May Hong Kong or Macau residents enroll in graduate and postgraduate programs in Taiwan?

Hong Kong and Macau persons, with documentation proving permanent residence status in Hong Kong or Macau, meet the stipulations under Article 4 of the Act Governing Relations with Hong Kong and Macau and Article 2 of the Regulations for Hong Kong and Macau Residents Studying in Taiwan, and have resided in Hong Kong, Macau or overseas for at least the last six consecutive years (eight consecutive years required for those applying to study in the departments of medicine, dentistry, or Chinese medicine), may apply for admission to a graduate and postgraduate school in Taiwan. Applicants must also meet one of the following academic qualifications:

(1) Applicants must have earned a bachelor's or master's degree from a university or graduate school in Hong Kong or Macau that meets the provisions in the Regulations Governing the Examination and Recognition of Educational Qualifications from Hong Kong and Macau, Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education, List of Approved Hong Kong Schools at the Junior College and Higher Levels, and List of Approved Macau Schools at the Junior College and Higher Levels and is recognized by Taiwan's Ministry of Education. The academic credentials and transcripts must also be verified by the Taipei Economic and Cultural Office.

(2) Applicants must hold a bachelor's or master's degree from a private college or university in Hong Kong recognized by Taiwan's Ministry of Education.

(3) Applications by graduates with a bachelor's or master's degree from a university outside Hong Kong and Macau (and also meet the requirement of six or eight years of continuous residence in Hong Kong, Macau or overseas), may only be accepted after the academic credentials are fully verified by an ROC overseas representative office. Furthermore, Hong Kong and Macau students who have obtained a bachelor's or higher degree from a college or university in the Taiwan Area shall submit a diploma from the university in the Taiwan Area or documents required to prove application qualifications, transcripts, enrollment application form, statement of purpose and other documents required by the school being applied to, as well as documents stipulated in Subparagraphs 1 to 6 in Paragraph 2, Article 7 of the Regulations for Hong Kong and Macau Residents Studying in Taiwan. In accordance with Article 12 of the Regulations, they must also apply to the Overseas Joint Recruitment Committee during the enrollment period for assignment of a master's degree or higher. Students meeting these conditions are exempt from the aforementioned restriction requiring continuous residence in Hong Kong, Macau or overseas for more than six or eight years.
