Press Release of the Offshore Control Division of the Executive Yuan's SARS Epidemic Management Committee

Seeing that the WHO has adjusted Toronto, Canada, from its of list destinations travelers should avoid to an “area with a concentration of SARS cases,” Taiwan's government decided to take the following measures in response:

1. During the implementation of special SARS measures in a specific program, non-ROC nationals traveling to Taiwan from Canada will not be granted visa-free entry, or landing visas.

2. Non-ROC nationals entering Taiwan from Toronto, Canada, will not be issued visitor or residence visas. Those who have spent ten days or more in a SARS-free area may apply for a visa, but after entering Taiwan they will still be subject to enhanced follow-up surveillance and supervision.

3. Non-ROC nationals entering Taiwan from areas in Canada other than Toronto may apply for a visa, but they are required to hold a document stating that they have no SARS symptoms, and a boarding permit issued by a Taiwan representative office abroad, before they may board a flight to Taiwan. After entering Taiwan, they will still be placed under enhanced follow-up surveillance and supervision.

4. ROC nationals returning from Toronto to Taiwan must undergo compulsory quarantine for ten days according to a specific program of SARS prevention.

5. ROC nationals returning from areas in Canada other than Toronto are to be placed under enhanced follow-up surveillance and supervision.

6. Mainland people who have lived abroad for four years or longer, and have obtained permanence residence rights there, may travel to Taiwan from areas in Canada other than Toronto if they hold a document stating that they have no SARS symptoms, and a boarding permit issued by a Taiwan representative office abroad. After entering Taiwan, they must still undergo enhanced follow-up surveillance and supervision.

7. Hong Kong and Macao residents wishing to travel to Taiwan from areas in Canada other than Toronto may apply for a Taiwan visa, but they are still required to carry a document stating that they have no SARS symptoms, and a boarding permit issued by a Taiwan representative office abroad. After entering Taiwan, they will still be placed under enhanced follow-up surveillance and supervision.
