Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to the New Year's Day Address of the leader of Taiwan and related remarks by the MAC. Zhu stated that the severe tensions in the Taiwan Strait today are due to the DPP authorities' refusal to recognize the "1992 Consensus," provocation to seek "independence," collusion with foreign forces against mainland China, and plots to alter the fact that both sides of the Taiwan Strait belong to "one China." The so-called "four commitments" harbor the malicious intention of separatism. If "Taiwan independence" separatist forces continue their provocations, or even cross the red line, mainland china will take decisive measures. No force is allowed to spread rumors or sabotage the successful practice of "one country, two systems" in Hong Kong. Malicious actions to sow chaos and seek "independence" in Hong Kong will never succeed.

A New Year's Message by mainland China's Taiwan Affairs Office Director Liu Jieyi entitled "Shouldering Responsibility of the Chinese Nation Together; Sharing the Glory of the Prosperous Era Together" was published in the first 2022 issue of “Relations Across Taiwan Straits” magazine. The message stated that, no matter how the situation in the Taiwan Strait changes, time and circumstances always side with the powers advocating national unification. No person or force can stop this. Taiwan's future and the well-being of Taiwan compatriots depend on the unification of the motherland. "Taiwan independence" separatism is the biggest obstacle to the unification of the motherland and the greatest threat to the interests and well-being of Taiwan compatriots. Any actions to seek "independence" and attempts to interfere by external forces will never succeed.

Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to the so-called "Analysis Report” on Macao released by the MAC. Zhu warned the DPP authorities that mainland China will never allow anyone to intervene in Macao affairs, seek "independence," and politically manipulate Macao affairs. Any actions to seek "independence" will be severely punished in accordance with the law. Due to the DPP authorities’ attempt to seek "independence," they fear the success of "one country, two systems" in Macao. They fear that a growing number of Taiwan compatriots are seeing the great vitality of "one country, two systems" and its active role in promoting the unification of the motherland. They also fear the complete failure of the lie of "Taiwan independence" in the face of the facts.

Zhu stated that mainland China will thoroughly implement the party's overall strategy for resolving the Taiwan issue in the new era and carry out decisions and deployments of the CCP Central Committee on Taiwan work, resolutely crush "Taiwan independence" separatist plots, firmly oppose interference by foreign forces, continue to promote the peaceful and integrated development of cross-Strait relations, and firmly promote the process of national unification. Regarding claims by the DPP authorities that the participation of Taiwanese musicians in the composition and performance of "We Sing the Same Song " is part of the united front work, Zhu stated that musicians from both sides of the Taiwan Strait devoted their efforts and emotions in creating and performing the song, fully demonstrating the homesickness of Taiwan compatriots, their hope for unification, and the fact that people on both sides of the Taiwan Strait are bound by kinship.

Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to claims by the MAC that "the ROC and PRC are not subordinate to each other" and that the Hong Kong National Security Act does not apply to "democratic" Taiwan. Zhu said that Taiwan is an inalienable part of China and has never been a country. The DPP authorities’ constant hype that "the ROC and PRC are not subordinate to each other" amounts to touting the "two states theory." In the face of the great trend of unification of the motherland, any form of "Taiwan independence" provocation is doomed to fail. The Hong Kong National Security Law is a pillar maintaining the prosperity and stability of Hong Kong and protecting the legal rights of the majority of Hong Kong residents. Anyone or any force that defy the law will no doubt be punished severely.

Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to the Prime Minister of Slovenia calling Taiwan a "democratic country," interceding for Taiwan's membership in the World Health Organization, supporting Lithuania's Taiwan-related actions, and promoting the "mutual establishment of representative offices" with Taiwan. Zhu stated that mainland China urges the government of Slovenia to take concrete action to abide by its solemn commitments on Taiwan-related issues and handle Taiwan-related issues properly and cautiously. The DPP authorities use various tricks to win over and infiltrate politicians from related countries in an attempt to rely on external forces to seek "independence." They are bound to fail.

Mainland China's Foreign Ministry Spokesperson Zhao Lijian responded during a regular press conference to Lai Ching-te’s plans to interact with US officials during his stopover in the US en route to Honduras. Zhao said that adherence to the “one China” principle is an international norm. Any attempt to create the impression of "two Chinas" or "one China, one Taiwan" will be rejected by all Chinese people. Mainland China’s consistent position is that it firmly opposes the arrangement of such "transit" by the US or any other country that has diplomatic ties with mainland China, and any form of official exchanges between the US and Taiwan. Mainland China urges the US to abide by the “one China” principle and stipulations in the three China-US Joint Communiqués, take its position and concerns seriously, and refrain from sending any wrong signals to the "Taiwan independence" forces. Taiwan Affairs Office Spokesperson Zhu Fenglian responded to plans by the DPP authorities to use transits through the US to achieve official contacts between the US and Taiwan and look for opportunities to manipulate their "independence" seeking plots. This is the DPP’s consistent tactic of "relying on the US to seek independence." These tricks, in whatever name, will not change the fact that there is only "one China" in the world and that Taiwan is part of China.

It is vital to promote the spirit of struggle and firmly curb the provocation of "Taiwan independence" and interference by external forces, build a strong frontline to oppose "independence" and promote unification, uphold the conviction that “the two sides across the Taiwan Strait are one family,” strengthen policies to share development opportunities with Taiwanese companies and compatriots, implement equal treatment, and facilitate participation in cross-Strait exchanges and cooperation on the grassroots public and youth groups in Taiwan. It is also crucial to support Fujian in exploring new paths and building up pilot zone for integrated cross-Strait development, to do well at swaying public opinion campaign, thoroughly explaining to the Taiwan compatriots the core meaning of the party’s Taiwan policy, and guiding Taiwan compatriots to adhere to overall national interests and distinguish right from wrong and truth from lies.

Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded during a regular press conference to claims by the DPP authorities that Chiang Ching-kuo's position of staunchly defending Taiwan is the greatest consensus of Taiwanese people today. Zhu said that Mr. Chiang Ching-kuo adhered to "one China," opposed "Taiwan independence," and advocated national unification. Mr. Chiang once said, "I am Taiwanese and also an upright Chinese" and he made great effort to ease the tension of cross-Strait relations. Some DPP politicians use the commemoration of Chiang Ching-kuo to distort historical facts, engage in political manipulation, and incite the sentiment of "resisting China to protect Taiwan." The nature of their action is to mislead the people of Taiwan and pursue the self-interests of their party and themselves. Regarding the MAC's claim that there is no necessity or urgency to establish electricity linkage between Kinmen and Matsu and Fujian, Zhu stated that mainland China believes that “the two sides of the Taiwan Strait are one family.” Mainland China will begin with enhancing the well-being of Taiwan compatriots and helping Kinmen resolve actual difficulties in its people’s daily lives, and continue to promote work related to establishing water linkage, electricity linkage, gas linkage, and bridges between the coastal areas of Fujian and Kinmen and Matsu. Electricity linkage from Fujian to the Kinmen and Matsu will help enhance the well-being of the people in Kinmen and Matsu and the long-term development between the two sides. The DPP authorities' ruthless obstruction is not welcomed among the people.

Mainland China's State Councilor and Foreign Minister Wang Yi stated during a phone call with US Secretary of State Antony Blinken that the priority of China-US relations today is to implement the important consensus reached between Chairman Xi Jinping and President Joe Biden during their videoconference last November. President Biden stated that he does not support "Taiwan independence" and has released active messages that differ from the previous administration. However, the tone of US policy towards mainland China has not changed substantially and Biden's statements weren’t thoroughly implemented. The US continued to speak and act erroneously on matters related to mainland China, bringing new impacts on relations between the two countries. Wang emphasized that pressure will only further unify the Chinese people. Antagonism cannot stop mainland China from becoming stronger. It is vital that the US stop playing with fire on the Taiwan issue and stop creating various "small circles" to oppose and block China’s development.

During a regular press conference, Mainland China's Ministry of National Defense Spokesperson Wu Qian responded to the "2+2" online meeting between the foreign ministers and defense ministers of the US and Japan, and their joint statement hyping the Taiwan Strait issue. Wu said that Taiwan is part of China. The Taiwan issue is purely China's internal affairs, and no foreign interference is allowed. The root cause of the current tension in the Taiwan Strait is that the DPP authorities and the "Taiwan independence" separatist forces have colluded with external forces to constantly carry out provocations to seek "independence." By exaggerating the so-called "threats posed by China" and hyping up the Taiwan Strait issue, the US and Japan are encouraging the DPP authorities to seek "independence" and sending wrong signals to the "Taiwan independence" forces. The US and Japan's attempt to interfere with the Taiwan issue is a dangerous move. The deeper the US and Japan are involved, the more painful they will be in the future.

Mainland China’s Taiwan Affairs Office Spokesperson Ma Xiaoguang commented on the gratitude expressed by the DPP authorities to the US for selling Taiwan Patriot Missile International Engineering Services Program (IESP) and Field Surveillance Program (FSP). Ma stated that the DPP authorities’ collusion with external forces to seek “independence” and provoke cannot save "Taiwan independence" from its inevitable doom, but will only exacerbate tensions and turmoil in the Taiwan Strait and bring disaster to Taiwan. Mainland China’s Ministry of Foreign Affairs Spokesperson Zhao Lijian stated at a regular press conference that US arms sales to Taiwan seriously harm mainland China's sovereignty and security interests, China-US relations, and peace and stability across the Taiwan Strait. The US should abide by the "one China" principle and stipulations in the three China-US joint communiqués, immediately withdraw plans to sell arms to Taiwan, and cease US-Taiwan military ties. Mainland China will take legitimate and effective measures to staunchly defend its sovereignty and security interests.

The US “Indo-Pacific Strategy” on Taiwan-related issues gravely interferes in mainland China's internal affairs, violates the "one China" principle and the basic norms governing international relations, and undermines peace and stability across the Taiwan Strait. Mainland China firmly opposes this.

Mainland China’s Taiwan Affairs Office Spokesperson Ma Xiaoguang responded to the recruitment of Taiwanese students by mainland Chinese universities in 2022. Ma stated that applications for admission to undergraduate programs at mainland Chinese institutes of higher education are based on Taiwan academic test scores. This year marks the first year that students can register by the online system or offline methods, further optimizing the registration and admission process. Since 2020, none of the tens of thousands of Taiwanese students at mainland Chinese universities has been infected by COVID-19. The number of Taiwanese students applying for admission to mainland Chinese universities continued to increase in 2021. Related parties in mainland China will continue, as always, to provide convenience and services for Taiwanese students pursuing advanced studies in mainland China and help Taiwanese students realize their life dreams.

Wang stated that, under China's “Anti-Foreign Sanctions Law,” the Chinese government has decided to adopt countermeasures against infringements by US defense contractors Raytheon Technologies and Lockheed Martin for their long-term involvement in US arms sales to Taiwan. Mainland China again urged the US government and involved parties to stop arms sales to and military contact with Taiwan in abidance to the "one China" principle and stipulations in the three China-US joint communiqués. Mainland China will continue to take all necessary measures to firmly uphold its sovereignty and security interests according to the development of situations.

During a regular press conference, Taiwan Affairs Office Spokesperson Ma Xiaoguang responded to the unification law proposed by mainland Chinese scholars. Ma emphasized that: First, resolving the Taiwan issue and achieving China's complete unification is an aspiration shared by all the sons and daughters of the Chinese nation and is essential to realizing national rejuvenation. Second, "peaceful unification and one country, two systems" are the basic guidelines for resolving the Taiwan issue and the best way to achieve national unification. The guidelines not only fully consider realities in Taiwan, but will also contribute to the long-term stability of Taiwan after unification. Third, mainland China's Constitution, Anti-Secession Law and other related national laws have made detailed stipulations on resolving the Taiwan issue and promoting national unification, offering firm legal protection for the peaceful development of the cross-Strait relations and for the promotion of unification of the motherland. The spokesperson also responded to the DPP authorities' passage of the so-called "Security Act" and draft amendments to part of the provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area appending content on criminal economic espionage by mainland China, that cross-Strait economic exchanges and cooperation has brought tangible benefits to people on both sides of the Taiwan Strait. This is an undeniable fact. The DPP authorities constantly seek to obstruct and limit normal cross-Strait exchanges and cooperation through legal amendments and other methods. This will only harm the interests of the majority of Taiwan compatriots.

During a regular press conference, CCP Ministry of Foreign Affairs Spokesperson Hua Chunying responded to comments by a spokesperson of the Taiwan leader and the head of Taiwan’s foreign affairs department comparing the Ukraine issue to the Taiwan issue, and expressing hope that the international community will continue to provide Taiwan with weapons so mainland China dare not "invade" Taiwan by force. Hua stated that it is unwise of certain people of the Taiwan authorities to latch on to and exploit the Ukraine issue to their advantage. Taiwan is indeed not Ukraine. Taiwan has always been an inalienable part of China. This is an indisputable historical and legal fact. The “one China” principle is a universally recognized norm governing international relations.

During a regular press conference, the CCP Ministry of National Defense Spokesperson Tan Kefei responded to training and combat readiness exercises conducted by the Taiwan military during the Lunar New Year holiday and Taiwan media speculation that the anti-submarine helicopters of the People’s Liberation Army (PLA) circuited Taiwan for the first time. Tan stated that the DPP authorities rely on foreign powers to engage in "independence" provocations in various forms and continue to escalate confrontation between the two sides of the Taiwan Strait. This is the root cause of threats to the peace and stability of the Taiwan Strait. It is also a scourge that seriously endangers the well-being of Taiwan compatriots. The PLA conducts regular patrols in the sea and airspace around Taiwan to resolutely strike the arrogance and "independence" seeking actions of "Taiwan independence" separatist forces. As long as the "Taiwan independence" provocations do not stop, the PLA cannot and will not rest for even a moment in safeguarding national sovereignty and territorial integrity.

CCP State Councilor and Minister of Foreign Affairs Wang Yi made a video speech at a conference commemorating the 50th Anniversary of the “Shanghai Joint Communiqué.” Wang stated that, in 1971, the US declared to mainland China its willingness to pursue new principles on the Taiwan issue. These principles include: The US acknowledges that there is only "one China" in the world and that Taiwan is part of China; the US will not make any statements to the effect that the status of Taiwan is not determined; the US has never supported and will not support any "Taiwan independence" movements. During his visit in 1972, President Nixon confirmed these principles to Premier Zhou Enlai, giving birth to the “Shanghai Joint Communiqué.” Soon after mainland China and the US established diplomatic relations, the US introduced the so-called “Taiwan Relations Act” and the “Six Assurances to Taiwan.” They have always been illegal and invalid since they are in violation of the internationally recognized "one China" principle, which was the commitment made under the three China-US joint communiqués and the UN General Assembly Resolution 2758. The US should return to the original meaning of the "one China" principle, abide by the political commitments it made to mainland China, shoulder its due international obligations, stop hollowing out the "one China" principle, stop conniving and supporting the "Taiwan independence" actions, stop scheming to "use Taiwan to contain mainland China," and stop any words and actions attempting to interfere in mainland China's internal affairs. This is the only way to truly maintain peace and stability across the Taiwan Strait and maintain the larger interests of China-US relations.

During a regular press conference, CCP Ministry of Foreign Affairs Spokesperson Wang Wenbin responded to a recent statement by former Japanese Prime Minister of Japan Shinzo Abe that, in view of Russian-Ukraine situation, the US should abandon its ambiguous strategy on the Taiwan issue. Wang stated that Taiwan is China's affair and has nothing to do with Japan. Wang strongly urged Japan to reflect deeply on history, effectively comply with the principles of the four China-Japan political documents and its commitments to date, act prudently on the Taiwan issue, and stop any provocations.

Mainland China’s Taiwan Affairs Office spokesperson Zhu Fenglian responded to the DPP authorities' rebuttal of the United Nations (UN) General Assembly Resolution 2758 seeking challenge the "one China” principle. She stated that Resolution 2758 has definitively and fully resolved the issue of China's representation in the UN from the political, legal, and procedural perspectives. Years of practicing this resolution has proved conclusively that the UN and its vast amount of member states all recognize that there is only "one China" in the world, that Taiwan is an inalienable part of China's territory, and that they fully respect China's sovereignty over Taiwan. Although the two sides of the Taiwan Strait have not yet been fully unified, China's sovereignty and territory have never been divided. The fact that both mainland China and Taiwan belong to "one China" has never changed. No amount of the DPP authorities’ blatant challenges of this universally-recognized legality and fact can change the iron-clad fact that Taiwan is part of China.

All of the PLA training and exercises are targeting "Taiwan independence" separatist activities and foreign interference instead of the Taiwan compatriots. The more upheaval that the US and Japan cause on the Taiwan issue, the more heavy-handed actions China will take to protect our national sovereignty and territorial integrity. The "Taiwan independence" separatist forces and foreign powers will not get away with impunity; China vows to crush them whenever they strike.

Ma stated that the "1992 Consensus" was reached in an authorized negotiation between the two sides. The MAC was the agency that authorized this "consensus" to be achieved, so its current claim that the "1992 Consensus" is a "unilaterally set political framework" is nothing but a smear campaign. Ma urged the DPP authorities to recognize the "1992 Consensus" and improve cross-Strait relations with concrete actions. On a question regarding US House Speaker Nancy Pelosi's postponement of visiting Taiwan after contracting coronavirus, Ma called on the US to strictly abide by the "one China” principle and stipulations in the three China-US Joint Communiqués; that is, Speaker Pelosi should immediately cancel instead of postponing the trip. On another question regarding the status of Mr. Li Ming-che's imprisonment, Ma stated that Mr. Li is subject to a five-year prison sentence as stated in an effective verdict. His prison term is going to end in the coming days. He will be released and arrangements will be made for him to return to Taiwan.

The DPP has also been heading further down the road of "relying on foreign forces to seek independence.” The US is also to blame for persistently hollowing out its "one China" policy in an attempt to play the "Taiwan card." The "status quo" of the Taiwan issue is that both sides of the Taiwan Strait belong to “one China” and Taiwan is part of China's territory. The Taiwan issue is at the heart of China's core interests. Moreover, this principle is the basis of the post-WWII world order. Mainland China's Fuzhou Maritime Safety Administration declared Haixun-06, the first large patrol rescue ship in the Taiwan Strait, to be officially commissioned in Pingtan, Fujian. The vessel will significantly add to mainland China’s maritime law enforcement off the coast of Fujian, enhance the level of dynamic marine traffic control , strengthen the response mechanism for vessels in distress or had accidents, and ensure the smooth transportation of goods and safety of major shipping routes.

He stated that, since its 18th National People’s Congress (NPC), the CCP has implemented the Overall Policy for Resolving the Taiwan Issue in the New Era, adhered to the "one China" principle and "1992 Consensus," promoted the peaceful development of cross-Strait relations, continued to advance the welfare of Taiwan compatriots and improve the systems and policies under which they are treated equally as their mainland Chinese counterparts. Mainland China's Taiwan Affairs Office (TAO) aired an eight-episode “series of mini-lectures on the ‘1992 Consensus’" on its official Weibo account "Taiwan Affairs Office Announcements" from July 18 to 25. Lectures of the first four episodes were given by TAO Spokesperson Ma Xiaoguang, who emphasized that the historical truth of the consensus reached by the Association for Relations Across the Taiwan Straits (ARATS) and the Straits Exchange Foundation (SEF) is very clear and that any denial or distortion goes against the objective truth. Lectures of the other four episodes were given by fellow TAO spokesperson Zhu Fenglian, who stressed that the peaceful development of cross-Strait relations would open up bright prospects for mutually beneficial and win-win cross-Strait ties. This prospect is very different from how the door of cross-Strait negotiation was forced to shut since the DPP authorities came into power in 2016 as it refused to accept the "one China" principle and slandered the "1992 Consensus." The DPP’s actions have greatly limited the options available for the people of Taiwan and also restricted the room for Taiwan’s autonomous development.

Wang said that the “one China” principle is the cornerstone of the political foundation for China-US relations. The three China-US Joint Communiqués are the most crucial "guardrails" for China-US relations. If the Taiwan question is mishandled, it is most likely to devastate relations between the two countries. Every United States (US) administration has all clearly called for observance of the "one China” policy and declared the position of opposing "Taiwan independence." However, with US connivance, "Taiwan independence" forces have undermined the hard-earned prospect of peaceful development of cross-Strait relations. If the US hopes to resolve the Taiwan issue peacefully, it must clearly stop all acts of "Taiwan independence." Otherwise its attempts will only backfire and the responsibility does not lie with mainland China. "Peaceful unification and one country, two systems" is the peaceful, win-win solution for resolving the systemic differences between mainland China and Taiwan. These systemic differences are not obstacles to unification or excuses for separation. Wang stated that the US has made clear political commitments to mainland China on the Taiwan question. These commitments have gone through from the three China-US Joint Communiqués signed decades ago to the repeated statement of the current US administration made recently on not supporting "Taiwan independence." However, the moves of the US run counter to them. The US must return to the three China-US Joint Communiqués and the “one China” principle, clearly reaffirm its commitment to the one-China policy, and unequivocally state its opposition to any "Taiwan independence" separatist activity. The Taiwan issue is mainland China's internal affairs: The US has no right to interfere. Mainland China's State Councilor and Foreign Minister Wang Yi presented a speech at the 77th Session of the United Nations (UN) General Assembly. Wang said that the Cairo Declaration and the Potsdam Proclamation explicitly state that Taiwan and the Penghu Islands shall be returned to China. This constitutes an important part of the post-war international order. UN Resolution 2758 resolved, politically, legally and procedurally, the issue of the representation of the whole of China, including Taiwan, in the UN and international institutions. The "one China” principle has become the basic norm in international relations and a general consensus of the international community. The government of the People's Republic of China is the sole legal government representing the whole of China. Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded at a regular press conference to an announcement by Taiwan's Executive Yuan of disease prevention measures and of Penghu, Kinmen, and Lienchiang counties calling for the resumption of the Mini-Three-Links. Zhu stated that the adjustments to entry controls recently announced by Taiwan include many restrictions for people from mainland China, Hong Kong, and Macao. This is no doubt playing double standards to prevent mainland Chinese from entering Taiwan. Residents on both sides hope for the early resumption of the Mini Three Links. Mainland China hopes that the Democratic Progressive Party (DPP) authorities can do more to benefit cross-Strait exchanges and not obstruct at every turn. Regarding the DPP authorities' claim that Taiwan regretted not having been invited to the 41st International Civil Aviation Organization (ICAO) Assembly, Zhu stated that the ICAO is a specialized agency of the United Nations in which only sovereign countries are qualified to participate. As part of China, Taiwan has no right of participation. The DPP authorities collude with foreign powers and fabricate excuses to demand participation in the ICAO Assembly and other activities when their true objective is to seek "independence" and separatism. This must be resolutely defeated.

Tan stated that some people in the US have violated the "one China” principle and provisions of the three China-US Joint Communiqués by strengthening military ties between the US and Taiwan and by encouraging and supporting the Democratic Progressive Party authorities' attempts to intensify cross-Strait opposition and confrontation. Such provocations are extremely harmful. The Taiwan issue is China's internal affairs and concerns China's core interests. Mainland China will resolutely counter unjustifiable actions by the US pertaining to Taiwan. Tan was also asked about claims in Taiwan's "2022 Report on the Military Power of the People's Republic of China" that mainland China seriously threatens Taiwan's defense and security and peace and stability across the Taiwan Strait, and uses training simulations to prevent foreign military aid to Taiwan. He stated that the report deliberately exaggerates the "military threat from mainland China" and heightens cross-Strait tensions and confrontation. This is extremely irresponsible. "Taiwan independence" separatist forces and their activities have always been the biggest obstacle to the unification of the motherland. The People's Liberation Army's military exercises in the sea and airspace near Taiwan are a legitimate and necessary response to the continued provocations of "Taiwan independence" separatist forces.
