainland must adhere to the "one China" principle and firmly oppose and deter any form of "Taiwan independence" separatist activities. Policies must be precisely implemented to increase the effectiveness of policy initiatives favorable to Taiwan and the people, and improve institutional arrangements and policy measures to promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, and guarantee the well-being of Taiwan compatriots. It must vigorously promote cross-Strait youth exchanges and improve conditions for young people to come to the Mainland from Taiwan to study, intern, start businesses, and work. Party committees at all levels must further raise their political position to effectively fulfill their political responsibility to properly carry out Taiwan-related work. Taiwan-related work systems must implement the overall demands of party building in the new era, consolidate educational results on the theme of "don't forget your original heart and remember your mission," strengthen cadre team building, effectively improve work styles, and work hard to fulfill Taiwan-related work in the new era.

Mainland State Councilor and Foreign Minister Wang Yi of the Ministry of Foreign Affairs stated in a 2020 New Year Reception speech that China will resolutely and necessarily counter interference by external forces in China's internal affairs. The "one China" principle is a universal consensus of the international community and a widely-acknowledged basic norm of international relations. No matter how the situation changes in Taiwan, it cannot change the historical and legal fact that Taiwan is an indivisible part of China. The determination and confidence of the government and people of China to unify the two sides will never waver.

The Mainland will adhere to implementing people-centered development concepts in Taiwan-related work, improve and deepen institutional arrangements and policy measures to develop cross-Strait integration, promote cross-Strait exchanges and cooperation, guarantee the well-being of Taiwan compatriots, and promote a shared mindset among compatriots on both sides. The Mainland economy is moving towards a new stage of higher quality development while maintaining the basic trend of stable and long-term improvement. The prospects for Taiwan compatriots and companies to invest in new businesses and enjoy success are also improving. The Mainland hopes that Taiwan compatriots will seize these opportunities to reach new heights.

Mainland Ministry of Foreign Affairs Spokesman Geng Shuang responded to a question regarding former president Fradique de Menezes of the Democratic Republic of Sao Tome and Principe sending congratulations to Tsai Ing-wen for winning the Taiwan election. He stated that the one-China principle is a basic norm governing international relations and a universal consensus of the international community. In the past three years or so after China and San Tome and Principe resumed diplomatic ties, relations between the two sides have developed smoothly. Any attempt to undermine the friendly relations between China and Sao Tome and Principe will not succeed. China advises the DPP authority to give up pathetic tricks that fool only themselves and make them a laughing stock of the world.

Taiwan Affairs Office spokesman Ma Xiaoguang issued a press release regarding Taiwan people stranded in Hubei, in which he stated that ARATS received a letter from the SEF at 6 pm on January 27. Claims by the Taiwan media and Taiwan side saying coordination was being conducted through various channels with the Mainland are inconsistent with facts. Since the outbreak of COVID-19, the Mainland has duly cared for Taiwanese people in Hubei. Based on the understanding of the Hubei Taiwan Affairs Office, there were no cases of Taiwan people infected in Hubei as of the afternoon of January 27. The Mainland has always taken seriously the Taiwanese people’s health and welfare on both sides of the Strait, and has maintained communications with relevant parties in Taiwan. The Mainland arranged for Taiwanese experts to make an inspection visit to Wuhan, and provided timely information and data to Taiwan as well, it will continue to maintain communication and coordination in the same manner.

During a regular online press conference, mainland China's Ministry of Foreign Affairs spokesperson Hua Chunying responded to the matter of Italy’s ban on Taiwanese flights due to the World Health Organization (WHO) listing Taiwan as part of China as a "high risk" area from the COVID-19. She stated that Taiwan compatriots are our brothers and sisters. If they encountered difficulties overseas, we would always be ready to help. The WHO is a special United Nations agency consisting of sovereign states, Taiwan's participation in the activities of international organizations such as the WHO must be arranged properly through cross-Strait consultations under the “one-China” principle. The Taiwan region has timely access to information on global public health emergencies released by the WHO and information can also flow readily the other way. With these arrangements in place, Taiwan is able to cope promptly and effectively with local or global public health emergencies.

Taiwan Affairs Office spokesperson Ma Xiaoguang responded to the matter of Lai Ching-te's visit to the United States. He stated that the "one China" principle is a fundamental premise and political foundation for the development of relations between China and all countries, including the US. The Mainland resolutely opposes the establishment of diplomatic relations and any form of official contacts between Taiwan and any country. The US should abide by the “one-China” principle and the China-US Three Joint Communiqués. The Mainland again warned Taiwan's DPP administration that "Taiwan independence" goes against the historical tide and is a road to nowhere. Any person or power relying in vain on foreign forces is bound to hoist with his own petard.

Taiwan Affairs Office spokesperson Ma Xiaoguang commented on the Taiwan-related issues pertaining to the COVID-19 epidemic. He said that the Mainland has repeatedly provided the Taiwan area with timely updated information on epidemic prevention and control. It has also notified Taiwan of the information shared between the Mainland and WHO on the COVID-19 genome sequence and also the approaches to obtain the sequence. In response to  request by Taiwan's disease prevention agencies, the Mainland also arranged for Taiwan epidemic prevention experts to visit Wuhan, both sides have strengthened communication. The spokesperson also stated that the Mainland is doing everything possible in epidemic prevention and control work. The life and safety of compatriots on both sides is the most important and urgent matter at this time. The DPP authorities should stop using the epidemic as a pretext for its political sensationalism and manipulation, and should stop interfering in epidemic prevention and control work.

Taiwan Affairs Office (TAO) spokesperson Ma Xiaoguang commented on Taiwan-related issues pertaining to the COVID epidemic. He said that the TAO and provincial and city agencies involved with Taiwan-related work have established an epidemic prevention and control work leading group to strengthen care for Taiwan compatriots and coordinate efforts to resolve practical issues. On February 3, the Mainland assisted in arranging the return of the first group of 247 Taiwan compatriots stranded in Hubei. They were flown back to Taiwan on a China Eastern Airlines Lunar New Year holiday supplemental flight. As of February 4, the Mainland has updated Taiwan on the epidemic situation 36 times, whereas Taiwan informed the Mainland 15 times, such close contacts underscores the close affinity and kinship ties between the two sides. The Mainland hopes that relevant parties in Taiwan will appropriately handle the Mainland students’ return to their studies in Taiwan and protect their health and education rights and interests.

Hubei Provincial Taiwan Affairs Office Deputy Director Xing Junzhi expressed regret and concern for a confirmed COVID-19 case among the first group of Taiwanese compatriots returning to Taiwan from Hubei. During the transportation procedure, all Taiwan compatriots returning to Taiwan were required, according to Hubei Province epidemic prevention and control regulations, to make a written commitment and agree to undergo disease prevention measures after returning to Taiwan. The Mainland hopes for the Taiwan side to fully understand Taiwan compatriots’ urgency and need to promptly return home, and to actively cooperate and ensure their prompt return.

A person in charge at the Taiwan Affairs Office stated in regards to Taiwan-related issues in the World Health Organization (WHO) that, as the whole country is in the fight against the COVID-19 epidemic, the DPP authorities and "Taiwan independence" separatist forces have opportunistically banged the drum about Taiwan's WHO participation, through which they profit from misfortune and attempt to expand Taiwan's so called "international space." According to relevant resolutions of the UN General Assembly and WHO and the WHO Constitution, Taiwan, as a part of China has no right to join the WHO. The Mainland advises the DPP authorities to immediately stop their political calculations and political manipulation on Taiwan-related WHO issues. "Using the epidemic to seek independence" will never succeed.

Taiwan Affairs Office spokesperson Ma Xiaoguang stated during an interview that the transportation of the first group of Taiwan compatriots stranded in Hubei to Taiwan was successfully completed. Since then, the Taiwan authorities have persistently obstructed follow-up transportation arrangements, preventing the execution of a planned China Eastern Airlines flight. Concerned parties in the Mainland have started work related to the transportation of Taiwan compatriots in Hubei to Taiwan, showing the Mainland's sincere care and humanitarian concern for Taiwan compatriots. The Mainland will not allow the discrediting rumors and endless attacks by certain politicians in Taiwan. Taiwan should immediately stop all political manipulations, promptly confirm transport arrangements with China Eastern Airlines, and provide the necessary conditions for Taiwan compatriots in Hubei to return home.

Taiwan Affairs Office spokesperson Ma Xiaoguang stated during an interview that Hubei Provincial Taiwan Affairs Office, arranged the transportation of Taiwan compatriots back to Taiwan based on statistical calculations, and also with consideration to Taiwan's demands. However, Taiwan has used various excuses to delay and obstruct the arrangements, with the result that nearly a thousand Taiwan compatriots are unable to return home. Even "the vulnerable" have not been spared. Hubei performed a comprehensive quarantine investigation in the return of the first group of Taiwan compatriots to Taiwan. Testing requirements were strictly implemented in each procedure. Taiwan's allegation that the Mainland has "created trouble in the quarantine process" is entirely unfounded. The Mainland calls on the DPP authorities to stop disregarding the Taiwan compatriots’ interests, stop making excuses to quibble and cause trouble, and confirm transport arrangements with China Eastern Airlines so Taiwan compatriots in Hubei can promptly return home.

People's Liberation Army Eastern Theater Command spokesperson Colonel Zhang Chunhui stated that, on February 9, the Eastern Theater Command conducted sea and air force readiness patrols and flights through the Bashi Channel and the Miyako Strait, as well as carried out targeted combat exercises. Taiwan and its affiliated islands are a sacred and indivisible part of Chinese territory. The Chinese military's readiness patrols are entirely legitimate and legal. They are also necessitated by the current security situation in the Taiwan Strait and need to safeguard national sovereignty. Theater forces have the determination and capability to defeat all "Taiwan independence" separatist activities and firmly defend China's sovereignty, security, and territorial integrity.

She has postured to increase cross-strait confrontation and taken new actions to intensify plans for collusion between Taiwan and the US to seek independence and brazenly engage in dangerous provocation. The PLA action was taken to safeguard China's sovereignty and territorial integrity, maintain peace and stability across the Taiwan Strait, and uphold the shared interests of compatriots on both sides of the Strait. The Mainland advises the DPP authorities to not play with fire

Taiwan Affairs Office spokesperson Ma Xiaoguang stated in regards to "Taiwan independence" remarks by Yu Shyi-kun that Yu was using the COVID-19 epidemic to talk nonsense. By openly advocating "Taiwan independence," Yu undermines cross-Strait relations and again exposes the delusions of an extreme minority in Taiwan to "use the epidemic to plot independence." In the face of the pandemic, Yu thinks not about how to safeguard the life, safety, and common interests of compatriots on both sides, but rather spreads a political virus to manufacture cross-Strait confrontation. It shows a contemptible lack of basic conscience. "Taiwan independence" is a dead end: a road to nowhere that will only bring disaster to the people of Taiwan. Some politicians with self-inflated egos create trouble by going against the trend, heedless of the well-being and safety of Taiwan compatriots. They will only bring trouble to themselves.

Taiwan Affairs Office spokesperson Ma Xiaoguang said that the DPP authorities and "Taiwan independence" forces are using the epidemic to profit from misfortune, engage vigorously in political manipulation, constantly escalate cross-Strait opposition and confrontation, and recklessly aggravate the atmosphere of cross-Strait relations. They constantly churn out discriminatory, cold-blooded measures that ignore the rights and interests of the people. They say one thing and do another regarding the return of Taiwan compatriots stranded in Hubei, and constantly fabricate all manner of excuses to obstruct and delay their return, including making claims of insufficient epidemic prevention and control ability. They manipulate green camp politicians and media and nurture cyber forces to attack and slander the Mainland. They baselessly attack the WHO for adhering to the "one China" principle and fabricate rumors of Taiwan breaking through the "one China principle" to participate in the WHO. The DPP authorities have relied on foreign forces and attempted to use the epidemic to stir "Taiwan independence" consciousness, fully exposing the conspiracy to "use the epidemic to plot independence." "Taiwan independence" acts are a political plague more poisonous than a virus. If the DPP authorities and "Taiwan independence" forces cling obstinately to their course, they are bound to hoist with their own petards.

Huai'an City, Jiangsu Province announced "Opinions on Supporting the Healthy Development of Taiwan-funded Enterprises amidst the COVID-19 Epidemic." The opinions contain nine articles with stipulations to incentivize Taiwan-funded enterprises to make new investments and reinvest profits at a certain scale in the advanced manufacturing, modern services, and agricultural equipment industries. They also provide for 50% premium support to Taiwan-funded enterprises for export credit insurance, short-term insurance, cargo insurance, and insurance for advance payment of epidemic prevention supplies; allow immediate "zero delay" delivery of imported disease prevention supplies by Taiwan-funded enterprises; and implement a 24/7 internet reservation system for fast inspection and clearance of import and export cargo to help companies resume production.

Taiwan Affairs Office spokesperson Zhu Fenglian responded to a question regarding the passage of a joint declaration by Taiwan's legislature to continue bidding for Taiwan's participation in the World Health Organization (WHO). He stated that the DPP authorities have repeatedly stirred up Taiwan-related issues in the WHO and even attacked the WHO with irrational demands violating related provisions of international organizations with the intent to engage in political manipulation. Certain individuals in Taiwan's legislature promoting the so-called "declaration" have ulterior motives. "Using the epidemic to plot independence" cannot succeed.

Taiwan Affairs Office spokesperson Zhu Fenglian commented on the appointment of Wu Cherng-Dean as chairman of the New Party. He said that the Mainland will continue to maintain communication and strengthen dialogue with all political parties, groups, and individuals in Taiwan that oppose "Taiwan independence" and advocate improvement and development of cross-Strait relations, including the New Party. It will continue to jointly promote the peaceful development of cross-Strait relations, and work together for the peaceful unification of the motherland and the great rejuvenation of the Chinese nation.

Jiangsu Province announced “Several Measures Supporting Taiwan-funded Enterprises to Actively Cope with the Impact of the COVID-19 Outbreak”. The measures comprise 10 articles to coordinate the safe and orderly resumption of production and production of enterprises, help enterprises to solve employment difficulties, strengthen financial support and stabilize company supply chains, optimize service methods, support the development and major construction projects of Taiwan companies, support the orderly transfer of Taiwan companies in Jiangsu, strongly support Taiwanese youth employment and entrepreneurship in Jiangsu, and provide equal protections for Taiwanese companies and Taiwanese compatriots.

The Pingtan Comprehensive Experimental Zone in Fujian Province announced “Nine Measures to Support Taiwan-funded Enterprises in Responding to Epidemic Prevention and Resume Production”. The measures include provisions for travel subsidies for Taiwan compatriots to return to Lancheng, support to companies to recruit Taiwan employees, subsidies to help Taiwan companies resume production, rent relief for Taiwan companies, increased financial credit support for Taiwan companies, comprehensive insurance subsidies for Taiwan companies resuming production, and support for the development of Lancheng-Taiwan specialty tourism, all of which aim to help Taiwan companies resume production and maintain stable operations.

Taiwan Affairs Office spokesperson Zhu Fenglian responded to a question regarding advocacy by the DPP's Tsai Chi-chang and others to adjust the cross-Strait treatise as "Taiwan, ROC." He stated that these "Taiwan independence" remarks expose the sinister intentions of some people in Taiwan to promote "gradual Taiwan independence" and elevate cross-Strait hostility and confrontation. This is a ruse intended to benefit one party at the expense of the interests and welfare of Taiwan compatriots and an all-out fraud against Taiwan compatriots and international public opinion. The Mainland and Taiwan belong to "one China." This fact cannot and will not change. "Taiwan independence" goes against the historical tide and is a road to nowhere. The Mainland calls on Taiwan compatriots to join the Mainland in resolutely opposing  "Taiwan independence" and to maintain peace in the Taiwan Strait.

Mainland Ministry of National Defense spokesman Colonel Wu Qian stated at a regular press conference that the People's Liberation Army conducted readiness patrols, joint exercises, and other military action to protect China's national sovereignty and territorial integrity, maintain peace and stability across the Taiwan Strait, and protect the shared interests of compatriots on both sides of the Strait. These actions are aimed at "Taiwan independence" forces and their separatist acts. Taiwan is part of China. The Mainland warns the DPP authorities to not play with fire. Any plots attempting to divide Taiwan from China are doomed to fail. Any actions inciting cross-Strait hostility and whipping up cross-Strait confrontation will only bring disaster to Taiwan compatriots. Any attempt by force to prevent unification is a dead end. It is futile to use Taiwan to control China.

Taiwan Affairs Office spokesperson Zhu Fenglian said that, since the epidemic outbreak, the Mainland has fully cared for the daily life and epidemic control needs of Taiwan compatriots in the Mainland, as well as fully considered the actual demands and wishes of Taiwanese in Hubei to return home. It actively arranged for China Eastern Airlines to transport the first group of 247 Taiwan compatriots to Taiwan on February 3, along with repeated proposals so reasonable arrangements could be made for the prompt return of Taiwan compatriots. However, the DPP authorities continued to set barriers and delayed such work to be done. They included the 1,148 Taiwan compatriots who wish to return home on a so-called "control list," comprehensively blocking routes for Taiwan compatriots stranded in Hubei to return home. In addition, Taiwan’s Premier Su Tseng-chang even attempted to divert attention and shirk responsibility with self-contradictory lies. Zhu called out to Su and advised him to uphold the moral bottom line and stop making irresponsible remarks and spreading troubling rumors.

Mainland China's Ministry of Foreign Affairs spokesperson Zhao Lijian responded to the passage of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act by the US Congress and said the stated bill severely violated the “one-China principle” and the three China-US Joint Communiqués. Mainland China firmly opposed such action as it was a serious violation of the international law and the basic norms governing international relations. Forty years ago, the US established diplomatic relations with China based on the "one China principle", yet now obstructs other sovereign countries from developing normal state relations with China. This made no sense and went against the tide. The Mainland urged the US to strictly abide by the “one-China principle” and the three China-US Joint Communiqués, comply with international law and the basic norms governing international relations, take effective initiatives to prevent the said bill from becoming law, and handle Taiwan-related issues properly and cautiously to avoid serious damage to China-US relations and cross-Strait peace and stability.

She stated that the content of the report on cross-Strait media exchanges was a complete and slanderous fabrication that distorted the truth. The US State Department’s report was filled with lies that disregarded basic facts and common sense. The report was rife with political prejudice and explicitly revealed the ulterior political agenda of some US politicians. The DPP authorities have unscrupulously restricted cross-Strait media exchanges and shamelessly intimidated and suppressed Taiwanese media outlets that hold different positions. They also colluded with anti-China forces in the West to concoct rumors of so-called "mainland China’s control over the Taiwan media." Under the guidance of the Taiwan Affairs Office of the State Council, its regional offices throughout the Mainland were taking practical measures to help Taiwan-funded enterprises resume work in an orderly manner, while carrying out epidemic prevention and control. The Jiangsu Provincial Taiwan Affairs Office issued 10 support measures to help Taiwan enterprises resume production. The Taiwan, Hong Kong and Macao Office of the Fujian Province teamed up relevant financial institutions to fund the first 2 billion RMB loan program for key Taiwanese enterprises in the Fujian Province. Taiwan Affairs Offices in Shanghai, Zhejiang, Anhui, Shandong, Guangdong, Chongqing, Sichuan, Tianjin, Liaoning, Jiangxi, and Shenzhen were actively deploying various types of assistance. Based on partial statistics, more than 90% of the large-scale Taiwanese industrial enterprises in areas with high-concentration of Taiwanese capital and all such companies in Fujian Province had resumed full production as of March 10.

It went against international law and basic norms governing international relations and constituted interference in China's domestic affairs. Mainland China deplored and rejected it. The Act called for blocking other sovereign states from developing normal state-to-state relations with China, was which the logic of flagrant hegemonism. The determination and resolution of the mainland Chinese government and people to safeguard their core interests was firm as rock. China strongly urged the US to correct its mistake and refrain from implementing this bill and obstructing other countries' pursuit of relations with China. Mainland students who are currently  studying at colleges and universities in Taiwan may continue to study in Taiwan at their discretion. Furthermore, the Mainland demands that the Taiwan authorities effectively take responsibility for Mainland students enrolled in Taiwan universities but are unable to return for classes due to reasons on the Taiwan side, and to protect their legitimate educational rights and interests. The Mainland side urged the Taiwan authorities to immediately change their unreasonable restrictions on Mainland students and to not unilaterally stress disease prevention to the neglect of the right of Mainland students to return to school.

Mainland China's Ministry of Foreign Affairs Spokesman Zhao Lijian stated at a regular press conference that Taiwan's participation in the activities of WHO and other international organizations need to be arranged in a reasonable and appropriate manner, after cross-Strait consultations, and under the "one-China" principle. According to the agreement reached between China and the WHO, there is an International Health Regulations Contact Point in the Taiwan region, so Taiwan may obtain timely information on global public health emergencies released by the WHO, and report its public health emergency information to the WHO in a timely manner as well. The Taiwan letter did not mention "person-to-person transmission" either, it sought mainly to understand the situation from the WHO. After March 15, Taiwan packaged the relayed letter as a first "warning" message. This shows that the DPP authorities are hyping a false proposition to make a political statement. Taiwan is part of China, its participation in the WHO and other international activities must be handled under the "one China" principle. The DPP authorities are hyping Taiwan-related issues in the WHO to "use the pandemic to plot independence." This cannot possibly succeed.

Taiwan's membership in the UN was a pseudo issue. The Taiwan’s participation in the international organizations and their activities, including the WHO and its activities, must be handled in accordance with the "one-China principle".

The circular was part of the efforts to further implement the "31 measures" and "26 measures" to promote cross-Strait economic and cultural exchanges and cooperation. With the proposed 11 measures, the circular aimed to help Taiwanese businesspeople and enterprises resumed operations and production amid the COVID-19 pandemic.

At a regular press conference, mainland China's Foreign Ministry spokesperson Zhao Lijian stated that Taiwan’s participation in the WHA must be handled in accordance with the “one-China principle”. This was also a fundamental principle enshrined in UNGA Resolution 2758 and WHA Resolution 25.1. Since the DPP came to power in 2016, it has obstinately adhered to the separatist position of "Taiwan independence" and refused to recognize that both sides of the Taiwan Strait belong to one and the same China. As a result, the political foundation for Taiwan to participate in the WHA has ceased to exist. The few countries that insisted on discussing the proposal relating to the Taiwan region were only aiming to politicize a health issue for selfish political gains, even at the expense of hijacking the WHA and undermining global cooperation to fight the pandemic.

Taiwan Affairs Office spokesperson Ma Xiaoguang commented on US Secretary of State Mike Pompeo's congratulatory message to President Tsai Ing-wen on her re-election inauguration. He stated that "Taiwan independence" separatist activities openly challenged the fundamental interests of the Chinese nation and must be resolutely contained. "Taiwan independence" separatist forces promoted and caused uproar over "legal amendments," "legislation," "constitutional interpretations," and "constitutional reforms" in a vain attempt to advance "gradual Taiwan independence" and seek an opportunity for "de jure independence." Li sternly warned Taiwan's pro-independence and separatist forces that the path of Taiwan independence led to a dead end. Any challenge to this law would be severely punished.
Member of the Central Military Commission (CMC) and Chief of the Joint Staff Department under the CMC Li Zuocheng said that “military means are needed as a backup for peace to prevail”, therefore, mainland China needed both peaceful and military options for Taiwan, neither of which could be ruled out. The Mainland would not commit to renouncing the use of force against Taiwan and reserved the option of taking all necessary measures to stabilize the situation in the Taiwan Strait and prevent cross-Strait relations from veering off the track of peaceful development.
Director of the Taiwan Affairs Office Liu Jieyi stated that the "1992 Consensus" was essentially about "both sides of the Strait belong to 'one China' and will work together towards national unification." The Mainland was willing to seek peaceful unification with the utmost sincerity and effort. However, it would leave no space for "Taiwan independence" separatist activities. The Mainland made no promise to renounce the use of force against Taiwan and would reserve the option of taking all necessary measures. This was by no means targeted at compatriots in Taiwan, but at the interference of external forces and the very small number of "Taiwan independence" separatists and their activities.

He stated that adherence to the "one China" principle is the political basis for the peaceful development of cross-Strait relations. The core spirit of the "1992 Consensus" is that "both sides of the Strait belong to 'one China' and will work together towards national unification." This consensus was mutually confirmed by both sides through correspondences in 1992. This agreement also captures the imperative notion that China's sovereignty and territory has never been divided, and that the Mainland and Taiwan belong to one China. Current cross-Strait relations are complex and stringent. She stated that a handful of "Taiwan independence" diehards have flagrantly challenged national sovereignty and territorial integrity, which must not be tolerated. Mainland China's Ministry of Education decided that from January 1, 2020, it would cancel the “certificate of mainland Chinese students studying in Hong Kong and Macao” and the “certificate of mainland Chinese students studying in Taiwan.” The Liaison Offices of the Central People's Government in the Hong Kong Special Administrative Region, the Liaison Offices of the Central People's Government in the Macao Special Administrative Region, and the Cross-Strait Student Recruitment Center will no longer accept applications of these certificates. Certificates that had been accepted but issued after January 1, 2021 will remain valid.

Mainland China’s Taiwan Affairs Office spokesperson Zhu Fenglian expressed firm opposition to the US Department of State’s approval of selling military communication equipment to Taiwan. China urges the US to abide by the "one China" principle and the three China-US Joint Communiqués, especially the provisions of the 817 Joint Communiqué, and to stop sending wrong signals to the "Taiwan independence" separatist forces. She also pointed out that the DPP authorities have been using funds meant to improve the people's livelihood to buy weapons from the US endlessly. Resisting unification by force is doomed to fail. Ministry of National Defense spokesman Ren Guoqiang emphasized that the Taiwan issue is a matter of core interest of China, with which the PRC brooks no external interference. Any attempt of the US to use Taiwan to subdue China is futile. China urges the US to withdraw and stop the arms sales to and military contact with Taiwan to avoid further damaging the peace and stability across the Taiwan Strait and the Sino-US military relations.

He voiced adherence to the "one China" principle and "1992 Consensus." He said that the PRC government will improve the regulations and policies which better protect the well-being of Taiwan compatriots and allow them to enjoy equal treatment as their counterparts in mainland China. The PRC also supports Taiwanese businesspeople and companies to participate in the "Belt and Road" constructions and strategies for coordinating national and regional development. He pledged to further build up strength in policy implementation to give Taiwanese enterprises and compatriots a stronger sense of benefit. Mainland China’s Taiwan Affairs Office Director Liu Jieyi stated during his remarks at the summit that mainland China will continue to uphold the "one China" principle and "1992 Consensus" while promoting the peaceful and integrated development of cross-Strait relations. Mainland China’s Taiwan Affairs Office began posting on Weibo a Q&A series titled "Taiwan-US Collusion: Doomed to Fail.” The posts used graphics to illustrate China-US relations and Taiwan-related issues. They emphasized that mainland China is sincerely willing to do its utmost to achieve peaceful unification, but will never promise to renounce the use of force. It will never allow interference by external forces or activity aimed at dividing China attempted by a tiny minority of "Taiwan independence" activists. The DPP authorities, out of their true nature of "Taiwan independence," are willing to serve as tools for the US to play the "Taiwan card." She said that the root cause of the current strain in cross-Strait relations is the DPP authorities’ refusal to recognize the "1992 Consensus" and unilateral destruction of the common political foundation for cross-Strait dialogue and consultations. The DPP authorities speak of cross-Strait "reconciliation and dialogue," while in action, colluding with foreign powers to provoke mainland China; maliciously attacking mainland China on Hong Kong, Xinjiang, and other issues; and stirring up opposition across the Taiwan Strait. Such acts run completely contrary to the so-called "reconciliation" or "dialogue."

He stated that when it comes to national sovereignty and territorial integrity, the US must abide by the international guidelines of non-interference in other countries’ internal affairs.
