ARATS Chairman Zhang Zhijun issued a New Year message entitled "Joining Forces and Moving Together to a Blue Sea" in the first edition of Relations Across Taiwan Straits magazine, 2019. He said that 2019 is the 40th anniversary of the "Message to Taiwan Compatriots in Taiwan." No matter how serious the external challenges or how troubled the political situation in Taiwan, the determination among compatriots on both sides to oppose "Taiwan independence" is as hard as rock and we jointly bear the responsibility of the Chinese people to accomplish national unification will never stop.

Taiwan Affairs Office Director Liu Jieyi issued a New Year message entitled "Seizing Opportunities of the Age, Working Together for National Rejuvenation" in the first edition of Relations Across Taiwan Straits magazine, 2019. He said that 2019 is the 70th anniversary of the founding of the new China, as well as the 40th anniversary of the "Message to Compatriots in Taiwan" by the Standing Committee of the National People's Congress and policy of peaceful unification. The development of cross-Strait relations faces both opportunities and challenges in the new year. He said that the Mainland has the utmost confidence and ability to overcome risks and challenges, unite the great number of Taiwan compatriots in tune with the tide of history, seize the opportunities of the times, promote the peaceful development of cross-Strait relations, advance the process toward the peaceful unification of China, and jointly create a brighter future for the great rejuvenation of the Chinese nation.

During the 40th anniversary commemoration of the "Message to Taiwan Compatriots in Taiwan," mainland Chinese leader Xi Jinping presented a five-point proposal to promote the peaceful development of cross-Strait relations to achieve reunification of the motherland. Compatriots should work together to promote national rejuvenation and achieve the goal of peaceful reunification; to explore a "two systems" solution for Taiwan and enrich the practice of peaceful unification; to adhere to the "one China" principle and maintain the prospect of peaceful unification; to deepen the development of cross-Strait integration and consolidate the foundation of peaceful unification; and to achieve a shared mindset among compatriots on both sides and build support for peaceful unification. Xi also stressed that there is only "one China" in the world and that adherence to the "one China" principle is a recognized norm of international relations and a general consensus in the international community. China's affairs must be decided by Chinese. The issue of Taiwan is China's internal affair. It is related to the core interest of China and the feelings of the Chinese people. Any foreign interference will not be accpeted.

The General Office of the Ministry of Education, Secretariat of the CPC Central Committee's Taiwan Work Office, and Department of Secretary and Administration under the Hong Kong and Macau Affairs Office jointly announced a Notice on Applications by Hong Kong, Macao, and Taiwan Residents for Primary and Secondary School Teacher Qualifications." The notice stipulates that Hong Kong, Macao, and Taiwan residents studying, working, or living in the Mainland and who comply with the constitution and laws of the People's Republic of China and uphold the leadership of the CPC, can apply voluntarily to participate in examinations to become qualified as primary and secondary school teachers.

Mainland China's Ministry of Foreign Affairs spokesperson Hua Chunying spoke at a regular press conference on the US agreement to allow certain military enterprises to export technology to facilitate Taiwan's Indigenous Defense Submarine (IDS) program and the motion has been welcomed by US, European, Japanese, and Indian companies willing to participate in the program. She stated that China firmly opposes arms sales to Taiwan by any country and military links established in any form between any country and Taiwan. This position is consistent and concise. The Mainland urges the US and other relevant countries to keep in mind the sensitivity and graveness of this issue, earnestly abide by the one-China principle, not to permit relevant enterprises to participate in Taiwan's IDS program in any form, terminate all military links with Taiwan, and prudently and properly handle Taiwan-related issues so as to avoid severely undermining their bilateral relations with China, and peace and stability across the Taiwan Strait.

During a regular press conference, Taiwan Affairs Office of the State Council PRC spokesman Ma Xiaoguang responded to a statement by a White House National Security Council spokesperson that the US "refuses to accept any plan or threat to intimidate the people of Taiwan with military force" and calls on the Mainland to "stop oppressing Taiwan" and resume dialogue with the Taiwan authorities. The spokesperson said that the Taiwan issue is China's internal affair and that foreign interference will not be allowed. The Mainland will never tolerate "Taiwan independence" and reserves the option to take all necessary actions. This does not involve the issue of "intimidating the people of Taiwan with military force" and "oppressing Taiwan." US personnel have turned a blind eye to words and actions by the DPP authorities that damage the political foundation of cross-Strait relations and heighten cross-Strait hostility, and the US continually send out the wrong message. This will only further undermine cross-Strait peace and stability.

During an interview with the People's Daily on the 40th anniversary of the establishment of diplomatic relations between China and the US, mainland State Councilor and Foreign Minister Wang Yi stated that the Taiwan issue has always been the most core and sensitive matter in Sino-US relations. The "one China" principle is the political foundation of Sino-US relations. This issue must be properly handled to ensure the smooth development of Sino-US relations. The US should adhere to the "one China" principle, abide by the three China-US joint communiques, earnestly oppose "Taiwan independence" forces and their separatist activities, and carefully handle Taiwan-related issues.

Member of the Politburo Standing Committee and Chairman of the Chinese People's Political Consultative Conference Wang Yang stated at the 2019 Working Conference on Taiwan Affairs that the situation in the Taiwan Strait is becoming more complicated and grave in 2019. It is vital to reinforce the "four consciousnesses," solidify the "four confidences," and accomplish the "two safeguards," adhere to the "1992 consensus" that embodies the "one China" principle, promote the peaceful development of cross-Strait relations, stand firm in safeguarding China's sovereignty and territorial integrity, and never leave any space for "Taiwan independence" separatist activities. The Mainland must deepen the development of cross-Strait integration, continue to expand cross-Strait exchanges and cooperation, and fully implement policy measures beneficial to Taiwan compatriots. It must also continue to broaden channels for cross-Strait youth exchanges, provide more opportunities and create better conditions for Taiwanese youth to study, work, start businesses, and engage in exchanges in the Mainland. The task force designed towards Taiwan affairs need to be strengthened from the aspects of political, team and work style, establish clean government, and continuously enhance the ability and level of Taiwan-related work.

During a regular press conference, Mainland Ministry of Foreign Affairs spokesperson Hua Chunying stated that China has expressed concern to the US over its statement that the transit of two US warships through the Taiwan Strait was a routine sailing in accordance with international law. The Taiwan issue is the most important and sensitive issue in China-US relations. China urges the US to strictly abide by the one-China principle and the three China-US joint communiques and handle Taiwan-related issues properly and cautiously to prevent undermining China-US relations, and peace and stability across the Taiwan Strait.

During a regular press conference, Taiwan Affairs Office of State Council PRC spokesman Ma Xiaoguang remarked on MAC Minister Chen Ming-tong's statement at a Lunar New Year press conference that Taiwan would implement a "security network for democracy" and establish a comprehensive security defense mechanism and proposal during a meeting with Kaohsiung Mayor Han Kuo-yu that limits be placed on cross-Strait exchanges. He said that the DPP authorities have constantly escalated cross-Strait confrontation and restricted cross-Strait exchanges. No matter what "lines of defense" are established or "networks" woven, they cannot stop the steady march of compatriots on both sides. They will ultimately fall into their own trap and be spurned by the great number of Taiwan compatriots. Regarding the US House of Representatives' passage of a bill requiring the US Secretary of State to study strategies to help Taiwan to regain observer status in the World Health Organization (WHO), the spokesperson said that the Taiwan issue is China's internal affair and no external interference will be allowed. The matter of the Taiwan area's participation in the activities of the WHO and other international organizations must be handled in accordance with the "one China" principle. This principle must be acknowledged to enable arrangements for Taiwan's participation in WHO activities through cross-Strait negotiations. Reliance on foreign powers is a dead end.

Mainland China Ningxia Hui Autonomous Region announced the “Opinions on Implementing Measures to Promote Economic and Cultural Exchanges and Cooperation between Ningxia and Taiwan.” The 38 articles of the opinions include measures to promote economic cooperation between Ningxia and Taiwan, encourage Taiwanese compatriots to start businesses in Ningxia, and provide conveniences for Taiwaese compatriots working and living in Ningxia.

Nantong City, Jiangsu Province announced the “Opinions on Deepening Economic and Cultural Exchanges and Cooperation between Nantong and Taiwan.” The 50 articles of the opinions include measures on providing equal treatment to Taiwanese companies in investment and economic cooperation areas and to Taiwanese compatriots studying, starting businesses, working, and living in Nantong.

Nanping City, Fujian Province announced the “Measures to Promote Economic and Cultural Exchanges and Cooperation between Nanping and Taiwan.” The 52 articles of the measures cover promoting economic and trade cooperation between Nanping and Taiwan, complementing the agricultural tourism strengths of Nanping and Taiwan, strengthening financial support for Taiwanese companies in Nanping, implementing plans to attract Taiwanese talent to Nanping, encouraging Taiwanese compatriots to work and start businesses in Nanping, strengthening cultural exchanges between Nanping and Taiwan, and providing conveniences and protection for Taiwanese compatriots in Nanping.

In regard to a statement by MAC Minister Chen Ming-tong that any person from Taiwan who participates in democratic consultations in the Mainland will be in violation of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Taiwan Affairs Office of State Council PRC spokesperson An Fengshan said that democratic consultations are the right way to promote peaceful development of cross-Strait relations and accord with cross-Strait public opinion and the trend of the times. The DPP authorities frequently wield a big stick to suppress political parties and people supporting unification. This fully reveals that the DPP's harm to the shared interests of compatriots on both sides of the Taiwan Strait is against the tide of history.

Ningde City, Fujian Province announced the “Measures to Deepen Economic, Social, and Cultural Exchanges and Cooperation between Ningde and Taiwan.” The 56 articles include provisions to expand economic and trade cooperation between Ningde and Taiwan, support Taiwanese compatriots interning, working, and starting businesses in Ningde, promote cultural exchanges between Ningde and Taiwan, provide conveniences for Taiwanese compatriots living and working in Ningde, and provide equal treatment for Taiwanese compatriots studying, working, starting businesses, and living in Ningde.

At a regular press conference to statements by the MAC that most Taiwan Affairs Office officials come to Taiwan for political purposes and that the employment of Taiwanese as assistants to community directors in Haicang District, Xiamen City is "illegal in principle." Taiwan Affairs Office (TAO) of State Council PRC spokesperson An Fengshan said that TAO personnel throughout the Mainland visit Taiwan to promote exchanges and cooperation between compatriots on both sides of the Taiwan Strait and enhance the rights, interests, and welfare of Taiwanese compatriots. The obstacles set by the Taiwan authorities are detrimental to good deeds for Taiwanese compatriots. Community neighborhood committees and villagers' committees are grassroots autonomous organizations in the Mainland. Taiwanese assistants to community directors participate in community work and enjoy the same benefits and social protections as other employees. Charges by relevant parties in Taiwan that such employment is "illegal" are pointless and entirely untenable. Furthermore, in regard to the passage of two US warships passing through the Taiwan Strait on February 25, An Fengshan said that the Taiwan issue relates to China's core interests and that the Mainland firmly opposes any external interference.

The All-China Federation of Trade Unions, Hong Kong and Macao Affairs Office of the State Council, and Taiwan Affairs Office jointly issued a Notice on the Inclusion of Hong Kong, Macao, and Taiwan Employees Working in the Mainland within the Scope of Selection as Local Model Workers and Other Honorary Titles. The notice stipulated requirements for the general labor unions of all provinces (autonomous regions and special municipalities) to include Hong Kong, Macao, and Taiwan workers in the Mainland for recommendation as local model workers, May 1st Labor Medal, and other honorary titles.

Premier Li Keqiang reiterated in the Government Work Report, delivered to the second session of the 13th National People's Congress, that the Mainland would adhere to the major principles and policies on work related to Taiwan, implement in full the guiding principles embodied in General Secretary Xi Jinping's speech at the meeting to commemorate the 40th anniversary of the issuance of the Message to Compatriots in Taiwan, uphold the “one-China principle” and the “1992 Consensus”, promote the peaceful growth of relations across the Taiwan Strait, and advance China's peaceful reunification. The Mainland would also resolutely oppose and deter any separatist schemes or activities seeking "Taiwan independence," as well as resolutely protect China's sovereignty and territorial integrity, deepen integrated development on both sides of the Taiwan Strait, and keep expanding cross-Strait economic and cultural exchanges and cooperation.

At the ministers’ “passage interviews” of the National People's Congress and Chinese People's Political Consultative Conference, Taiwan Affairs Office Director Liu Jieyi stated that the "two systems" was to attend to the current situation of Taiwan and protect the interests and welfare of compatriots in Taiwan. After peaceful reunification, the lifestyle and social system of compatriots in Taiwan would be fully respected, and private property, religious beliefs, and legal rights would be fully protected under the precondition that national sovereignty, security, and development interests were ensured.

During deliberation with deputies from Fujian Province at the National People's Congress, Chinese leader Xi Jinping stated that the two sides of the Taiwan Strait should enhance economic and trade cooperation, infrastructure connectivity, energy and resource exchanges, and shared industry standards. Cross-Strait cooperation and cultural exchanges should be strengthened. Related work should be carried out and felt by the vast number of compatriots in Taiwan and thus enhanced a sense of ethnic and national identify. He stressed the importance of implementing the people-centered development concept in works on Taiwan and urged efforts to benefit compatriots in Taiwan the same way as people on the Mainland were served.

Regarding comments critical of China by the US Ambassador-at-Large for International Religious Freedom Sam Brownback during a visit to Taiwan, Mainland Foreign Ministry Spokesperson Lu Kang stressed that China firmly opposed any official contacts between the US government and Taiwan. The Mainland firmly opposed these wrong remarks made by the relevant individual and have lodged stern representations with the US. The Mainland also urged the US to view China's religious policies and freedom in an objective way and stop using issues of religion to interfere in China's internal affairs.

Regarding countermeasures to the "one country, two systems model for Taiwan" proposed by Tsai Ing-wen and DPP authorities, Taiwan Affairs Office spokesperson An Fengshan emphasized that "peaceful reunification” and “one country, two systems" were the consistent and basic principles [of PRC]. The actual implemention of the "one country, two systems" framework in Taiwan would fully consider current realities in Taiwan, adequately absorb opinions and suggestions from all sectors on both sides of the Strait, and fully take care for the interests and feelings of compatriots in Taiwan.

Regarding Tsai Ing-wen's visit to three of Taiwan's diplomatic allies in the Pacific, Mainland Foreign Ministry Spokesperson Lu Kang stressed that the “one-China principle” was a consensus shared by the international community. Any attempt to create "two Chinas" or "one China, one Taiwan" not only would be strongly opposed by all the Chinese people, but also not in line with the fundamental interests of the people in the Taiwan region.

During a press conference after the conclusion of the second session of the 13th National People's Congress, mainland Chinese Premier Li Keqiang stated that the recently approved Foreign Investment Law could be used as a reference for investment from Hong Kong, Macao, and Taiwan. The institutional arrangements and actual practices that have long been in place and proven effective would go on unaffected. People on both sides of the Taiwan Strait were bound by kinship. The Mainland intended to introduce more preferential policies toward compatriots in Taiwan to ensure that they would enjoy the same treatment as mainlanders when they come to work, study, live and do business on the Mainland.

Regarding Tsai Ing-wen's planned stopover in Hawaii, Mainland Ministry of Foreign Affairs Spokesman Geng Shuang said that China consistently and resolutely opposed the US or other countiries which have diplomatic relations with China arranging this kind of transit. It urged the US to abide by the “one-China principle” and the Three Communiqués, and not to send Taiwanese independence forces any wrong signal. The US should uphold Sino-US relations and peace and stability across the Taiwan Straits through concrete actions.

Regarding reports that the US government has given approval to Taiwan's request to buy F-16 fighter jets, Mainland Ministry of Foreign Affairs Spokesman Geng Shuang said that the Mainland urged the US to fully recognize the high degree of sensitivity and the severe impact of the issue. Geng added that the US should abide by the “one-China principle” and the Three Communiqués, especially the August 17 Communiqué, to stop arms sales to and military contact with Taiwan, and carefully and prudently handle the Taiwan-related issues lest cooperation between China and the US in important areas and the peace and stability across the Taiwan Strait be seriously damaged.

Regarding the passage of a US warship and US Coast Guard ship sailed through Taiwan Strait, Mainland Ministry of Foreign Affairs Spokesman Geng Shuang said that the Chinese side has closely monitored the entire passage by the US warships through the Taiwan Strait, and lodged representations with the US. Beijing also urged the US to strictly abide by the “one-China principle” and the Three Communiqués, and prudently and properly handle Taiwan-related issues to avoid harming Sino-US relations and peace and stability in the Taiwan Strait.

Mainland China's Supreme People's Court released 36 measures providing judicial service for deepening integrated development across the Taiwan Strait. They include: fully ensure the litigation rights of Taiwan compatriots; improve convenience measures for the people and provide quality judicial services for Taiwan compatriots; strengthen the institutional development of judicial organizations to further protect safeguard mechanisms for compatriots in Taiwan; and expand participation of compatriots in Taiwan in judicial work and promot cross-Strait judicial exchanges.

Taiwan Affairs Office spokesperson An Fengshan stated that two administrative permits covered under the State Council Decision on Abolishing and Decentralizing Certain Administrative Permits directly pertained to Taiwan. The first was the lifting of requirements on approval and review of boarding permits for Taiwan laborers. Secondly, permission for institutions from the Hong Kong, Macao, and Taiwan areas to participate in the organization of exhibitions in the Mainland (including cross-Strait economic and technical exhibitions) would no longer be subject to review and approval and will instead be administered by registration.

Regarding the likely US sale of F-16V fighter jets to Taiwan, recent passage of two US ships through the Taiwan Strait and the statement by US Secretary of State Mike Pompeo that more actions could be taken in the future to implement the Taiwan Travel Act, Mainland Ministry of National Defense spokesperson Wu Qian stated, at a regular press conference, that Taiwan question was China's internal affair. It related to the  core interest of China and the feelings of the Chinese people, in which foreign interference was intolerable. The "one- China principle” was widely-acknowledged as the basic norm in international relations. It was also the political foundation of Sino-US relations. Any remark and action that undermined the "one-China principle" would shake the foundation of Sino-US relations nor was it in the fundamental interests of China and the United States, not to mention being very dangerous.

Mainland Ministry of Foreign Affairs Spokesman Geng Shuang issued a statement at a regular press conference on US claims that Chinese military fighter jets across the median line of the Taiwan Strait were military provocations. He said that China's position on the Taiwan issue has been consistent and clear-cut. The so-called Taiwan Relations Act unilaterally rolled out by the US runs counter to the basic norms governing international relations and the three China-US joint communiques. China has been firmly against it from the start. China urges relevant individuals in the US to earnestly abide by the one-China principle and the provisions of the three China-US joint communiques, and make efforts to advance bilateral relations and cross-Strait peace and stability.

Mainland Ministry of Foreign Affairs Spokesman Geng Shuang responded to a question at a regular press conference regarding the US government's stationing of active military personnel at the American Institute in Taiwan in Taipei. Geng said that the US has made unequivocal commitments on maintaining non-official relations with Taiwan. China firmly opposes any forms of official and military ties between the US and Taiwan. It urges the US to honor its commitments, strictly abide by the one-China principle and the three China-US joint communiques, correct its wrongdoing and exercise caution and prudence when handling Taiwan-related issues to avoid serious damage to China-US relations and cross-Strait peace and stability.

During a regular press conference, Taiwan Affairs Office spokesman Ma Xiaoguang of China responded to Tsai Ing-wen's statements on social media platforms and other media channels that she will "insist on sovereignty" and claims that "the whole world supports Taiwan's resistance to mainland pressure." He said that there is only "one China" in the world and Taiwan is part of China. The "one China" principle is a basic guideline for international relations followed by the international community. It is universally recognized and a common consensus. Ma indicated that DPP authorities and "Taiwan independence" forces have argued profusely on the "two states theory." “Externally, they have relied on foreign forces. Internally, they have threatened the people of Taiwan. Facing pressure by going against the tide, they are doomed to be isolated,” Ma commented. Regarding the statement by a World Health Organization spokesperson that, in the absence of a cross-Strait understanding, Taiwan would not be invited to this year's World Health Assembly, Ma Xiaoguang said that Taiwan can only participate in activities hosted by international organizations in adherence to the "one China" principle and with due arrangements through cross-Strait negotiations. The DPP authorities' refusal to recognize the "1992 Consensus" undermines the political foundation of cross-Strait relations. Consequently, the premise and foundation for Taiwan's participation in the World Health Assembly no longer exists and the related arrangements are consequently unsustainable.

Tai'an City, Shandong Province announced the Measures to Promote Economic and Cultural Exchange and Cooperation between Tai'an and Taiwan. The 66 articles of the measures cover promotion of economic cooperation and cultural and educational exchanges between Tai'an and Taiwan and equal treatment for Taiwan compatriots studying, starting businesses, working, and living in Tai'an.

People's Liberation Army (PLA) Eastern Theater spokesperson Zhang Chunhui said that warships, bombers and reconnaissance aircraft of the PLA Eastern Theater recently conducted necessary training around Taiwan as part of the annually scheduled exercises to test joint sea-air assault capabilities. Zhang emphasized that this is completely within the normal legal rights of a sovereign country and helps maintain peace and security in the Taiwan Strait.

During a meeting with People First Party (PFP) Chairman James Soong, Taiwan Affairs Office Director Liu Jieyi stated that the Mainland will commit to fulfilling the spirit of General Secretary Xi Jinping's important speech at the 40th anniversary commemoration of the "Message to Compatriots in Taiwan," which aspires to unite the great number of Taiwan compatriots and jointly promote the progress of cross-Strait relations along the correct course. On the basis of upholding the "1992 Consensus" and opposing "Taiwan independence," China is willing to work together with all parties, groups, and individuals in Taiwan, including the PFP, to promote the peaceful development of cross-Strait relations and advance the process of peaceful unification.

Taiwan Affairs Office spokesman Ma Xiaoguang commented at a regular press conference on claims by Taiwan that it would take measures to control the propagation of "one country, two systems" and "unification by force" by Mainlanders visiting Taiwan. He said that the Mainland supports "peaceful reunification and one country, two systems." Ma accuses the DPP authorities for consistently obstructing and limiting exchanges and contact between compatriots on both sides of the Taiwan Strait, suppressing calls for unification across the Taiwan Strait, and escalating cross-Strait opposition. Ma argues that the DPP reveals their true purpose of seeking gains for their own party and pursuing "Taiwan independence."

April 24, 2019
Regarding the US Department of State's April 15 approval of a US$500 million arms sale to Taiwan, Mainland China's Ministry of National Defense spokesman Wu Qian stated that China resolutely opposes any country selling arms to or having military interactions with Taiwan. The action by the US seriously violates the one-China principle and the three Sino-US joint communiques. It interferes with China's internal affairs, undermining its sovereignty and security interests. It also poisons the Sino-US military relationship and seriously damages cross-Strait relations as well as peace and security in the region. The Taiwan issue is related to China's sovereignty and territorial integrity, as well as its core interests. It is also the most sensitive issue in Sino-US relations. Taiwan's attempts to rely on foreign forces and America's use of Taiwan to contain China, according to Wu, are doomed to fail. China demands that the US immediately cancel related arms sales to Taiwan and stop all military interaction with Taiwan.

It must be arranged based on the one-China principle. This is also an important principle affirmed in United Nations General Assembly (UNGA) Resolution 2758 and World Health Assembly (WHA) Resolution 25.1. Since taking power in 2016, the Democratic Progressive Party has been putting political calculations above the welfare of Taiwanese people and entrenching itself in the secessionist position of "Taiwan independence," thus undermining the political foundation for the regional participation in the WHA. To uphold the one-China principle and the solemnity and authority of UNGA and WHA resolutions, China has decided  to veto Taiwan's participation in the WHA this year.

Through smoother economic and trade cooperation, infrastructure linkages, energy resource interoperability, and common industry standards, Kinmen can be the first to achieve water, electricity, gas, and bridge links with the coastal areas of Fujian. It could amply benefit from the broad development space and opportunity in the Mainland to rapidly develop and reach new heights of economic development aligned with the trends of the times. The report indicated the security risks and challenges mainland China now faces cannot be overlooked. The fight against separatists has become more acute. The DPP authorities stubbornly stick to "Taiwan independence" and refuse to recognize the 1992 Consensus, which embodies the one-China principle. They have gone further down the path of separatism by stepping up efforts to sever the connection with the Mainland in favor of gradual independence, pushing for de jure independence, intensifying hostility and confrontation, and borrowing the strength of foreign influence. Five cities in southwest of the Fujian province jointly announced at the 2019 China International Fair for Investment and Trade (CIFIT) in Xiamen plans to design a consolidated policy targeting Taiwanese talents, which includes strengthening national and provincial level cooperation on cross-Strait youth entrepreneurship and employment bases. The cities will also form a delegation to attract Taiwanese youth to Fujian for innovative entrepreneurship and turn Fujian into the best base for Taiwanese talents. On the same day, Xiamen, Zhangzhou, Quanzhou, Sanming, and Longyan signed the Southwest Fujian Talent Cooperation Framework Agreement, under which cross-Strait cooperation plays an important role. Under the framework agreement, the five cities in southwest Fujian will coordinate regional resources through the Straits Forum and other platforms, jointly launch meetings on cross-Strait talent and institutional cooperation, as well as organize Taiwan professional recruitment fairs and other activities to jointly promote talent exchange between Fujian and Taiwan. They also announced various city platforms for Taiwan talent development in high-end manufacturing, modern services, modern agriculture, and other industries.

The Entry and Exit Visa Administrative Office of the Xiamen Public Security Bureau announced that exit and entry administration departments in Xiamen would resume processing applications for individual travel endorsement to Kinmen, Matsu, and Penghu from September 20. Xiamen residents who have successfully applied the endorsements can then contact the contracted travel agency to apply for a Taiwan Entry Permit and travel to Kinmen, Matsu, and Penghu from ports with direct links.

It is necessary to adhere to the one-China principle and the "1992 consensus," expand exchanges with relevant political parties, organizations and people from all walks of life on the Taiwan island, promote the deepening of integration and development between the two sides of the Taiwan Strait, and resolutely oppose any form of "Taiwan independence" separatist activities.

Taiwan Affairs Office spokesman Ma Xiaoguang commented on the decision by the Kiribati government to sever so-called "diplomatic relations" with the Taiwan authorities and establish diplomatic ties with China. He said that, following the tide of history, the government and the people of Kiribati have made the correct decision to join the 178 countries that have established official diplomatic relations with China. This is highly appreciated. The groundless accusations made by Taiwan's DPP authorities toward the government of Kiribati contradict what it said to the country in the past and show great disrespect to Kiribati and its people. The DPP authorities will never succeed in their attempt to disrupt the trend of the one-China principle that is wildly recognized by the international community through slander and smears.

During a regular press conference, Taiwan Affairs Office spokesman Ma Xiaoguang responded to a question on Taiwan's inability to participate in the International Civil Aviation Organization (ICAO) Assembly. He stated that Taiwan is part of China. China's position is consistent and clear that Taiwan's participation in activities of international organizations, including the ICAO, must be handled in accordance with the one-China principle. The Mainland has always paid attention to the needs of Taiwan compatriots in the civil aviation field. Taiwan has open channels for access to standards, suggestions and relative materials from the ICAO. In fact, Taiwanese airlines have been flying conveniently between many cities in the world. Facts prove that Taiwan's aviation safety and aviation exchanges in other areas are unrelated to whether the DPP authorities are allowed to participate in the ICAO.

He indicated that the development of cross-Strait relations is the key to peace and stability in the Taiwan Strait. The US arms sales to Taiwan will only encourage the rampancy of separatist elements advocating "Taiwan independence" and further undermine peace and stability across the Taiwan Strait. Peaceful development of cross-Strait relations is the common wish of compatriots on both sides. The Mainland is willing to strive for peaceful unification with the utmost efforts and sincerity. At the same time, our determination to defend our national sovereignty and territorial integrity stands firm. China will inevitably be unified. This historical trend cannot be stopped by anybody or any force.

Taiwan is a part of China and the Taiwan issue is China’s internal affair. He stressed that China strongly urges the US side to clearly understand the situation, immediately stop pushing forward relevant negative acts, and immediately stop meddling in the Taiwan issue to avoid further damage to the China-US relations and peace and stability across the Taiwan Strait. China must be unified and will be unified. This historical trend cannot be stopped by any person or force.

He said that this so-called "resolution" fully exposes the DPP's stubborn adherence to the separatist stance of "Taiwan independence." Its true intentions are to undermine peace and stability in the Taiwan Strait, intensify cross-Strait confrontation, stifle the great number of Taiwan compatriots calling for improvement and development of cross-Strait relations, and maliciously manipulate cross-Strait issues for election and personal gains. The speech tried to create a hostile atmosphere against the Mainland by smearing and attacking the "one country, two systems" policy and suppressing the mainstream public opinion of Taiwanese people who want to develop the economy, improve people's livelihood and ease tensions in cross-Strait relations. By creating cross-Strait confrontation and undermining peace and stability across the Taiwan Strait, the DPP again lays bare its "Taiwan independence" nature. The Mainland warns the DPP authorities that confrontation will lead nowhere and seeking 'Taiwan independence' is a dead-end. The progress of the cross-Strait situation towards peace and stability and the continued development of cross-Strait relations is the trend of our times. It cannot be stopped by anyone or any force. Those who harm the interests of the people and go against the will of the public and the spirit of the times will be swept away by the tide of history.

More than 40 experts and scholars from both sides of the Strait discussed research results and progress on cross-Strait engineering technology and applications, as well as shared opinions and suggestions in this area.

During the Cross-Strait Yandi Shennong Cultural and Economic Exchange activity, Taiwan Affairs Office Deputy Director Long Mingbiao stated that the DPP administration's refusal to recognize the 1992 Consensus embodying the one-China principle undermines the political basis for the peaceful development of cross-Strait relations and is a vain attempt to cut the cross-Strait cultural umbilical cord; it is also an act that Taiwan compatriots must vigilantly and resolutely oppose. In February last year, 31 Mainland ministries released "31 measures" rooted in the spirit of "equal treatment" to deepen cross-Strait economic and cultural exchange and cooperation. The atmosphere for cross-Strait exchanges has worsened amidst the DPP authorities' incessant beating of the "Taiwan independence" drum and this has inevitably affected the Mainland people’s will to visit Taiwan. Taiwan can prosper only when cross-Strait relations are strong. Responding to a question regarding the symposium on the construction of cross-Strait bridges linking the Mainland with Kinmen and Matsu, the spokesperson stated that both sides should enhance linkages wherever possible, starting with the establishment of water, electricity, gas, and bridge connections from coastal Fujian to Kinmen and Matsu. The two bridges are important initiatives that will benefit Taiwan compatriots and satisfy daily life demands of the Kinmen and Matsu people. They will also support the promotion of cross-Strait economic and social integration and development. The spokesperson stated that the deliberate exploitation of a "sense of the nation’s impending doom" is a cup of poison intended to incite cross-Strait confrontation and hostility, and is aimed to people for election interests.

Taiwan Affairs Office Deputy Director Long Mingbiao presented a speech at the opening of the Guangdong, Hong Kong, Macao, and Taiwan Young Entrepreneurs Exchange Meeting. He said that, at the 40th anniversary commemoration of the "Message to Taiwan Compatriots," General Secretary Xi Jinping laid out five important policy positions to advance peaceful unification of the motherland, calling for deeper development of cross-Strait integration and realization of a foundation for peaceful unification. The Mainland will first share development opportunities with Taiwan compatriots and provide equal treatment to Taiwanese people and companies in the Mainland. The Mainland must actively institutionalize cross-Strait economic cooperation and create a common market for the two sides. Guangdong Province has introduced a series of policies to help Taiwanese enterprises transform and upgrade and also to support Taiwan youth employment and entrepreneurship. These policies strongly support young Taiwanese entrepreneurs investing and starting businesses in the Mainland. They will also help to accelerate the integrated economic and social development of Guangdong and Taiwan.

Deputy Director of the Taiwan Affairs Office Chen Yuanfeng stated at the Sixth World Internet Conference that, Chinese culture is the "root" and "soul" of compatriots on both sides of the Taiwan Strait. The two sides share the common task of finding ways to use internet technology to jointly carry forward and promote traditional Chinese culture. He made a four-point proposal calling for constant advancement of cultural and national identity among compatriots on both sides; the use of modern information technology to pool the ingenuity of compatriots on both sides to pioneer new ground; joint efforts by compatriots on both sides to increase the influence and competitiveness of Chinese culture in the world; and joint development of integrated cross-Strait internet industries to advance the welfare of compatriots on both sides of the Strait.

The Hong Kong government issued a press release on the Chan Tong-kai homicide case. It stated that allegations regarding Chan having been manipulated to surrender or that his decision was out of political maneuvering are totally groundless. There is no laws currently in place to allow Hong Kong to extradite Chan to Taiwan, or to pursue any criminal juridical assistance with Taiwan. As Chan has stated his willingness to surrender himself voluntarily to Taiwan, Taiwan authorities should handle the case in accordance with its protocol in handling similar self-surrender cases. The Hong Kong government hopes for Taiwan to take positive and pragmatic action in receiving  a wanted self-surrendered person, and will offer all necessary assistance within the legal limits of Hong Kong.

Mainland National Defense Minister Wei Fenghe stated in a speech at the opening ceremony of the Ninth Beijing Xiangshan Forum that China is committed to promoting the peaceful development of cross-Strait relations and the peaceful reunification of the country. However, China will never allow Taiwan independence separatists to have their way, nor will it allow interference by any external forces. Certain countries’ intervention in another’s regional or internal affairs is the true cause behind wars and turbulence. “Big stick policy and long-arm jurisdiction” cannot solve problems, neither can sanctions and pressure. The Chinese people do not heed or fear such tactics. Advancing China's reunification is a just cause, while separatist activities are doomed to failure.

It is important to thoroughly understand specific needs of Guanghe County, promote implementation of assistance work, and encourage Taiwanese businesses to contribute more to local agricultural development and to increase farmers' income.

During a regular press conference, Mainland Ministry of Foreign Affairs spokesperson Hua Chunying stated that US Vice President Mike Pence wantonly criticized China's domestic and foreign policies in his October 24 speech. These remarks, just like those of his speech last October, are full of political bias and lies, and reveal nothing but his arrogance and hypocrisy. China expresses strong indignation and firm opposition to them. The Chinese government resolutely safeguards national sovereignty, security and development interests. Issues relating to Taiwan, Hong Kong and Xinjiang are all China's domestic affairs in which no external forces shall interfere. Any attempt at undermining China's national unity, ethnic solidarity, and social stability or pinning blame on China is bound to be condemned by history.

Closer cross-Strait relations are the key to the future of Taiwan and the vast number of Taiwan compatriots. The Mainland hopes that aspiring young people on both sides of the Strait will work for the well-being of their compatriots, embrace the mission of the revival of the Chinese nation, and strive to defend and uphold the "1992 Consensus" embodying the "one China" principle. There can be no compromise in the struggle against "Taiwan independence." The two sides must deepen integrated development between compatriots on both sides, promote due cross-Strait linkages, and advance integrated development; jointly carry on China's culture and excellent traditions, and promote a shared mindset among compatriots on both sides; and further strengthen cooperation and promote the in-depth and continuous development of cross-Strait youth exchanges.

Upholding and improving the institutional framework of "one country, two systems," promoting the peaceful reunification of the motherland, and "one country, two systems" are important mechanisms for the party in leading the people to realizing the peaceful reunification of the motherland. The Mainland must firmly advance the peaceful reunification of the motherland, improve institutional arrangements and policy measures to promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, guarantee the well-being of Taiwan compatriots, and unite Taiwan compatriots to oppose "Taiwan independence" and promote reunification.

Taiwan Affairs Office spokesperson Ma Xiaoguang responded to questions on the termination of the Economic Cooperation Framework Agreement (ECFA) at a regular press conference. He stated that the signing of the ECFA follow-up service trade agreement failed to enter into force, negotiations on the goods and trade agreement were interrupted, and the ECFA was unable to benefit more Taiwan compatriots. It is clear at a glance who is working for the well-being of compatriots and industries on both sides of the Strait, and who is harming the interests of compatriots and industries on both sides of the Strait in order to seek political self-interest. He stated that the "CCP Agent” draft bill represents the resurgence of the White Terror. Its purpose is to incite cross-Strait confrontation and create hostility between the two sides. The spokesperson warned DPP authorities to rein in at the brink of the precipice. In response to a question concerning comments made by US Vice President Mike Pence on October 24, he said that the DPP authority is banking on foreign forces to build itself up and is willing to serve as a pawn for them. Taiwan affairs, which are purely China's internal affairs, brook no external interference. He urged the US to properly handle Taiwan affairs and not send wrong signals to "Taiwan independence" forces.

The Chinese People's Political Consultative Conference (CPPCC) National Committee held a briefing on key concerns regarding policy measures beneficial to Taiwan and the people. During the meeting, Taiwan Affairs Office Deputy Director Long Mingbiao noted that 102 places have issued specific opinions on implementation of the "31 Measures" since their launch in 2018. Deputy Governor of the People's Bank of China (PBC) Chen Yulu indicated that, based on adhering to the "1992 Consensus," the mainland would actively conduct cross-Strait monetary cooperation and consultation and promote the steady development of offshore renmibi (RMB) business in Taiwan. Deputy Director of the Ministry of Public Security's Public Order Administration Huang Shuangquan said that more than 100,000 residence permits for Taiwan residents have been issued since implementation of the Measures on the Application and Issuance of Residence Permits for Hong Kong, Macao, and Taiwan Residents.

The Taiwan Affairs Office, Central Commercial Organization Department of the China National Development and Reform Commission, and 18 other Mainland agencies issued the Measures to Further Promote Economic and Cultural Exchanges and Cooperation across the Taiwan Strait and noted that these "26 measures" were formulated in the same spirit as the "31 measures." Thirteen of the new measures allow Taiwan-funded companies to participate equally in the investment and construction of China's major technical equipment, 5G, circular economy, civil aviation, theme parks, and new types of financial institutions. Taiwanese firms can now enjoy financing, trade remedies, export credit insurance, import and export facilitation, and standard formulation as local companies. They can also support the construction of demonstration sites for cross-Strait youth employment and entrepreneurship. The other 13 measures are directed at providing equal treatment to Taiwanese people, including further facilitation and support in the areas of consular protection, agricultural cooperation, transportation, communication charges, home purchase requirements, culture and sports, professional title review, and admissions and examinations.

Taiwan Affairs Office Spokesman Ma Xiaoguang stated at a regular press conference that the Mainland launched the 26 new measures beneficial to the people of Taiwan in response to demands by Taiwan compatriots to share the development opportunities in the Mainland under broader scope and in more areas. Since compatriots on both sides are part of one family, the Mainland will continue to work in the best interests of compatriots on both sides of the Strait. The DPP authorities cannot stop the "31 measures" or the "26 measures" as going against the interests of Taiwan compatriots will eventually be abandoned by the people.

Chairman of the CPPCC National Committee Wang Yang stated at the Cross-Strait CEO Summit that the cross-Strait economy is part of the Chinese economy and has advantages in capital, market, technology, and talent. Integrated development was, is, and will be the only way to mutual benefit across the Taiwan Strait. The recently announced "26 measures" will provide equal treatment to Taiwanese compatriots and companies in 5G development, financial guarantees, communication charges, professional title review, and other areas. The "Taiwan independence" forces have deliberately whipped up cross-Strait confrontation in disregard of the mainstream demand of compatriots on both sides for peace, development, cooperation, security, and well-being. This is the biggest threat to peace, stability, and integrated development across the Taiwan Strait. Wang also expressed belief that the broad majority of Taiwan compatriots and companies would make the right choice for the future direction of cross-Strait relations.

The CCP announced the resolution of the fourth plenary session of its 19th CCP National Congress. It noted that the Mainland must firmly advance the peaceful reunification of the motherland and promote institutional arrangements for peaceful development across the Taiwan Strait. It must also improve institutional arrangements and policy measures to promote cross-Strait exchanges and cooperation, deepen cross-Strait integration, guarantee the well-being of Taiwan compatriots, unite Taiwan compatriots to oppose "Taiwan independence," and promote reunification. During the session, Liu Jieyi noted in the explanatory materials for the resolution and articles under the One Hundred Questions for Study and Tutoring that equal consultations and negotiations of unification have taken an important step and are unstoppable.  Representatives of relevant political parties, groups, and sectors in Taiwan have actively responded to the Mainland’s moves to explore the "two systems model for Taiwan" and promote institutional arrangements for the peaceful development of cross-Strait relations.

Taiwan Affairs Office Spokesman Ma Xiaoguang responded to the question regarding recent claims by President Tsai Ing-wen and the DPP authorities that the Mainland's announcement of the "26 measures" is an attempt to force Taiwan to accept the "one country, two systems model for Taiwan." Ma said that DPP authorities’ response is to deliberately mislead the public and deceive their people, which further revealing that they only care about the party's interests and not the interests of the people of Taiwan. However, the people of Taiwan will not be deceived and the DPP authorities will not succeed with the sinister intentions of political manipulations. The "26 measures" introduced by the Mainland are beneficial to the people of Taiwan and a concrete manifestation of the implementation of people-centered development in the Mainland's Taiwan-related work. The Mainland will continue to provide to Taiwanese compatriots and companies greater equal treatment, share development opportunities, and enhance the rights, interests, and welfare of Taiwan compatriots. This is an action widely welcome Taiwanese compatriots and companies.

Ma stated that the resolution defines the goals and tasks of upholding and improving the institutional framework of "one country, two systems" and promoting the peaceful reunification of the motherland in the new era. The Mainland will adhere to a policy course of placing hope on the people of Taiwan and, on the basis of adhering to the "1992 Consensus" and opposing "Taiwan independence," continue dialogue and communication with all parties, groups, and individuals in Taiwan regarding cross-Strait relations and the future of the nation. It will also promote cross-Strait institutional arrangements on peaceful development to gradually resolve long-standing political differences through assimilation. The spokesman also noted that the "26 measures" have five characteristics. First, they are closely linked to economic and social development hot spots; second, they further respond to the key concerns of Taiwanese compatriots and companies; third, they add further values to the existing measures in place; fourth, they broaden the scope of benefits; and fifth, they fully represent the concept of advance pilot. 

In response to the question regarding Taiwan citizens, Shih Cheng-ping, Tsai Chin-shu and Lee Meng-chu, being kept incommunicado, Ma stated that the mentioned individuals are suspected of involvement in activities endangering national security and are under investigation by the relevant authorities according to law. The family members have been notified and their legal rights are protected according to regulations.

CCP Ministry of Foreign Affairs Spokesman Geng Shuang stated in regard to the passage of the domestically-built Shandong carrier through the Taiwan Strait while trailed by US and Japanese ships that it is a normal and regular exercise of the China's fleet at its own doorstep and there is nothing to make a fuss about. The activity complies with international law and practice. The Mainland also urged relevant sides to stop interfering with its normal military operations.

At the opening ceremony of the Fifth Forum on Chinese Culture, Taiwan Affairs Office Director Liu Jieyi stated that, in recent years, the DPP authorities and a small minority of "Taiwan independence" forces have incessantly schemed to advance "desinicization" and the "Taiwan cultural independence" to sever the historical and cultural links between the two sides of the Taiwan Strait. Both sides belong to "one China" and are one family as the sons and daughters of China. Chinese people on both sides share the same genes of Chinese culture and no person or power can change this. The "31 measures" and other policy measures announced and implemented by the Mainland in recent years have achieved significant positive results. The Mainland also recently introduced the "26 measures" in the spirit of implementing General Secretary Xi Jinping's important speech given on January 2 this year and the fourth plenary session of the 19th CCP National Congress. The Mainland will continue to implement detailed measures accordingly as usual.

Vice Chairperson of the CPPCC National Committee Su Hui spoke at a symposium on the 20th anniversary of the Learning Research Committee of the China Council for Promotion of Peaceful National Reunification (CCPPNR). She said that the Learning Research Committee has played a leading role in studying policies on promoting reunification of the motherland to guide more people to think in-depth about the historical trend of cross-Strait relations and progressively identify with the central government's policies towards Taiwan. It will further contribute to the full realization of national reunification and the great national revival through proactively communication with experts and scholars, development of private sector consultations, and joint exploration of paths and mechanisms to promote the peaceful development of cross-Strait relations to achieve peaceful unification of the motherland.

Taiwan Affairs Office Spokesman Ma Xiaoguang commented on recent "Taiwan independence" remarks by Tsai Ying-wen's 2020 re-election bid running mate Lai Ching-te. He stated that Lai has repeatedly falsely claimed to be a "Taiwan independence worker." He has used the current opportunity to clamor for "Taiwan independence," whip up cross-Strait confrontation, and challenge peace and stability across the Taiwan Strait. This further lays bare his willingness to harm the fundamental interests of compatriots on both sides, especially Taiwan compatriots, for political and election gains. Ma also noted that both sides of the Taiwan Strait belong to "one China" and Taiwan is an inalienable part of China's territory. The motherland must and will be unified. This is a general trend, the righteousness path, and what the people want. It cannot be stopped by any person or power. "Taiwan independence" is a dead-end road that will only bring Taiwan to ruin and will be resolutely opposed by all sons and daughters of China, including Taiwan compatriots.

The Kunshan Municipal Government announced 20 new initiatives to serve Taiwanese compatriots and companies, including establishing a bimonthly salon system for Taiwanese compatriots and companies, implementing the "Government Officer 215 Action Plan on Investment Promotion and Business Care," helping local Taiwanese enterprises with transform and upgrade operations, and introducing special technology policies favorable to Taiwan.

Taiwan Affairs Office spokesperson Zhu Fenglian stated at a regular press conference that institutional arrangements, consistent with the shared interests of compatriots on both sides of the Tawian Strait, would be made to promote the peaceful development of cross-Strait relations, based on the common political basis of upholding the "1992 Consensus" and opposing "Taiwan independence." The Mainland is willing to work towards the prospects of peaceful reunification with utmost sincerity and effort. Its refusal to promise to relinquish use of force and reserves the option to take all necessary actions is aimed at interference by foreign forces and a small minority of "Taiwan independence" separatist forces and their separatist activities. It is by no means directed at Taiwan compatriots.

The CCP Ministry of Human Resources and Social Security and National Healthcare Security Administration announced the Interim Measures for Hong Kong, Macau and Taiwan Residents to Participate in the Social Insurance Scheme in the Mainland. Starting from January 1 next year, Hong Kong, Macao and Taiwan residents working, living, and studying in the Mainland will be issued a social security card and will have the legal right to join the social insurance system and enjoy the same benefits as Mainland residents. In addition, Article 11 of the Interim Measures stipulates that residents of Hong Kong, Macao, and Taiwan who participate in local social insurance programs and retain such social insurance can opt-out of the Mainland's basic pension and unemployment insurance schemes if they are able to present a certificate evidencing such participation from the authority in charge.

Member of the Politburo Standing Committee of the CCP Central Committee Li Zhanshu gave a speech at the Forum to commemorate the 20th anniversary of the implementation of the Basic Law in Macao Special Administrative Region. He stated that adhering to "one country, two systems" and promoting reunification of the motherland are among the basic strategies to uphold and develop socialism with Chinese characteristics in the new era. Adhering to "one country, two systems," maintaining the long-term prosperity and stability of Hong Kong and Macao, and promoting the peaceful reunification of the motherland are significant advantages of the Mainland's state system and national governance system. The Mainland must continue to establish and improve systems and mechanisms for maintaining national security and resolutely prevent and curb intervention by external forces.

The Hong Kong, Macao and Taiwan Office of Fujian Province stated at a policy briefing that Fujian and Taiwan had made progress in building energy resource linkages and proposed selective route plans for the Kinmen-Xiamen and Matsu-Fuzhou bridges Where the Mainland side has started measurement and geological survey work. Furthermore, preliminary decisions have been made regarding the Kinmen-Fujian and Matsu electricity grid projects. A collaborating partner on Taiwan’s side has been commissioned to conduct a feasibility study that is expected to be completed in 2020.

Taiwan Affairs Office Director Liu Jieyi spoke at the opening ceremony of an activity on "Taiwan Businesspeople Partnering in the Yangtze River Delta to Jointly Tap New Cross-Strait Opportunities." He said that implementation of an integrated development strategy for the Yangtze River Delta region will provide new opportunities and stages for Taiwan businesspeople. The "31 measures", "26 measures", and Supreme People's Court’s "36 measures" concretely embody the spirit of “two sides of the Taiwan Strait belong to one family” (two sides, one family) and the cross-Strait common destiny. The Mainland must promote institutional arrangements for peaceful cross-Strait development, deepen the development of cross-Strait integration, and unite with Taiwan compatriots to jointly oppose "Taiwan independence" and promote unification. Taiwan compatriots will be better off and Taiwan will have a brighter future if cross-strait relations are strong. The peaceful development of cross-Strait relations is the correct path to benefit and enhance the well-being of Taiwan compatriots. It must be jointly promoted, protected, and enjoyed by compatriots on both sides of the Taiwan Strait.

Deputy Director of the Economic Bureau of the Taiwan Affairs Office Chen Binhua stated in response to a question at a press conference on the "26 measures" that 13 measures out of the "26 measures'' involve providing equal treatment to Taiwanese companies and meeting the needs and expectations of Taiwanese enterprises. The major considerations behind such policy are to provide development opportunities and equal treatment for Taiwan compatriots and enterprises, further promote participation of Taiwanese enterprises in Mainland's high-quality development and high-tech innovation scheme, and help Taiwanese companies accelerate technological innovation and reduce overall cost. The concept involving Taiwanese companies under the “26 measures” is in consistent with the 12 measures of the "31 measures" announced last year. It aims to highlight the notion of "two sides, one family" and reflect the spirit of equal treatment while advance with the times, expanded benefits, and increased values.

Taiwan Affairs Office Director Liu Jieyi published an article in the People's Daily regarding the Decision of the CCP Central Committee on Adhering to and Improving Socialism with Chinese Characteristics and Modernizing the National Governance System and Capabilities which was deliberated and approved by the fourth plenary session of the 19th CCP National Congress. The Decision summarizes the theory and practices of the Party over the past 70 years in working towards comprehensive national reunification. It also scientifically answers the proposition of the age: how to promote the peaceful reunification of the motherland in the new era. All Chinese people aspire to resolve the Taiwan issue and achieve comprehensive national reunification. This is also the fundamental interests of the Chinese nation. "Peaceful unification” and “one country, two systems" is the basic principle for resolving the Taiwan issue and the best way to achieve national unification. It is also in the best interests of the Chinese nation as a whole and the way most conducive to the long-term security of Taiwan after reunification.

The Taiwan Affairs Office (TAO) and Export-Import Bank of China (Exim Bank) signed the Agreement to Promote Cross-Strait Integration, Development, and Financial Cooperation in Beijing. The TAO and Exim Bank will coordinate more closely to leverage the latter's expertise in finance policy to establish green channel mechanisms for Taiwan-related projects and jointly promote the development of Taiwan business operations in the Mainland, Mainland enterprise investment in Taiwan, and "outbound" operations by cross-Strait business alliances.

He stated that over the past year, the Mainland has thoroughly implemented the spirit reflected in General Secretary Xi Jinping's important speech delivered at the commemoration of the 40th anniversary of the "Message to Compatriots in Taiwan" and the fourth plenary session of the 19th CPC National Congress. Actions were taken to promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, implement the "31 measures", the "26 measures" and other measures beneficial to Taiwan and the people, and focus on providing practical and beneficial services to Taiwanese businesspeople and companies. Director Liu expressed hope that local Associations and the broader Taiwanese business community would unswervingly adhere to the "one China" principle, clearly oppose "Taiwan independence", and vigorously promote the peaceful development of cross-Strait relations and peaceful reunification of the motherland.

He hoped that persons from all sectors would jointly work to promptly steer cross-Strait relations back to the right track so that Taiwan compatriots could enjoy a better life.

At the second special press conference on the "26 measures", Taiwan Affairs Office spokesperson Zhu Fenglian stated that, in recent years, the Mainland has successively launched the "31 measures", residency permits for Taiwan residents, the "26 measures", the interim measures for Taiwan residents to participate social insurance scheme in the Mainland, and other policy measures to provide more equal treatment to Taiwan compatriots and companies. In contrast, the DPP authorities have done everything in their power to stop Taiwanese compatriots and companies from coming to the Mainland for exchanges and to seek development. The DPP has utterly disregarded the well-being and interests of the people of Taiwan and caused extreme harm by forcing upon the so-called "legal amendments" to advance their political schemes. Spokesperson Zhu further implied that Tsai Ing-wen's "four understandings" entirely distorts the truth and muddies the water. The DPP authorities are the ones that have undermined cross-Strait relations by unilaterally denying the "1992 Consensus", clamped down on cross-Strait economic and trade cooperation, and intensified cross-Strait hostility. Regarding the signing of the US National Defense Authorization Act for Fiscal Year 2020 (NDAA 2020) by President Trump, the spokesperson said that the Taiwan issue is China's internal affair and foreign interference will not be allowed. The Taiwan-related content in the NDAA 2020 not only gravely violates the "one China" principle and stipulations of the Three Joint Communiqués, but also seriously harms US- China relations and cross-Strait peace and stability. The Mainland firmly opposes any public intervention in Taiwan's elections.

The 15th session of the 13th CCP National People's Congress Standing Committee approved the "Decision on the Amendments to the Law of the People's Republic of China on Protection of Investment by Compatriots from Taiwan". Paragraph 1, Article 7 was amended to stipulate that Taiwanese investors can hold a full or partial share of enterprises with Taiwanese investment as well as invest in other ways according to laws, administrative regulations, or State Council decrees. Article 9 became Article 8 and amended to prevent interference in the autonomous management of Taiwan-invested enterprises operating according to the law. Articles 8 and 14 were deleted. The amended bill will come to effect from January 1, 2020.

At a CPPCC National Committee New Year reception, mainland Chinese leader Xi Jinping said that the Mainland has thoroughly implemented the "one country, two systems" principle and firmly safeguarded the prosperity and stability of Hong Kong and Macao throughout year 2019. It upheld the "one China" principle and the "1992 Consensus", promoted cross-Strait exchanges and contacts, and resolutely opposed "Taiwan independence". In 2020, the Mainland will continue to implement policies based on the principle of "one country, two systems", a high degree of autonomy where "Hong Kong people ruling Hong Kong" and "Macao people ruling Macao" to maintain the long-term prosperity and stability of Hong Kong and Macau. It will also uphold the "one China" principle and promote the peaceful development of cross-Strait relations based on the "1992 Consensus".

In a response to a question on the passage of the Anti-infiltration Act by Taiwan's legislature, Taiwan Affairs Office spokesperson Zhu Fenglian said that the DPP authorities have, for political and electoral gain, vigorously advanced a "green terror" and undermined cross-Strait exchanges and contacts, aroused cross-Strait hostility and confrontation, and seriously harmed the well-being and interests of the people of Taiwan. She warned the DPP authorities that blood is thicker than water for compatriots from both sides of the Taiwan Strait; no power can alter the strong ties shared over the spirit of mutual help and protection. The people of both sides of the Taiwan Strait have a common destiny. Closer cross-strait exchanges and cooperation is a general trend that cannot be stopped. The spokesperson trusted that the vast number of Taiwan compatriots will know right from wrong, recognize the virtuous path, and join with their Mainland compatriots to eliminate obstacles and create a brighter future for cross-Strait relations.
