  Mainland China's Taiwan Affairs Office Director Song Tao wrote a New Year’s message entitled "Fighting Together for a Great Achievement" published in the first issue of the 2023 editions of Relations Across Taiwan Straits magazine. Song stated that, in 2022, mainland China firmly seized control and initiative in cross-Strait relations, continued to clarify the development of the Taiwan issue, and explained mainland China's Taiwan policy direction to the Taiwan compatriots and international community. Mainland China has been guiding compatriots on both sides of the Taiwan Strait towards discussion and negotiation on cross-Strait relations and national unification. The party resolutely opposes separatism, vows to smash "Taiwan independence" separatist forces and their "independence"-seeking provocations, and is determined to stop external forces from "using Taiwan to contain China." In 2023, mainland China pledges to fully implement the party's ”Overall Policy for Resolving the Taiwan Issue in the New Era” and uphold the policy principle of "peaceful unification and ‘one country, two systems.’" Moreover, on the basis of the "one China” principle and "1992 Consensus," the party intends to carry out extensive and in-depth discussions on cross-Strait ties and national unification with people of foresight from various sectors of the Taiwan society.

  Mainland China's Taiwan Affairs Office Deputy Director Long Mingbiao visited Xiamen to inspect the Mini-three-links. Long said that the three-year hiatus of the Mini-three-links operation has caused great inconvenience for Taiwan compatriots, especially those living in Kinmen. Today marks a small step towards the full resumption of passenger service under the Mini-three-links, but it is still very far from what Taiwan compatriots are hoping for. Long urged all sectors of the Taiwan society to continue calling for, working hard on, and jointly pushing for the full and early resumption of the Mini-three-links.

January 8, 2023
  The CCP’s People's Liberation Army (PLA) Eastern Theater Command Spokesperson Army Colonel Shi Yi said that the Eastern Theater Command organized joint combat readiness patrols and simulated actual combat drills with multiple service branches in the waters and airspace around Taiwan on January 8. The drills of land and sea strikes were meant to test the effectiveness of the military’s joint operations. The PLA resolutely opposes the provocations made by external forces in collusion with the "Taiwan independence" separatists.

  Mainland China's Taiwan Affairs Office Director Song Tao stated at a symposium with Beijing-based Taiwanese youth that, young people on both sides of the Taiwan Strait are an important and vibrant force for developing cross-Strait relations, promoting peaceful unification of the motherland, and achieving the great rejuvenation of the Chinese nation. Song hoped that everyone would strengthen their confidence and have a correct understanding of the overall cross-Strait situation and its future development. Compatriots on both sides of the Taiwan Strait have high hopes for the early resumption of cross-Strait people-to-people exchanges and further promotion of exchanges and cooperation. Mainland China will thoroughly implement the guiding principles of the 20th National Congress of the Chinese Communist Party, uphold the spirit of "two sides across the Taiwan Strait belong to one family," and continue to deliver benefits and enhance the well-being of Taiwan compatriots.

  Mainland China's Taiwan Affairs Office Spokesperson Ma Xiaoguang responded at a regular press conference to a question regarding the Mini-three-links and resumption of direct cross-Strait flights. Ma urged the Democratic Progressive Party authorities to remove the unreasonable barriers imposed over the past three years, promote the comprehensive resumption of passenger service under the Mini-three-links, restore all flight points for cross-Strait passenger service, and normalize travel and people-to-people exchanges between the two sides of the Taiwan Strait. On the question about Kevin McCarthy once saying that he would visit Taiwan if elected as Speaker of the United States (US) House of Representatives, Ma said that there is only "one China" in the world and that Taiwan is part of China. Since the US Congress is part of the US government, it should also abide by the "one China” principle and stipulations in the three China-US Joint Communiqués, and fulfill the country’s pledge of not supporting "Taiwan independence."

  Mainland China's Taiwan Affairs Office Director Song Tao stated during a meeting with former Kuomintang Chairperson Hung Hsiu-chu that mainland China would thoroughly implement the guiding principles of the 20th National Congress of the Chinese Communist Party, uphold the spirit of “two sides across the Taiwan Strait belong to one family," show respect and consideration for Taiwan, and create benefits to Taiwan compatriots. Mainland China will encourage and support more Taiwan compatriots to join the Chinese-style modernization, national rejuvenation, and national unification of mainland China.

  Mainland China's Taiwan Affairs Office Spokesperson Ma Xiaoguang responded to a question regarding the registration of Taiwanese food enterprises. Ma stated that, following a review by the competent authorities, a total of 63 enterprises that met the requirements, including Kinmen Kaoliang Liquor Inc., have been approved for registration or information update. In cases where companies failed to meet the requirements and could not be registered for the time being, the reasons have been specified. Mainland China stands ready to continue helping Taiwanese food enterprises resolve problems regarding incomplete information and violations of regulations in order to facilitate the import of Taiwanese food products to mainland China.

  Mainland China's Taiwan Affairs Office Spokesperson Ma Xiaoguang responded to a question regarding a call between Czech Republic's president-elect Petr Pavel and Tsai Ing-wen. Ma stated that the Democratic Progressive Party authorities attempt to seek "independence" through "having phone calls" and "showing up together in photos (with foreign politicians)," but this cannot change the fact that Taiwan is part of China, nor can it shake the "one China" principle that the international community upholds. Ma urged the Czech Republic to abide by the “one China” principle and handle the Taiwan-related issues properly.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding the resumption of cross-Strait flights. Zhu stated that, on February 1, mainland China's aviation regulatory body informed Taiwan through the liaison channel under the "Cross-Strait Air Transport Agreement" that the pandemic situation on both sides of the Taiwan Strait has stable, which makes for an opportune time to resume normal cross-Strait air service. Zhu expressed hope that both sides can work together to promote the normal operation of cross-Strait flight routes and prioritize the resumption of 16 flight points with higher concentrations of Taiwan compatriots, including Guangzhou.

  Mainland China's Ministry of Foreign Affairs Spokesperson Mao Ning responded at a regular press conference to the meeting between Tsai Ing-wen and former head of the United States (US) Indo-Pacific Command Phil Davidson. Mao said that the root causes of cross-Strait tensions are the “reliance on the US for ‘independence’” of the Taiwan authorities attempts to "use Taiwan to contain mainland China" by some in the US. The US should strictly abide by the "one China” principle and the three China-US joint Communiqués, deliver on US leaders' commitment to not supporting "Taiwan independence," stop all forms of official interaction and military contact with Taiwan, and stop sparking more tensions in the Taiwan Strait. Regarding a statement by the speaker of the Czech parliament that she will visit Taiwan in March, Mao said that the Taiwan issue is mainland China's internal affair and concerns mainland China's core interest. Mainland China firmly opposes any of its diplomatic allies having any form of official interaction with Taiwan.

  Mainland China's Taiwan Affairs Office Director Song Tao spoke at the "2023 Lunar New Year Symposium for Taiwan Businesspeople." Song stated that mainland China would fully realize the spirit of the "20th National Congress of the Chinese Communist Party (CCP)" and the party’s Overall Policy for Resolving the Taiwan Issue in the New Era. It will also adhere to the principles of "peaceful unification" and "one country, two systems," and uphold the conviction that "two sides across the Taiwan Strait belong to one family." Mainland China is willing, on the basis of the "one China" principle and "1992 Consensus," to conduct extensive and in-depth discussions with people of insight from all sectors in Taiwan on cross-Strait relations and national unification. Cross-Strait consultations and negotiations can resume if the Taiwan authorities recognize the "1992 consensus" embodying the "one China" principle. Song hoped that the Taiwan compatriots will resolutely oppose "Taiwan independence" separatist activities and interference by external forces, jointly promote the peaceful development of cross-Strait relations, and advance the process toward the peaceful unification of the motherland.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding a planned delegation visit led by Chinese Nationalist Party (KMT) Vice Chairman Andrew Hsia to mainland China from February 8 to 17. Zhu stated that mainland China welcomes the delegation and is willing, on the shared political foundation of upholding the "1992 Consensus" and opposing "Taiwan independence," to strengthen ties with the KMT, consolidate and increase mutual trust, deepen exchanges and cooperation in various fields, jointly promote the two parties’ relations, and advance the development of cross-Strait relations to maintain peace and stability across the Taiwan Strait and enhance the interests and welfare of compatriots on both sides of the Taiwan Strait.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question at a regular press conference regarding prioritizing the resumption of 16 direct cross-Strait flight points. Zhu stated that mainland China's aviation regulatory body has contacted Taiwan through the liaison channels under the Cross-Strait Air Transport Agreement to urge Taiwan to reinstate direct cross-Strait flight points, with priority on service to 16 areas with high concentrations of Taiwan compatriots, including Guangzhou, Shenzhen, Nanjing, Wuxi, Hangzhou, Ningbo, Wuhan, Fuzhou, Hefei, Chongqing, Changsha, Zhengzhou, Haikou, Xi'an, Shenyang, and Harbin. Zhu said that mainland China is ready to restore the routes without any restrictions or barriers. She also expressed hope that Taiwan will take practical measures in line with public opinion and not hinder the restoration of direct cross-Strait flights under the pretext of the COVID-19 pandemic. Regarding the newly approved cross-Strait exchange bases, Zhu stated that mainland China recently approved the establishment of nine such bases, including the Zhaojun Museum in Hohhot, Inner Mongolia; Guandi Temple in Dongshan, Zhangzhou, Fujian; Sheng Wang Gong Ancestral Land in Yunxiao, Zhangzhou, Fujian; Xianying Palace in Changdao, Yantai, Shandong; Tianhou Museum in Nanshan, Shenzhen, Guangdong; Zhongshan Ballpark and other baseball parks in Shenzhen, Guangdong; Sanshan Gouwang Temple in Jieyang, Guangdong; Guanyue Temple in Chongqing; and Taohua River Cultural Tourism Scenic Area in Guilin, Guangxi. Each of these nine exchange bases has distinct characteristics and unique resources for developing cross-Strait exchanges.

  TMember of the Chinese Communist Party (CCP) Politburo Standing Committee Wang Huning stated during a meeting with Chinese Nationalist Party (KMT) Vice Chairman Andrew Hsia that compatriots on both sides of the Taiwan Strait are eager to have normal exchanges and contact. It is imperative that cross-Strait exchanges become normalized as soon as possible. The KMT and CCP must further fortify their adherence to the shared political foundation of the "1992 Consensus" and opposing "Taiwan independence," deepen political mutual trust, strengthen exchanges and cooperation, resolutely oppose "Taiwan independence" separatism and interference by external forces, and jointly safeguard peace and stability across the Taiwan Strait.

  Mainland China's Taiwan Affairs Office Director Song Tao commented on the passing of Fo Guang Shan founder Master Hsing Yun. Song stated that Master Hsing Yun staunchly promoted unification, opposed "Taiwan independence," promoted cross-Strait exchanges and cooperation, and called for peaceful unification of the motherland. Song sincerely hoped that Fo Guang Shan will continue to promote cross-Strait exchanges and dedicate efforts to unification of the motherland.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian commented on the inability of a mainland Chinese delegation to visit Taiwan and pay condolences to the late Master Hsing Yun. Zhu stated that Fo Guang Shan invited a delegation consisting of representatives of the Taiwan Affairs Office, State Administration of Religious Affairs, Buddhist Association of China, and Jiangsu Province to visit Taiwan from February 11 to 14 to pay respects. The Democratic Progressive Party authorities, in disregard of basic humanitarianism, peremptorily refused permission for the mainland Chinese delegation to go to Taiwan. This has prevented the successful completion of the memorial ceremony for Master Hsing Yun and caused grave distress to the followers of Taiwan's Fo Guang Shan. Such a decision will not win people’s heart.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian commented on mainland China's decision to resume imports of agricultural and fishery products from Taiwan. Zhu stated that imports of Taiwanese agricultural and fishery products to mainland China has remained suspended since March 2021 due to the detection of harmful pests and banned substances on related products. Taiwan farmers and fishermen recently expressed, through the Chinese Nationalist Party, related municipalities, groups, and various other channels, their willingness to improve product quality and safety in the hope that imports could promptly resume. Mainland China is willing to assist the resumption of Taiwan agricultural and fishery imports to mainland China. We take the interests and well-being of Taiwan farmers and fishermen seriously. Guided by the conviction that "two sides of the Taiwan Strait belong to one family," mainland China has adopted measures to ease the difficulties in sales of Taiwan's agricultural and fishery products and help them gain better access to the mainland Chinese market.

  Mainland China's Taiwan Affairs Office Director Song Tao stated during a meeting with Taiwan's Cross-Strait Agricultural and Fishery Exchange Development Investment Association Chairman Huang I-cheng that it is the wish of compatriots on both sides of the Taiwan Strait to have peace, development, exchanges, and cooperation. Mainland China fully implements the spirit of "two sides of the Taiwan Strait belonging to one family" in its support for Taiwanese farmers and fishermen to share the development opportunities in mainland China. Mainland China also attaches great importance to the hopes of Taiwan farmers and fishermen to resume imports of agricultural and fishery products to mainland China. Song said that he will coordinate with relevant departments to actively resolve the issue premised on the products will meet inspection and quarantine standards.

  Mainland China's Office of the Central Foreign Affairs Commission Director Wang Yi gave a keynote speech at the Munich Security Conference. Wang stated that reckless interference in the internal affairs of other countries, regardless of the reasons put forward, is a disregard and betrayal of the basic norms of international relations. On the Taiwan issue, Wang said that going against the "one China" principle and promoting "one China, one Taiwan" or "two Chinas," no matter how it is packaged, is a serious violation of mainland China's territorial integrity, as well as a real threat to peace and stability across the Taiwan Strait. Mainland China will firmly deter any acts of separatism and interference and defend its sovereignty and territorial integrity.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded at a regular press conference regarding the invitation for Shanghai Municipal Taiwan Affairs Office Deputy Director Li Xiaodong to lead a delegation to Taiwan to participate in the Taiwan Lantern Festival and city government exchanges. Zhu stated that restoring cross-Strait exchanges and normal personnel contact is the common wish of compatriots on both sides of the Taiwan Strait. It is also vital to the development of cross-Strait relations. Zhu hoped that Taiwan would promptly cancel various unreasonable restrictions to enable the resumption of normal cross-Strait personnel contacts and exchanges. Regarding the visit by United States (US) Deputy Assistant Secretary of Defense for China Michael Chase to Taiwan, Zhu stated that there is only "one China" in the world and Taiwan is part of China. Mainland China resolutely opposes official communication and military association of any kind between the US and Taiwan. Zhu urged the US to abide by the "one China" principle and stop "using Taiwan to contain China." The Democratic Progressive Party authorities' collusion with foreign powers to seek "independence" will not succeed.

  Mainland China's Ministry of National Defense Spokesperson Tan Kefei colonel responded at a regular press conference to a high-level political and military analysis by the United States (US) on the People's Liberation Army's (PLA's) timetable for attacking Taiwan. Tan stated that Taiwan is part of mainland China and resolving the Taiwan issue is a matter for the Chinese people and should be decided by the mainland Chinese people. It brooks no foreign interference. No matter what the US says, it won't change the course of China's unification, nor will it shake mainland China’s resolve and will to safeguard its national unification and territorial integrity. The PLA will take necessary measures to firmly defeat any "Taiwan independence" separatist moves and foreign interference, and safeguard the fundamental interests of the Chinese nation and the immediate interests of people on both sides of the Taiwan Strait.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a claim by the Democratic Progressive Party (DPP) authorities that the Taiwanese people cannot accept mainland China's definition of the "1992 Consensus" as "one China, seeking unification, and accepting 'one country, two systems'." Zhu stated that the "1992 Consensus" reached between the Straits Exchange Foundation and the Association for Relations Across the Taiwan Straits in 1992 defined the nature of the cross-Strait relationship as both sides of the Taiwan Strait adhering to the "one China" principle, with each side interpreting this position orally. This clearly defined the nature of cross-Strait relations as promoting a common political basis for the peaceful development of cross-Strait relations. "One country, two systems" is a post-unification institutional arrangement that was proposed long before the "1992 Consensus." Its specific implementation in Taiwan will fully depend on the realities in Taiwan. The "1992 Consensus" and "one country, two systems" are two clearly distinct concepts. DPP politicians are confusing the public and finding excuses to undermine cross-Strait relations.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to the extradition of Taiwanese criminal suspects Hung Cheng-chun and Kung Hsiang-chih from mainland China to Taiwan. Zhu stated that Hung and Kung were arrested by the public security agency for illegally entering mainland China. The agency dealt with the matter according to law in order to combat crime, protect the safety of people on both sides of the Taiwan Strait, and maintain the order of cross-Strait exchanges.

  Mainland China's Taiwan Affairs Office Director Song Tao held discussions with a visiting delegation joined by Kaohsiung borough wardens and grassroots organizations at a community development exchange activity in Beijing. Song said that compatriots on both sides of the Taiwan Strait belong to one family and jointly hope to normalize cross-Strait exchanges. Cross-Strait relations can develop peacefully so long as the "one China" principle is upheld. It is important to thoroughly implement Xi Jinping's people-centered development ideas, deepen integration and development in various fields between the two sides of the Taiwan Strait, and improve and advance systems and policies to promote the well-being of Taiwan compatriots.

  Mainland China's Ministry of Foreign Affairs Spokesperson Mao Ning responded at a regular press conference to a claim by United States (US) Secretary of State Antony Blinken that if mainland China attacked Taiwan it would have disastrous consequences for countries around the world and for the world economy. Mao stated that Taiwan has been an inalienable part of China since ancient times, the "one-China" principle is a recognized basic norm in international relations and the important political prerequisite and foundation for China's diplomatic relations with countries in the world. The Taiwan issue is purely mainland China's internal affairs. It is at the very core of mainland China's core interests. It is the political foundation of China-US relations, and the first red line that must not be crossed in this relationship. Mainland China will never allow any external force to interfere in its internal affairs. Mainland China has a clear message for the US: It is time to stop using the salami-slicing tactics and stop pushing the envelope on the Taiwan issue. If the US refuses to change course, the consequences will come at real costs to the US.

  Mainland China's Taiwan Affairs Office Spokesperson Ma Xiaoguang responded to the recent United States (US)-Taiwan arms sales valued at about US$619 million. Ma stated that the US arms sales severely violate the "one China" principle and the three China-US Joint Communiqués, particularly provisions in the August 17 Communiqué. The US has been condoning and supporting "Taiwan independence" and undermining peace and stability in the Taiwan Strait. He urged the US to stop arms sales to and military contact with Taiwan, and cautioned the Democratic Progressive Party authorities that attempts to "resist unification through force" are doomed to fail.

  Mainland China's Ministry of National Defense Spokesperson Tan Kefei responded to the United States (US) arms sales to Taiwan. Tan strongly opposed the arms sales and stated that the actions of the US grossly interfere in mainland China's internal affairs. Mainland China is deeply dissatisfied and has made solemn representations. China demanded an end to arms sales to and military contacts with Taiwan; it also called for removing all factors that could further escalate tensions in the Taiwan Strait. The People's Liberation Army is prepared at all times to counter “independence”-seeking provocations and foreign interference in its resolute defense of national sovereignty and territorial integrity.

  Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Wang Yang stated in the Government Work Report of the first session of the 14th CPPCC National Committee that he was involved in organizing events such as a themed exhibition commemorating the 75th anniversary of Taiwan’s retrocession, hosting the Straits Forum, and holding the Cross-Strait Forum on Grassroots Governance to strengthen contact with the relevant political parties and individuals in Taiwan.

  Mainland China's Premier Li Keqiang presented the Government Work Report at the first session of the 14th National People's Congress. Li stated that the government has been adhering to its major Taiwan work policies, fully implementing the Overall Strategy for Resolving the Taiwan Issue in the New Era, firmly upholding the "one China" principle and the "1992 Consensus," resolutely opposing separatist activities, and promoting peaceful development of cross-Strait relations and national unification. Compatriots on both sides of the Taiwan Strait share a blood bond. It is imperative to promote economic and cultural exchanges and cooperation, improve systems and policies that enhance the well-being of Taiwan compatriots, jointly promote Chinese culture, and endeavor as one for the cause of national rejuvenation.

  Mainland China's Minister of Foreign Affairs Qin Gang responded to a question at a press conference for the "Two Sessions" regarding the escalating tensions between mainland China and the United States (US) over the Taiwan issue. Qin stated that according to the preamble of the Constitution of the People's Republic of China, "Taiwan is part of the sacred territory of the People's Republic of China. It is the inviolable duty of all Chinese people, including our compatriots in Taiwan, to accomplish the great task of reunifying the motherland." He said that it is up to the Chinese people to resolve the Taiwan issue and no foreign country has the right to interfere. Qin said that mainland China firmly opposes and remains highly vigilant against claims by senior US officials that the Taiwan issue is not mainland China's domestic affair. The Taiwan issue is a matter of mainland China's core interests, the political foundation of China-US relations, and the first red line in China-US relations that cannot be crossed. The real threat to peace and stability in the Taiwan Strait comes from the "Taiwan independence" separatist forces, the stabilizer against which is the "one China" principle, and the guardrail against which is the three China-US Joint Communiqués. Tan stated that the Taiwan issue is at the heart of China's core interests. Mainland China strongly opposes any form of official contacts and military collusion between the US and Taiwan. Tan urged the US to abandon its strategy of "using Taiwan to contain China" and to stop its “salami slicing” tactics on the Taiwan issue. Mainland China is willing to create an expansive space for peaceful unification but leaves no room for "Taiwan independence" activities in any form. The PLA will naturally undertake relevant military actions in response to foreign interference and "Taiwan independence" activities.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to an inquiry regarding adjustments to the COVID-19 testing requirements for cross-Strait travelers. Zhu stated that from April 1, the requirement for passengers on cross-Strait passenger flights to provide negative nucleic acid test results conducted within 48 hours before departure will be adjusted to the requirement of a negative antigen test results conducted within 24 hours of departure.   Mainland China's Fujian Maritime Safety Administration issued a notice that it would conduct a special joint patrol and inspection operation in the central and northern parts of the Taiwan Strait from April 5 to 7. The rotating crew of the “Haixun 06” and maritime law enforcement officers, in conjunction with agencies such as the East China Sea Rescue Bureau and the Eastern Navigation Service Center, will conduct patrols and inspections in the direct container shipping route between Pingtan and Taiwan, cross-Strait “Mini-three-links” passenger routes, customary shipping routes in the Taiwan Strait, areas with high-density commercial and fishing vessel traffic, and areas with frequent illegal sand extraction activities. On-site inspections will be carried out on direct cross-Strait cargo ships and construction vessels to ensure navigation safety.

  Mainland China's Ministry of Foreign Affairs announced a decision to take countermeasures against the Hudson Institute and the Ronald Reagan Presidential Library in the United States (US) and their principals. The ministry stated that despite mainland China's repeated representations and firm opposition, the US insisted on allowing Taiwan's leader Tsai Ing-wen to transit and engage in political activities. The Hudson Institute and Reagan Library provided platforms and conveniences for Tsai's "Taiwan independence" separatist activities in serious violation of the "one China" principle and provisions in the three China-US Joint Communiqués. This has seriously undermined mainland China's sovereignty and territorial integrity. Countermeasures will be taken in accordance with the Anti-Foreign Sanctions Law of the People's Republic of China. These measures will strictly limit transactions, exchanges, and cooperation between domestic universities and institutions and the two organizations. The assets, real estate, and other property within mainland China will be frozen for those owned by Hudson Institute Chair Sarah Stern and President John Walters, Ronald Reagan Foundation former Executive Director John Heubusch (in charge of the daily maintenance of the Reagan Library) and Chief Administrative Officer Joanne Drake. These parties are prohibited from engaging in transactions and cooperation with organizations and individuals in mainland China and shall not be granted visas or allowed to enter the country.

Contrarily, "one country, two systems" is the institutional arrangement after national unification. The "1992 Consensus" and the "one country, two systems model for Taiwan" are two clearly distinct concepts.

  Mainland China's Ministry of Commerce (MOC) issued a notification stating that, on March 17, it received applications from the China Chamber of Commerce for Import and Export of Foodstuffs, Native Produce and Animal By-products; China Chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters; and China Chamber of Commerce for Import and Export of Textiles, requesting that a trade barrier investigation be conducted on trade restrictions imposed by Taiwan on mainland China. After conducting a review, the MOC decided to launch an investigation from April 12 on the relevant measures formulated or currently implemented by Taiwan to restrict the import of 2,455 mainland Chinese products, including agricultural products, mineral and chemical products, and textile products. The investigation period will conclude by October 12, 2023, with the possibility of an extension until January 12, 2024, under special circumstances.

The ministry stated that the recent visit to Taiwan by a delegation led by McCaul seriously violated the "one China" principle and provisions in the three China-US Joint Communiqués. It gravely undermined China's sovereignty and territorial integrity and sent a seriously wrong message to "Taiwan independence" separatist forces. In accordance with the Anti-Foreign Sanctions Law of the People's Republic of China, McCaul's assets, real estate, and other property within mainland China will be frozen. Organizations and individuals within mainland China are prohibited from engaging in transactions, cooperation, and other activities with him. He will not be issued a visa and will not be allowed entry to mainland China.

Regarding the announcement by the Supreme People's Procuratorate on the handling of the case of Yang Zhiyuan, a Taiwanese criminal suspect accused of secessionist activities, she stated that the national judicial authorities are holding "Taiwan independence" separatists accountable for their criminal actions, sounding a warning against the forces supporting "Taiwan independence."

The 1971 UNGA Resolution 2758 comprehensively resolved the issue of China's representation in the United Nations, including Taiwan, from political, legal, and procedural perspectives. Any attempt to distort or deny the authority and validity of UNGA Resolution 2758 is futile.

Regarding the first agreement signed between the US and Taiwan under the US-Taiwan Initiative on 21st-Century Trade, Ma stated that mainland China resolutely opposes any negotiation for and signing of any agreements between the US and Taiwan with sovereign implications or an official nature. The DPP authorities are acting shamefully in their rush to sell out the companies and people of Taiwan for political self-interest. This is doomed to fail.

Zhu stated that mainland China resolutely opposes the negotiation and signing of any agreements between the US and Taiwan with sovereign implications or an official nature. The Democratic Progressive Party (DPP) authorities sell out the interests of the companies and people of Taiwan just for creating a patchwork "achievement" in relations with the US. Ministry of Foreign Affairs Spokesperson Mao Ning stated at a regular press conference that the so-called “initiative” is being used by the DPP authorities in self-interested pursuit of "independence" and by the US to fudge and hollow out the “one China” principle. China again urged the US to abide by the “one China” principle and the three China-US Joint Communiqués, stop official interactions of any form with Taiwan, immediately stop pushing forward and revoke the so-called “initiative” and agreement, and refrain from sending wrong signals to “Taiwan independence” separatist forces. A Ministry of Commerce spokesperson stated that China firmly opposed the negotiation and signing of any economic and trade agreements with sovereign implications or an official nature between Taiwan and countries with diplomatic relations with China. The spokesperson urged the US to carefully handle economic and trade relations with Taiwan.

He also stressed the need to thoroughly implement the spirit of Xi Jinping's key instructions on promoting the peaceful development of cross-Strait relations and deepening integrated cross-Strait development. Wang stated that the principles of "peaceful unification" and "one country, two systems" are the best ways to achieve unification of the two sides of the Taiwan Strait. "Taiwan independence" separatism will only bring disaster to Taiwan compatriots.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded at a regular press conference to a question regarding a statement by the head of Taiwan's transportation department that the resumption of tourism exchanges between the two sides of the Taiwan Strait was not about politics but about equality. On the question that Taiwan hopes this matter can be negotiated through the mechanism involving the Taiwan Strait Tourism Association and Cross-Strait Tourism Exchange Association, Zhu said that equality and negotiations were completely irrelevant to the issue of cross-Strait travel. On May 19 this year, mainland China's tourism authorities had already announced the reopening of mainland China to travel agency-operated tour groups from Taiwan; it is the Democratic Progressive Party (DPP) authorities that are still refusing to lift bans on such tours to mainland China. Cross-Strait tourism barriers are due entirely to the DPP authorities and completely unrelated to negotiations between the Taiwan Strait Tourism Association and Cross-Strait Tourism Exchange Association. Zhu also responded to a question regarding the United States (US) Senate Foreign Relations Committee’s passage of the Taiwan Protection and National Resilience Act of 2023, which requires the US Department of State, Department of Defense, Department of Treasury, and other federal agencies to outline an effective sanctions strategy against mainland China in the event of an aggression against Taiwan. Zhu stated that Taiwan is an inalienable part of China's territory. Mainland China opposes "Taiwan independence" separatists and external interference. The protection of China's national sovereignty and territorial integrity is reasonable and legal and will never constitutes an "invasion." The US Congress attempts to galvanize "Taiwan independence" separatism and stop the historical process of China's unification with the passage of this act, which is nothing but wishful thinking.

As always, mainland China will respect, care for, and benefit Taiwan compatriots; continue to promote cross-Strait economic and cultural exchanges and cooperation; deepen the integrated cross-Strait development in various fields; jointly promote Chinese culture; and foster a spiritual bond between compatriots on both sides. Member of the Chinese Communist Party (CCP) Politburo Standing Committee and Chairman of the Chinese People's Political Consultative Conference Wang Huning stated in a speech that the foundation for the development of cross-Strait relations lies in the private sector, with the people being the driving force. The achievements of exchanges and cooperation benefit compatriots on both sides of the Taiwan Strait. We are guided by the conviction that “the two sides across the Taiwan Strait belong to one family” and always respect, care for, and benefit Taiwan compatriots. "Taiwan independence" is completely incompatible with peace in the Taiwan Strait. "Taiwan independence" separatist activities and interference by external forces must be resolutely opposed. Only the firm adherence to the "1992 Consensus" and opposition to "Taiwan independence" will gear cross-Strait relations back to the correct track of peaceful development. Wang also announced that the CCP Central Committee and State Council formulated the "Opinions on Supporting Fujian Province in Exploring a New Path for Integrated Cross-Strait Development and Establishing a Pilot Zone for Cross-Strait Integration and Development."

  Mainland China's General Administration of Customs announced a decision to resume Taiwanese imports of sugar apples to mainland China effective from June 20, 2023, following a suspension of such imports enacted on September 20, 2021, due to the detection of pests in the quarantine process. The decision was based on a comprehensive assessment by mainland China of the rectification measures taken by Taiwanese fruit growers and inspections and quarantines conducted according to laws and regulations. Taiwan Affairs Office Spokesperson Zhu Fenglian said that Taiwan’s Chinese Nationalist Party Vice-Chairman Andrew Hsia, Taitung County Mayor Rao Ching-ling, and others had repeatedly expressed to mainland China the hope to resume sugar apple exports to mainland China. Guided by the conviction that “the two sides of the Taiwan Strait belong to one family,” mainland China is willing to work with the relevant units in Taiwan to assist in the resumption of Taiwan agricultural and fishery product imports to mainland China.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded at a regular press conference to a question regarding whether or not negotiations on cross-Strait trade in services and goods would be resumed. Zhu stated that the two sides of the Taiwan Strait signed the Cross-Strait Economic Cooperation Framework Agreement (ECFA) on the basis of the "1992 Consensus." The framework under the ECFA was solely meant for normalizing and liberalizing cross-Strait economic relations, with the early harvest list only including tariff reduction on some products and partial liberalization of the service sector. Larger benefits were to be realized in follow-up agreements on cross-Strait trade in goods and services. The Democratic Progressive Party (DPP), in an attempt to achieve political gain, has been deliberately obstructing the Trade in Services Agreement from taking effect, which is directly causing Taiwan compatriots and companies to lose development opportunities. Zhu also commented on Taiwan's claim that mainland China's resumption of sugar apple imports from Taiwan was designed to divide Taiwan as part of its united front work. She mentioned that Taiwan expressed hope for both sides to continue communication on quarantine rules and for mainland China to promptly lift the ban on imports of pineapple, wax apple, and other agricultural products. She stated that the DPP authorities incite cross-Strait opposition, disregard the issues related to the agricultural and fishery products imported to mainland China from Taiwan, and show no sincerity in solving the problem. The farmers and fishermen of Taiwan have expressed, through the Chinese Nationalist Party and related counties and cities, the willingness to take rectification measures. Mainland China is willing to provide help to resume imports of Taiwan agricultural and fishery products to mainland China.

The People's Liberation Army has the ability and confidence to safeguard mainland China's national sovereignty and territorial integrity and to resolutely smash "Taiwan independence" separatists and foreign interference schemes.

  Taiwan Affairs Office Spokesperson Chen Binhua responded to a question regarding an invitation for teachers and students from five mainland Chinese universities to visit Taiwan for exchanges. Chen stated that, at the invitation of the Ma Ying-jeou Foundation, Chinese Communist Party Secretary of Peking University Hao Ping will lead a delegation of 36 teachers and students from Peking University, Tsinghua University, Fudan University, Wuhan University, and Hunan University to visit Taiwan from July 15 to 23. This delegation marks the first mainland Chinese university delegation to visit Taiwan for exchanges in over three years, making it highly meaningful for the promotion of resuming bilateral exchanges across the Taiwan Strait. Regarding a trade barrier investigation launched in relation to restrictions imposed by Taiwan on trade with mainland China, Chen stated that in accordance with related provisions of the “Foreign Trade Barrier Investigation Rules,” the Trade Remedy and Investigation Bureau under the Ministry of Commerce has mailed questionnaires to 11 relevant trade associations and 30 enterprises in Taiwan. All are welcomed to reflect their opinions and protect the interests of their enterprises.

  Mainland China's Taiwan Affairs Office Spokesperson Chen Binhua responded to a question regarding mainland China's change in attitude in disciplining enterprises affiliated with "Taiwan independence" diehards. Chen stated that, in August 2022, mainland China imposed restrictive measures on organizations affiliated with "Taiwan independence" diehards, including the Taiwan Foundation for Democracy and International Cooperation and Development Fund(Taiwan ICDF). The disciplinary measures against Skyla and three other companies prohibited mainland Chinese organizations, enterprises, and individuals from conducting business and collaboration with them and placed entry bans for the heads of these companies. In light of the head of Skyla recently taking the correct position on cross-Strait relations by expressing support for the "1992 Consensus," voicing opposition to "Taiwan independence," and repenting of his mistakes, the disciplinary measures against Skyla were lifted immediately, whereas the measures against the other three enterprises remain unchanged.

  Mainland China's Ministry of National Defense Spokesperson Tan Kefei responded to a question regarding the United States (US) House of Representatives' passage of the National Defense Authorization Act (NDAA) for Fiscal Year 2024, which called for fast-tracking the supply of asymmetric weapons to Taiwan, inviting the island to participate in the Rim of the Pacific Exercise (RIMPAC), and reaching a consensus on selling ground-to-air missile systems to Taiwan. He said that this move seriously violates the "one China” principle and the spirit of the four political documents between China and Japan. The spokesperson stated that mainland China firmly opposes official exchanges between Taiwan and mainland China’s diplomatic allies. The move by the US constitutes a violation of the "one China” principle and the three China-US Joint Communiqués. The US has breached its promise of maintaining only unofficial relations with Taiwan, which has sent a wrong signal to the "Taiwan independence" separatist forces. Mainland China urged the US to withdraw the bill and stop advancing the negotiations related to the initiative.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding Lai Ching-te's transit stop in New York. Zhu stated that mainland China firmly opposes Lai Ching-te's visit to the United States (US) in any form and opposes his sabotage of Taiwan by “relying on the US to seek ‘Independence.’” Lai Ching-te clings stubbornly to the separatist position for "Taiwan independence," making him a troublemaker. "Taiwan independence" and cross-Strait peace and stability are as irreconcilable as water and fire. A Ministry of Foreign Affairs spokesperson stated in response to another question that mainland China deplores and strongly condemns the US for insisting on arranging for the transit stop in the US for Lai Ching-te. The fundamental cause of the continued tensions in the Taiwan Strait is the Taiwan authorities' attempt to "rely on the US to seek ‘Independence’” and the US’ insistence on "using Taiwan to contain mainland China."

  Mainland China's Ministry of Commerce released the results of its anti-dumping investigation into polycarbonate imports originating from Taiwan. The preliminary findings suggested that dumping had occurred. The ministry will levy a bond on dumped goods as a provisional anti-dumping measure.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding a decision by mainland China’s Ministry of Commerce to implement provisional anti-dumping measures on polycarbonate imports from Taiwan. Zhu stated that this is a normal anti-dumping investigation. She noted that relevant government departments will carry out further investigations and make a final determination in strict accordance with laws and regulations. She also urged the involved enterprises to adopt approaches in line with mainland China’s laws and regulations in their efforts to expand their market share there.

  Mainland China's Ministry of Commerce Spokesperson Shu Jueting responded during a regular press conference to a question regarding the progress of a trade barrier investigation against Taiwan. Shu stated that the preliminary findings of the investigation indicated that Taiwan's restrictions on trade with mainland China may have violated rules of the World Trade Organization (WTO), specifically the non-discrimination principle and principle of General Elimination of Quantitative Restrictions, etc. The investigating authority will continue the investigation in accordance with regulations and announce the final conclusion in due course. Regarding whether mainland China will fully or partially suspend the tariff concessions granted for Taiwanese products under the cross-Strait Economic Cooperation Framework Agreement (ECFA), Shu stated that mainland China will factor in the trade barrier investigation as it adopts corresponding measures in accordance with the regulations.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding an announcement by mainland China’s Ministry of Commerce that it will consider fully or partially suspending tariff concessions for Taiwanese products granted under the Economic Cooperation Framework Agreement (ECFA). Zhu expressed support for the decision of the competent authority to factor in the trade barrier investigation as it adopts countermeasures in accordance with the regulations. The Democratic Progressive Party (DPP) authorities’ unilateral restrictions on a large amount of products imported from mainland China may have violated the regulations of the World Trade Organization (WTO), specifically the non-discrimination principle, principle of General Elimination of Quantitative Restrictions, etc. These restrictions are also incompatible with the stipulations under the ECFA regarding the normalization, institutionalization, and liberalization of cross-Strait economic relations and therefore may have breached the ECFA stipulation regarding "progressively reducing or eliminating tariffs and non-tariff barriers on a substantial majority of trade between the two sides."

  The head of mainland China’s Taiwan Affairs Office expressed his solemn position on Lai Ching-te's transit through the United States (US). He said that Lai Ching-te transited in the US under the pretext of participating in the presidential inauguration in Paraguay, gave an exclusive interview with Bloomberg, openly disseminated "Taiwan Independence" statements in the interview, and had high-profile meetings with senior US officials during his stay in Paraguay. These actions constitute provocations by the Democratic Progressive Party (DPP) authorities to intensify collusion with the US, actions to which mainland China expressed strong condemnation. Mainland China is willing to create space for peaceful unification but will never leave room for "Taiwan independence" separatist activities in any form. Firm measures will be taken to punish "Taiwan independence" separatist forces and their actions. Mainland China warned the US to earnestly abide by the "one China" principle and provisions in the three China-US Joint Communiqués and carefully handle Taiwan-related issues.

  People's Liberation Army Eastern Theater Command Spokesperson Colonel Shi Yi said that the Eastern Theater Command organized joint sea and air combat readiness patrols and conducted joint sea and air training drills around Taiwan. Shi said that the drills were meant as a severe warning aimed at "Taiwan independence" separatists and their provocative collusion with foreign forces.

  Mainland China's Department of Supervision on Animal and Plant Quarantine of the General Administration of Customs issued a notice stating that quarantine pests had been detected in mangoes imported from Taiwan. A decision was therefore reached to suspend imports of Taiwan mangoes to mainland China effective from August 21. Taiwan Affairs Office Spokesperson Zhu Fenglian said that Taiwan was notified of the decision through liaison channels under the Cross-Strait Arrangement on Cooperation of Agricultural Product Quarantine and Inspection. She said that the measure is a normal bio-safety precaution consistent with mainland Chinese laws, regulations, and standards.

This is essentially an attempt to build his campaign momentum and win support for his “Independence”-seeking agenda. It lays bare again Lai’s true identity as a "practical worker for 'Taiwanese independence'." He said that the Taiwan issue is purely China’s internal affair, and resolving it is a matter for the Chinese. Relevant countries should abide by the "one China" principle, stop conniving at or supporting "Taiwan independence" separatist forces and their activities, and protect regional peace and stability through concrete action.

Song said that it is imperative to implement the spirit of Xi Jinping's discourses; to be guided by the conviction that “the two sides across the Taiwan Strait belong to one family”; to listen to the desire for peaceful development, exchanges, and cooperation from the mainstream public on both sides of the Taiwan Strait; and to strengthen among Taiwanese compatriots and companies a sense of security and sentiments of pride in engaging in national rejuvenation. The peaceful development of cross-Strait relations is the correct path. "Taiwan independence" poses grave harm to the common interests of compatriots on both sides of the Taiwan Strait and the fundamental interests of the Chinese nation. It is a dead end.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding a "plan" announced by Taiwan’s Mainland Affairs Council to resume cross-Strait tourism and relax restrictions on visits by mainland Chinese individuals to Taiwan for business exchanges. Zhu said that this plan leaves three black marks in the history of cross-Strait exchanges as it indicated an unprecedented level of restriction for: 1) group travel from Taiwan to mainland China, 2) Taiwan's tourism industry; and 3) Taiwanese companies inviting mainland Chinese personnel to Taiwan to participate in exhibitions and business exchanges. The Democratic Progressive Party made a connection between group travel by Taiwanese residents to mainland China and group travel by mainland Chinese residents to Taiwan in order to shirk responsibility for the unpopular actions of banning group travel from Taiwan to mainland China and hindering cross-Strait exchanges. This will not win public support.

Zhang stated that US arms sales to Taiwan have severely violated the "one China" principle and the three China-US Joint Communiqués. They also pose a threat to the well-being and safety of Taiwan compatriots and the peace and stability across the Taiwan Strait. Mainland China urges the US to honor its commitment to not supporting "Taiwan independence," immediately cease arming Taiwan, and stop enhancing military relations with Taiwan.

Zhu stated that, from August 30, persons traveling to mainland China across the Taiwan Strait or from third countries via transits in Taiwan will no longer be required to undergo antigen testing or nucleic acid testing before entering mainland China.

Taiwan faces the choice between peace and war and between prosperity and decline. The Opinions seek to deepen cross-Strait integrated development in various fields and advance the process towards peaceful unification. The work objectives are to set the foundation for building a demonstration zone for cross-Strait integrated development and fully showcase Fujian's role as the first home for Taiwanese compatriots and companies; strengthen the spirit of "both sides of the Taiwan Strait belong to one family with much closer ties of affinity between Fujian and Taiwan"; steadily present the results of integrated development between Xiamen and Kinmen and between Fuzhou and Matsu; and tap the full potential of the Pingtan Comprehensive Experimental Zone for integration with Taiwan.

  Mainland China's Taiwan Affairs Office Spokesperson Chen Binhua responded during a regular press conference to a question regarding the graphic design for the 2023 "Double Ten" activity released by the Democratic Progressive Party (DPP) authorities, where the event is described as "Taiwan National Day" in Chinese and English. Chen stated that no matter how the DPP authorities manipulate the "Taiwan independence" issue and what tricks they play with "rectifying names," it does not change the fact that Taiwan is part of China, nor will it thwart the historical trend where the motherland must and will no doubt achieve unification. Regarding plans by mainland China to consider the partial or full suspension of tariff concessions granted for Taiwanese products under the Cross-Strait Economic Cooperation Framework Agreement (ECFA), Chen stated that since the DPP authorities came to power, they have not only failed to take effective initiatives to remove discriminatory trade restrictions but maliciously obstructed and undermined normal cross-Strait economic exchanges and cooperation, seriously hindering implementation of the ECFA and violating the non-discrimination principle of the World Trade Organization. The DPP authorities do not want to terminate the ECFA, yet they collude with foreign powers to seek economic decoupling from mainland China. This two-sided approach shows a loss of sanity by the DPP government in its quest for "Independence."

Chen stated that the "1992 Consensus" is the common political foundation for cross-Strait dialogue and consultation. The Democratic Progressive Party (DPP) authorities wishfully talk of peace, interaction and dialogue, while refusing to recognize the "one China principle” and the "1992 Consensus." The world will not be fooled by this two-faced approach. Their attempts to achieve "peaceful separatism" are even more delusional. Chen also responded to a question regarding Taiwan's claim that it was clearly politically motivated for mainland China to announce that it would extend trade barrier investigations against Taiwan to the eve of the election. He stated that the Ministry of Commerce's decision to extend the deadline for the trade barrier investigation against Taiwan in accordance with the relevant provisions and investigation is a normal procedure. The DPP authorities use this as an opportunity for political manipulation to incite cross-Strait antagonism and seek their political self-interests in disregard of the interests and welfare of the companies and people of Taiwan. Regarding the possibility of dialogue between mainland China and the DPP, Chen stated that no political parties in Taiwan would face any obstacles in interacting with mainland China so long as they recognize the "one China principle.” If the DPP changes its position on "Taiwan independence," the door to dialogue is open. However, if it refuses to recognize the "1992 Consensus," any contact or dialogue will remain impossible.

Since this year, the Chinese Nationalist Party (KMT) and Taitung County have expressed hope that mainland China can resume imports of Taiwan sugar apples. It is willing to have an in-depth discussion with Magistrate Yao and make proper arrangements for promoting exchanges and cooperation between Taitung County and mainland China and for expanding imports of sugar apples from Taiwan.

Chen stated that the US has solemnly committed to not supporting "Taiwan independence." "Taiwan independence" is entirely incompatible with peace in the Taiwan Strait and "Taiwan independence workers" are "troublemakers." Insistence on the "Taiwan independence" stance and engagement in "independence"-seeking provocations will only endanger Taiwan and bring disaster for the people of Taiwan. Chen also responded to a question regarding the six potential scenarios for Chinese military actions against Taiwan presented in the "2023 Report on Military and Security Developments Involving the People's Republic of China" released by the US Department of Defense. He said that the report is full of errors, including misleading statements and views on the Taiwan issue. Taiwan is part of China and the Taiwan issue is purely China's internal affair that brooks no foreign interference. The source of tension and unrest in the Taiwan Strait is "Taiwan independence" separatism and interference by external forces. Peace in the Taiwan Strait is impossible so long as the Democratic Progressive Party persists in its provocations of pursuing "independence" and colluding with foreign powers.

Wu stated that the report distorts mainland China's national defense policy and military strategy, sensationalizes the "Chinese military threat," and interferes in mainland China's internal affairs relating to the Taiwan issue. Mainland China has expressed its strong dissatisfaction and resolute opposition to the report and lodged solemn representations to the US. Taiwan's return to China is part of the post-World War II international order. The "one China principle" affirmed by United Nations General Assembly Resolution 2758 is an international consensus. The Democratic Progressive Party (DPP) authorities refuse to recognize the "1992 Consensus" and vainly attempt to "rely on the US to seek independence," while the US government is upgrading official contacts with Taiwan and arms sales and military aid to Taiwan in a futile attempt to "use Taiwan to contain mainland China." This is the true source of the change in status quo in the Taiwan Strait. The US and DPP authorities are the true "troublemakers" causing tensions across the Taiwan Strait. Wu urged the US to stop strengthening military relations with and illegally arming Taiwan, stop creating factors that lead to tensions in the Taiwan Strait, and stop condoning and supporting "Taiwan independence" separatism and any attempts to "seek independence by force."

  Mainland China's Taiwan Affairs Office (TAO) responded to a question regarding a bus accident involving a Taiwan tour group in Xinjiang on October 23, resulting in one death and three injuries. The TAO stated that the accident was caused by driver fatigue. Immediately upon learning about the accident, the TAO and Association for Relations Across the Taiwan Straits (ARATS) asked the local authorities to duly arrange follow-up affairs. The remains of the deceased Taiwanese person were cremated according to the family's wishes and the injured individuals received hospital treatment.

Zhu stated that the Democratic Progressive Party (DPP) authorities benefit from the “general assumption” of the pact and therefore do not want to terminate it, and yet they make futile attempts to seek economic "decoupling and severance of ties" with mainland China. This double-faced approach is the root cause of uncertainty in the implementation of the ECFA. The key to protecting the interests and welfare of Taiwan compatriots is to firmly oppose "Taiwan independence" and promote the return of cross-Strait relations to the right track of peaceful development. Regarding United States (US) President Joe Biden's recent approval of US$80 million in military financing for Taiwan, Zhu stated that mainland China firmly opposes any form of military contact between the US and Taiwan. Such contact, whether in the name of "military aid" or "financing," is essentially a "foreign debt" that will drag Taiwan into the flames of war. The DPP authorities' collusion with external forces to "seek independence by force" will only lead Taiwan to the perils of war. Regarding the comment by Mainland Affairs Council (MAC) Minister Chiu Tai-san that mainland Chinese spouses must renounce their mainland Chinese "citizenship" to participate in politics, Zhu stated that the MAC is peddling a "two-state theory," which exposes the "Taiwan independence" nature of the DPP authorities.

Chen stated that "Taiwan independence" means war. The “double-independence ticket” of the Democratic Progressive Party (DPP) will only poison peace and stability across the Taiwan Strait. On the one hand the DPP refuses to recognize the "1992 Consensus" and stubbornly sticks to its "Taiwan independence" position, but on the other hand it makes false promises about cross-Strait communication and dialogue to maintain peace. This is an attempt to cover up the nature and harm of "Taiwan independence" to trick voters into voting for them. Regarding the Taiwan authorities' rejection of applications by Taiwanese groups to bring the original statue of the goddess Mazu from Meizhou, Fujian, and the original statue of the god Guandi from Zhangzhou to Taiwan, Chen said that the DPP authorities had repeatedly demanded that the Taiwanese civic groups submitting the applications explain the "necessity, urgency, and irreplaceability" of bringing the original Mazu statue to Taiwan, and even ignored their applications in utter disregard of the wishes of the Taiwanese people. This once again shows that free, smooth, and normal exchanges and contact between compatriots on both sides of the Taiwan Strait can only be achieved by returning cross-Strait relations to the path of peaceful development and removing intentionally built barriers.

"Relying on the United States to seek independence" is destined to fail and "seeking independence by force" is a dead end. The People's Liberation Army will never allow or show mercy to anyone who tries to separate Taiwan from China in any form.

  During a phone call with United States (US) Secretary of State Antony Blinken, Member of the Political Bureau of the Chinese Communist Party (CCP) Central Committee and Minister of Foreign Affairs Wang Yi stated that the important task of the two sides at the moment is to keep the positive momentum built in the San Francisco summit and deliver on the consensus reached by the two heads of state. Wang emphasized China's solemn position on the Taiwan issue, urging the US not to interfere in China's internal affairs and not to support or connive with any "Taiwan independence" forces.

Zhu stated that mainland China is willing to discuss supporting the resumption of agricultural and fishery imports from Taiwan with any related parties in Taiwan that adhere to the "1992 Consensus," oppose "Taiwan independence," and comply with mainland China's relevant inspection and quarantine regulations. With a firm belief in “the two sides across the Taiwan Strait belonging to one family,” mainland China will continue to work with relevant parties in Taiwan to promote the resumption of more agricultural and fishery imports to benefit Taiwan compatriots, especially at the grassroots level.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded at a regular press conference to a question regarding allegations by American Institute in Taiwan (AIT) Taipei Office Director Sandra Oudkirk that Taiwan has come under serious cyberattacks and that mainland China is intent on interfering in Taiwan's elections. Zhu stated that Taiwan's elections are purely China's internal affairs that brook no interference from outside forces. Zhu said that United States (US) President Joe Biden clearly stated during the China-US head of state meeting in San Francisco that the US does not support "Taiwan independence." She urged the US to fulfill its promise, stop sending wrong signals to "Taiwan independence," and cease interfering in Taiwan's elections.

  Mainland China's Ministry of National Defense Spokesperson Zhang Xiaogang responded to a question regarding United States (US) military aircraft flying over the Taiwan Strait and that the US said it will continue activities in the international waters of the Taiwan Strait wherever international law allows. Zhang stated that Taiwan is an inalienable part of China's territory. The waters of the Taiwan Strait, according to the United Nations Convention on the Law of the Sea and mainland China's domestic law, are divided into internal waters, territorial sea, contiguous zone, and exclusive economic zone. The so-called "international waters" do not exist at all. By claiming that the Taiwan Strait is "international waters," the US is creating an excuse to manipulate the Taiwan issue and threaten China's sovereignty and security.

  Mainland China's Ministry of Commerce released the "Announcement of the Final Conclusions of the Trade Barriers Investigation of Taiwan's Restrictive Trade Measures against Mainland China." The investigation found that Taiwan's restrictions on trade with mainland China constitute trade barriers under Article 3 of the Rules for Foreign Trade Barrier Investigation. Taiwan Affairs Office Spokesperson Zhu Fenglian stated that the Democratic Progressive Party (DPP) authorities unilaterally restricted the import of a large number of mainland Chinese products and even banned the import of 2,509 mainland Chinese products as of the end of November, 2023. This violates requirements under the Cross-Strait Economic Cooperation Framework Agreement (ECFA) regarding the normalization, institutionalization, and liberalization of cross-Strait economic relations. It also violates the ECFA stipulation to "progressively reduce or eliminate tariffs and non-tariff barriers on the majority of traded goods between the two sides of the Taiwan Strait." This has harmed the interests of relevant industries and enterprises in mainland China and consumers in Taiwan.

  Mainland China's Ministry of Foreign Affairs Spokesperson Wang Wenbin responded to a question regarding the United States (US) State Department's approval of an approximately US$300 million arms sale to Taiwan. Wang stated that US arms sales to Taiwan violate the "one China principle” and the stipulations of the three China-US Joint Communiqués, especially the August 17 Communiqué. It seriously undermines peace and stability across the Taiwan Strait and sends wrong signals to "Taiwan independence" separatist forces. Mainland China urges the US to seriously honor its commitment to the “one China policy,” to not supporting "Taiwan independence," and stop conniving at or supporting the separatists' attempt to "seek independence by force." Mainland China will take resolute and strong measures to safeguard its sovereignty and territorial integrity and impose countermeasures against relevant companies involved in arms sales to Taiwan.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian responded to a question regarding 41 Taipei City ward chiefs facing search and interrogation upon their return to Taiwan after traveling to mainland China. Zhu stated that people-to-people exchanges across the Taiwan Strait have been going on for more than 30 years. The tense atmosphere created by the Democratic Progressive Party (DPP) authorities has led to Taiwanese compatriots questioning whether Taiwan is returning to the martial law period. Zhu said that cross-Strait exchanges are a general trend that is unstoppable, and that she deeply understands the frustration of the Taiwanese people over authoritarian suppression.

  Mainland China's Customs Tariff Commission of the State Council issued the "Announcement on the Suspension of Tariff Concessions for Some Products under the Cross-Strait Economic Cooperation Framework Agreement (ECFA)." From January 1, 2024, the tariff rates negotiated under the ECFA will be suspended for 12 items imported from Taiwan, including propylene and p-Xylene, in accordance with current relevant regulations. Taiwan Affairs Office Spokesperson Zhu Fenglian said that the Democratic Progressive Party (DPP) authorities have seriously hindered the implementation of the ECFA, forcing the relevant agencies in mainland China to abort ECFA tariff reductions on certain products. The DPP authorities stubbornly stick to their separatist stance of "Taiwan independence" and refuse to recognize the "1992 Consensus." This undermines the political foundation for cross-Strait negotiations and makes it difficult to resolve related issues through cross-Strait negotiations.

  Mainland China's Department of Supervision on Animal and Plant Quarantine of the General Administration of Customs announced a "Notification on the Resumption of Grouper Imports from Taiwan to Mainland China." Based on a comprehensive assessment of rectification measures by Taiwan, the decision was reached to resume imports of grouper from Taiwan to mainland China, effective from December 22, 2023. Grouper exported to mainland China must originate from farms with approved registration. Taiwan Affairs Office Spokesperson Zhu Fenglian stated that as long as the 1992 Consensus is upheld and "Taiwan independence" is opposed, the two sides of the Taiwan Strait will continue to be one family, and issues within a family are easy to solve. Mainland China is willing to work with relevant parties in Taiwan to continue providing assistance in resuming the import of Taiwan-produced agricultural and fishery products to mainland China.

Wang emphasized the need to thoroughly implement the decisions of the 20th National Congress of the CCP and the party's overall policy for resolving the Taiwan issue in the new era. The party will focus on strengthening cross-Strait industrial cooperation and facilitating in-depth consultations and political discussions to create a common market between the two sides. Moreover, there should be more efforts to strengthen cross-Strait industrial cooperation, clarify core issues for a cross-Strait common market, and the authorities should encourage proposal of high-quality strategies and suggestions. It is also important to leverage the advantages of the CPPCC, fully utilize relevant platforms and carriers, deepen cross-Strait exchanges and contact at the grassroots level, and promote a shared mindset among compatriots on both sides of the Taiwan Strait.

  Mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian commented on the relaxation of restrictions by local customs authorities on the quantity of sorghum liquor that passengers can carry while traveling directly between the coastal areas of Fujian with Kinmen and Matsu, increasing the limit from four bottles per person to six bottles per person. Zhu said that this policy was implemented to carry out the "Opinions of the Central Committee of the Chinese Communist Party and the State Council on Supporting Fujian in Exploring a New Path for Cross-Strait Integrated Development and Establishing a Demonstration Zone for Cross-Strait Integrated Development," support the integrated development of Xiamen and Kinmen and Fuzhou and Matsu, create the Xiamen-Kinmen and Fuzhou-Matsu "common living circles," and actively respond to the needs of Kinmen and Matsu residents. Xi highlighted the need to implement the party's overall policy for resolving the Taiwan issue in the new era, and uphold the "one China principle” and the "1992 Consensus." He called for efforts to advance integrated development in all areas across the Taiwan Strait, and promote the peaceful development of cross-Strait relations. He also said that mainland China would resolutely prevent anyone from separating Taiwan from China by any means.

Chen stated that in view of the misunderstanding in the international community regarding the history and legal context of the Taiwan issue, the publication of this English journal will provide the international community with a more comprehensive, accurate, and clear explanation of the mainland Chinese government's Taiwan policy. It will also build support for the just cause of mainland Chinese government and Chinese people to resolve the Taiwan issue and realize national unification. Regarding whether mainland China will fully suspend the Economic Cooperation Framework Agreement (ECFA), Chen stated that the ECFA was signed and implemented on the common political foundation of the "1992 Consensus." The Democratic Progressive Party (DPP) authorities stubbornly stick to their separatist stance of "Taiwan independence" and refuse to recognize the "1992 Consensus." This undermines the political foundation for cross-Strait negotiations and is the root cause of the difficulty in resolving ECFA related issues. The DPP authorities want to benefit from the ECFA while, at the same time, contravening relevant provisions under the ECFA and World Trade Organization. This has forced the related agencies in mainland China to partially suspend tariff reductions under the ECFA. The relevant measures are reasonable and legal.

  Mainland China's Ministry of National Defense Spokesperson Wu Qian responded at a regular press conference to a question regarding United States (US) President Joe Biden's recent signing of the National Defense Authorization Act for Fiscal Year 2024 and proposal to assist Taiwan in strengthening its defense. Wu stated that the Taiwan issue is purely China's internal affair that brooks no foreign interference. Mainland China firmly opposes any country to have official or military contact with Taiwan in any form. The US is manipulating the Taiwan issue in various forms, which is a very dangerous act of “gambling.” The US should stop its provocations by using Taiwan to contain mainland China and take concrete actions to maintain regional peace and stability.

  Mainland China's Taiwan Affairs Office Spokesperson Chen Binhua responded to a question regarding Lai Ching-te mentioning "Taiwan’s independent sovereignty" during a televised debate. Chen stated that these comments are steeped in confrontational thinking and further expose Lai's true colors as a stubborn "Taiwan independence worker," "destroyer of cross-Strait peace," and "instigator of war in the Taiwan Strait." By refusing to acknowledge the "one China principle” and the "1992 Consensus" and pushing down the separatist route of "Taiwan independence," the Democratic Progressive Party (DPP) authorities are the main source of chaos that has brought Taiwan to the dangerous brink of war. Lai Ching-te cannot escape responsibility for this. There is only "one China" in the world, and both mainland China and Taiwan belong to "one China." Mainland China's sovereignty and territorial integrity have never been divided and can never be divided. This is the status quo in the Taiwan Strait.
