Latest Adjustment to the Review Procedure of Mainland Chinese Individuals’ Special Entry Applications in Conjunction with CECC Directive for Ministries and Task Forces to Re-examine Epidemic Prevention Measures and Other Related Regulations

  The Mainland Affairs Council (MAC) released the following statement today (April 6, 2023) regarding the latest directive of the Central Epidemic Command Center (CECC) issued based on the development of the COVID-19 pandemic. The CECC commander instructed all ministries and task forces to re-examine their epidemic prevention guidelines, projects, and related regulations and specified that all measures requiring continued implementation should revert to the authority and responsibility of the respective agencies or be incorporated into the agencies’ routine business operations.

  As far as the review procedure for special entry of mainland Chinese individuals seeking to visit Taiwan for reasons not yet approved under the current policy, the CECC's latest task distribution instruction suggests that the authorities in charge should conduct their own assessment of whether the cases meet the requirements of necessity, urgency, and irreplaceability, before sending the applications to the National Immigration Agency for further review according to its powers and responsibilities.

  The MAC indicated that the government will continue to carefully assess the overall situation, conduct rolling reviews, and make gradual adjustments to the immigration controls for mainland Chinese individuals with the hope of restoring healthy and orderly cross-Strait exchanges progressively.
