January 1, 2019
President Tsai Ing-wen stated in her 2019 new year's talk that cross-Strait exchanges must be healthy and normal, which can’t be dependent on vague political preconditions or forced submission to "passwords." She said that China must face the reality of the existence of the Republic of China (Taiwan); must respect the commitment of the 23 million people of Taiwan to freedom and democracy; must handle cross-Strait differences peacefully and on a basis of equality. It must be governments or government-authorized agencies that engage in negotiations. These "four musts" are the most basic and crucial foundations that will determine whether cross-Strait relations develop in a positive direction. President Tsai also indicated that to safeguard Taiwan's security, the government will set up a three-part security network for cross-Strait exchanges to enhance security on people's livelihoods, information security, and security protecting democracy in cross-Strait interactions.

The Office of the President, Republic of China, issued a press release welcoming and appreciating US President Donald Trump's signing of the Asia Reassurance Initiative Act of 2018 (ARIA). The presidential spokesperson noted that the ARIA reiterates the commitment of US to Taiwan's security, supports closer Taiwan-US relations, and affirms the value of US partnership with Taiwan and other countries in the region. This carries even greater significance as we approach the 40th anniversary of the enactment of the Taiwan Relations Act. The Ministry of Foreign Affairs also issued a press release expressing gratitude and  willingness to work with the US and like-minded countries in the region to promote peace, prosperity, and stable development of the Indo-Pacific region.

ARATS Chairman Zhang Zhijun issued a New Year message entitled "Joining Forces and Moving Together to a Blue Sea" in the first edition of Relations Across Taiwan Straits magazine, 2019. He said that 2019 is the 40th anniversary of the "Message to Taiwan Compatriots in Taiwan." No matter how serious the external challenges or how troubled the political situation in Taiwan, the determination among compatriots on both sides to oppose "Taiwan independence" is as hard as rock and we jointly bear the responsibility of the Chinese people to accomplish national unification will never stop.

He said that 2019 is the 70th anniversary of the founding of the new China, as well as the 40th anniversary of the "Message to Compatriots in Taiwan" by the Standing Committee of the National People's Congress and policy of peaceful unification. The development of cross-Strait relations faces both opportunities and challenges in the new year. He said that the Mainland has the utmost confidence and ability to overcome risks and challenges, unite the great number of Taiwan compatriots in tune with the tide of history, seize the opportunities of the times, promote the peaceful development of cross-Strait relations, advance the process toward the peaceful unification of China, and jointly create a brighter future for the great rejuvenation of the Chinese nation.

President Tsai Ing-wen issued a statement in response to the speech delivered by China's President Xi Jinping commemorating the 40th anniversary of the "Message to Compatriots in Taiwan." The president pinpoitned that Taiwan has never accepted the "1992 Consensus." The fundamental reason is that the Beijing authorities' definition of the "1992 Consensus" simply means "one China" and "one country, two systems.” The president reiterated that Taiwan absolutely will not accept "one country, two systems," that the vast majority of Taiwanese also resolutely oppose "one country, two systems," and that this opposition is also a "Taiwan consensus." She also emphasized her willingness to engage in negotiations, but as Taiwan is a democratic country, all political consultations and negotiations between the two sides of the Taiwan Strait must be authorized and monitored by the people of Taiwan and conducted on a government-to-government basis. Under this principle, no individual or group has the right to represent the people of Taiwan to conduct political consultations or negotiations. The MAC also issued a press release stating that Beijing's statement on Taiwan reflects its urgency to accelerate unification. "Democratic consultations" premised on "one China principal" are just unification negotiations aimed at dividing Taiwan and eliminating ROC sovereignty. The MAC further warned the Mainland authorities to never misjudge the situation, nor to act upon unilateral decisions. The position and determination of the people of Taiwan to admantly safeguard the nation's sovereignty and dignity will never change.

January 2, 2019
During the 40th anniversary commemoration of the "Message to Taiwan Compatriots in Taiwan," mainland Chinese leader Xi Jinping presented a five-point proposal to promote the peaceful development of cross-Strait relations to achieve reunification of the motherland. Compatriots should work together to promote national rejuvenation and achieve the goal of peaceful reunification; to explore a "two systems" solution for Taiwan and enrich the practice of peaceful unification; to adhere to the "one China" principle and maintain the prospect of peaceful unification; to deepen the development of cross-Strait integration and consolidate the foundation of peaceful unification; and to achieve a shared mindset among compatriots on both sides and build support for peaceful unification. Xi also stressed that there is only "one China" in the world and that adherence to the "one China" principle is a recognized norm of international relations and a general consensus in the international community. China's affairs must be decided by Chinese. The issue of Taiwan is China's internal affair. It is related to the core interest of China and the feelings of the Chinese people. Any foreign interference will not be accpeted.

President Tsai Ing-wen visited Kinmen to inspect the situation of African swine fever and related epidemic prevention measures. She reiterated that China must adopt the most rigorous and effective controls on pigs killed by the disease, be transparent about the status of the epidemic, and share information on epidemic prevention through the notification platform established under relevant agreements signed between the two sides.

In a response to statements made by the mainland Chinese leader on Taiwan, the European Union (EU) reaffirmed support for maintaining the status quo across the Taiwan Strait, a commitment to continue developing relations with Taiwan, and support for the governance systems valued by both Taiwan and the EU. The MOFA issued a press release welcoming and appreciating the EU statement.

During a reception for the international press corps in Taiwan, President Tsai Ing-wen reiterated her solemn position on the mainland Chinese leader's strong promotion of a "one country, two systems model for Taiwan." She also called again on China to advance towards democracy and to view Taiwan from a "democratic perspective" in order to truly understand the Taiwan people's thinking and earn the trust of the international community.

January 7, 2019
The General Office of the Ministry of Education, Secretariat of the CPC Central Committee's Taiwan Work Office, and Department of Secretary and Administration under the Hong Kong and Macau Affairs Office jointly announced a Notice on Applications by Hong Kong, Macao, and Taiwan Residents for Primary and Secondary School Teacher Qualifications." The notice stipulates that Hong Kong, Macao, and Taiwan residents studying, working, or living in the Mainland and who comply with the constitution and laws of the People's Republic of China and uphold the leadership of the CPC, can apply voluntarily to participate in examinations to become qualified as primary and secondary school teachers.

January 8, 2019
The Ministry of Foreign Affairs issued a press release expressing appreciation for a January 6 (US Eastern Standard Time) tweet by White House National Security Council spokesman Garrett Marquis. In the tweet, Marquis said that the US supports Taiwan's democracy and freedom and rejects China's threats against Taiwan. He called on Beijing to stop threatening Taiwan and to start dialogue with the democratically-elected Taiwanese government.

January 14, 2019
Mainland China's Ministry of Foreign Affairs spokesperson Hua Chunying spoke at a regular press conference on the US agreement to allow certain military enterprises to export technology to facilitate Taiwan's Indigenous Defense Submarine (IDS) program and the motion has been welcomed by US, European, Japanese, and Indian companies willing to participate in the program. She stated that China firmly opposes arms sales to Taiwan by any country and military links established in any form between any country and Taiwan. This position is consistent and concise. The Mainland urges the US and other relevant countries to keep in mind the sensitivity and graveness of this issue, earnestly abide by the one-China principle, not to permit relevant enterprises to participate in Taiwan's IDS program in any form, terminate all military links with Taiwan, and prudently and properly handle Taiwan-related issues so as to avoid severely undermining their bilateral relations with China, and peace and stability across the Taiwan Strait.

January 16, 2019
During a regular press conference, Taiwan Affairs Office of the State Council PRC spokesman Ma Xiaoguang responded to a statement by a White House National Security Council spokesperson that the US "refuses to accept any plan or threat to intimidate the people of Taiwan with military force" and calls on the Mainland to "stop oppressing Taiwan" and resume dialogue with the Taiwan authorities. The spokesperson said that the Taiwan issue is China's internal affair and that foreign interference will not be allowed. The Mainland will never tolerate "Taiwan independence" and reserves the option to take all necessary actions. This does not involve the issue of "intimidating the people of Taiwan with military force" and "oppressing Taiwan." US personnel have turned a blind eye to words and actions by the DPP authorities that damage the political foundation of cross-Strait relations and heighten cross-Strait hostility, and the US continually send out the wrong message. This will only further undermine cross-Strait peace and stability.

The MAC issued a press release announcing the results of its latest public opinion survey. The survey found that over 70% of the public disapprove mainland China's "one country, two systems" proposition (75.4%) and do not accept the Mainland's "1992 Consensus" embedded under the "one China principle" (74.3%). In addition, nearly 80% (77.2%) of the public oppose Beijing's refusal to renounce the use of force against Taiwan. About 90% support the government's position that all sectors should protect the nation's overall security interests while promoting economic development (90.1%). Over 70% support President Tsai Ing-wen's "four musts" regarding the development of cross-Strait relations (76.1%) and the establishment of a three-part security network for cross-Strait exchanges (75.2%). Over 80% support the view that "political consultations between the two sides of the Taiwan Strait should be conducted on a government-to-government basis and must be authorized and monitored by the people of Taiwan" (81.4%). A similar percentage agree that the government should have more rigorous and comprehensive legislation in place before entering into political consultations and signing agreements between the two sides (83.1%).

The Ministry of Foreign Affairs (MOFA) issued a press release on the "Blue Book on the Cyber Rule of Law" jointly released by the Institute of Law at the Chinese Academy of Social Sciences, Peking University's Internet Development Research Center, and other institutions. The MOFA strongly protested and severely condemned the report for singling out 66 foreign companies on the 2017 Fortune Global 500 list, including Apple, Nike, Amazon and Siemens, for labelling "Taiwan" instead of "Taiwan, China," and threatening "legal repercussions." The MOFA called on relevant countries to confront this matter and do everything possible to help their companies resist China's unreasonable demands. The MOFA also reiterated that the Chinese government must face the reality of the existence of the Republic of China (Taiwan). Any pressuring or belittlement of Taiwan will only incur the antipathy of the people of Taiwan and undermine the development of cross-Strait relations and regional peace and stability.

During an interview with the People's Daily on the 40th anniversary of the establishment of diplomatic relations between China and the US, mainland State Councilor and Foreign Minister Wang Yi stated that the Taiwan issue has always been the most core and sensitive matter in Sino-US relations. The "one China" principle is the political foundation of Sino-US relations. This issue must be properly handled to ensure the smooth development of Sino-US relations. The US should adhere to the "one China" principle, abide by the three China-US joint communiques, earnestly oppose "Taiwan independence" forces and their separatist activities, and carefully handle Taiwan-related issues.

The Ministry of Foreign Affairs issued a press release expressing appreciation for a January 16 statement by German Foreign Minister Heiko Maas responding to the Chinese leader's threat of unification with Taiwan by force in the "Message to Compatriots in Taiwan." Minister Maas said that the German government has consistently rejected any threat to "use force as a dispute resolution" and urged all EU members to take the same stance.

During a meeting with Dr. Richard Haass, president of US-based think tank the Council on Foreign Relations, President Tsai Ing-wen stressed that Taiwan absolutely will not accept "one country, two systems," and this is the "Taiwan consensus." She called on the international community to seriously and directly address the changes occurring in the region. She also indicated that defending Taiwan, a beacon of democracy, is the only hope for democracy and freedom in Asia.

During a Lunar New Year press conference, MAC Minister Chen Ming-tong proposed main tasks for the future, including assessing Beijing's moves towards Taiwan, and firmly defending national security; implementing a "security network for democracy" and establishing a comprehensive security defense mechanism; strengthening cooperation between the central and local governments and maintaining Taiwan's overall interests; monitoring the influence of the US-China trade war and helping Taiwanese businesspeople to shift investment back to Taiwan. Minister Chen also called for the protection of democracy and freedom to consloidate the "Taiwan consensus." He said that Taiwan will never accept "one country, two systems," , and democracy is the best solution. Official cross-Strait liaison mechanisms and institutionalized negotiations should also be resumed as soon as possible.

It is vital to reinforce the "four consciousnesses," solidify the "four confidences," and accomplish the "two safeguards," adhere to the "1992 consensus" that embodies the "one China" principle, promote the peaceful development of cross-Strait relations, stand firm in safeguarding China's sovereignty and territorial integrity, and never leave any space for "Taiwan independence" separatist activities. The Mainland must deepen the development of cross-Strait integration, continue to expand cross-Strait exchanges and cooperation, and fully implement policy measures beneficial to Taiwan compatriots. It must also continue to broaden channels for cross-Strait youth exchanges, provide more opportunities and create better conditions for Taiwanese youth to study, work, start businesses, and engage in exchanges in the Mainland. The task force designed towards Taiwan affairs need to be strengthened from the aspects of political, team and work style, establish clean government, and continuously enhance the ability and level of Taiwan-related work.

During a meeting with Kaohsiung Mayor Han Kuo-yu, MAC Minister Chen Ming-tong said that the unification of Taiwan with the Mainland is one of the three historical missions of the communist party and the PRC. Between the two sides the sovereignty of the ROC is a "zero sum game," whereas economic and trade issues are part of a "non-zero sum game." Minister Chen believe that Mayor Han would balance these two games, taking into account Taiwan's sovereignty while also developing Kaohsiung's economy. He also emphasized that the central and local governments should cooperate and collaborate strategically to defend Taiwan's overall interests.

During a regular press conference, Mainland Ministry of Foreign Affairs spokesperson Hua Chunying stated that China has expressed concern to the US over its statement that the transit of two US warships through the Taiwan Strait was a routine sailing in accordance with international law. The Taiwan issue is the most important and sensitive issue in China-US relations. China urges the US to strictly abide by the one-China principle and the three China-US joint communiques and handle Taiwan-related issues properly and cautiously to prevent undermining China-US relations, and peace and stability across the Taiwan Strait.

During a regular press conference, Taiwan Affairs Office of State Council PRC spokesman Ma Xiaoguang remarked on MAC Minister Chen Ming-tong's statement at a Lunar New Year press conference that Taiwan would implement a "security network for democracy" and establish a comprehensive security defense mechanism and proposal during a meeting with Kaohsiung Mayor Han Kuo-yu that limits be placed on cross-Strait exchanges. He said that the DPP authorities have constantly escalated cross-Strait confrontation and restricted cross-Strait exchanges. No matter what "lines of defense" are established or "networks" woven, they cannot stop the steady march of compatriots on both sides. They will ultimately fall into their own trap and be spurned by the great number of Taiwan compatriots. Regarding the US House of Representatives' passage of a bill requiring the US Secretary of State to study strategies to help Taiwan to regain observer status in the World Health Organization (WHO), the spokesperson said that the Taiwan issue is China's internal affair and no external interference will be allowed. The matter of the Taiwan area's participation in the activities of the WHO and other international organizations must be handled in accordance with the "one China" principle. This principle must be acknowledged to enable arrangements for Taiwan's participation in WHO activities through cross-Strait negotiations. Reliance on foreign powers is a dead end.

The MAC issued a press release solemnly protesting claims by Taiwan Affairs Office of State Council PRC spokesman Ma Xiaoguang that the ROC government is treating African swine fever prevention as a political issue. It emphasized that disease prevention concerns the people's livelihood and well-being and should not be politicized. Disease prevention requires the cooperation and efforts of all governments in the vicinity of the epidemic. Taiwan believes that notification of information is entirely consistent with stipulations under the Cross-Strait Agreement on Cooperation of Agricultural Product Quarantine and Inspection. The MAC advised the Mainland to face up to the problem and not distort the truth. Taiwan is willing to promote cross-Strait expert exchanges to maximize the effects of disease prevention work and hopes that the Mainland will respond positively.

The MAC issued a press release stating that the Executive Yuan approved the “Welcome Taiwanese Companies abroad to invest Taiwan Action Plan” to help mainland-based Taiwanese companies amid the US-China trade dispute. The three-year plan came into effect on January 1 this year (2019). The MAC will actively assist with advocacy and perform related work in conjunction with the plan.

The MAC issued a press release on the Individual Income Tax Law and other relevant provisions implemented by mainland China on January 1, 2019. It noted that the Mainland has publicized the tax reductions offered to Taiwanese businesspeople but has avoided the issue of tax inspection rules and related risks. The MAC reminded Taiwanese businesspeople to pay close attention to the tax reforms and promptly examine and plan for the changes to facilitate their future investments and long-term development.

In response to public opinion polls on cross-Strait issues conducted by domestic polling agencies in 2018, the MAC issued a press release stating that changes to the overall cross-Strait dynamic have intensified over the past year. Beijing has stepped up its united front work to pressure Taiwan. The results of polls regarding the government's cross-Strait policies, cross-Strait interactions, Beijing's actions towards Taiwan, and other relevant issues have all shown public support for the government's policies to maintain peaceful and stable cross-Strait relations, to defend national sovereignty, and to resolve cross-Strait differences through dialogue and interaction without preconditions. The results also show that the public disapproves mainland China's use of political and military tactics to suppress and intimidate Taiwan and supports the government's countermeasures towards the Mainland.

Exchanges between Taiwan and China are constant in all aspects. Interactions on various levels should not be restricted or disturbed by political frameworks or preconditions. Only through parity and dignity in cross-Strait relations can we enjoy mutual benefits and create win-win situations. This is what the people of Taiwan want. The president also emphasized that, as a responsible member of the international community, Taiwan will commit to maintaining peace and stability across the Taiwan Strait. She expressed hope that all participants in the region will do their part to safeguard regional peace and stability.

During the 2019 Lunar New Year reception for China-based Taiwanese firms, MAC Minister Chen Ming-tong stated that the CCP presented "Xi's five points" on January 2 this year to gradually promote the process of unification with Taiwan. The cross-Strait situation is severe. Cross-Strait relations must develop in line with the "four musts" and "three-part security network" to ensure Taiwan's overall interests. In response to US-China trade war and economic changes in mainland China, the government welcomes Taiwan businesses to invest back to Taiwan. It will also continue to strengthen services and provide necessary assistance to Taiwan businessmen.

The MAC issued a press release solemnly protesting the forcible deportation of seven Taiwan nationals suspected of involvement in telecommunications fraud in the Philippines to mainland China in October 2018. It demanded that the Mainland notify Taiwan about restrictions of personal freedom and assist in matters related to family visits according to the Cross-Strait Agreement on Joint Crime-Fighting and Mutual Judicial Assistance. It also again called on the Mainland to promptly begin cooperating with Taiwan to fight crime and safeguard the interests and well-being of the people on both sides. The Ministry of Foreign Affairs also issued a press release express serious concern and regret over this matter.

Mainland China Ningxia Hui Autonomous Region announced the “Opinions on Implementing Measures to Promote Economic and Cultural Exchanges and Cooperation between Ningxia and Taiwan.” The 38 articles of the opinions include measures to promote economic cooperation between Ningxia and Taiwan, encourage Taiwanese compatriots to start businesses in Ningxia, and provide conveniences for Taiwaese compatriots working and living in Ningxia.

Nantong City, Jiangsu Province announced the “Opinions on Deepening Economic and Cultural Exchanges and Cooperation between Nantong and Taiwan.” The 50 articles of the opinions include measures on providing equal treatment to Taiwanese companies in investment and economic cooperation areas and to Taiwanese compatriots studying, starting businesses, working, and living in Nantong.

Nanping City, Fujian Province announced the “Measures to Promote Economic and Cultural Exchanges and Cooperation between Nanping and Taiwan.” The 52 articles of the measures cover promoting economic and trade cooperation between Nanping and Taiwan, complementing the agricultural tourism strengths of Nanping and Taiwan, strengthening financial support for Taiwanese companies in Nanping, implementing plans to attract Taiwanese talent to Nanping, encouraging Taiwanese compatriots to work and start businesses in Nanping, strengthening cultural exchanges between Nanping and Taiwan, and providing conveniences and protection for Taiwanese compatriots in Nanping.

The MAC stated in a press release that the government does not advocate signing any political agreement that eliminates national sovereignty and Taiwan's democracy under Beijing's consistently imposed precondition of Taiwan's acceptance of the "one China principle" and "one country, two systems" political framework. The government has plans to establish a "security network for democracy" to prevent individuals or political parties from surpassing public opinion. Using sovereignty as a bargaining chip will undermine sovereignty and harm democracy irreversibly  . All related procedures must meet the high standards and thresholds of the public opinion test.

President Tsai Ing-wen received a delegation from the European Parliament-Taiwan Friendship Group. She thanked them for their longstanding support for Taiwan and expressed hope for increased bilateral exchanges and cooperation based on shared core ideals and values. Before the meeting began, the European Parliament-Taiwan Friendship Group Chair Werner Langen presented a statement promoting peace and stability in the Taiwan Strait cosigned by 155 European Parliament members. The Ministry of Foreign Affairs also issued a press release expressing sincere gratitude.

During a "corridor chat" on the issue of a "cross-Strait peace agreement," President Tsai Ing-wen emphasized that Taiwan has long been a contributor to regional peace and stability. China's military ambitions and refusal to renounce the use of force against Taiwan are the true sources of regional instability and threat to regional peace. So long as China refuses to renounce the use of force against Taiwan and forces its "one country, two systems" framework, there can be no negotiations on an equal footing or real peace. Taiwan is a democracy with a clear direction: to be free, democratic, safe, and prosperous. "Taiwan will decide its own future."

Regarding a statement by the Taiwan Affairs Office of State Council PRC that the mainland Chinese leader advocates extensive democratic consultations among all parties on the development of cross-Strait relations, the MAC said that the "one country, two systems model for Taiwan" proposed in "Xi's five points" on January 2 this year (2019) requires all political parties and circles in Taiwan to nominate and appoint representatives to engage in so-called "democratic consultations." The fundamental purpose of such consultations is to divide Taiwanese society and negotiate a unification eliminating the ROC's sovereignty. The "one country, two systems" formula that Beijing advocates for Taiwan leaves no space for the existence of the ROC. "Democratic consultations" with an autocratic regime are also impossible. Taiwan will not accept any proposal that eliminates its sovereignty. Taiwan's future and cross-Strait relations should be decided by the 23 million people of Taiwan.

The DPP authorities frequently wield a big stick to suppress political parties and people supporting unification. This fully reveals that the DPP's harm to the shared interests of compatriots on both sides of the Taiwan Strait is against the tide of history.

The MAC issued a statement on deceptive comments by a spokesperson of the Taiwan Affairs Office State Council PRC at a regular press conference glorifying "one country, two systems" and the peace agreement and criticizing the policies of the Taiwan government. It said that in recent years the Chinese authorities have exerted constant political and military pressure against Taiwan, advanced united front work to divide Taiwan, and seriously threatened Taiwan's survival, safety, and national development. This is the source of the turmoil undermining peace and stability across the Taiwan Strait and the greater region. The CCP's deceptive claim that "one country, two systems is for the goodwill and care for the people of Taiwan" whitewashes the mistakes and absurdities of "one country, two systems." The experience of the CCP's internal governance since coming into power exposes the "non-peaceful" and the "non-democratic" institutional nature of the CCP regime and its deviation from the mainstream values of the world. The statements from the Taiwan Affairs Office today further reconfirm that the "1992 Consensus" is the "one-China principle" and a consensus limited to "unification." It is a stepping stone for the CCP to annex Taiwan. There is no "one China with respective interpretations," nor is there any room for the existence of the ROC.

The MAC issued a statement in response to the announcement by the Taiwan Affairs Office of State Council PRC regarding the achievements and impact of the "31 Taiwan-related measures" on the first anniversary of the implementation of the measures. It said that over the past year, local governments, ministries and commissions across mainland China have cooperated with Beijing's policy of promoting unification by announcing thousands of related measures, mainly in the form of government decrees or regulations. However, these measures essentially "benefit Taiwan in name but serve the interests of the Mainland in reality." After one year of trial for the measurement implemented to Taiwan, the evidence shows that their effect has been nominal.

Taiwan Affairs Office (TAO) of State Council PRC spokesperson An Fengshan said that TAO personnel throughout the Mainland visit Taiwan to promote exchanges and cooperation between compatriots on both sides of the Taiwan Strait and enhance the rights, interests, and welfare of Taiwanese compatriots. The obstacles set by the Taiwan authorities are detrimental to good deeds for Taiwanese compatriots. Community neighborhood committees and villagers' committees are grassroots autonomous organizations in the Mainland. Taiwanese assistants to community directors participate in community work and enjoy the same benefits and social protections as other employees. Charges by relevant parties in Taiwan that such employment is "illegal" are pointless and entirely untenable. Furthermore, in regard to the passage of two US warships passing through the Taiwan Strait on February 25, An Fengshan said that the Taiwan issue relates to China's core interests and that the Mainland firmly opposes any external interference.

The All-China Federation of Trade Unions, Hong Kong and Macao Affairs Office of the State Council, and Taiwan Affairs Office jointly issued a Notice on the Inclusion of Hong Kong, Macao, and Taiwan Employees Working in the Mainland within the Scope of Selection as Local Model Workers and Other Honorary Titles. The notice stipulated requirements for the general labor unions of all provinces (autonomous regions and special municipalities) to include Hong Kong, Macao, and Taiwan workers in the Mainland for recommendation as local model workers, May 1st Labor Medal, and other honorary titles.

During a meeting with a delegation led by Speaker of the Marshall Islands Nitijela (Parliament) Kenneth A. Kedi and his wife, President Tsai Ing-wen said that due to political factors, Taiwan was unable to participate in the World Health Organization meeting on influenza virus vaccines recently held in Beijing. This was a flagrant violation of Taiwanese citizens' right to health and created a gap in the global disease prevention network. The president also emphasized that health issues and epidemic prevention efforts should transcend national borders, and should not be influenced by the political agenda of any particular country. Blocking Taiwan's participation not only harms Taiwan, but also harms global society's collective efforts to prevent epidemics.

In response to mainland China's Government Work Report and statements on Taiwan by the Taiwan Affairs Office Director, the MAC stated that "authoritarian regimes" and "one country, two systems" were by no means historical trends. Neither the Taiwanese people nor the international community believe or accept them. The MAC called on the Beijing authorities to clearly recognize the complexities and severity of the current situation. The Mainland should first deal with its internal systemic risk, people's discontentment and demand for a better life, regional resistance to its hegemonic interference, as well as other core internal and external governance issues. The Mainland should cease its wrongful united front tactics to divide and militarily suppress Taiwan. This would be the true way to support positive cross-Strait interactions.

Premier Li Keqiang reiterated in the Government Work Report, delivered to the second session of the 13th National People's Congress, that the Mainland would adhere to the major principles and policies on work related to Taiwan, implement in full the guiding principles embodied in General Secretary Xi Jinping's speech at the meeting to commemorate the 40th anniversary of the issuance of the Message to Compatriots in Taiwan, uphold the “one-China principle” and the “1992 Consensus”, promote the peaceful growth of relations across the Taiwan Strait, and advance China's peaceful reunification. The Mainland would also resolutely oppose and deter any separatist schemes or activities seeking "Taiwan independence," as well as resolutely protect China's sovereignty and territorial integrity, deepen integrated development on both sides of the Taiwan Strait, and keep expanding cross-Strait economic and cultural exchanges and cooperation.

Related work should be carried out and felt by the vast number of compatriots in Taiwan and thus enhanced a sense of ethnic and national identify. He stressed the importance of implementing the people-centered development concept in works on Taiwan and urged efforts to benefit compatriots in Taiwan the same way as people on the Mainland were served.

President Tsai Ing-wen convened a National Security Meeting and proposed guidelines to counter the "one country, two systems model for Taiwan." On cross-Strait affairs, Taiwan must approach cross-Strait exchanges with a positive attitude, insist on parity and dignity, base interactions on democracy, reference the actions of other major democratic nations, and conduct a comprehensive review of its implementation of all laws and regulations related to cross-Strait exchanges. Taiwan must actively counteract any efforts by the CCP to take advantage of exchanges to infiltrate the society, promote unification, and interfere in domestic affairs. On democracy and the rule of law, Taiwan must promptly amend the Act Governing Relations between the People of the Taiwan Area and the Mainland Area and expedite legislation to establish a security network for democracy to enhance monitoring procedures and protection mechanisms for democracy. On the economy, to respond to the US-China trade conflict and changes in the international trade environment, Taiwan must proactively help Taiwanese firms based in mainland China to come back and invest in Taiwan, prompt industrial transformation and upgrades, enhance the international presence of Taiwanese firms, and ensure stable development of the overall economy. Taiwan needs to strengthen its competitive advantages and strategic position in global industrial chains and actively enter into multilateral and bilateral economic and trade agreements with its major trading partners. On diplomacy, Taiwan must take advantage of the international circumstances favorable to Taiwan and join forces with the world community to counter the CCP's aggression aiming to destroy Taiwan's sovereignty. On security, Taiwan must closely track mainland China's changing political, economic, and social situation. It also need to prevent the CCP from manipulating public opinion in Taiwan, infiltrating the society, and stealing national defense and core industrial secrets to maintain national security and social stability. On national defense, Taiwan must steadily increase the defense budget and comprehensively enhance its combat capabilities to deter China's military aggression and ensure its sovereignty, democracy, and freedom. On social issues, Taiwan must enhance communication with all sectors of society, build a consensus regarding cross-Strait policy, and achieve internal unity to defend its national sovereignty through concerted action.

Regarding comments critical of China by the US Ambassador-at-Large for International Religious Freedom Sam Brownback during a visit to Taiwan, Mainland Foreign Ministry Spokesperson Lu Kang stressed that China firmly opposed any official contacts between the US government and Taiwan. The Mainland firmly opposed these wrong remarks made by the relevant individual and have lodged stern representations with the US. The Mainland also urged the US to view China's religious policies and freedom in an objective way and stop using issues of religion to interfere in China's internal affairs.

She also said that Guatemala spoke up for Taiwan at a meeting of the World Health Organization Executive Board not only indicated its recognition of Taiwan’s contributions to international medicine and public health, and disease prevention, but also called on the international community to be aware of Taiwan's improper exclusion from the WHO system.

During a press conference after the conclusion of the second session of the 13th National People's Congress, mainland Chinese Premier Li Keqiang stated that the recently approved Foreign Investment Law could be used as a reference for investment from Hong Kong, Macao, and Taiwan. The institutional arrangements and actual practices that have long been in place and proven effective would go on unaffected. People on both sides of the Taiwan Strait were bound by kinship. The Mainland intended to introduce more preferential policies toward compatriots in Taiwan to ensure that they would enjoy the same treatment as mainlanders when they come to work, study, live and do business on the Mainland.

This is the government's priority. Faced with tremendous pressure from China, Taiwan has to be extremely cautious in terms of managing cross-Strait relations. It’s the Mainland China trying to change the status quo. Taiwan is simply reacting to it. The president also stated that the Chinese had to be prepared to treat Taiwan as equals, and there should be no precondition or political framework as prerequisite for any peace process.

The MAC issued a press release announcing the results of its latest public opinion survey. Nearly 80% of the public disapproved mainland China's "one country, two systems" (79%) and more than 80% of the people opposed Beijing's use of force against Taiwan (83.9%). In addition, nearly 90% of the public believed that Taiwan's future and the development of cross-Strait relations should be decided by the 23 million people of Taiwan (87.7%). A similar percentage supported the government's position that cross-Strait related exchanges must be held with equality and dignity, without political preconditions, and in compliance with the law (83.9%). More than 80% of the people agreed that the government shall have more comprehensive legislative and monitoring mechanisms in place (83.3%) if the two sides are to hold political consultations and sign agreements.

In regards to statements made by the World Health Organization (WHO) spokesperson that without a "cross-Strait understanding" it was not expected that an invitation to the World Health Assembly (WHA) would be issued to Taiwan, President Tsai Ing-wen stated, during a state visit to Palau, that health was both a human right and a universal value. The 23 million people of Taiwan's right to health cannot be neglected, nor should it be erased. Beijing has no reason to exclude Taiwan from the WHO and WHA, or the global health system as a whole.

Regarding reports that the US government has given approval to Taiwan's request to buy F-16 fighter jets, Mainland Ministry of Foreign Affairs Spokesman Geng Shuang said that the Mainland urged the US to fully recognize the high degree of sensitivity and the severe impact of the issue. Geng added that the US should abide by the “one-China principle” and the Three Communiqués, especially the August 17 Communiqué, to stop arms sales to and military contact with Taiwan, and carefully and prudently handle the Taiwan-related issues lest cooperation between China and the US in important areas and the peace and stability across the Taiwan Strait be seriously damaged.

President Tsai Ing-wen addressed the Parliament of Nauru during her “Oceans of Democracy” state visit. She said that Taiwan was willing and able to work with Nauru to contribute to regional prosperity and development. She also thanked the Nauru Parliament and government for their efforts to support Taiwan's international participation, including President Waqa's resolution supporting Taiwan's meaningful participation in UN bodies and the Taiwan-friendly resolution that was passed by the parliament in support of Taiwan's democratic institutions and participation in international organizations.

The MAC issued a statement regarding the meeting between the Taiwan Affairs Office Director Liu Jieyi and a delegation led by Kaohsiung Mayor Han Kuo-yu, during which the Mainland side promoted "Xi's five points" and reiterated its political views on the "1992 Consensus" and "opposing Taiwan independence." The MAC said that the CCP has manipulated integrated development and economic incentives, while at the same time continued to overbearingly intimidate and suppress Taiwan. There deceptive tricks were the real demons and the Taiwanese people would never be fooled. In addition, the MAC appealed to all politicians to pay attention to social perceptions in cross-Strait exchanges and to defend the rights, interests, and dignity of the country, and to more boldly tell the Chinese authorities that the ROC is a sovereign and independent country and that the people of Taiwan firmly oppose "one country, two systems." These politicians should also let Beijing know Taiwanese people’s expectations for the future.

They include: fully ensure the litigation rights of Taiwan compatriots; improve convenience measures for the people and provide quality judicial services for Taiwan compatriots; strengthen the institutional development of judicial organizations to further protect safeguard mechanisms for compatriots in Taiwan; and expand participation of compatriots in Taiwan in judicial work and promot cross-Strait judicial exchanges.

In a speech presented at a dinner banquet with Taiwanese expatriates in Hawaii, President Tsai Ing-wen stressed that China's President Xi Jinping advocated for a "one country, two systems model for Taiwan", and China was increasingly determined to force this formula on Taiwan. She asked everyone rest assured as she absolutely would defend Taiwan's national sovereignty, and would not accept the "one country, two systems" formula. The president further stated that the United States has passed many laws supporting Taiwan. The US government has also engaged in substantive cooperation with Taiwan. Relations between the two sides are progressing because the US has confidence in Taiwan, knowing that as a reliable partner, Taiwan will not engage in rash behavior due to international support, nor buckle under external pressure.

Taiwan Affairs Office spokesperson An Fengshan stated that two administrative permits covered under the State Council Decision on Abolishing and Decentralizing Certain Administrative Permits directly pertained to Taiwan. The first was the lifting of requirements on approval and review of boarding permits for Taiwan laborers. Secondly, permission for institutions from the Hong Kong, Macao, and Taiwan areas to participate in the organization of exhibitions in the Mainland (including cross-Strait economic and technical exhibitions) would no longer be subject to review and approval and will instead be administered by registration.

She emphasized that Beijing's objections to her state visits did not stop Taiwan and its people from giving all for diplomacy, so that Taiwanese people could engage with the world with dignity. As a sovereign, independent, democratic, and free nation, the ROC (Taiwan) has the responsibility and duty to work together with like-minded partners to contribute to peace, stability, and prosperity in the Indo-Pacific region. Through actions, Taiwan is telling the world that it is not just "Taiwan on one side of the Taiwan Strait," but "Taiwan in the Pacific."

Regarding the likely US sale of F-16V fighter jets to Taiwan, recent passage of two US ships through the Taiwan Strait and the statement by US Secretary of State Mike Pompeo that more actions could be taken in the future to implement the Taiwan Travel Act, Mainland Ministry of National Defense spokesperson Wu Qian stated, at a regular press conference, that Taiwan question was China's internal affair. It related to the  core interest of China and the feelings of the Chinese people, in which foreign interference was intolerable. The "one- China principle” was widely-acknowledged as the basic norm in international relations. It was also the political foundation of Sino-US relations. Any remark and action that undermined the "one-China principle" would shake the foundation of Sino-US relations nor was it in the fundamental interests of China and the United States, not to mention being very dangerous.

During her series of state visit under the theme “Oceans fo Democracy”, President Tsai Ing-wen attended a videoconference with the Heritage Foundation, a think tank based in Washington, DC, at her hotel in Hawaii. She indicated that Taiwan continued to face monumental challenges from across the Taiwan Strait. The ROC government has not wavered in responding in a pragmatic and responsible manner that takes into account of the shared interests in the region. It has sought balance in the cross-Strait relationship, in terms of rhetoric and actions, in order to maintain the status quo underpinning peace and stability in the Taiwan Strait. Yet despite Taiwan's best intentions, China has used every opportunity to alter the status quo and continued to heighten military tensions and limit our international space. This has led to growing distrust by the people of Taiwan and posed an underlying challenge to the future of cross-Strait relations. Taiwan's security is a matter of collective security, and Taiwan's future remains closely tied with the future of this region as a whole. Taiwan will continue to work in the common interests of all like-minded partners in the region. It is also committed to ensuring that the Indo-Pacific remains free and open for generations to come.

The Office of the President issued a press release thanking US Secretary of State Mike Pompeo for stating at a congressional hearing that the United States is now using every tool in its tool kit to prevent China from isolating Taiwan through diplomatic channels. Secretary Pompeo also reaffirmed the importance of the Taiwan-US relationship and gave assurances that the United States would honor its commitments to Taiwan. The statement also stated that based on the freedom and democracy that both countries shared and common interests in regional security, prosperity, and well-being, Taiwan would continue to exchange views on bilateral relations with the US government and Congress to foster an even closer partnership.

Exchanges among cities should return to normalcy to promote people-to-people ties and general well-being.

The Office of the President issued a press release addressing the crossing of the median line of the Taiwan Strait by two Chinese fighter jets, saying that China's action both disregarded its international responsibility and constituted an intentional provocation that threatened regional security and stability. Crossing the median line also flagrantly undermined the cross-Strait status quo. The ROC (Taiwan) government strongly condemned such behavior. The press release also reminded China that, as a member of the regional community, it should stop acting in ways that endanger regional peace and well-being and not become an international troublemaker. The MAC also issued a press release protesting and condemning Beijing for the irrational and highly provocative move. It stated that the Mainland military's provocations confirmed the double-sided carrot-and-stick nature of the CCP's Taiwan-related work. The people of Taiwan should recognize the severity of the current situation in the Taiwan Strait and stay prepared for any eventualities. The MAC warned Beijing not to misjudge the situation or miscalculate the will of the people of Taiwan to defend Taiwan's freedom and democracy, nor the solidarity and determination of the free and democratic world to confront the expansion and threat of authoritarianism.

This action not only unilaterally changes the cross-strait status quo but also challenges regional security and stability. The president sternly protested and solemnly urged Beijing to refrain from actions of provocation, conflict, and behavior that would undermine the status quo in the Taiwan Strait.

Mainland Ministry of Foreign Affairs Spokesman Geng Shuang issued a statement at a regular press conference on US claims that Chinese military fighter jets across the median line of the Taiwan Strait were military provocations. He said that China's position on the Taiwan issue has been consistent and clear-cut. The so-called Taiwan Relations Act unilaterally rolled out by the US runs counter to the basic norms governing international relations and the three China-US joint communiques. China has been firmly against it from the start. China urges relevant individuals in the US to earnestly abide by the one-China principle and the provisions of the three China-US joint communiques, and make efforts to advance bilateral relations and cross-Strait peace and stability.

Geng said that the US has made unequivocal commitments on maintaining non-official relations with Taiwan. China firmly opposes any forms of official and military ties between the US and Taiwan. It urges the US to honor its commitments, strictly abide by the one-China principle and the three China-US joint communiques, correct its wrongdoing and exercise caution and prudence when handling Taiwan-related issues to avoid serious damage to China-US relations and cross-Strait peace and stability.

The Mainland Affairs Council (MAC) issued a press release regarding the Legislative Yuan's passage of the third reading of draft amendments to Article 93-1 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. It stated that the amendments represent a comprehensive review and modification of provisions on penalties for unauthorized investment and other violations by Mainland investors. They empower authorized agencies to handle related cases according to the seriousness of the violation and based on the principle of proportionality. The government continues to welcome Mainland investment. Mainland investors who abide by the law will not be affected by these changes. However, fines will be duly increased for Mainland investors who invest illegally and impact normal business operations and stock market order in Taiwan. The increased fines aim to deter violations, improve legal regulations, and create an environment for stable and orderly investments.

During a regular press conference, Taiwan Affairs Office spokesman Ma Xiaoguang of China responded to Tsai Ing-wen's statements on social media platforms and other media channels that she will "insist on sovereignty" and claims that "the whole world supports Taiwan's resistance to mainland pressure." He said that there is only "one China" in the world and Taiwan is part of China. The "one China" principle is a basic guideline for international relations followed by the international community. It is universally recognized and a common consensus. Ma indicated that DPP authorities and "Taiwan independence" forces have argued profusely on the "two states theory." “Externally, they have relied on foreign forces. Internally, they have threatened the people of Taiwan. Facing pressure by going against the tide, they are doomed to be isolated,” Ma commented. Regarding the statement by a World Health Organization spokesperson that, in the absence of a cross-Strait understanding, Taiwan would not be invited to this year's World Health Assembly, Ma Xiaoguang said that Taiwan can only participate in activities hosted by international organizations in adherence to the "one China" principle and with due arrangements through cross-Strait negotiations. The DPP authorities' refusal to recognize the "1992 Consensus" undermines the political foundation of cross-Strait relations. Consequently, the premise and foundation for Taiwan's participation in the World Health Assembly no longer exists and the related arrangements are consequently unsustainable.

These overbearing actions have seriously damaged cross-Strait peace, impacted Taiwan's national security, and threatened the safety of Taiwanese people's lives and property. People's Liberation Army (PLA) Eastern Theater spokesperson Zhang Chunhui said that warships, bombers and reconnaissance aircraft of the PLA Eastern Theater recently conducted necessary training around Taiwan as part of the annually scheduled exercises to test joint sea-air assault capabilities. Zhang emphasized that this is completely within the normal legal rights of a sovereign country and helps maintain peace and security in the Taiwan Strait.

She heard briefings delivered by the heads of the Ministry of National Defense (MND), MAC, and other agencies responsible for national security on recent long-range flights by fighter jets from China designed to harass Taiwan, as well as foreign individuals who promote "unification by force" and the "one country, two systems" formula in Taiwan. The president instructed the MND to closely monitor the military activities of the People's Liberation Army and formulate comprehensive response measures. If visitors coming to Taiwan are suspected of stimulating armed conflict by promoting "one country, two systems" formula or "unification by force," or engaging in activities that intimidate Taiwanese people, and thereby putting national security and social stability at risk, the government should adopt appropriate measures to deter and deny such persons’ entry into Taiwan when necessary.

The world is closely watching the implementation of "one country, two systems" in Hong Kong; the people of Taiwan will not be deceived. The MAC called on relevant parties to honor pledges to Hong Kong under the Basic Law on "one country, two systems" and "Hong Kong people ruling Hong Kong with a high degree of autonomy," for it is consistent with the principle of the rule of law and the foundation of Hong Kong's prosperity and development

During a visit to Zhen'an Temple in Zhunan, Miaoli President Tsai Ing-wen stated that, although China's ambitions are growing, Taiwan has maintained stable cross-Strait relations without provocation and never yielded on the issue of sovereignty. Taiwan will never accept the "one country, two systems model for Taiwan" that Chinese leader Xi Jinping proposed on January 2 this year. Furthermore, Taiwan's air force countered Chinese aircraft that recently crossed the median line of the Taiwan Strait back to the east side of the median line. This median line is the line that maintains peace across the Taiwan Strait. If China deliberately crosses it again, Taiwan's military will expel their forces in accordance with regulations.

Ma accuses the DPP authorities for consistently obstructing and limiting exchanges and contact between compatriots on both sides of the Taiwan Strait, suppressing calls for unification across the Taiwan Strait, and escalating cross-Strait opposition. Ma argues that the DPP reveals their true purpose of seeking gains for their own party and pursuing "Taiwan independence."

Regarding the US Department of State's April 15 approval of a US$500 million arms sale to Taiwan, Mainland China's Ministry of National Defense spokesman Wu Qian stated that China resolutely opposes any country selling arms to or having military interactions with Taiwan. The action by the US seriously violates the one-China principle and the three Sino-US joint communiques. It interferes with China's internal affairs, undermining its sovereignty and security interests. It also poisons the Sino-US military relationship and seriously damages cross-Strait relations as well as peace and security in the region. The Taiwan issue is related to China's sovereignty and territorial integrity, as well as its core interests. It is also the most sensitive issue in Sino-US relations. Taiwan's attempts to rely on foreign forces and America's use of Taiwan to contain China, according to Wu, are doomed to fail. China demands that the US immediately cancel related arms sales to Taiwan and stop all military interaction with Taiwan.

The MAC solemnly stated that the objective of "Xi's five points" is to eliminate the ROC with the "one country, two systems" and the "1992 consensus" set forth by Beijing. This can never be accepted by the Taiwanese people. The government's cross-Strait policy has always been clear and consistent in rejecting the political claims forced upon by the CCP. There is a cross-party consensus that Taiwan's 23 million people have the right to decide the future development of cross-Strait relations and will not discuss about the annihilation of their own country with the saber-rattling side. All politicians visiting the Mainland should uphold positions that safeguard the well-being and interests of the 23 million people of Taiwan and truly reflect the public opinion.

China's recent efforts to influence Taiwan through diplomatic pressure, military threats, and political infiltration have not helped cross-Strait ties. Its attempts to unilaterally upset stability in the Taiwan Strait have, however, rattled neighboring countries. In order to maintain cross-Strait peace and regional stability, Taiwan has been proactive in building up its defenses through arms purchases, and increasing its defense self-sufficiency by pursuing the domestic production of aircraft and sea vessels.

It indicated that, with their unilaterally established "one China principle" and wrongful reference to the United Nations General Assembly Resolution 2758 and WHA Resolution 25.1, the Chinese authorities have deprived the Taiwanese people of their health rights and seriously endangered global health . The release also stressed that the ROC is a sovereign state that has the right and obligation to participate in international organizations and activities without Beijing's consent. The ROC government is solely responsible for the health and safety of the 23 million people of Taiwan. Taiwan's strengths and professional contribution in medical and health care industries are recognized by the world. Beijing's constant obstruction of Taiwan's international participation and Taiwan's inability to participate in the WHA create loopholes in international disease prevention systems. This harms the global community, including the people of mainland China.

During a regular press conference, Mainland Ministry of Foreign Affairs Spokesman Geng Shuang stated that China has a consistent and clear stance toward Taiwan’s regional participation in international organizations, including the World Health Organization. It must be arranged based on the one-China principle. This is also an important principle affirmed in United Nations General Assembly (UNGA) Resolution 2758 and World Health Assembly (WHA) Resolution 25.1. Since taking power in 2016, the Democratic Progressive Party has been putting political calculations above the welfare of Taiwanese people and entrenching itself in the secessionist position of "Taiwan independence," thus undermining the political foundation for the regional participation in the WHA. To uphold the one-China principle and the solemnity and authority of UNGA and WHA resolutions, China has decided  to veto Taiwan's participation in the WHA this year.

President Tsai Ing-wen held a press conference following a high-level national security meeting. She indicated that after Xi Jinping's "five-point proposal," there have been three important changes in the cross-Strait political situation. The first is that China has intensified its propaganda pushing the "one country-two systems model for Taiwan," trying to conduct so-called "democratic consultations" with people from all walks of life in Taiwan, and using military and diplomatic means to isolate Taiwan and compel the people of Taiwan to accept its political views. The second change is that this year is a presidential election year, and the Beijing authorities have continued their past practice of trying to induce Taiwan political figures to adopt their political position, while CCP organs involved in Taiwan affairs are using every means possible to divide and sow confusion in Taiwanese society and interfere in the election. The third change is that in addition to their ongoing trade dispute, China and the US have intensified political and military activities in the South China Sea. China's provocations in the Taiwan Strait also continue unabated, undermining the cross-Strait status quo. President Tsai also directed the national security team to counter CCP infiltration and united front tactics, as well as promptly complete mechanisms to thwart such infiltration and activities to safeguard Taiwan's sovereignty and national security. Next, Taiwan needs to accelerate the institutionalization of security network for its democracy under a formal legal framework.

More than 80% of the people surveyed oppose the numerous threatening military actions recently conducted by the Mainland authorities near Taiwan (82%), as well as Beijing's refusal to renounce the use of force against Taiwan (82.6%). Nearly 90% oppose mainland China's obstruction of Taiwan's participation in the World Health Assembly, which denied the health rights and interests of the Taiwanese people (87.7%). The mainstream also opposes mainland China's "one country, two systems" formula (83.6%). Nearly 80% of the public support the government's commitment to safeguarding national sovereignty and Taiwan's free and democratic system (78.5%). Almost 90% firmly believe Taiwan's future and the development of cross-Strait relations must be decided by the 23 million people of Taiwan (89.3%), reflecting broad public support in Taiwan for the government's position on defending Taiwan.

Supporting "Taiwan independence," obstructing and limiting cross-Strait exchanges and cooperation, relying on foreign forces, repeatedly made divisive remarks steeped in the "two states theory" have aggravated cross-Strait relations and seriously harmed the interests and welfare of Taiwan compatriots. An reiterated that there is only "one China" in the world. China's sovereignty and territory have never been divided and will never be divided. The fact that both the Mainland and Taiwan belong to "one China" has never changed and can never be changed. Institutional differences do not constitute a barrier to unification, nor a pretext for separation. Any words or actions attempting to change the fact that the Mainland and Taiwan belong to "one China" constitute a serious provocation to the overall interests of the Chinese nation and the shared interests of compatriots on both sides of the Strait. The spokesperson also stressed that "peaceful unification and one country, two systems" is the best way to resolve the Taiwan issue and achieve national unification. As "One country, two systems" is to accommodate the present state in Taiwan and to assure the interests and welfare of Taiwan compatriots, the form in which it is realized will fully consider the actual situation in Taiwan.

The MAC explained the government's position on Beijing's use of the Straits Forum in June to intensify its united front work to divide Taiwan: 1. Central government personnel from Taiwan are prohibited from attending the Straits Forum and county and city government delegations are discouraged from participating; 2. The government will remind people not to rashly participate in the forum for fear of violating the law; 3. The government prohibits participation in "democratic consultations" and forum activities promoting "one country, two systems" that would lead to the elimination of the ROC; and 4. The CCP is prohibited from conducting activities related to the Straits Forum in Taiwan. The MAC also emphasized that the CCP is holding the Straits Forum to actively win support for its policies among political parties, local governments, nongovernmental organizations, and the Taiwanese public. In the name of integrated development, the CCP has proposed measures to benefit Taiwan and enticed people to go to the Mainland as part of its united front strategy to divide Taiwanese society. All parties should understand the Mainland's political intentions and jointly defend the sovereignty and free and democratic system of the ROC.

The MAC issued a press release on the passage of the third reading of draft amendments to Article 5-3 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area by the Legislative Yuan. It stated that cross-Strait political agreements are vital to national security, public interests, and Taiwan's overall future development. These pacts differ in nature from general agreements and therefore must be subject to more rigorous regulations. The amended article requires the Executive Yuan to submit a signing plan and a political impact assessment report to the Legislative Yuan for cross-Strait political agreements that may have a major political or constitutional impact. Democratic oversight procedures would also be followed before, during, and after the handling of such matters, with congressional dual review, hearings, and a national referendum. Agreements would only be signed and notes exchanged after obtaining full democratic authorization. Negotiations or agreements that violate the provisions of the article will be invalid. Subjects involving the elimination of or changes to the nation's sovereign status and liberal democratic constitutional system shall not be settled as political matters for negotiation and agreements. The amended article helps to establish a more stringent oversight mechanism for cross-Strait political agreements.

The US actions have severly damaged the development of the relationships between the two countries and two militaries, undermining peace and stability across the Taiwan Strait. The MAC sternly condemned comments by Mainland Defense Minister Wei Fenghe at Shangri-La Dialogue that "the Chinese military will not hesitate to fight," "never promise to renounce the use of force," and other threatening statements towards Taiwan. It stated that: 1. The ROC is a sovereign state. Taiwan has never been part of the People's Republic of China. At international settings, the CCP has threatened Taiwan and regional security with the use of force. This is unacceptable to Taiwan; 2. Since the issuance of Xi Jinping's "five-point proposal," the CCP has intensified political and military threats against Taiwan and its united front work to divide Taiwan. PLA planes and ships have also frequently passed near Taiwan. These actions aim to coerce Taiwan into accepting the Mainland's mistaken "one country, two systems" proposal and get Taiwan society to echo its position. The MAC reminded all parties to pay attention to the actions of the CCP's anti-democratic and anti-peace actions internationally and across the Taiwan Strait. These actions, extending even to harboring of intentions to resort to war, are the main cause of tensions in the Taiwan Strait and regional affairs. They also imperil and challenge peace and stability. 3. Taiwan stands at the frontline of the resistance against centralized power. It will continue to strengthen its self-defense capabilities, safeguard its national sovereignty and democratic system, and insist on the freedom of its 23 million people to choose their own future. Beijing has covered up the facts, lied, and made up excuses to the world. The CCP's centralized authoritarian control has failed to respond to the people's desire for freedom and democracy. The Mainland authorities must give up their hegemonic mentality, promptly carry out political and democratic reforms, and allow citizen empowerment. This is the only way to resolve the deep divides in its society and create positive momentum for institutional transformation and reform; and 3. Taiwan will continue to lead the way for the democratization of mainland China. It will defend the nation's sovereignty and democratic institutions, continue to exert the influence of democratic values in the process of cross-Strait exchanges, and support democratic reforms in mainland China by all means. The MAC hoped that individuals with lofty ideals in Taiwan and around the world can continue to uphold and remember the history and spirit of the Tiananmen Square Incident so that, one day, the dawn of democracy will come.

We deeply admire the people of Hong Kong for fully demonstrating, through concrete action, their strong determination and will to defend freedom, the rule of law, and human rights, and for saying "no" to the Hong Kong government's peremptory amendment of the law. We also appeal to the Hong Kong government to never again feign ignorance and disregard society's concerns and doubts; 2. The ROC government has stated repeatedly and firmly that it will never accept any actions intended to eliminate national sovereignty. It also refuses to accept case-by-case extradition premised on amendment of the law. The Hong Kong government should withdraw the bill and not repeat the mistake of opening a malicious door for "extradition to China"; 3. The Hong Kong government's attempt to ram through the bill will undoubtedly ring the death knell for "one country, two systems." The people of Taiwan should learn from Hong Kong, be on high alert to the duplicity of the CCP regime, clearly recognize the ruse of "one country, two systems model for Taiwan," jointly defend the sovereignty of the ROC, and resist the CCP's insidious schemes.

He stressed that adhering to the "1992 Consensus" and opposing "Taiwan independence" form the common political basis for starting exchanges with all parties, groups, and individuals in Taiwan. The Mainland has never intervened in elections in the Taiwan area. It opposes all words and actions that slander or discredit the Mainland and undermine cross-Strait relations. The spokesperson further stated that the two sides belong to one China and that compatriots on both sides of the Strait belong to one family. Cross-Strait affairs are the family affairs of compatriots on both sides of the Strait. The nature of cross-Strait relations must be correctly understood and the concept of "one family across the Strait" upheld for cross-Strait relations to improve development and enhance and protect the well-being of Taiwan compatriots. Regarding the listing of Taiwan as a country by the US Department of Defense, the spokesperson reiterated that there is only one China in the world. Taiwan is an inseparable part of China. It has never been a country. This fact has never changed and cannot be changed. China has been very clear about its position of firmly opposing any form of official exchanges and military ties between the US and Taiwan.

She said that the people of Hong Kong have the right to pursue their own democracy and freedom. They also have the right to choose their own lifestyle and political system. Taiwan is a bastion of democracy in Asia. It will always support these universal values. The Fugitive Offenders Ordinance infringes on the sovereignty of the ROC. We will not accept this. We also reject the use of individual extradition as an excuse to make legal amendments. We cannot jointly fight crime under laws premised on infringing human rights. We will not be an accessory to the passage of this unconscionable law. For the people of Taiwan, the biggest takeaway from this incident is that "one country, two systems" is not viable and is absolutely unacceptable for a democratized Taiwan. The president expressed hope that the people of Hong Kong would be able to feel strong support from the shared concern of Taiwan and the international community, and that they would know that they are not alone in their pursuit of democracy and freedom. Taiwan will do everything in its power to help the people of Hong Kong maintain their democracy and freedom of speech during the protests.

During a graduation ceremony at Quemoy University, President Tsai Ing-wen stated that majority of the people of Taiwan agree, regardless of party, on not accepting "one country, two systems." This is Taiwan's basic position. Taiwan is not just a country in the Taiwan Strait, but a member of the larger Pacific community. China should not ignore this. However, if the world view is "locked to China," then Taiwan is doomed to have no way to engage with the world. We are alert to China, but not necessarily with hostility. In the same vein, we encourage cross-Strait civilian exchanges, but also remind everyone to bear in mind the nation's sovereignty, dignity, and security.

In response to criticism of the ROC government and united front remarks by CCP Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Yang at the Straits Forum, the MAC emphasized that the CCP has a habit of "shifting focus and shirking responsibility" to cover up its own misjudgments. Its recent Taiwan-related work, conducted under the dogma of "Xi's five points," has sought to break through internal and external governance difficulties, interfere with Taiwan's elections, and intensely promote its "one country, two systems," which means the elimination of the ROC. However, across parties and sectors, the people of Taiwan are firm in their conviction on national sovereignty and democracy. Major politicians have publicly rejected "one country, two systems." This is absolutely the strongest weapon in drawing a line that the Chinese authorities dare not cross. The Straits Forum is an assembly for the united front. Beijing's comments on the "one China" policy and various united front economic measure deceive the public with misinformation and cannot stand up to inspection. Beijing should face reality, respect public opinion, and promptly abandon systems and ideologies incompatible with democracy and human rights. It should seriously consider political reforms and responsibly resolve its contradictions. Due to policy statements, private participation from Taiwan in the Straits Forum has fallen. Those who echo China's positions will be called into question by the public. Cross-Strait exchanges should maintain reciprocity and dignity and comply with regulations. The people of Taiwan will make their own public comments on the words and deeds of Taiwan politicians attending the Straits Forum.

Taiwan Affairs Office Director Liu Jieyi visited Xiamen to inspect the operation of the Mini Three Links routes between Xiamen and Kinmen. He stated that Kinmen has unique geographical advantages over other counties and cities in the Taiwan area due to its proximity to Xiamen and convenient transportation. Through smoother economic and trade cooperation, infrastructure linkages, energy resource interoperability, and common industry standards, Kinmen can be the first to achieve water, electricity, gas, and bridge links with the coastal areas of Fujian. Kinmen could rely entirely on Fujian and on Xiamen in particular. It could amply benefit from the broad development space and opportunity in the Mainland to rapidly develop and reach new heights of economic development aligned with the trends of the times. This is not only beneficial to Kinmen, but also good for development in the Taiwan area overall. We are pragmatically promoting all of the preliminary work that can be done. When the conditions are ripe, Kinmen can rely on the Mainland. The two sides can also link their infrastructure and energy resources. This will greatly improve the development environment in Kinmen, increase Kinmen's innate power for development, and broaden the prospects for Kinmen's development. The Mainland hopes that compatriots on both sides will work together and remove obstacles so that appropriate linkages can be promptly realized.

The MAC stated that a magnitude 6.0 shallow earthquake struck Changning County in Yibin City, Sichuan Province on the evening of June 17. The government expressed Taiwan's condolences to the Mainland side through the MAC-TAO and SEF-ARATS liaison channels. It hoped that casualties would be minimized and the disaster victims would be able to return to normal life as soon as possible. The government also offered to provide any relief assistance needed.

During a meeting with international experts and scholars attending the Formosa Forum: 2019 Maritime Security Dialogue, President Tsai Ing-wen stated that, over the past few years, the security situation in the Indo-Pacific has grown increasingly complex. China has continued to step up its suppression of Taiwan and expand its maritime power in the Taiwan Strait, East China Sea, and South China Sea. This has undermined the cross-Strait status quo and threatened regional peace and stability. Early this year, China's President Xi Jinping proposed the so-called "one country, two systems" model for Taiwan and continues to exclude Taiwan from the World Health Assembly. China's defense minister has also refused to renounce the use of force against Taiwan. We will continue to defend our sovereignty and reach out to the world. Taiwan is not just a country in the Taiwan Strait, but a member of the larger Pacific community. It is willing to continue dialogue and cooperation with the countries involved to promote peace and protect resources in the South China Sea. The US-China trade dispute is seriously impacting Asia's economic structure and altering the global trade order and supply chains. MAC Minister Chen Ming-tong stated during a visit with Kinmen County Magistrate Yang Cheng-wu that the "one country, two systems model for Taiwan," which the CCP has publicized and promoted since the issuance of Xi Jinping's "five-point proposal," leaves no autonomous space or rights for Taiwan. Beijing has positioned cross-Strait exchanges as "democratic consultations." Facing the current situation, the central and local governments should strategically collaborate and jointly safeguard the nation's sovereignty and democracy. As for the "Mini Four Links" (water, telecommunications, gas, and bridge links across the Taiwan Strait) proposed by the Mainland, there is no need or urgency for such links at this time apart from the water service that has already been inaugurated. Furthermore, the central government must thoroughly weigh and carefully consider any affairs involving cross-Strait coordination, communication, and developments by the central government. The government prioritize the handling of affairs in Taiwan's own hands to promote economic development and the people's livelihood and well-being on outlying islands.

The MAC issued a statement regarding untrue allegations made by a Taiwan Affairs Office (TAO) spokesperson during a press conference, including exaggerated claims of the achievements from united front work and malicious criticism of the MAC. It said that the CCP has long sought to politically and militarily intimidate Taiwan. The Mainland has become even more deliberate in its schemes to coerce Taiwan to accept its wrong political views since the issuance of Xi Jinping's "five-point proposal." This is the main source of the troubles undermining cross-Strait peace. Today, the TAO attempted to shift focus and blame the ROC government through its deceptive comments. This simply proves that the Beijing authorities misjudge the current situation. It also exposes the lie and facade of "one country, two systems" and makes Beijing's underhanded tactics apparent to the people of Taiwan and the international community. It is entirely unhelpful to improving cross-Strait relations and easing internal pressure. The 23 million people of Taiwan will never accept "one country, two systems." This is a "Taiwan consensus." The CCP is launching an intensified new wave of Taiwan-related work. Facing this severe situation, Taiwan's administrative and legislative branches are proactively inspecting and studying revisions to laws and regulations to implement the "security network for democracy" and "seven guiding principle" announced by President Tsai Ing-wen, as well as to strengthen management of exchanges. This is part of Taiwan's strategy to counter the CCP's "one country, two systems," defend national sovereignty and security, and solidify its democratic constitutional government.

He said that the DPP authorities and "Taiwan independence" forces are frightened by the growing closeness and improvement in cross-Strait relations. They have wantonly discredited and smeared as "Red" the media able to objectively report on the situation in the Mainland and support the peaceful development of cross-Strait relations. They have also worked brazenly and underhandedly to pressure, persecute, and escalate the cross-Strait confrontation. Regarding amendments to the National Security Act, the spokesperson stressed that the DPP authorities have plotted to create "one country on each side." They have deliberately created cross-Strait hostility and increased cross-Strait confrontation. Such actions are bound to be spurned by compatriots on both sides. The spokesperson also indicated that "peaceful unification and one country, two systems" fully considers the realities in Taiwan and is the best way to achieve national unification. The specific form of implementing the "one country, two systems" framework in Taiwan will fully consider the actual situation in Taiwan and incorporate the views and proposals of various sectors on both sides. It will amply full care for the interests and feelings of Taiwan compatriots. Regarding Tsai Ing-wen's overseas visit, the spokesperson said that there is only one China in the world and that Taiwan is an inseparable part of China. The Mainland firmly opposes any actions in the international arena designed to create "two Chinas," "one China, one Taiwan" and "Taiwan independence." Any attempts or actions to rely on foreign forces and undermine cross-Strait relations will meet with due consequences.

The Mainland Affairs Council (MAC) released the "Analysis Report: 22 Years After Hong Kong's Handover." The report stated that Hong Kong's "one country, two systems" has come under severe attack and challenge in the past year. Personnel, economic and trade exchanges between Taiwan and Hong Kong grew steadily, but official interaction between the two sides was slowed due to the objective factors across the Taiwan Strait. On the other hand, the Hong Kong government proposed amendments to the Fugitive Offenders Ordinance on the pretext of closing legal loopholes following the murder of a Hong Kong woman in Taiwan. The MAC repeatedly called on the Hong Kong government to withdraw the amendments due to infringement on freedom, human rights and the sovereignty of the ROC. To solve the problem at its root, the MAC also urged the two sides to establish mechanisms for mutual judicial assistance and cooperation.

He said that China has long opposed official interactions between the US and Taiwan and that this position remains firm and clear. The Mainland China urges the US to abide by the one-China principle and the three Sino-US Joint Communiques, not allow Tsai to transit, and cautiously and appropriately handle Taiwan related issues to avoid harming Sino-US relations and peace and stability across the Taiwan Strait. China has also expressed concerns to the US and lodged stern representations.

Every politician, particularly elected heads, needs to share this common belief and principle when conducting cross-strait exchanges, which is, we may be in competition with one another, but we must stand united whilst facing the outside world. He stated that Ms. Joyce Huang, a political commentator/TV host, has repeatedly come under irrational attacks by Taiwan independence forces lately. The cancellation of her TV program, the "Late-Night Punch", due to pressure from the DPP authorities, has caused great indignation among compatriots on both sides. TAO strongly condemned the actions of the DPP authorities.

MAC Minister Chen Ming-tong delivered a speech titled "Democracy and Peace: The Key Words for Developing Cross-Strait Relations" on July 2 local time (night of July 2 Taipei time) in Washington, DC. He emphasized that Taiwan has never been a part of the People’s Repulibc of China (PRC), neither historically nor under international law. Taiwan will never accept the "one country, two systems" and this is currently the "Taiwan consensus." Minister Chen also made three appeals: First, Taiwan's policy of "maintaining peace and stability" is to defend the sovereignty of the Republic of China (ROC) and the greatest well-being of the people of Taiwan. This is the bottom line, not a provocation. Second, the Chinese Communist Party (CCP) should abandon its narrow and unilaterally designed "one country, two systems" political framework for Taiwan and resume communication and dialogue to reduce the risk of misjudging the situation in the Taiwan Strait. Third, the key to cross-strait peace lies in China's democratization. Taiwan is willing to share its experience in reform and transformation with mainland China. The CCP needs to embrace political reform, freedom, democracy, and respect for human rights. Only then can contradictions between the two sides of the Taiwan Strait be resolved and a solution to peaceful co-existence found.

The MAC issued a press release on the Legislative Yuan's passage of draft amendments to Article 9, Article 9-3 and Article 91 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. ,The government has consistently upheld the principle of "equal, dignified, healthy, and orderly" exchanges when it comes to  establishing sound environment for cross-strait exchanges, and strengthening management of civil servants traveling to the Mainland is no exception. Facing mainland China's relentless and negative united front actions aiming to divide Taiwan, the government needs to strengthen its management of serving, retired, or discharged civil servants and military personnel visiting the Mainland based on the particularities of cross-strait relations. The amended law will have no impact on ordinary people, nor will it affect the majority of retired or discharged personnel visiting the Mainland for general exchange activities. It can, however, prevent disorderly exchanges impact the nation’s overall interests.

Taiwan Affairs Office Director Liu Jieyi spoke at the 12th Tianjin Taiwan Investment Fair and the 2019 Tianjin Taiwan Commodity Expo. He said that compatriots on both sides of the Taiwan Strait belong to one family; strengthening economic exchange and integrated development across the strait not only are in line with the fundamental interests of compatriots on both sides of the Taiwan Strait, but will also enhance the well-being of Taiwan compatriots in the future. Since June, former KMT Chairman Hung Hsiu-chu, New Party Chairman Yok Mu-ming, Taiwan legislator Kao Chin Su-mei, and other people of insight have led delegations to the Mainland to start dialogue and consultations. Consensus in a number of important areas was reached, including jointly opposing Taiwan independence separatism, jointly advancing the process toward peaceful [re]unification of China, achieving national rejuvenation, deepening the development of cross-strait integration, promoting cross-strait cultural interchange as well as exchanges among the youth and the grassroots, strengthening national unity, and etc. Liu said this development fully illustrates that the pursuit of a just cause and people's shared aspirations are unstoppable.

In a speech at the Shanghai-Taipei City Forum, Shanghai Mayor Ying Yong stated that Shanghai has always upheld the concept of "two sides of the Taiwan Strait are one family." Shanghai has progressively provided Taiwan compatriots equal treatments, as enjoyed by Shanghai residents, when it comes to studying, starting businesses, working, and living.  By doing so, this would help to further promote economic and cultural exchanges and cooperation between Shanghai and Taiwan.

Regarding the meeting in between Taipei Mayor Ko Wen-je go and Taiwan Affairs Office Director Liu Jieyi during Mayor Ko's visit to the Mainland for the twin city forum, the MAC stated that city-to-city exchanges should return the basic principles of city government interaction and need not to be extended and expanded beyond. The setting of political preconditions or requirements of advance "pass phrases" are not healthy and should not serve as a model for cross-strait exchanges. Cross-strait policy is under the authority of the central government. The twin-city forum is only "an exchange platform between two cities." It is not an "official communication platform between the two sides of the Taiwan Strait," nor can it represent all sectors of Taiwan. There can be no compromise on cross-strait peace. This is the consensus of the people of Taiwan.

In a speech delivered at the Second Cross-Strait Youth Development Forum, Secretary of Zhejiang Provincial Party Committee Che Jun stated that Zhejiang would introduce five specific measures based on the "76 implementation opinions" for carrying out the CCP central government's "31 measures": 1) Fully implemented the "31 measures" and the "76 implementation opinions"; 2) Provide 3,000 internship/working opportunities for Taiwanese youth, including around 1,800 high-quality positions at private and state-owned enterprises, financial institutions, and business units in Zhejiang Province and around 1,200 positions at Taiwanese enterprises in the province; 3) Provide free e-commerce training for no fewer than 1,000 young people from Taiwan each year; 4) Allow Taiwan students to enroll at 29 colleges and universities, including Zhejiang University and China Academy of Art; and 5) Encourage young Makers from Taiwan to participate in the Chinese Design Award and other important design competitions held in Zhejiang Province to share opportunities for innovative development in Zhejiang.

He said that the US move flagrantly interferes in China's domestic affairs and serious damages peace and stability across the Taiwan Strait. The Mainland firmly opposes it. The US should immediately withdraw all planned arms sales to Taiwan and stop sending seriously wrong signals to Taiwan independence separatist forces. The Mainland China once again warned the DPP authorities that they will only bring trouble to themselves and reap what they sow by relying on foreign forces and elevating opposition. Regarding media reports claiming that Taiwan would be gathering data on agricultural product procurement by Mainland enterprises, Ma said that agricultural products sales pertain to the immediate interests of Taiwanese farmers, yet the DPP authorities, caring only for their immediate election interests, constantly use such an issue to create cross-strait hostility by various means and undermine cross-strait relations. DPP's current manipulation of agricultural product procurement directly violates the interests of Taiwan's farmers and fishermen and is universally condemned by the people of Taiwan.

Mainland China's Defense Ministry spokesman Wu Qian said that China is strongly dissatisfied and resolute opposed to the US arms sales to Taiwan and has already made stern representations to the US. US erroneous behavior seriously violates the "one China" principle and the three Sino-US Joint Communiqués, especially the August 17 Communiqué, which stressed on interference with China's internal affairs and damaging of China's sovereignty and security interests. Such action seriously harms the development of Sino-US military relations, and gravely threatens peace and stability in the Taiwan Strait. China urges the US keep its promises, abide by the one-China principle and the three Sino-US joint communiqués, so as to immediately withdraw the planned arms sales to Taiwan, and stop all forms of US-Taiwan military communication to avoid causing further damage to the Sino-US military relationship.

She mentioned in her remarks that Taiwan may not be large, but it is an irreplaceable member of the international community. Taiwan is not, and will never be, intimidated. The challenges Taiwan faces only serve to strengthen its resolve to engage with the international community. The 23 million people of Taiwan have a right to participate in international affairs, and this right should not be subject to political preconditions. When asked about the negative reporting posted on some social media platforms, the president stated that this is part of China's information warfare campaign against Taiwan, and a classic case of using agents to create and spread fake news via the media to foment antagonism and conflict in Taiwan society. This is a major threat to Taiwan's democracy. Therefore, the government has been working for some time now to beef up Taiwan's security network for democracy and intends to use the law and policies to give society strong protective mechanisms.

The MAC issued a press release on the unreasonable interference by the CCP Ministry of Foreign Affairs and Taiwan Affairs Office in President Tsai Ing-wen's overseas visit and transit stop. It stated that, during President Tsai’s Journey of Freedom, Democracy, and Sustainability, she visited allies and made transit stops in the US to maintain alliance and engage in normal exchanges and interaction with various parties highlighting the alliance on national sovereignty and democratic values. The visit has gained Taiwan’s public support and the Mainland authorities have absolutely no right intervene. The MAC reiterated that Beijing's incessant scheming to diplomatically pressure and militarily intimidate Taiwan, and coerce Taiwan into accepting its narrow "one-China principle" political proposition is the biggest threat to Taiwan's national security. Taiwan will never just sit back and surrender, but to continue to defend itself and counter the threats and challenges posed by the CCP’s bullying and inducement measures. The government will defend the nation's sovereignty, security, and democratic constitutional system. The MAC warned the Mainland not to fabricate excuses to create trouble. Any attempt to create tension in the Taiwan Strait will absolutely backfire and will not be accepted by the international community and the people of Taiwan.

The MAC expressed regret over the Mainland China's unilateral suspension of individual travel to Taiwan by Mainland tourists. Individual travel to Taiwan by Mainland tourists is handled according to the First Amendment to the Cross-Strait Agreement on Travel by Mainland Residents to Taiwan achieved by an exchange of letters between the Strait Exchange Foundation (SEF) and the Assocaition for Relations across the Taiwan Strait (ARATS) and other related documents. The Mainland's failure to communicate with Taiwan unilaterally undermines the agreement. The two sides of the Taiwan Strait are mutually responsible for the development of cross-strait relations, any action taken shall be in line with the interests and welfare of the people. The MAC do not want to see normal tourism exchanges between the people on both sides of the Strait be affected by political interference. The MAC called on the Mainland China to resolve differences between the two sides as soon as possible through communication without political preconditions to help maintain cross-Strait peace and stability.

The report indicated the security risks and challenges mainland China now faces cannot be overlooked. The fight against separatists has become more acute. The DPP authorities stubbornly stick to "Taiwan independence" and refuse to recognize the 1992 Consensus, which embodies the one-China principle. They have gone further down the path of separatism by stepping up efforts to sever the connection with the Mainland in favor of gradual independence, pushing for de jure independence, intensifying hostility and confrontation, and borrowing the strength of foreign influence. The "Taiwan independence" separatist forces and their actions remain the gravest immediate threat to peace and stability in the Taiwan Strait and the biggest barrier hindering the peaceful reunification of the country. The Mainland China makes no promise to renounce the use of force, and reserve the option of taking all necessary measures. This is by no means targeted at compatriots in Taiwan, but at the interference of external forces and the very small number of "Taiwan independence" separatists and their activities. By making this policy decision at this time, China is making a huge strategic error. Independent travel is the best way for young people from China to get to know Taiwan. It makes cross-Strait exchanges as natural and sincere as possible. President Tsai declared to the Beijing authorities that China's use of tourists as a political tool only alienates Taiwanese. Tourism should not be politicized, politicized tourism will not develop stably. The president addressed China's recent military activities and drills in the Taiwan Strait and the surrounding land, sea and air space, saying that whenever there's an election campaign in Taiwan, China ramps up its rhetorical and military bluster. The survey also found that more than 80% of the public support the government's policy to enhance Taiwan's self-defense capability, refuse the "one country, two systems model for Taiwan," and safeguard national sovereignty and Taiwan's democracy (80.2%) and oppose Beijing's united front work to infiltrate, win over, and divide Taiwanese society (85.9%). More than 60% of the public approve the five amendments to national security related legislations to gradually improve the "security network for democracy" (61.4%).

The status quo in Taiwan is actually very clear. Our sovereignty is independent and forms the foundation on which we have built a free democracy. Some say "Today's Hong Kong is tomorrow's Taiwan," but it would be better to say that we hope "Today's Taiwan is tomorrow's Hong Kong." President Tsai also stated that China's military operations in the Taiwan Strait are increasing and growing in scale. China's ambitions are not limited to the Taiwan Strait, but encompass the entire region. The president thanked the Trump administration for its decision recent decision to sell arms to Taiwan. She said she trusted that this move intends to strengthen Taiwan's self-defense ability and is stipulated by the Taiwan Relations Act. President Tsai also said that the Mini Three Links initiated during her time as minister of the MAC created a highly convenient channel for contact between the two sides of the Taiwan Strait and provide a vital means for contact between the two sides. In opening remarks presented at the International Symposium on "Development and Challenges in Current PRC," MAC Minister Chen Ming-tong stated that facing the challenges posed by internal and external developments, the CCP has continued to wield the "three magic weapons" it used during the revolutionary period, namely: "united front work, armed struggle, and party-building." Taiwan is on the frontline of the CCP's deployment of these "three magic weapons." Early this year, Xi Jinping announced the so-called "Xi's five points" to advance the unification agenda under "one country, two systems." He also indicated that the Mainland would not renounce the use of force. This is an official declaration that the PRC will annex the ROC. The CCP's provocations not only threaten peace in the Taiwan Strait, but also gravely violate international law and the principle of peace in international relations. Taiwan has never been a part of the PRC, from a historical perspective or under international law. The 23 million people of Taiwan will never accept Beijing's "one country, two systems." Nor will they ever bow to the threats of this hegemonic power. The Mainland's enduring unwillingness to face up to the ROC is the cause of the current impasse between the two sides. Beijing alone bears the responsibility for this. The key to cross-Strait peace lies in the democratization of mainland China and Taiwan offers the best experience to learn from. The CCP can only resolve the contradictions it faces by embracing political reforms, implementing liberal democracy, and respecting human rights. Only then will the people be fully convinced.

It urges the Beijing authorities to honor their commitment to allow Hong Kong a high degree of autonomy and to not use the concern for the people of Hong Kong by Taiwan and other countries as an excuse for accusations of interference by outside forces. Second, the government supports the Hong Kong people's struggle for democracy and freedom and handles all Taiwan-Hong Kong exchanges, as well as travel to Taiwan by Hong Kong residents, in accordance with the law. Third, for Hong Kong students studying in Taiwan, the Mainland Affairs Council (MAC) and the Ministry of Education (MoE) should do their best to provide assistance so that those students can focus on their studies. Fourth, the situation in Hong Kong has entered a critical phase. National security and administrative agencies must closely monitor developments in Hong Kong, as well as assess the possible impact of those changes, and be prepared to respond.

Five cities in southwest of the Fujian province jointly announced at the 2019 China International Fair for Investment and Trade (CIFIT) in Xiamen plans to design a consolidated policy targeting Taiwanese talents, which includes strengthening national and provincial level cooperation on cross-Strait youth entrepreneurship and employment bases. The cities will also form a delegation to attract Taiwanese youth to Fujian for innovative entrepreneurship and turn Fujian into the best base for Taiwanese talents. On the same day, Xiamen, Zhangzhou, Quanzhou, Sanming, and Longyan signed the Southwest Fujian Talent Cooperation Framework Agreement, under which cross-Strait cooperation plays an important role. Under the framework agreement, the five cities in southwest Fujian will coordinate regional resources through the Straits Forum and other platforms, jointly launch meetings on cross-Strait talent and institutional cooperation, as well as organize Taiwan professional recruitment fairs and other activities to jointly promote talent exchange between Fujian and Taiwan. They also announced various city platforms for Taiwan talent development in high-end manufacturing, modern services, modern agriculture, and other industries.

The MAC issued a press release in regards to Taiwan Affairs Office spokesman Ma Xiaoguang's statement that Taiwan national Lee Meng-chu is under legal investigation for "allegedly engaged in illegal activities that endanger state security." MAC stressed that the Mainland should immediately provide a full explanation of Mr. Lee Meng-chu's whereabouts, the law he allegedly violated, and how long he has been detained. In fact, under the Cross-Strait Joint Crime-Fighting and Judicial Mutual Assistance Agreement,  the Mainland is obliged to inform Taiwan and Mr. Lee's family of the detention, promptly arrange Mr. Lee's family to visit him, and grant Mr. Lee the right to counsel to protect his due judicial rights.

This has created a "green terror," a "chilling effect," and raised strong doubts and widespread opposition from the public. He warned the DPP authorities to make a halt before it is too late.

The Ministry of Foreign Affairs issued a press release declaring that the ROC government is terminating diplomatic relations with Solomon Islands with immediate effect. It also indicated that the government of China has once again resorted to dollar diplomacy and false promises of large amounts of foreign assistance to buy off a small number of politicians, so as to ensure that the government of Solomon Islands adopted a resolution to terminate relations with Taiwan before China's National Day. Beijing's purpose is to diminish Taiwan's international presence, hurt the Taiwanese people, and gradually suppress and eliminate Taiwan's sovereignty. Taiwan has responded to these actions with the sternest condemnation as they are not only a threat to Taiwan, but also a brazen challenge and detriment to the international order. China has sought to damage the morale of the Taiwanese people and force Taiwan to accept the "one country, two systems" by luring away its diplomatic allies and stepping up pressure on it across the board. Though Taiwan's political parties may hold different views regarding cross-Strait relations, an overwhelming consensus in rejecting "one country, two systems" Is shared by the people. Though China may be able to temporarily stir up opinions by poaching Taiwan’s diplomatic allies, these actions are ultimately only detrimental to the development of cross-Strait relations.

The Entry and Exit Visa Administrative Office of the Xiamen Public Security Bureau announced that exit and entry administration departments in Xiamen would resume processing applications for individual travel endorsement to Kinmen, Matsu, and Penghu from September 20. The ministry emphasized that the ROC (Taiwan) is a democratic, independent and sovereign nation. Taiwan is not a province of the PRC. The government of the PRC has never ruled over Taiwan for even a single day. This objective and clear fact cannot be changed by China's intimidation of Taiwan.

The National Security Council's Task Force to Respond to New Developments in Cross-Strait Relations convened a meeting on September 23 and submitted an in-house report, Comprehensive Analysis: China's Escalation of Threats Against Taiwan and Interference in Taiwan Elections. The report noted that China has recently subjected Taiwan to wave after wave of suppression and intimidation including conducting constant military exercises aimed at Taiwan; temporarily suspending permits for individual tourists and large-scale reduction of tourist groups permitted to travel to Taiwan; boycotting the Taipei Golden Horse Film Festival and Awards; and offering monetary inducements to convince the Solomon Islands and the Republic of Kiribati to cut diplomatic ties. It is thus clear that China will utilize any and all means to interfere with Taiwan's presidential and legislative elections in 2020.

It reiterated that the PRC has never ruled Taiwan and has no right to represent the Taiwanese people in international organizations. As a sovereign and independent nation, the ROC undeniably has the right to take part in ICAO meetings, mechanisms and activities in accordance with ICAO rules and regulations. UN General Assembly Resolution 2758 as well as related ICAO resolutions only addressed the issue of China's representation, but did not determine Taiwan is part of China. The remarks by the Chinese representative constitute a deliberate attempt at misleading international audiences and obfuscating the truth.

We will thoroughly implement the important statements of General Secretary Xi Jinping on Taiwan-related work while adhering to the principle of one family across the Strait. In a speech presented at the 2019 Double Tenth National Day Celebration, President Tsai Ing-wen stated that Taiwan is in the midst of change. However, China still threatens to impose its "one country, two systems model for Taiwan." Their diplomatic offensives and military coercion pose a serious challenge to regional stability and peace. The overwhelming consensus among Taiwan's 23 million people is our rejection of "one country, two systems," regardless of party affiliation or political position. The ROC has stood tall on Taiwan for over 70 years. If we were to accept "one country, two systems," there would no longer be room for the ROC's existence. China's rise and expansion challenges free, democratic values, and the global order. As the strategic forefront of the Indo-Pacific region, Taiwan has become the first line of defense for democratic values. It must fulfill its responsibilities to the international community. We will not act provocatively or rashly. Rather, we will work with like-minded countries to ensure that the peaceful and stable cross-Strait status quo is not unilaterally altered.

During a meeting with a delegation led by Ted Cruz, member of the US Senate Foreign Relations Committee, President Tsai Ing-wen stated that, thanks to Senator Cruz's staunch support, issues important to Taiwan have been included in the annual US National Defense Authorization Act; this year, that Act reaffirms that the Taiwan Relations Act and Six Assurances are the cornerstones of Taiwan-US relations. It also encourages strengthening Taiwan-US cooperation and exchanges to boost Taiwan's self-defense capabilities. In addition to military exchanges and cooperation that help Taiwan and the United States work together to safeguard a free and open Indo-Pacific, we also look forward to signing a bilateral trade agreement, and continuing to deepen our partnership, so that together we can promote industrial development in both countries.

The MAC issued a press release in response to remarks by the KMT and the national policy team of its presidential candidate Han Kuo-yu. It stated that the deterioration of cross-Strait relations owes primarily to the CCP's intent to change the cross-Strait status quo with its "one country, two systems model for Taiwan." The CCP has clearly revealed its true authoritarian and totalitarian colors since unveiling Xi Jinping's "five-point proposal." The Beijing authorities have unilaterally severed existing cross-Strait communication and contact, intensified diplomatic and military suppression of Taiwan, and sought to infiltrate and divide Taiwan. Its purpose is to force Taiwan into accepting "one country, two systems" with no room for the ROC to exist. Nearly 90% of the people in Taiwan firmly oppose "one country, two systems." The international community is also alerted by the CCP's hegemonic expansion and has taken countermeasures. Facing the cross-Strait changes advanced by the CCP's provocations, major political parties and politicians in Taiwan should be on high alert and acknowledge that compromises and concessions do not guarantee sovereignty and democracy.

The MAC issued a press release in response to inappropriate comments by the Taiwan Affairs Office regarding President Tsai Ing-wen's National Day Address. It stated that the president's National Day Address clearly reflects the solidarity of the Taiwanese people to "defend sovereignty and safeguard democracy," their collective will to "strengthen Taiwan and engage with the world," and the mainstream view to refuse "one country, two systems." It also indicated that, since laying out Xi Jinping's "five-point proposal," the Beijing authorities have tried to coerce Taiwan into accepting "one country, two systems" and escalated malicious pressure against Taiwan. The international community and public opinion in Taiwan all point to the CCP as the source undermining peace in the Taiwan Strait and bringing conflict and disorder to regional security. The MAC warned the CCP authorities that Taiwan has clearly rejected "one country, two systems." Beijing should stop further disgracing itself through its harassment and badgering. The ROC is a sovereign country. This is a reality established in international relations. The people of Taiwan hope for cross-Strait peace, but they will never compromise under threats.

Taiwan Affairs Office spokesman Ma Xiaoguang stated that remarks made by President Tsai Ing-wen on cross-Strait relations in her October 10 speech are full of confrontational thinking and hostility and motivated by election interests. The speech tried to create a hostile atmosphere against the Mainland by smearing and attacking the "one country, two systems" policy and suppressing the mainstream public opinion of Taiwanese people who want to develop the economy, improve people's livelihood and ease tensions in cross-Strait relations. By creating cross-Strait confrontation and undermining peace and stability across the Taiwan Strait, the DPP again lays bare its "Taiwan independence" nature. The Mainland warns the DPP authorities that confrontation will lead nowhere and seeking 'Taiwan independence' is a dead-end. The progress of the cross-Strait situation towards peace and stability and the continued development of cross-Strait relations is the trend of our times. It cannot be stopped by anyone or any force. Those who harm the interests of the people and go against the will of the public and the spirit of the times will be swept away by the tide of history.

More than 40 experts and scholars from both sides of the Strait discussed research results and progress on cross-Strait engineering technology and applications, as well as shared opinions and suggestions in this area.

During the Cross-Strait Yandi Shennong Cultural and Economic Exchange activity, Taiwan Affairs Office Deputy Director Long Mingbiao stated that the DPP administration's refusal to recognize the 1992 Consensus embodying the one-China principle undermines the political basis for the peaceful development of cross-Strait relations and is a vain attempt to cut the cross-Strait cultural umbilical cord; it is also an act that Taiwan compatriots must vigilantly and resolutely oppose. Taiwan Affairs Office spokesperson Ma Xiaoguang stated during a regular press conference that travel by Mainland residents to Taiwan during the Golden Week period starting on October 1 fell sharply year-on-year. The atmosphere for cross-Strait exchanges has worsened amidst the DPP authorities' incessant beating of the "Taiwan independence" drum and this has inevitably affected the Mainland people’s will to visit Taiwan. Taiwan can prosper only when cross-Strait relations are strong. Responding to a question regarding the symposium on the construction of cross-Strait bridges linking the Mainland with Kinmen and Matsu, the spokesperson stated that both sides should enhance linkages wherever possible, starting with the establishment of water, electricity, gas, and bridge connections from coastal Fujian to Kinmen and Matsu. The two bridges are important initiatives that will benefit Taiwan compatriots and satisfy daily life demands of the Kinmen and Matsu people. They will also support the promotion of cross-Strait economic and social integration and development. The spokesperson stated that the deliberate exploitation of a "sense of the nation’s impending doom" is a cup of poison intended to incite cross-Strait confrontation and hostility, and is aimed to people for election interests.

He said that, at the 40th anniversary commemoration of the "Message to Taiwan Compatriots," General Secretary Xi Jinping laid out five important policy positions to advance peaceful unification of the motherland, calling for deeper development of cross-Strait integration and realization of a foundation for peaceful unification. The Mainland will first share development opportunities with Taiwan compatriots and provide equal treatment to Taiwanese people and companies in the Mainland. The Mainland must actively institutionalize cross-Strait economic cooperation and create a common market for the two sides. Guangdong Province has introduced a series of policies to help Taiwanese enterprises transform and upgrade and also to support Taiwan youth employment and entrepreneurship. These policies strongly support young Taiwanese entrepreneurs investing and starting businesses in the Mainland. They will also help to accelerate the integrated economic and social development of Guangdong and Taiwan.

Deputy Director of the Taiwan Affairs Office Chen Yuanfeng stated at the Sixth World Internet Conference that, Chinese culture is the "root" and "soul" of compatriots on both sides of the Taiwan Strait. The two sides share the common task of finding ways to use internet technology to jointly carry forward and promote traditional Chinese culture. He made a four-point proposal calling for constant advancement of cultural and national identity among compatriots on both sides; the use of modern information technology to pool the ingenuity of compatriots on both sides to pioneer new ground; joint efforts by compatriots on both sides to increase the influence and competitiveness of Chinese culture in the world; and joint development of integrated cross-Strait internet industries to advance the welfare of compatriots on both sides of the Strait.

The Hong Kong government issued a press release on the Chan Tong-kai homicide case. It stated that allegations regarding Chan having been manipulated to surrender or that his decision was out of political maneuvering are totally groundless. There is no laws currently in place to allow Hong Kong to extradite Chan to Taiwan, or to pursue any criminal juridical assistance with Taiwan. As Chan has stated his willingness to surrender himself voluntarily to Taiwan, Taiwan authorities should handle the case in accordance with its protocol in handling similar self-surrender cases. The Hong Kong government hopes for Taiwan to take positive and pragmatic action in receiving  a wanted self-surrendered person, and will offer all necessary assistance within the legal limits of Hong Kong.

The MAC issued a statement in response to Taiwan-related remarks made by the Mainland National Defense Minister at the Xiangshan Forum. It said that the Forum has become a stage for the CCP to lambaste the US and intimidate Taiwan. It does not contribute to dialogue on Asia-Pacific security and undermines regional peace. The CCP has never relinquished the threat of using force against Taiwan. It has attempted to use the issue of consuming Taiwan to incite nationalism and enmity in the Mainland towards Taiwan and cover up the shortcomings of its rule. It also further highlights Beijing's adherence to ossified hegemonic thinking that prevents pragmatic improvement of cross-Strait relations. Military intimidation will not shake the determination of Taiwan's 23 million people's to defend their sovereignty and democracy. The Beijing authorities should immediately put away their unrealistic delusions of "achieving unification by force."

The MAC issued a statement in regards to the surrender of suspect Chan Tong-kai in Taiwan for the murder of a Hong Kong girl. The MAC stressed that legal redress in this case is made impossible by the Hong Kong government's denial of jurisdiction and maneuvering to allow the suspect to travel alone to Taiwan. Justice can only be served if the Hong Kong side provides evidence and assistance to Taiwan's judicial units in the investigation through mutual judicial assistance. Hong Kong has claimed that it can provide Taiwan legal and practical assistance. Taiwan's position on requesting that the suspect be sent to Taiwan through judicial mutual assistance has not changed. We suggest that both sides promptly discuss the establishment of a judicial mutual assistance mechanism between Taiwan and Hong Kong so as to effectively handle Chan's case and fully protect the safety and well-being of the people on both sides.

Mainland National Defense Minister Wei Fenghe stated in a speech at the opening ceremony of the Ninth Beijing Xiangshan Forum that China is committed to promoting the peaceful development of cross-Strait relations and the peaceful reunification of the country. However, China will never allow Taiwan independence separatists to have their way, nor will it allow interference by any external forces. Certain countries’ intervention in another’s regional or internal affairs is the true cause behind wars and turbulence. “Big stick policy and long-arm jurisdiction” cannot solve problems, neither can sanctions and pressure. The Chinese people do not heed or fear such tactics. Advancing China's reunification is a just cause, while separatist activities are doomed to failure.

During an interview following a visit to Yuanlin Temple, President Tsai Ing-wen stated that, on the matter of whether Chan Tong-kai should stand trial in Taiwan, the refusal of the Hong Kong government to exercise jurisdiction in this case denies justice to Hong Kong victims and shows disregard for judicial prosecution. This is bad for Hong Kong over the long term. Because the crime occurred in Taiwan, we are willing to exercise jurisdiction. But the Hong Kong government must provide the necessary assistance. Otherwise it would be impossible to obtain all of the information and evidence needed for investigation and trial.

MAC Deputy Minister Chiu Chui-Cheng, Ministry of the Interior Deputy Minister Chen Tsung-yen, and Ministry of Justice Deputy Minister Chang Tou-Hui held a joint press conference on the Chan Tong-kai case. They stated that, after failing to receive a positive response from Hong Kong, Taiwan sent a formal letter to the Hong Kong authority through existing channels between the two sides so that justice could be served and the case could be pragmatically handled. The letter expressed hope that Hong Kong would comply with its earlier public pledge and assist Taiwan according to the request of the judicial cooperation in criminal matters we proposed. We also hope that Hong Kong will provide relevant case files and evidence for the Taiwanese personnel to bring back. As Chan has been accused of a felony, there is concern he may flee the region or destroy relevant evidence, it is hoped that Hong Kong will assist Taiwanese personnel with the confirmation of the suspect's identity and the escort so as to prevent the criminal from walking free.

Peace does not come about by making compromises or backing down. It depends on maintaining the most solid defense and a united will to show the world our determination to protect our sovereignty. After three years of hard work, we have many achievements reached in our indigenous aircraft and naval vessel programs. With the backing of our strong defense force, Taiwan is showing the world its determination to defend its freedom, democracy, and sovereignty, while also allowing Taiwan to become a defender of regional peace.

Regarding the Chan Tong-kai homicide case, the MAC issued a press release on the Hong Kong Government's refusal to allow Taiwan prosecutors and police officers to bring back the suspect and evidence. It stated that the Hong Kong government first deliberately renounced its own jurisdiction and then ignored Taiwan's requests, intentionally procrastinated, and refused to hand over the suspect to Taiwan. It even openly suggested that the suspect could fly to Taiwan unescorted. Based on international norms for mutual judicial assistance, Taiwan requested that, with the consent of the Hong Kong government and the cooperation of Hong Kong local law enforcement, Taiwanese prosecutors and police officers be allowed into Hong Kong and escort the suspect back to Taiwan. The MAC reiterated that the Taiwan government has demonstrated effort and sincere willingness to work with Hong Kong to bring justice for the victim's family. However, the Hong Kong government has completely ignored this goodwill. We hereby warn the Hong Kong government that it alone must bear the consequences.

The MAC announced the results of a routine public opinion survey. Nearly 90% of the respondents disapprove the CCP's "one country, two systems" initiative (89.3%) and oppose its saber-rattling against Taiwan (89.3%). Moreover, 80% of the respondents disagree with the CCP's recent poaching of Taiwan's diplomatic allies and obstruction of Taiwan's participation in the international arena (80.1%). Since the CCP laid out the "Xi's five-point" in January this year, opposition to "one country, two systems" in Taiwan rose by 13.9% from 75.4%. Furthermore, the percentage of respondents considering that the CCP authorities are unfriendly towards the ROC government and the people of Taiwan also rose to recent highs of 69.4% and 54.6%, respectively.

During a regular press conference, Mainland Ministry of Foreign Affairs spokesperson Hua Chunying stated that US Vice President Mike Pence wantonly criticized China's domestic and foreign policies in his October 24 speech. These remarks, just like those of his speech last October, are full of political bias and lies, and reveal nothing but his arrogance and hypocrisy. China expresses strong indignation and firm opposition to them. The Chinese government resolutely safeguards national sovereignty, security and development interests. Issues relating to Taiwan, Hong Kong and Xinjiang are all China's domestic affairs in which no external forces shall interfere. Any attempt at undermining China's national unity, ethnic solidarity, and social stability or pinning blame on China is bound to be condemned by history.

Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Zheng Jianbang stated at the Fourth Cross-Strait Youth Peaceful Development Forum that the two sides are part of an inseparable "community of fate." Closer cross-Strait relations are the key to the future of Taiwan and the vast number of Taiwan compatriots. The Mainland hopes that aspiring young people on both sides of the Strait will work for the well-being of their compatriots, embrace the mission of the revival of the Chinese nation, and strive to defend and uphold the "1992 Consensus" embodying the "one China" principle. There can be no compromise in the struggle against "Taiwan independence." The two sides must deepen integrated development between compatriots on both sides, promote due cross-Strait linkages, and advance integrated development; jointly carry on China's culture and excellent traditions, and promote a shared mindset among compatriots on both sides; and further strengthen cooperation and promote the in-depth and continuous development of cross-Strait youth exchanges.

The MAC issued a press release addressing comments made by the magistrate of Penghu County with respect to the Mini Three Links. It stated that the government is committed to facilitating sea and air transportation between Penghu and mainland China to attract more Mainland tourists to Penghu. The government has approved Magong Harbor as a Mini Three Links and Three Links direct cross-Strait shipping port. It has also designated Magong Airport as a Three Links airport for direct cross-Strait air transportation. The central government may, upon request by the Penghu County Government and in accordance to existing policies and regulations, coordinate in the handling of matters related to direct cross-Strait sea and air transport links. There is no separate need to obtain consent from the central government.

A communiqué issued at the fourth plenary session of the 19th Central Committee of the CCP stressed the significant advantages of adhering to "one country, two systems," maintaining the long-term prosperity and stability of Hong Kong and Macao, and promoting the peaceful reunification of the motherland. Upholding and improving the institutional framework of "one country, two systems," promoting the peaceful reunification of the motherland, and "one country, two systems" are important mechanisms for the party in leading the people to realizing the peaceful reunification of the motherland. The Mainland must firmly advance the peaceful reunification of the motherland, improve institutional arrangements and policy measures to promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, guarantee the well-being of Taiwan compatriots, and unite Taiwan compatriots to oppose "Taiwan independence" and promote reunification.

President Tsai Ing-wen thanked the US Senate for passing the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act at an interview following the 50th anniversary celebration of the Taipei Association of Interior Designers. Regarding a CCP internal assessment that "it is better to strike early rather than late" on the Taiwan issue, she said that Taiwan must be constantly vigilant and prepare its security defenses to the fullest in the face of China's saber rattling and steady advance. Autonomous defense, military procurement, and the training of military personnel are all vital tasks. Regarding claims by Taiwan Affairs Office spokesperson Ma Xiaoguang that the DPP "relies on foreign forces," she said that Taiwan has always sought to be friends with people around the world. Beijing's perspectives are very narrow-minded and China-centric. Regarding the "CCP Agent" draft bill, the president said that a legal mechanism is necessary to help the government accurately prevent China's increasingly serious infiltration of Taiwan at all levels.

Taiwan Affairs Office spokesperson Ma Xiaoguang responded to questions on the termination of the Economic Cooperation Framework Agreement (ECFA) at a regular press conference. He stated that the signing of the ECFA follow-up service trade agreement failed to enter into force, negotiations on the goods and trade agreement were interrupted, and the ECFA was unable to benefit more Taiwan compatriots. It is clear at a glance who is working for the well-being of compatriots and industries on both sides of the Strait, and who is harming the interests of compatriots and industries on both sides of the Strait in order to seek political self-interest. He stated that the "CCP Agent” draft bill represents the resurgence of the White Terror. Its purpose is to incite cross-Strait confrontation and create hostility between the two sides. The spokesperson warned DPP authorities to rein in at the brink of the precipice. In response to a question concerning comments made by US Vice President Mike Pence on October 24, he said that the DPP authority is banking on foreign forces to build itself up and is willing to serve as a pawn for them. Taiwan affairs, which are purely China's internal affairs, brook no external interference. He urged the US to properly handle Taiwan affairs and not send wrong signals to "Taiwan independence" forces.

During a meeting with Dr. Richard Bush, Brookings Institution Chen-Fu and Cecilia Yen Koo Chair in Taiwan Studies, President Tsai Ing-wen stated that mutual understanding and cooperation between Taiwan and the US has advanced and regional relations have grown stronger with the holding of the Civil Society Dialogue on Securing Religious Freedom in the Indo-Pacific Region in March, the Indo-Pacific Democratic Governance Consultations in September, and the Pacific Islands Dialogue this month. She thanked the US Congress for its bipartisan support, saying it is a recognition of Taiwan's longstanding commitment to democracy and efforts to maintain the peaceful, stable, and prosperous status quo in the Indo-Pacific region. The ROC (Taiwan) is located at the strategic forefront of the Indo-Pacific region and is the first line of defense for democratic values. As an important member of the region, we will honor our international responsibilities, we will not act provocatively or rashly, and we will ensure that the peaceful and stable cross-Strait status quo is not unilaterally changed.

During the meeting, Taiwan Affairs Office Deputy Director Long Mingbiao noted that 102 places have issued specific opinions on implementation of the "31 Measures" since their launch in 2018. Deputy Governor of the People's Bank of China (PBC) Chen Yulu indicated that, based on adhering to the "1992 Consensus," the mainland would actively conduct cross-Strait monetary cooperation and consultation and promote the steady development of offshore renmibi (RMB) business in Taiwan. Deputy Director of the Ministry of Public Security's Public Order Administration Huang Shuangquan said that more than 100,000 residence permits for Taiwan residents have been issued since implementation of the Measures on the Application and Issuance of Residence Permits for Hong Kong, Macao, and Taiwan Residents.

During a visit to Qingyun Temple and Fengshan Temple in Kaohsiung, President Tsai Ing-wen stated that mainland China has relentlessly pursued its diplomatic offensive, military coercion, and pressuring of Taiwan in recent years. Mainland China has strong ambitions towards all countries in Asia. Support for Taiwan from the international community and among like-minded countries has been growing due to the awareness of the increasing pressure mainland China is placing on Taiwan. The world is watching the choice of the Taiwanese people and the strength of their resolve to protect their sovereignty, democracy, and freedom. She therefore urged the people of Taiwan to show their will and work together to protect Taiwan's sovereignty, democracy, and freedom.

The Taiwan Affairs Office, Central Commercial Organization Department of the China National Development and Reform Commission, and 18 other Mainland agencies issued the Measures to Further Promote Economic and Cultural Exchanges and Cooperation across the Taiwan Strait and noted that these "26 measures" were formulated in the same spirit as the "31 measures." Thirteen of the new measures allow Taiwan-funded companies to participate equally in the investment and construction of China's major technical equipment, 5G, circular economy, civil aviation, theme parks, and new types of financial institutions. Taiwanese firms can now enjoy financing, trade remedies, export credit insurance, import and export facilitation, and standard formulation as local companies. They can also support the construction of demonstration sites for cross-Strait youth employment and entrepreneurship. The other 13 measures are directed at providing equal treatment to Taiwanese people, including further facilitation and support in the areas of consular protection, agricultural cooperation, transportation, communication charges, home purchase requirements, culture and sports, professional title review, and admissions and examinations.

Taiwan Affairs Office Spokesman Ma Xiaoguang stated at a regular press conference that the Mainland launched the 26 new measures beneficial to the people of Taiwan in response to demands by Taiwan compatriots to share the development opportunities in the Mainland under broader scope and in more areas. Since compatriots on both sides are part of one family, the Mainland will continue to work in the best interests of compatriots on both sides of the Strait. The DPP authorities cannot stop the "31 measures" or the "26 measures" as going against the interests of Taiwan compatriots will eventually be abandoned by the people.

Chairman of the CPPCC National Committee Wang Yang stated at the Cross-Strait CEO Summit that the cross-Strait economy is part of the Chinese economy and has advantages in capital, market, technology, and talent. Integrated development was, is, and will be the only way to mutual benefit across the Taiwan Strait. The recently announced "26 measures" will provide equal treatment to Taiwanese compatriots and companies in 5G development, financial guarantees, communication charges, professional title review, and other areas. The "Taiwan independence" forces have deliberately whipped up cross-Strait confrontation in disregard of the mainstream demand of compatriots on both sides for peace, development, cooperation, security, and well-being. This is the biggest threat to peace, stability, and integrated development across the Taiwan Strait. Wang also expressed belief that the broad majority of Taiwan compatriots and companies would make the right choice for the future direction of cross-Strait relations.

The CCP announced the resolution of the fourth plenary session of its 19th CCP National Congress. It noted that the Mainland must firmly advance the peaceful reunification of the motherland and promote institutional arrangements for peaceful development across the Taiwan Strait. It must also improve institutional arrangements and policy measures to promote cross-Strait exchanges and cooperation, deepen cross-Strait integration, guarantee the well-being of Taiwan compatriots, unite Taiwan compatriots to oppose "Taiwan independence," and promote reunification. During the session, Liu Jieyi noted in the explanatory materials for the resolution and articles under the One Hundred Questions for Study and Tutoring that equal consultations and negotiations of unification have taken an important step and are unstoppable.  Representatives of relevant political parties, groups, and sectors in Taiwan have actively responded to the Mainland’s moves to explore the "two systems model for Taiwan" and promote institutional arrangements for the peaceful development of cross-Strait relations.

Taiwan Affairs Office Spokesman Ma Xiaoguang responded to the question regarding recent claims by President Tsai Ing-wen and the DPP authorities that the Mainland's announcement of the "26 measures" is an attempt to force Taiwan to accept the "one country, two systems model for Taiwan." Ma said that DPP authorities’ response is to deliberately mislead the public and deceive their people, which further revealing that they only care about the party's interests and not the interests of the people of Taiwan. However, the people of Taiwan will not be deceived and the DPP authorities will not succeed with the sinister intentions of political manipulations. The "26 measures" introduced by the Mainland are beneficial to the people of Taiwan and a concrete manifestation of the implementation of people-centered development in the Mainland's Taiwan-related work. The Mainland will continue to provide to Taiwanese compatriots and companies greater equal treatment, share development opportunities, and enhance the rights, interests, and welfare of Taiwan compatriots. This is an action widely welcome Taiwanese compatriots and companies.

The MAC issued a press release stating since tensions in Hong Kong have continued to rise, the government has established a task force to closely track relevant developments and prepare for contingencies. The Taipei Economic and Cultural Office in Hong Kong (TECO-HK) has proactively contacted universities in Hong Kong and coordinated with schools to ensure Taiwanese students are safe and secure. It has also established instant messaging channels with Taiwan student unions at Hong Kong universities to maintain close contact and help students with accommodation arrangements if needed. TECO-HK has also established a task force with 24-hour dedicated service line to ensure all effort in place to help Taiwanese people in need of urgent assistance in Hong Kong.

During a regular press conference, Taiwan Affairs Office Spokesman Ma Xiaoguang responded to the question on the resolution deliberated and approved at the fourth plenary session of the 19th CCP National Congress. Ma stated that the resolution defines the goals and tasks of upholding and improving the institutional framework of "one country, two systems" and promoting the peaceful reunification of the motherland in the new era. The Mainland will adhere to a policy course of placing hope on the people of Taiwan and, on the basis of adhering to the "1992 Consensus" and opposing "Taiwan independence," continue dialogue and communication with all parties, groups, and individuals in Taiwan regarding cross-Strait relations and the future of the nation. It will also promote cross-Strait institutional arrangements on peaceful development to gradually resolve long-standing political differences through assimilation. The spokesman also noted that the "26 measures" have five characteristics. First, they are closely linked to economic and social development hot spots; second, they further respond to the key concerns of Taiwanese compatriots and companies; third, they add further values to the existing measures in place; fourth, they broaden the scope of benefits; and fifth, they fully represent the concept of advance pilot. 

In response to the question regarding Taiwan citizens, Shih Cheng-ping, Tsai Chin-shu and Lee Meng-chu, being kept incommunicado, Ma stated that the mentioned individuals are suspected of involvement in activities endangering national security and are under investigation by the relevant authorities according to law. The family members have been notified and their legal rights are protected according to regulations.

During a joint media interview after a visit to Nantian Temple in Tainan City, President Tsai Ing-wen responded to Chinese Communist Party (CCP) leader Xi Jinping's statement on “curbing violence and restoring order in Hong Kong," saying that the situation in Hong Kong owes mainly to mainland China's failure to honor its pledges on democracy in Hong Kong. She believed that the best way to handle the situation in Hong Kong is for Beijing to honor its commitments and allow Hong Kong to pursue the road towards democracy. Respective to both the Beijing and Hong Kong governments, the Taiwanese people care deeply about democracy and freedom and will support the Hong Kong people's pursuit of freedom and democracy with their full determination and force.

The MAC issued a press release on the violence at Hong Kong Polytechnic University since November 17 condemning all forms of violence and the hard-line crackdown while calling on all sides to calm down, show restraint, and resolve the problem through peaceful and rational dialogue and communication to prevent further deterioration of the situation and deeper social scars. As the MAC continued to closely watch the situation and plan for contingencies, it also called on Taiwanese citizens, students, teachers and university staff members in Hong Kong to pay attention to their safety and keep away from the demonstration sites. In addition, it reminded Taiwanese people planning to visit Hong Kong to register their trip on the MAC's web page for registering the movement of Taiwanese people traveling to Hong Kong and Macao to facilitate assistance and support.

CCP Ministry of Foreign Affairs Spokesman Geng Shuang stated in regard to the passage of the domestically-built Shandong carrier through the Taiwan Strait while trailed by US and Japanese ships that it is a normal and regular exercise of the China's fleet at its own doorstep and there is nothing to make a fuss about. The activity complies with international law and practice. The Mainland also urged relevant sides to stop interfering with its normal military operations.

At the opening ceremony of the Fifth Forum on Chinese Culture, Taiwan Affairs Office Director Liu Jieyi stated that, in recent years, the DPP authorities and a small minority of "Taiwan independence" forces have incessantly schemed to advance "desinicization" and the "Taiwan cultural independence" to sever the historical and cultural links between the two sides of the Taiwan Strait. Both sides belong to "one China" and are one family as the sons and daughters of China. Chinese people on both sides share the same genes of Chinese culture and no person or power can change this. The "31 measures" and other policy measures announced and implemented by the Mainland in recent years have achieved significant positive results. The Mainland also recently introduced the "26 measures" in the spirit of implementing General Secretary Xi Jinping's important speech given on January 2 this year and the fourth plenary session of the 19th CCP National Congress. The Mainland will continue to implement detailed measures accordingly as usual.

Vice Chairperson of the CPPCC National Committee Su Hui spoke at a symposium on the 20th anniversary of the Learning Research Committee of the China Council for Promotion of Peaceful National Reunification (CCPPNR). She said that the Learning Research Committee has played a leading role in studying policies on promoting reunification of the motherland to guide more people to think in-depth about the historical trend of cross-Strait relations and progressively identify with the central government's policies towards Taiwan. It will further contribute to the full realization of national reunification and the great national revival through proactively communication with experts and scholars, development of private sector consultations, and joint exploration of paths and mechanisms to promote the peaceful development of cross-Strait relations to achieve peaceful unification of the motherland.

During a joint media interview after attending the opening ceremony of the Wuchaoqing Ritual at Ji'an Temple in Shulin, President Tsai Ing-wen commented on the situation in Hong Kong and the US Senate's passage of the Hong Kong Human Rights and Democracy Act. She said that the appeal of the US Congress is notable in view of the worrying developments in Hong Kong. The governments in Hong Kong and Beijing must heed and respond to the Hong Kong people's demands for democracy and freedom if stability is to be restored in Hong Kong.

Taiwan Affairs Office Spokesman Ma Xiaoguang commented on recent "Taiwan independence" remarks by Tsai Ying-wen's 2020 re-election bid running mate Lai Ching-te. He stated that Lai has repeatedly falsely claimed to be a "Taiwan independence worker." He has used the current opportunity to clamor for "Taiwan independence," whip up cross-Strait confrontation, and challenge peace and stability across the Taiwan Strait. This further lays bare his willingness to harm the fundamental interests of compatriots on both sides, especially Taiwan compatriots, for political and election gains. Ma also noted that both sides of the Taiwan Strait belong to "one China" and Taiwan is an inalienable part of China's territory. The motherland must and will be unified. This is a general trend, the righteousness path, and what the people want. It cannot be stopped by any person or power. "Taiwan independence" is a dead-end road that will only bring Taiwan to ruin and will be resolutely opposed by all sons and daughters of China, including Taiwan compatriots.

The Office of the President issued a statement addressing the results of Hong Kong District Council elections. The overwhelming majority of seats won by pan-democratic candidates showed that the people of Hong Kong remain steadfast in their determination to pursue freedom and democracy. On behalf of the people of Taiwan, the Office of the President expressed its utmost admiration and support. In light of the Hong Kong public's desire for freedom and democracy, Taiwan again urged Beijing and the Hong Kong government to accept the will of the people and fulfill their solemn commitment to Hong Kong's freedom and democracy. The only way to resolve the current contradictions and conflicts is to return to that path and conduct sincere dialogue with the people.

The MAC issued a press release regarding the Hong Kong District Council elections, successfully held on November 24. The MAC expressed its great respect and admiration for the people of Hong Kong who joined together to hold a peaceful election amidst difficult circumstances following more than five months of intense demonstrations and protests that have tore their society apart, and used their precious ballots to demonstrate to the world their firm determination to fight for the core values of freedom, democracy, human rights and the rule of law. The MAC called on the CCP and the Hong Kong government to rightly read the latest public opinion reflected in the outcome of the District Council elections and to stop blindly resorting to suppression and coercion. Rational and peaceful communication, democratic dialogue, and listening humbly and responding actively and positively to the voice of the people is the only effective way to promptly restore social stability in Hong Kong.

The Kunshan Municipal Government announced 20 new initiatives to serve Taiwanese compatriots and companies, including establishing a bimonthly salon system for Taiwanese compatriots and companies, implementing the "Government Officer 215 Action Plan on Investment Promotion and Business Care," helping local Taiwanese enterprises with transform and upgrade operations, and introducing special technology policies favorable to Taiwan.

Taiwan Affairs Office spokesperson Zhu Fenglian stated at a regular press conference that institutional arrangements, consistent with the shared interests of compatriots on both sides of the Tawian Strait, would be made to promote the peaceful development of cross-Strait relations, based on the common political basis of upholding the "1992 Consensus" and opposing "Taiwan independence." The Mainland is willing to work towards the prospects of peaceful reunification with utmost sincerity and effort. Its refusal to promise to relinquish use of force and reserves the option to take all necessary actions is aimed at interference by foreign forces and a small minority of "Taiwan independence" separatist forces and their separatist activities. It is by no means directed at Taiwan compatriots.

During a joint media interview after attending the unveiling ceremony for the Shoushan National Nature Park Headquarters, President Tsai Ing-wen said that US President Donald Trump's signing of the Hong Kong Human Rights and Democracy Act is an encouragement to the people of Hong Kong. With democracy, freedom, and human rights as universal values, democracies worldwide have also been deeply concerned about the situation in Hong Kong. She hoped that the people of Hong Kong could continue to go all out in their pursuit of democracy and expected the Hong Kong government to face up to the people's demand for democracy and freedom. On the other hand, in response to a question about a "Tsai-Xi Meeting," she said that she is willing to try anything that helps to maintain peace and stability across the Taiwan Strait, but not at the expense of national sovereignty and security. She expressed belief that any leader would consider anything that could be beneficial to maintaining cross-Strait peace and stability; however, meeting between the leaders of both sides cannot come at a compromise to sovereignty or national security issues.

The CCP Ministry of Human Resources and Social Security and National Healthcare Security Administration announced the Interim Measures for Hong Kong, Macau and Taiwan Residents to Participate in the Social Insurance Scheme in the Mainland. Starting from January 1 next year, Hong Kong, Macao and Taiwan residents working, living, and studying in the Mainland will be issued a social security card and will have the legal right to join the social insurance system and enjoy the same benefits as Mainland residents. In addition, Article 11 of the Interim Measures stipulates that residents of Hong Kong, Macao, and Taiwan who participate in local social insurance programs and retain such social insurance can opt-out of the Mainland's basic pension and unemployment insurance schemes if they are able to present a certificate evidencing such participation from the authority in charge.

He stated that adhering to "one country, two systems" and promoting reunification of the motherland are among the basic strategies to uphold and develop socialism with Chinese characteristics in the new era. Adhering to "one country, two systems," maintaining the long-term prosperity and stability of Hong Kong and Macao, and promoting the peaceful reunification of the motherland are significant advantages of the Mainland's state system and national governance system. The Mainland must continue to establish and improve systems and mechanisms for maintaining national security and resolutely prevent and curb intervention by external forces.

The Hong Kong, Macao and Taiwan Office of Fujian Province stated at a policy briefing that Fujian and Taiwan had made progress in building energy resource linkages and proposed selective route plans for the Kinmen-Xiamen and Matsu-Fuzhou bridges Where the Mainland side has started measurement and geological survey work. Furthermore, preliminary decisions have been made regarding the Kinmen-Fujian and Matsu electricity grid projects. A collaborating partner on Taiwan’s side has been commissioned to conduct a feasibility study that is expected to be completed in 2020.

Taiwan Affairs Office Director Liu Jieyi spoke at the opening ceremony of an activity on "Taiwan Businesspeople Partnering in the Yangtze River Delta to Jointly Tap New Cross-Strait Opportunities." He said that implementation of an integrated development strategy for the Yangtze River Delta region will provide new opportunities and stages for Taiwan businesspeople. The "31 measures", "26 measures", and Supreme People's Court’s "36 measures" concretely embody the spirit of “two sides of the Taiwan Strait belong to one family” (two sides, one family) and the cross-Strait common destiny. The Mainland must promote institutional arrangements for peaceful cross-Strait development, deepen the development of cross-Strait integration, and unite with Taiwan compatriots to jointly oppose "Taiwan independence" and promote unification. Taiwan compatriots will be better off and Taiwan will have a brighter future if cross-strait relations are strong. The peaceful development of cross-Strait relations is the correct path to benefit and enhance the well-being of Taiwan compatriots. It must be jointly promoted, protected, and enjoyed by compatriots on both sides of the Taiwan Strait.

During a joint media interview after a visit to Zhongyi Temple in Kaohsiung, President Tsai Ing-wen commented on reports regarding retired general Luo Wen-shan invited a member of the Chinese People’s Political Consultative Conference (CPPCC) from whom he had received political donations to the Presidential Office Building. The president stated that China's infiltration of Taiwan is pervasive and vigilance is necessary. Chinese personnel of special backgrounds cannot be allowed to casually access the Office of the President without safeguards in place. The government therefore continues to strengthen anti-infiltration work. Both the public and government personnel need to be on high alert.

During a joint press interview after attending the 14th Asia Democracy and Human Rights Award ceremony, President Tsai Ing-wen commented on criticism by Hong Kong Baptist University Student Union President, Keith Fong Chung-yin, that the DPP used the blood of the people of Hong Kong for electoral gain. She stated that Taiwan has consistently supported the people of Hong Kong who took to the streets to fight for democracy, hoping that Hong Kong may one day have the democracy and freedom that Taiwan enjoys. The ongoing events in Hong Kong have not only put the people of Taiwan on alert, but also made the Taiwanese public more aware that their freedom and democracy should be cherished and defended with redoubled efforts.

Deputy Director of the Economic Bureau of the Taiwan Affairs Office Chen Binhua stated in response to a question at a press conference on the "26 measures" that 13 measures out of the "26 measures'' involve providing equal treatment to Taiwanese companies and meeting the needs and expectations of Taiwanese enterprises. The major considerations behind such policy are to provide development opportunities and equal treatment for Taiwan compatriots and enterprises, further promote participation of Taiwanese enterprises in Mainland's high-quality development and high-tech innovation scheme, and help Taiwanese companies accelerate technological innovation and reduce overall cost. The concept involving Taiwanese companies under the “26 measures” is in consistent with the 12 measures of the "31 measures" announced last year. It aims to highlight the notion of "two sides, one family" and reflect the spirit of equal treatment while advance with the times, expanded benefits, and increased values.

Taiwan Affairs Office Director Liu Jieyi published an article in the People's Daily regarding the Decision of the CCP Central Committee on Adhering to and Improving Socialism with Chinese Characteristics and Modernizing the National Governance System and Capabilities which was deliberated and approved by the fourth plenary session of the 19th CCP National Congress. The Decision summarizes the theory and practices of the Party over the past 70 years in working towards comprehensive national reunification. It also scientifically answers the proposition of the age: how to promote the peaceful reunification of the motherland in the new era. All Chinese people aspire to resolve the Taiwan issue and achieve comprehensive national reunification. This is also the fundamental interests of the Chinese nation. "Peaceful unification” and “one country, two systems" is the basic principle for resolving the Taiwan issue and the best way to achieve national unification. It is also in the best interests of the Chinese nation as a whole and the way most conducive to the long-term security of Taiwan after reunification.

During a joint media interview after attending the opening of the Tourism 2030: National Tourism Policy Development Conference, President Tsai Ing-wen commented on the expected passage of the Anti-infiltration Act on December 31. She said that the Anti-Infiltration Act is not a new bill, but the integration and consolidation of the various draft versions deliberated in the Legislative Yuan. China's infiltration can be felt throughout Taiwan society and is worsening. Recent evidence has deeply unsettled Taiwanese society. It is therefore hoped that legislation of the Act can be quickly completed to provide a legal basis for agencies to combat infiltration and protect Taiwan.

The MAC issued reference material for press on questions and criticisms regarding the draft Anti-Infiltration Act by certain media channels and politicians. It emphasized that the draft bill is aimed at illegal behaviour of infiltration and interference and not targeted at specific positions or individuals. Normal cross-Strait exchanges will not be a violation of the law. The regulations under the anti-infiltration bill are specific and clear and the constituent elements are strictly stipulated. Only when perpetrators have committed an "infiltration act" at the instruction or commission of, or with financial support from hostile external forces, as well as engaged in "illegal behaviour", are they subjected to penalties. It is an internationally recognized fact that external hostile forces are infiltrating and attempting to divide Taiwan. Not to mention that the threats Taiwan faces have grown since the Chinese Communist Party (CCP) proposed the "one country, two systems model for Taiwan." Therefore, the government needs to take appropriate defensive actions in line with international practice, to maintain Taiwan's free and democratic constitutional order.

The Taiwan Affairs Office (TAO) and Export-Import Bank of China (Exim Bank) signed the Agreement to Promote Cross-Strait Integration, Development, and Financial Cooperation in Beijing. The TAO and Exim Bank will coordinate more closely to leverage the latter's expertise in finance policy to establish green channel mechanisms for Taiwan-related projects and jointly promote the development of Taiwan business operations in the Mainland, Mainland enterprise investment in Taiwan, and "outbound" operations by cross-Strait business alliances.

Actions were taken to promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, implement the "31 measures", the "26 measures" and other measures beneficial to Taiwan and the people, and focus on providing practical and beneficial services to Taiwanese businesspeople and companies. Director Liu expressed hope that local Associations and the broader Taiwanese business community would unswervingly adhere to the "one China" principle, clearly oppose "Taiwan independence", and vigorously promote the peaceful development of cross-Strait relations and peaceful reunification of the motherland.

At the conferral ceremony of high-ranking military officials for the first half of 2020, President Tsai Ing-wen stated that in recent years the CCP has continued to suppress Taiwan's space on the international stage through diplomatic pressure, military threats, political infiltration, and other means. It has attempted to drive a wedge between the Taiwanese people, undermine morale, and undermine Taiwan's sovereignty. Taiwan must stand united and show the world its determination to "not yield and inch of our sovereign territory, and never compromise on democracy and freedom." Tsai also stressed that protecting the sovereignty of the ROC and defending peace has never relied on making compromise, but depended on a strong and unwavering national defense.

He said that cross-Strait relations must be strong to ensure Taiwan thrives and the well-being of Taiwan compatriots is protected. The Mainland will continue to promote cross-Strait exchanges and cooperation, deepen the development of cross-Strait integration, and enhance the well-being of Taiwan compatriots. He hoped that persons from all sectors would jointly work to promptly steer cross-Strait relations back to the right track so that Taiwan compatriots could enjoy a better life.

The MAC issued a press release on the CCP's slandering of the government's actions taken to amend the legislations. It solemnly stated that the CCP’s serious infiltration and meddling in Taiwan’s affairs is a well-known fact worldwide. Since Beijing proposed the "two systems model for Taiwan" under "Xi's five points" and along with taking advantage of Taiwan's free and open society to further intensify its united front work to polarize and infiltrate Taiwan, the CCP has seriously threaten the security, social order, and normal democratic political functions of Taiwan. The government therefore must take appropriate actions and amend laws to provide a stronger legal basis for safeguarding democracy and rectifying the order of cross-Strait exchanges. Amendments to the Act Governing Relations between the People of the Taiwan Area and the Mainland Area only restrict high-profile retired personnel from engaging in actions that undermine national dignity when participating in large-scale celebrations held by the CCP. These amendments do not restrict or limit participation or engagement in general exchange activities.

At the second special press conference on the "26 measures", Taiwan Affairs Office spokesperson Zhu Fenglian stated that, in recent years, the Mainland has successively launched the "31 measures", residency permits for Taiwan residents, the "26 measures", the interim measures for Taiwan residents to participate social insurance scheme in the Mainland, and other policy measures to provide more equal treatment to Taiwan compatriots and companies. In contrast, the DPP authorities have done everything in their power to stop Taiwanese compatriots and companies from coming to the Mainland for exchanges and to seek development. The DPP has utterly disregarded the well-being and interests of the people of Taiwan and caused extreme harm by forcing upon the so-called "legal amendments" to advance their political schemes. Spokesperson Zhu further implied that Tsai Ing-wen's "four understandings" entirely distorts the truth and muddies the water. The DPP authorities are the ones that have undermined cross-Strait relations by unilaterally denying the "1992 Consensus", clamped down on cross-Strait economic and trade cooperation, and intensified cross-Strait hostility. Regarding the signing of the US National Defense Authorization Act for Fiscal Year 2020 (NDAA 2020) by President Trump, the spokesperson said that the Taiwan issue is China's internal affair and foreign interference will not be allowed. The Taiwan-related content in the NDAA 2020 not only gravely violates the "one China" principle and stipulations of the Three Joint Communiqués, but also seriously harms US- China relations and cross-Strait peace and stability. The Mainland firmly opposes any public intervention in Taiwan's elections.

The 15th session of the 13th CCP National People's Congress Standing Committee approved the "Decision on the Amendments to the Law of the People's Republic of China on Protection of Investment by Compatriots from Taiwan". Paragraph 1, Article 7 was amended to stipulate that Taiwanese investors can hold a full or partial share of enterprises with Taiwanese investment as well as invest in other ways according to laws, administrative regulations, or State Council decrees. Article 9 became Article 8 and amended to prevent interference in the autonomous management of Taiwan-invested enterprises operating according to the law. Articles 8 and 14 were deleted. The amended bill will come to effect from January 1, 2020.

The MAC issued a press release on the passage of the Anti-Infiltration Act by the Legislative Yuan. It stated that developed democracies around the world are introducing legislation to prevent external infiltration. The Anti-Infiltration Act, to the minimum extent necessary, prohibits and punishes illegal acts, including donating to a political party, canvassing, lobbying, disrupting rallies and assemblies, undermining social order, and spreading disinformation to interfere with elections at the instruction or commission of or with financial support from hostile external forces. It aims to strengthen insufficient punitive measures against "local collaborators" in existing laws, such as the Political Donations Act, Referendum Act, Lobbying Act, and Election and Recall Act, to strengthen defenses of Taiwan's democracy.

The MAC issued a press release on the rumored outbreak of several pneumonia cases in Wuhan, mainland China. While Mainland officials stated it would notify Taiwan of any further information regarding the situation, the MAC reminded persons traveling to mainland China and Taiwanese businesspeople, students, and family members residing in the Mainland to note that the government has initiated contingency measures for border inspection in accordance with standard operating procedures to prevent importing infections of the Wuhan endemic. Taiwan has already strengthen fever screening for inbound passengers and, in suspected cases, inquire about the passenger's history of travel, occupation, contacts, and clustering (TOCC). The government has also conducted health assessments and promoted health education. The MAC, in conjunction with Centers for Disease Control, will continue to monitor the endemic situation in Wuhan and adjust preventive and control measures according to developments.

At a CPPCC National Committee New Year reception, mainland Chinese leader Xi Jinping said that the Mainland has thoroughly implemented the "one country, two systems" principle and firmly safeguarded the prosperity and stability of Hong Kong and Macao throughout year 2019. It upheld the "one China" principle and the "1992 Consensus", promoted cross-Strait exchanges and contacts, and resolutely opposed "Taiwan independence". In 2020, the Mainland will continue to implement policies based on the principle of "one country, two systems", a high degree of autonomy where "Hong Kong people ruling Hong Kong" and "Macao people ruling Macao" to maintain the long-term prosperity and stability of Hong Kong and Macau. It will also uphold the "one China" principle and promote the peaceful development of cross-Strait relations based on the "1992 Consensus".

In a response to a question on the passage of the Anti-infiltration Act by Taiwan's legislature, Taiwan Affairs Office spokesperson Zhu Fenglian said that the DPP authorities have, for political and electoral gain, vigorously advanced a "green terror" and undermined cross-Strait exchanges and contacts, aroused cross-Strait hostility and confrontation, and seriously harmed the well-being and interests of the people of Taiwan. She warned the DPP authorities that blood is thicker than water for compatriots from both sides of the Taiwan Strait; no power can alter the strong ties shared over the spirit of mutual help and protection. The people of both sides of the Taiwan Strait have a common destiny. Closer cross-strait exchanges and cooperation is a general trend that cannot be stopped. The spokesperson trusted that the vast number of Taiwan compatriots will know right from wrong, recognize the virtuous path, and join with their Mainland compatriots to eliminate obstacles and create a brighter future for cross-Strait relations.
