January 1, 2022
President Tsai Ing-wen presented her “2022 New Year's Address” at the reception hall of the Presidential Office. The president stated that both sides of the Taiwan Strait shoulder the responsibility to uphold peace and stability in the region. We have repeatedly called on the other side of the Taiwan Strait not to deprive Hong Kong of democracy and human rights, and we strongly protest its military incursions and diplomatic pressure directed at our side. Taiwan's position has been that we will neither bow to pressure nor act rashly when we have support. President Tsai reminded the Beijing authorities that they should not misjudge the situation, and that they should stop the spread of “military adventurism” within their ranks. The use of military means is absolutely not an option for resolving the differences between the two sides. Only when each side works to take care of people's livelihoods and set their minds at ease can there be proper space and atmosphere for our two sides to peacefully and collectively address and seek solutions to the problems we face.

January 6, 2022
The MAC responded to the GACC issuing a notice about forbidden drugs being detected in live grouper exported from Taiwan and suspending the imports of live fish from two fisheries. The MAC stated that the GACC sent the notice on December 27, 2021, to Taiwan's Bureau of Animal and Plant Health Inspection and Quarantine through the platform of “Cross-Strait Arrangement on Cooperation of Agricultural Product Quarantine and Inspection” and announced on December 30 the “Warning Notice on Strengthening the Inspection and Quarantine of Live Fish Exported to Mainland China from Taiwan.” The handling of this incident is fairly in line with general quarantine practices and conventions. Further liaison and communication will continue between the competent authorities agreed by both sides.

The MAC responded to a statement by mainland China's Taiwan Affairs Office that Taiwanese musicians’ participation in the composition and performance of "We Sing the Same Song," demonstrated the homesickness and hope for unification of Taiwan compatriots. The MAC stated that the Republic of China (ROC) is a sovereign state. Taiwan has never been part of the People's Republic of China (PRC). The CCP is accustomed to emphasizing historical and cultural ties across the Taiwan Strait to deliberately manipulate the political framework of both sides of the Taiwan Strait belonging to "one China," making pure artistic creation a tool to spread its political ideology. These united front songs will not win the identification of Taiwanese people, but will only be counterproductive and increase people’s antipathy.

January 17, 2022
The Bureau of Foreign Trade, Ministry of Economic Affairs, announced that allowing the imports of "frozen sugar apples, not containing added sugar or other sweetening matter (excluding containing puree and fruit pastes)" made in mainland China does not conform with conditions under Paragraph 2, Article 8 of the “Regulations Governing Permission of Trade between Taiwan Area and Mainland Area” stipulating that imports may not have any serious negative impact on related domestic industries. Imports of the products mentioned above will be suspended from today.

MAC Spokesperson Chiu Chui-cheng responded to the announcement by the Bureau of Foreign Trade, Ministry of Economic Affairs, that Taiwan would suspend imports of frozen sugar apples made in mainland China. Chiu stated that the pineapple sugar apple industry in Taitung is suffering from serious excess supply due to mainland China’s import ban. To relieve industry pressure, the government is actively assisting with the exports of those fruits. The import ban on frozen sugar apples was announced since frozen sugar apples were assigned a new specific commodity classification code; it was not a countermeasure against mainland China.

January 19, 2022
The MAC issued a news reference material on recent statements by the CCP regarding verdicts of specific judicial cases in Taiwan. The MAC stated that the ROC is a country adhering to the rule of law. Its judiciary conducts trials independently in accordance with the law. We firmly defend Taiwan's judiciary and solemnly reject the unwarranted meddling and accusations by the CCP. The CCP's groundless criticism against specific court decisions in Taiwan has fully exposed the authoritarian regime's contempt for and ignorance of the separation of power and the spirit of rule of law. The CCP’s persecution on civil rights activists and dissidents in fact perfectly fits their accusation of "framing and blaming others" and "fabricating criminal charges." The CCP has gone to an alarming extent with its united front infiltration and intervention in Taiwan, even to the point of attempting to meddle in or influence Taiwan's democratic elections. Such vile behavior makes the CCP the culprit of undermining cross-Strait relations and jeopardizing the interests of Taiwanese people. The MAC sternly warned the CCP to face up to the cross-Strait reality, respect Taiwan's democratic electoral system, and refrain from interfering in Taiwan's elections or internal affairs.

January 20, 2022
The MAC responded to criticism from the CCP over plans by Slovenia to set up mutual representative offices with Taiwan. The MAC stated that the ROC is a sovereign state. Taiwan has never been part of the PRC. Mainland China's "one China" principle is not an internationally recognized fact, nor is it a basic norm of international relations. Taiwan has the right to deepen bilateral cooperation with other countries. The CCP authorities have no right to intervene, nor can they take coercive measures to block or interfere with the development of normal relations between the international community and Taiwan.

January 22, 2022
President Tsai Ing-wen delivered a speech at the opening ceremony of the Chiang Ching-kuo Presidential Library. The president stated that the cross-Strait and diplomatic challenges faced during the administration of former President Chiang Ching-kuo continue to serve as an important reference in context of the various changes encountered today. Former president Chiang once said that the main reason the ROC can survive until today is that the government is a spiritual fortress which is firmly opposed to the CCP and does not compromise with any communist parties. Though the situation of cross-Strait relations has changed dramatically since then, the position of former president Chiang Ching-kuo on firmly "defending Taiwan'' unquestionably remains the majority consensus of Taiwanese people today in the face of Beijing's military and political pressure.

January 23, 2022
The MAC responded to an announcement by mainland China's Fujian Province that Fujian has started the construction of electricity linkage to Kinmen and Matsu. The MAC stated that development of electricity linkage between Kinmen and Matsu and Fujian is a matter involving government authority on both sides of the Taiwan Strait and is subject to bilateral negotiation. However, the two sides have never communicated on this matter, nor does Taiwan have plans to establish the electricity linkage. The "start of electricity linkage construction between Fujian and Kinmen and Matsu on the Fujian side" is part of mainland China's advancement of the "Mini Four-Links'' under "Xi's five points." This is a unilateral plan to "integrate with Taiwan and promote unification" that carries more political significance than substantive meaning. The MAC called on the Chinese authorities that cross-Strait relations can only improve if they stop political manipulation, substantively advance work beneficial to the well-being of people on both sides of the Taiwan Strait, face up to the fact of the existence of the Republic of China (Taiwan), and respect the authority of Taiwan's government.

January 26, 2022
The MAC responded to the CCP's reiteration of "opposing independence and promoting unification" and "advancing unification" at the Taiwan Work Conference. The MAC stated that the other side of the Taiwan Strait has long failed to face up to the cross-Strait reality and respect Taiwan's democratic system. Mainland China’s repeated manipulation and negative actions against the public opinion in Taiwan are completely ineffective. The MAC called on the Beijing authorities to face up to the complex global situations and serious challenges at home and abroad. Mainland China’s priority should be adjusting its rigid thinking and actions towards Taiwan with coercion and intimidation. This is the correct and pragmatic way of handling cross-Strait relations. The MAC welcomed the hope expressed in Hakka by mainland China's Taiwan Affairs Office Spokesperson Zhu Fenglian for exchanges with “fellow” Taiwanese Hakka people. The MAC also hoped that Zhu Fenglian can put aside her rigid ideology and experience Taiwan’s values of freedom and human rights in person.

During a regular online press conference, MAC Spokesperson Chiu Chui-cheng responded to public concerns over mainland China's downgrading of Taiwan’s team at the Beijing Winter Olympics. Chiu said that the government is aware that the CCP is actively mobilizing Taiwanese people in mainland China to engage in activities with united front objectives, deliberately creating the illusion that both sides of the Taiwan Strait belong to "one China," or intentionally referring to Taiwan’s team by the misnomer of "Taipei, China." However, none of this can change the objective fact that the two sides of the Taiwan Strait are not subordinate to each other. Denigration and united front actions have no effect and will only incur the antipathy of the people of Taiwan.

January 30, 2022
The MAC responded to the repeated mischaracterization of Taiwan by the CCP's Ministry of Foreign Affairs and Taiwan Affairs Office regarding the conversation and interaction between Vice President Lai Ching-te and US Vice President Kamala Harris in Honduras. The MAC stated that Taiwan will never accept this. It also solemnly stated that the ROC is a sovereign state. Taiwan has never been part of the PRC, nor is it a province of mainland China. The president and vice president of Taiwan are democratically elected. The CCP’s authoritarian regime lacks democratic political operation and the concept that sovereignty lies with the people. The MAC called on the Beijing authorities to not repeatedly make statements which contradict with the cross-Strait facts and public opinion. The CCP’s continued efforts to hinder and suppress Taiwan's international space are entirely inconducive to the development of cross-Strait relations and its own international image.

February 4, 2022
The MAC responded to the Beijing Winter Olympics' organizing committee’s invitation for Taiwanese artists to sing at and for former Chairperson of the Kuomintang Hung Hsiu-chu to attend the opening ceremony of Beijing 2022 Winter Olympic Games. The MAC stated that the Republic of China (ROC) is a sovereign state. Taiwan has never been part of the People's Republic of China (PRC). The CCP's ceaseless use of certain Taiwanese individuals for political operations and deliberate fabrication of the illusion that both sides of the Taiwan Strait belong to "one China" cannot change the objective fact that the two sides of the Taiwan Strait are not subordinate to each other. The MAC called on that, rather than wasting resources to unilaterally export its ideology and image of great power, the CCP should listen with a pragmatic and open attitude to the aspirations of the people of Taiwan to maintain their democratic and free way of life. The CCP should also respond positively to the international community's concerns over the human rights situation in mainland China.

February 6, 2022
The MAC responded to the reiteration by National Committee of the Chinese People's Political Consultative Conference (CPPCC) Chairperson Wang Yang during a meeting with former KMT Chairperson Hung Hsiu-chu that China is willing to hold democratic consultations on cross-Strait relations with all parties, groups, and individuals in Taiwan on the basis of the "one China" principle and the "1992 Consensus." The MAC stated that the government firmly opposes the misguided "one China" principle advocated by the CCP and "democratic consultations" that are essentially a deception aimed at achieving the goal of "one country, two systems model for Taiwan." It is the objective status quo and fact that the two sides of the Taiwan Strait are not subordinate to each other. The actual purpose of the CCP's so-called "democratic consultations" is to eliminate the Republic of China (Taiwan). Public opinion in Taiwan has never accepted the CCP's political views and roadmap for cross-Strait relations that downgrade and violate Taiwan. The CCP has no right to comment on or interfere in Taiwan's future development.

February 17, 2022
The MAC issued a press release on the Executive Yuan's approval of the “Draft Amendments to Part of the Provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.” The MAC stated that the recent years have seen mainland China’s relentless attempts at stealing technologies from Taiwan's industries. To maintain Taiwan's overall economic and industrial advantages, it is necessary to shore up protection of industrial technology in consideration of national security. In addition, there is an increasing trend for profit-seeking enterprises in mainland China to conduct business activities in Taiwan through enterprises they have invested in a third place to deliberately circumvent Taiwan's laws. These actions have seriously affected Taiwan's economy and the order of the capital market, making stronger management necessary. The two key points of the amendment are: 1. To establish a review mechanism for travel to mainland China by individuals or personnel who are involved in national core technology business that are commissioned by, receive grant from, or are funded by government agencies (institutions) of a certain level; and 2. To clearly stipulate proxy agents as the object of punishment and increase corresponding penalties in cases where mainland Chinese capital illegally invests in Taiwan through proxies or mainland Chinese enterprises illegally conduct business in Taiwan.

February 18, 2022
The MAC responded to the advocacy of the "one China" principle by Beijing Winter Olympics Organizing Committee Spokesperson Yan Jiarong. The MAC sternly condemned mainland China for violating the Olympic Charter's stipulation that "the Olympics shall not be politicized" and for using the Olympic press conference to brazenly announce that "Taiwan is an inalienable part of China," among other fallacies. This shallow and out-of-order political manipulation not only incurred international ridicule and increased the antipathy of the people of Taiwan, but was also to no avail.

February 23, 2022
President Tsai Ing-wen and Premier Su Tseng-chang were briefed by the National Security Council's “Ukraine Crisis Response Team” and other relevant agencies on the latest developments in Ukraine. After the briefing, President Tsai called on all parties to peacefully resolve disputes in a rational manner; to ensure Taiwan's national security by continuing to strengthen readiness to respond to military developments in the Taiwan Strait; to comprehensively strengthen Taiwan's response to cognitive warfare and shore up public morale; and to ensure the stability of our supply of goods, commodity prices, and stock and foreign exchange markets.

February 25, 2022
MAC spokesperson Chiu Chui-cheng responded to the inclusion of Taiwanese nationals as target subjects of an emergency notice of registration for citizen evacuation issued by mainland China's Embassy in Ukraine. The MAC stated that the Ministry of Foreign Affairs (MOFA) had duly arranged for the evacuation of Taiwan nationals. There is entirely no need for China's unwarranted meddling. MOFA issued a press release stating that the CCP is manipulating the Ukraine crisis for political propaganda and to maliciously spread false information aimed at discrediting the image of Taiwan's government. This only increases the antipathy of the government and people of Taiwan.

February 28, 2022
The MAC responded to a claim by mainland China's Minister of Foreign Affairs Wang Yi at a conference commemorating the 50th anniversary of the Shanghai Joint Communiqué that the “Taiwan Relations Act” and the “Six Assurances to Taiwan” of the US are illegal and invalid. The MAC stated that the ROC is a sovereign state given the historical facts, international law, and the status quo of cross-Strait relations. Taiwan has never been part of the PRC. It is an objective fact that the two sides of the Taiwan Strait are not subordinate to each other. The CCP has repeatedly erroneously conflated the "one China" principle and United Nations (UN) General Assembly Resolution 2758. However, the resolution simply does not address the issue of the representation of Taiwan and its people in the UN system, nor does it address relations between Taiwan and the PRC. The US and international community value security in the Taiwan Strait and they have never accepted or approved Beijing's "one China" principle. The CCP arbitrarily twists and externally disseminates its mistaken "historical rights" in an attempt to rationalize its political claims against Taiwan. The government will never accept this.

March 2, 2022
President Tsai Ing-wen met with a senior bipartisan delegation sent by US President Joe Biden. In her remarks, President Tsai stated that China's military threat to the Taiwan Strait and to the region continues to rise, which is evident from its limiting of Taiwan's international participation and its use of cognitive warfare tactics and disinformation to divide the Taiwan society and erode our democracy. The Taiwanese people have never given up on our convictions because of these actions; rather, we have put more effort into protecting our country through developing autonomous national defense, strengthening asymmetrical combat readiness, and bolstering the public's morale to prevent cognitive warfare from dividing our society. Facing threats to the security of the Taiwan Strait and the region, we look forward to working even more closely with the US and other stakeholders in the region so as to collectively respond to challenges and unilateral actions that could impact security in order to maintain regional peace and stability.

The MAC issued a press reference material on mainland China’s Premier Li Keqiang's mentioning of "the Party's Overall Policy for Resolving the Taiwan Issue in the New Era" in the Report on the Work of the Government presented at the National People's Congress (NPC). The MAC stated that the Republic of China (ROC) is a sovereign state. The public opinion in Taiwan resolutely opposes the political framework, military intimidation, and diplomatic suppression imposed by China. The Beijing authorities should recognize this reality, face this fact, and respond concretely to the international concern over the threat it poses to the security of the Taiwan Strait; otherwise, all of their policy discourses, construction of political frameworks, unilaterally passed laws and regulations, and united front operations will simply end up pointless and in vain. The Beijing authorities should concentrate more on improving the people's livelihood, well-being, and rights. They should also promote democratic reforms, the principle of checks and balances, and an oversight mechanism for the government. Moreover, they should prevent the arbitrary decisions made by a small circle from causing governance risks. The mainland Chinese authorities should respect their public opinion rather than resorting to surveillance or oppression; meanwhile, they should also take responsibility instead of undermining the rules-based international order. Only these changes will be helpful for the CCP to weather the complex and severe situation at the moment.

March 15, 2022
The MAC issued a press release regarding the false reports of “Hong Kong residents facing hurdles in permanent residency application in Taiwan.” The MAC stated that, on August 17, 2020, the government promulgated amendments to the Regulations Governing Permits for Hong Kong and Macao Residents Entering the Taiwan Area and Setting up Residence or Registered Permanent Residence in R.O.C. This law amendment aims to prevent situations where members of the CCP seek to infiltrate the Taiwan society with transferred status as Hong Kong and Macao residents in order to engage in united front operations or espionage, situations that constitute a legitimate national security concern. Application requirements for temporary and permanent residency are inherently different. The government reviews each application in accordance with the law; no hidden quotas are imposed. "Supporting Hong Kong" is not a slogan. The government continues to review and deliberate amendments to Hong Kong and Macao related laws and regulations so as to improve relevant policies on the existing foundation and provide the people of Hong Kong with the most practical support and assistance.

The MAC responded to several comments made by mainland China’s Taiwan Affairs Office spokesperson Zhu Fenglian at a regular press conference, where she answered questions on the Russian-Ukraine war and said that if the "Taiwan independence separatist forces" continue to make provocation, China would be forced to take decisive measures in response. The MAC stated that China is deliberately fueling the provocative rhetoric such as "Ukraine today is Taiwan tomorrow,” “unification by military force,” and “decisive measures" to intimidate Taiwan in an act of cognitive warfare. The MAC expressed strong dissatisfaction about these verbal attacks. The Beijing authorities have so far failed to condemn Russia for causing a humanitarian crisis with its invasion of Ukraine; rather, it has stepped up its military threats against Taiwan. The international community must clearly recognize Beijing’s conspiratorial and malicious nature. Despite the CCP's persistent military threats and propaganda about its false positioning of Taiwan’s status, our government will never waver in our determination to safeguard national sovereignty, security, freedom, and democracy.

March 18, 2022
The MAC issued a press release on the 5th anniversary of Mr. Li Ming-che’s arbitrary detention by mainland China. The MAC said that Li Ming-che entered mainland China following normal procedures. His freedom was restricted, then being sentenced and imprisoned without any notification by mainland China through channels established under cross-Strait agreements. The mainland Chinese side also did not allow Li Ming-che to phone his family and apprise them of his prison situation. Furthermore, Li's family members have not been informed of the content of the verdict and the specific date of Li Ming-che's release upon completion of his sentence. We deeply regret the inadequate protection of human rights the judicial system in mainland China. The MAC called on mainland China to promptly disclose information on Mr. Li’s release and allow him to safely return to Taiwan as soon as possible.

March 19, 2022
The MAC issued a press reference material on the comments related to the Taiwan Strait made by the US and Chinese leader during a video call. The MAC stated that security in the Taiwan Strait is inextricably linked with peace in the Indo-Pacific region. The Republic of China (ROC) is a sovereign state and a critical stakeholder for the region in defending democratic values and security interests. The ROC has the right to interact with the international community. We oppose the coercion and pressure from the CCP and vow to safeguard our national sovereignty, democracy, and freedom. We thank the US and other parties for attaching great importance to the security issue in the Taiwan Strait and for reaffirming their staunch support for Taiwan. The CCP authorities should shoulder their responsibility for global affairs by taking concrete actions to voice condemnation and curb military aggression. They should also face the cross-Strait reality with a more rational attitude, respect the public opinion in Taiwan, address international concerns, promptly abandon the mentality and approach of attempting to resolve differences by force, and seek to enhance cross-Strait relations in a pragmatic manner.

March 21, 2022
Taiwan’s Presidential spokesperson Xavier Chang responded to a question regarding mainland China's China Eastern Airlines flight crash in Guangxi by conveying President Tsai Ing-wen’s consideration and condolences. The president extended condolences for the victims and their families and wished for a smooth search and rescue operation. The MAC issued a press reference material expressing sincere condolences. The MAC also requested that the mainland Chinese authorities promptly verify if any Taiwanese passengers were on board; Taiwan is willing to provide necessary assistance.

March 23, 2022
During an interpellation with the Legislative Yuan's Internal Administration Committee, MAC Minister Chiu Tai-san responded to a question made by legislator Mr. Lee De-weigh. He stated that everyone has a different definition of "Taiwan independence." The term "Taiwan independence" is too vague and abstract. Are we supporting "Taiwan independence” if we support "maintaining the ROC’s sovereignty and independence" or "safeguarding Taiwan's free and democratic way of life based on the rule of law”? There should be a domestic consensus on that. If “maintaining ROC sovereignty” is not considered “supporting Taiwan independence," it would make for a better first step for any negotiations with mainland China in the future.

March 25, 2022
The MAC announced the results of a routine public opinion survey. The survey showed that about 90% of the public oppose that the CCP took advantage of the situation of Ukraine to declare that Taiwan is part of China. The public also oppose the CCP's use of malicious political manipulation to spread disinformation and affect Taiwan's public morale (90.9%). More than 80% of the public disapprove of the CCP's recent proposal of the so-called "the Party’s Overall Strategy for Resolving the Taiwan Issue" and its promotion of unification between the two sides of the Taiwan Strait (84.8%). About 90% oppose the CCP's "one country, two systems" (87.4%), its military intimidation of Taiwan (92.9%), its suppression of Taiwan's international participation (89.4%), and other actions. A similar percentage of the public support the government's continuous efforts to bolster Taiwan's self-defense capabilities in order to safeguard national sovereignty and Taiwan's democracy (92.0%). The public also approve of cooperation with like-minded countries to maintain the peaceful status quo across the Taiwan Strait (88.6%).

March 30, 2022
The MAC responded to a comment by mainland China’s Taiwan Affairs Office (TAO) that Minister Chiu Tai-san's call for "mutual recognition of sovereignty" is a vain attempt to escalate the "two states theory." The MAC said that when handling the cross-Strait political divide, the TAO always resorts to the false positioning of the two sides, coercive actions, and abusive language. This only reflects the fact that mainland China is unwilling to recognize the cross-Strait reality, that it has no respect for the people in Taiwan, and that it seeks to create a casus belli for invading Taiwan. The MAC expressed firm opposition to these actions. The ROC is a sovereign state; Taiwan has never been part of the People's Republic of China. This is the firm will of the 23 million people of Taiwan, and there is no room for compromise on this issue.

April 6, 2022
The MAC responded to media reports that Phoenix TV would terminate its operations on May 14 and lay off all employees. It stated that, under the “Act Governing Relations between the People of the Taiwan Area and the Mainland Area” and “Measures Governing Investment Permit to the People of Mainland Area,” companies are considered mainland Chinese enterprises if the individuals or juristic persons from Mainland China (1) directly or indirectly hold the shares issued by a company in a third area or the total contributing amount exceed thirty (30) percent or (2) have the controlling power over the companies in a third area. Our government, as of now, does not permit mainland Chinese investment to be made in Taiwan's media industry. The Phoenix Media Group is currently considered a mainland Chinese enterprise by the Ministry of Economic Affairs (MOEA), the competent authority of this matter, following its equity conversion and personnel reshuffling in 2021; therefore, the Group’s setting up branches in Taiwan constitutes a breach of the aforementioned regulations. Our government has demanded that the company suspend or withdraw their investment or take corrective actions.

April 7, 2022
MAC spokesperson Chiu Chui-Cheng commented on a question at a regular press conference regarding Hong Kong residents facing difficulties with residency applications in Taiwan. He said that the government did not tighten rules on residency application for family reunion; rather, the latest law amendments were made to shore up national security by strengthening the vetting process of applicants with links to mainland China, such as being born in mainland China or having held positions in the political party, military, administrative or political agencies (institutions) or organizations of the Mainland Area. In general, regulations for Hong Kong residents to obtain citizenship in Taiwan remain the same as the rules for other foreign nationals. On another question regarding the Taiwanese business community’s call for resuming freight transport to Nanjing and other mainland Chinese cities, Chiu stated that Nanjing is one of the 10 cross-Strait charter routes and has never been subject to any COVID-19 restrictions. Air carriers with operation needs can freely apply for flight permission to the aviation authorities on both sides of the Taiwan Strait.

The MAC responded to the criticism by mainland China’s Ministry of Foreign Affairs and Taiwan Affairs Office that a rumored visit to Taiwan by US House Speaker Nancy Pelosi violates the "one China” principle. The MAC stated that the ROC is a sovereign state; Taiwan has never been part of the People's Republic of China. It is the objective reality and fact that the two sides across the Taiwan Strait are not subordinate to each other. It is also the legitimate right of sovereign nations such as Taiwan and the US to engage in mutual exchanges and friendly interaction between our administrative and legislative sectors, which the Beijing authorities have no right to interfere with. Our government has always been committed to maintaining peace in the Taiwan Strait and firm in safeguarding national sovereignty, democracy, and freedom. Immediately following the announcement, the MAC informed Mr. Li's family members of the release and has been coordinating efforts of relevant units to prepare for his homecoming. The government's top priority is to ensure a safe and smooth return of Mr. Li as soon as possible.

The MAC responded to a comment by mainland China’s Taiwan Affairs Office (TAO) spokesman Ma Xiaoguang saying that the MAC was the agency that authorized the negotiation on the "1992 Consensus." The MAC stated that the TAO is well-aware that the Cross-Strait talks in 1992 ended without a consensus and that the CCP never accepted Taiwan's interpretation of this meeting made then. Now Beijing is making confusing misinterpretation of this historical event in an attempt to mislead the public, which is certainly not what a competent authority of cross-Strait relations should do. The CCP has already defined the "1992 Consensus" as the "one China” principle and “both sides belong to one China and will work together to achieve unification." This definition obviously denigrates Taiwan, leaves no room for the existence of the ROC, and has been questioned and strongly rejected by the majority of the Taiwan public.

The MAC released a news reference material on Mr. Li Ming-che's smooth return to Taiwan. The MAC stated that the government is grateful for the assistance provided in the process of Mr. Li Ming-che's return to Taiwan. It also reiterated that "spreading democratic ideals is not a crime." Mr. Li Ming-che genuinely cared about the development of mainland China's civil society and democracy, but was charged with "subversion of state power" and sentenced to five years in prison by the court of mainland China. This is unacceptable to the people of Taiwan. The MAC stated that it will continue to do its utmost to follow the situation of other cases involving Taiwanese nationals detained in mainland China and provide necessary assistance through various channels. The MAC also called on mainland China to fully protect related rights and interests of Taiwanese people in mainland China for the betterment of cross-Strait exchanges.

The MAC responded to the comments made by mainland China’s Taiwan Affairs Office spokesperson Ma Xiaoguang saying that the reason why Taiwan citizen Lee Meng-chu has not been able to return to Taiwan is because he is currently serving an additional sentence. The MAC said that the government attaches great importance to the personal safety of Taiwan nationals in mainland China, but it declined to comment on this case in keeping with the wishes of Mr. Lee and his family. The CCP is accustomed to citing “national security” to justify anything—including human rights infringements. The MAC called on mainland China to fully protect the rights of Taiwanese people and allow the relevant individuals to return to Taiwan promptly.

MAC spokesperson Chiu Chui-cheng responded to the government's amendments to the Regulations Governing Permits for Hong Kong and Macao Residents Entering the Taiwan Area and Setting up Residence or Registered Permanent Residence in the Republic of China (ROC). The regulations were planned to be promulgated on May 1, but the legislators expressed national security concerns over relaxing of rules on applications for Taiwan residency for Hong Kong people engaged in professional work. Chiu said that the related legal amendments are not an "express train." The government has four levels of strict control measures to ensure that there is zero risk to national security. The control measures include a "residency review," "five-year observation period," "project approval," and "national security review." The public can be reassured.

The MAC responded to a claim by mainland China's Taiwan Affairs Office that mainland China can assist Taiwan to negotiate the purchase of rapid screening reagents as soon as possible. The MAC said that there are certain import regulations and reviewing procedures regarding the import of rapid screening reagents. The government will continue to seek legal import sources to achieve the goals of stable price and sufficient supply. The CCP's use of the issue of rapid screening reagents to provoke division is deeply regrettable.

The MAC issued a two-point statement in response to the election of former Chief Secretary for Administration John Lee as the sixth-term Hong Kong Chief Executive. First, the MAC called on the new Hong Kong Chief Executive to listen to and respond more closely to public opinion, respect Hong Kong people's right to pursue democracy, and stop harming freedom and human rights in Hong Kong. Second, the government upholds the principle of reciprocity and has long put the people's welfare first in promoting the development of relations between Taiwan and Hong Kong. In the future, it will maintain this consistent position and continue to promote orderly Taiwan-Hong Kong exchanges in various fields.

The MAC responded to a statement by mainland China's Taiwan Affairs Office spokesperson Zhu Fenglian saying that the government of Taiwan has blocked mainland China from supplying rapid screening reagents. The MAC stated that rapid screening reagents are specific medical devices, and application to import such devices can be made to the competent authority with provision of relevant information. There has not been any so-called "political power" blocking the imports. Mainland China is using pandemic prevention supplies in its united front efforts to divide Taiwan, and the people of Taiwan have seen the true colors of its two-faced approach. The MAC also responded to the Hong Kong Police's arrest of five trustees of the “612 Humanitarian Relief Fund,” including Denise Ho and Joseph Zen for "the crime of collusion with foreign powers." The MAC stated that Taiwan condemns all atrocities committed in the name of national security to persecute the people of Hong Kong and jeopardize human rights and freedom. The MAC called for the prompt release of those arrested. Regarding concerns over national security issues and the squeezing of local student quotas due to the loosening of regulations on the enrollment of Hong Kong and Macao students at high schools and five-year colleges in Taiwan, the MAC responded that neither Hong Kong and Macao students studying in Taiwan nor the relatives of the students are entitled to directly obtain Taiwan identity cards. They also do not enjoy the right to vote. Moreover, the admission quotas for Hong Kong and Macao students are "supplemental" and will not impinge on the rights and interests of domestic students.

The MAC issued a press release on the Legislative Yuan's passage of the third reading of the “Draft Amendments to Part of the Provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area” to prevent leakage of core technology and improper talent poaching. The MAC stated that this amendment has two key elements: 1. To establish a review mechanism for travel to mainland China by personnel who are engaged in national core technology business that are commissioned by, receive grants from, or are funded by government agencies (institutions) of a certain level; and 2. To clearly stipulate proxy agents as the object of punishment and increase corresponding penalties in cases where mainland Chinese capital illegally invests in Taiwan through proxies and mainland Chinese enterprises illegally conduct business in Taiwan.

The MAC issued a press release on the inappropriate comments and obstruction of Taiwan's participation in the World Health Assembly (WHA) by the mainland China's Taiwan Affairs Office, Ministry of Foreign Affairs, and their representatives. The MAC stated that the Republic of China (ROC) is a sovereign state. Taiwan has never been part of the People's Republic of China even for a day from the perspectives of history, international law, or cross-Strait realities. The ROC (Taiwan) government expressed strong displeasure over mainland China's repeated suppression of Taiwan's participation in the World Health Organization (WHO) and aggressive use of distorted lies to mislead the international community. The CCP authorities continue to let their wrongful political views come before the "right to health," and even falsely claim that they have taken care of and made proper arrangements for the health and well-being of the people of Taiwan. This is a complete distortion of the facts and is entirely unhelpful to benign interaction between the two sides of the Taiwan Strait. The Beijing authorities undermine the rules of the international order by attempting to erroneously link resolutions of the United Nations General Assembly and WHO with their "one China" principle. This is unacceptable to all. The fact that the motion backing Taiwan’s participation was not included in the WHA agenda this time was entirely the result of the CCP’s arrogant obstruction.

The MAC announced the results of a public opinion survey showing that more than 90% of the public oppose the continued activities of CCP military aircraft and warships around Taiwan and exercises directed against Taiwan to intimidate Taiwan (90.6%). Nearly 90% of the public oppose the CCP's long-term diplomatic pressure against Taiwan, including its obstruction of Taiwan's participation in international organizations or activities (89.6%) and opposition to Taiwan's participation in the "Indo-Pacific Economic Framework" (89.3%); and disapprove of the CCP's recent obstruction of Taiwan's participation in the World Health Assembly (86.3%). More than 80% of the public approve of the government's position that the objective reality and current status quo across the Taiwan Strait is that "the Republic of China (Taiwan) and People's Republic of China are not subordinate to each other" (82.2%); over 70% of the public support the government's position of firmly refusing the CCP's "one country, two systems," and defending national sovereignty and Taiwan's democracy (75.8%).

The MAC issued a statement on the 33rd anniversary of the Tiananmen Square Incident noting that the CCP has failed to reflect on its mistakes and has been tightening its grip on free speech and imposing restrictions on people's freedom to consolidate its long-standing one-party dictatorship. The CCP has been subjecting ethnic minorities to arbitrary detention and forced labor in "re-education camps" and has scrapped its commitment to rule Hong Kong under the "one country, two systems" framework in complete disregard of human rights, universal values, and commitments to the international community. Democracy, freedom, human rights, and the rule of law are not only the ways of life and universal values cherished and shared by Taiwan and countries around the world, but also the principles that underpin the benign development of cross-Strait relations and peace and prosperity in the region. The MAC called on the Beijing authorities once again to face up to the historical facts of the “Tiananmen Square Incident” with sincerity, embark on political reforms, implement democratic governance, and promote civic participation in its society. Only then will mainland China be able to enhance the well-being of its people and improve its international image in the eyes of the world.

MAC Deputy Minister Chiu Chui-Cheng responded to a claim by the CCP's Taiwan Affairs Office defending the "1992 Consensus” in response to KMT Chairman Eric Chu’s statement. Deputy Minister Chiu stated that the CCP defines the "1992 Consensus" as the "one China" principle, which downgrades Taiwan and leaves no room for the existence of the Republic of China. The majority of Taiwanese public have rejected this. The MAC called on the CCP authorities to renounce subjecting Taiwan to political frameworks and military intimidation, and face up to the fact that the Republic of China exists. This is the only way that will benefit the positive development of cross-Strait relations. Regarding the claim by Taiwan Affairs Office Deputy Director Liu Junchuan that the people of Taiwan will be in charge after the unification of the two sides of the Taiwan Strait, Chiu stated that the CCP ignores the current international and cross-Strait reality, plays its old tune of promoting unification, and wishfully hopes to plot the development path for Taiwan. The people of Taiwan have long firmly rejected this.

The MAC responded to the CCP's claim that the Taiwan Strait is not international waters. The MAC stated that the Republic of China is a sovereign state and has sovereignty, existing rights, and jurisdiction over its islands, territorial seas and airspace. The CCP's unilateral claim over Taiwan and the Taiwan Strait is an attempt to "provincialize Taiwan as one of China’s local governments and internalize the Taiwan Strait as part of its internal waters." This is completely contrary to international law and the actual status quo of the Taiwan Strait. It is a provocation that undermines the status quo across the Taiwan Strait and escalates regional tensions. Taiwan and the international community will never recognize or accept this claim. The Taiwan Strait is the strait that has long maintained cross-Strait and regional peace and stability. It is not waters where the CCP military could pressure against Taiwan, expand its regional military forces, and extend maritime power. The MAC warned the other side of the Taiwan Strait to face up to the reality and to not repeatedly challenge the international order and constantly threaten Taiwan's security.

The MAC responded to the CCP's decision to suspend the import of Taiwan grouper from June 13 on the grounds that forbidden drugs had been detected and a claim by the Taiwan Affairs Office that Taiwan did not provide proof of rectification regarding the grouper. The MAC stated that the CCP unilaterally suspended imports of Taiwan grouper, harming Taiwan's fishermen and the rights and interests of related industries. The quarantine of agricultural products is a professional and technical issue. The MAC called for resolution of the matter in accordance with scientific evidence and international norms and through pragmatic communication under existing cross-Strait agreement mechanisms. The CCP authorities should refrain from causing unnecessary disturbance between the two sides of the Taiwan Strait, which will only heighten Taiwanese people’s antipathy against their arbitrary suppression and thus affecting cross-Strait relations.

June 17, 2022
President Tsai Ing-wen commented on the CCP's unilateral suspension of grouper imports from Taiwan during a visit to the Yong'an District Fishermen's Association in Kaohsiung. President Tsai said that the CCP has not strictly abided by international norms on imports of pineapples, sugar apples, and now grouper from Taiwan. It often resorts to sudden and disproportionate trade bans to obstruct the flow of goods and free trade, harming Taiwan's exporters and fishermen.

The MAC responded to reports questioning the "narrow door" of the government's humanitarian assistance mechanism for the people of Hong Kong. The MAC stated that the “Taiwan-Hong Kong Office for Exchanges and Services” has accepted and handled the cases of Hong Kong people who legally entered Taiwan and applied for humanitarian assistance in accordance with established procedures. In promoting humanitarian aid for Hong Kong people, attention must be paid to national security, individual privacy, and other factors. Taiwan is facing growing expansion and infiltration of totalitarian dictatorships, hence the need for caution has increased, discernment and screening are also required to prevent interference and damage to coordination mechanisms.

The MAC responded to Taipei Mayor and Chairman of Taiwan People’s Party (TPP) Ko Wen-je's advocacy of building a "Kinmen-Xiamen Bridge" and Ko’s claim that the construction would be a continuation of President Tsai's "Mini Three Links" policy. The MAC stated that the focus of "Mini Three Links" is on regulating the cross-border flow of personnel and goods while prioritizing national security. The so-called "Kinmen-Xiamen Bridge" is a unilateral proposal driven by the CCP as part of its united front work to blur the line between Kinmen and Xiamen and make Kinmen part of mainland China's Fujian province. This creates tremendous national security risks and thus fundamentally differs from the "Mini Three Links." The government has no policies or plans in place to facilitate the construction of a bridge between Kinmen and Xiamen.

The MAC responded to claims by Taiwan Affairs Office Spokesman Ma Xiaoguang that the CCP has sovereignty over Taiwan. The MAC stated that the Republic of China is a sovereign state and the two sides of the Taiwan Strait are not subordinate to each other. Taiwan is not a part of the People’s Republic of China. These are indisputable historical facts and the status quo across the Taiwan Strait, and are also generally recognized by the international community. Taiwan never permits the CCP authorities to make irresponsible and false remarks and to infringe upon our national sovereignty. The rigid Taiwan policy of the Beijing authorities stems from its erroneous positioning of the "one China" principle. The proposition and fallacy of "provincializing Taiwan as one of China’s local governments and internalizing the Taiwan Strait as part of its internal waters" also seriously contradict the understanding of the international community and status quo across the Taiwan Strait. These moves of provocation have further escalated regional tensions. They will not be recognized by the international community, nor be accepted by Taiwan.

The MAC issued a press release to address the 25th anniversary of Hong Kong's handover to the CCP. The MAC said that the democracy, human rights, freedom, and rule of law in Hong Kong have sustained major regression compared to 25 years ago; today, it is universally recognized that "Hong Kong ruled by Hong Kong people" remains a pipe dream and that "one country, two systems" has degenerated and spoiled. It is regrettable that the CCP authorities have sought to shift focus by blaming Hong Kongers' fight for freedom and democracy on the so-called foreign interference. The MAC solemnly calls on the relevant parties to cease their self-deception and follow through their commitments made in the Hong Kong Basic Law and to the international community by returning Hong Kong people the freedom, democracy, and rights they deserve. This is the only way for the CCP to truly achieve the ideal of "responding to the calls of the people."

The MAC responded to a question regarding an announcement made by the Macao government saying that it had detected COVID-19 virus on the packaging of mangoes imported from Taiwan and had since banned the relevant companies from importing from the same sources for one week. The MAC stated that the Macao government copied mainland China's unreasonable practice by unilaterally suspending mango imports from Taiwan without prior or subsequent notification. The MAC called on Macao to ensure that its preventive and regulatory measures for imported goods are based on science and in line with international norms to maintain smooth trade between the two sides.

July 7, 2022
The MAC issued a press release to address the CCP’s plan to hold the “Straits Forum” and invite individuals to participate as representatives of Taiwan. The MAC stated that the Straits Forum is a large-scale platform hosted by the CCP to advance its united front work against Taiwan. Over the years, the CCP has been using this event to publicize its Taiwan policy of "opposing independence and promoting unification" and the outcomes of its united front work against Taiwan. The government's consistent position is as follows: 1. Prohibiting Straits Forum related events from being held in Taiwan and banning individuals and organizations in Taiwan from co-hosting forum-related activities with mainland China; 2. Prohibiting central government personnel from participating, discouraging local governments in Taiwan from attending, and calling on civil organizations in Taiwan to not lightly participate; 3. Prohibiting engagement in "democratic consultations" that eliminate ROC sovereignty or promotion of the "one country, two systems model for Taiwan"; 4.When engaged in cross-Strait exchanges, the people of Taiwan should comply with the Act Governing Relations between the People of the Taiwan Area and the Mainland Area and related regulations to avoid violation of the laws.

MAC Deputy Minister Chiu Chiu-cheng responded during a regular press conference to a question regarding an article published in People's Daily written by mainland China's Taiwan Affairs Office Director Liu Jieyi. This article mentioned the Overall Policy for Taiwan and called for exploring the "one country, two systems model for Taiwan.” Deputy Minister Chiu said that the article is a rehashing of the same tired tune of opposing independence and promoting unification. The MAC has repeatedly stressed that the mainstream public opinion in Taiwan firmly rejects "one country, two systems" and will not accept the political endgame unilaterally laid out by the authoritarian CCP regime for cross-Strait relations. Beijing is unwilling to face up to the basic fact that the two sides across the Taiwan Strait are not subordinate to each other; its discourse on Taiwan is full of wishful fallacies and deception meant to hide its failed Taiwan work resulted from its misjudgment of the situation. None of this is conducive to the development of cross-Strait relations.

The MAC responded to a question regarding the CCP commissioning its marine rescue cruiser “Haixun-06” in Fujian and deploying it to Pingtan Island to carry out regular official duties in the waters of the Taiwan Strait. The MAC stated that the Republic of China is a sovereign state and has the sovereignty, sovereign rights, and jurisdiction over the islands, waters, and airspace within its territory under international law and the laws of Taiwan. The government will closely monitor the actions of mainland China to safeguard our national sovereignty and the legal rights in the Taiwan Strait. In addition, Taiwan's coastal law enforcement agency has formulated the principles and standard operating procedures for handling unexpected situations at sea. It will also closely watch and respond to mainland China’s law enforcement practices.

The MAC responded to a question regarding a claim made by Wang Yang, Chairman of the CCP National Committee of the Chinese People's Political Consultative Conference (CPPCC) at the Straits Forum, saying that recognizing the "1992 Consensus" could improve cross-Strait relations. The MAC stated that neither the people of Taiwan nor the international community accept the "1992 Consensus" under the "one China" principle as defined by the Beijing authorities. Taiwan has never been part of the People’s Republic of China.I It is the status quo and objective truth that the two sides of the Taiwan Strait are not subordinate to each other. The CCP has, for a long time, been using exchanges and united front platforms as a vehicle to propagate the political views that run counter to the expectation of people in Taiwan and denigrate Taiwan. This is meaningless and futile.

MAC Deputy Minister Chiu Chui-Cheng responded during a regular press conference to a question regarding the CCP holding the Cross-Strait Youth Summit. The MAC stated that the Taiwanese youth have long been targeted by the CCP in its united front work. Since the proposal of "Xi's five points" in 2019, mainland China has stepped up its promotion of integrated cross-Strait development in an attempt to enhance Taiwanese youth’s approval for mainland China. The CCP seeks to interfere with cross-Strait exchanges with political manipulation, which is not favorable for cross-Strait exchanges or interaction in the long term. The MAC called on young people to be more vigilant and pay attention to the potential political motives behind exchange activities to avoid becoming a tool for the CCP's united front propaganda against Taiwan.

President Tsai Ing-wen addressed the opening of the “Ketagalan Forum–2022 Indo-Pacific Security Dialogue” via video. President Tsai said that authoritarian actors threaten to upend the regional balance in the Indo-Pacific. Their gray zone tactics seek to weaken international law and norms. Their diplomacy works to infiltrate democratic institutions and international organizations, undermining the sovereignty of other countries. And their violent crackdowns have exposed systemic human rights abuses. Taiwan’s geostrategic position on the frontlines of this authoritarian expansion makes us a crucial stronghold for democracy. The Taiwanese people are committed to defending our country, upholding our democratic way of life, and maintaining regional security and stability. Taiwan is not only key to regional and global security, but is also an indispensable member of the international community.

The MAC issued a statement on a symposium held by mainland China on the 30th anniversary of the "1992 Consensus." The MAC stated that the CCP has been a long-standing threat to Taiwan's democratic values and way of life. The CCP authorities defined the "1992 Consensus" under their "one China" principle in an attempt to deny the sovereignty of the Republic of China (ROC). This political framework has never been accepted by Taiwan, nor is it the basis of cross-Strait relations. Until today, the two sides of the Taiwan Strait have never reached any political consensus because the CCP has never respected or faced up to the firm determination of the people of Taiwan that the ROC (Taiwan) is a sovereign country. This is the key issue that Beijing cannot sidestep. The future of Taiwan will be jointly decided by its 23 million people. We will not accept the political preconditions, political endgames, or the path unilaterally set by the CCP. To maintain peace in the Taiwan Strait, the top priority is for the other side to renounce its military intimidation and aggression against Taiwan and resolve differences in a peaceful and rational manner.

The Mainland Affairs Council (MAC) issued a news release expressing strong protest and solemn condemnation in response to the Chinese Communist Party (CCP) using the US House Speaker Pelosi's visit to Taiwan as a pretext to escalate malicious saber-rattling against Taiwan. The MAC stated that the CCP’s intense intimidation and retaliatory moves are aimed at forcing the international community to withdraw support for Taiwan. Going forward, we do not rule out the possibility that the CCP might put further pressure on the situation across the Taiwan Strait and the region to isolate Taiwan and advance its ultimate goal of coercing Taiwan into a negotiation for unification. The MAC solemnly warned the CCP to immediately cease its bellicose and provocative behavior and to not misjudge the situation. It is an objective truth that the two sides across the Taiwan Strait are not subordinate to each other; no amount of pressure from the Beijing authorities can change this. The government remains consistent in its policy to maintain peace across the Taiwan Strait. We will firmly safeguard our national sovereignty and will never condone any "military invasion." The Ministry of Foreign Affairs issued a press release stating that the CCP's provocations challenge the international order, undermine peace and stability in the Taiwan Strait and the region, and seriously affect international economic and trade exchanges and the order of international law.

The Mainland Affairs Council (MAC) responded to the arrest of Taiwanese National Party Vice-Chairman Yang Chih-yuan by mainland China. The MAC stated that the relevant units in Taiwan have not yet received information from mainland China regarding restrictions on Yang's personal freedom. The MAC solemnly protested the Chinese Communist Party (CCP)'s frequent detention of Taiwanese people in mainland China on the grounds of national security. It called on mainland China to immediately provide a full explanation on the location and time of Yang's detention and the laws he is suspected of violating. The MAC also requested that mainland China notify Taiwan in accordance with the “Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance,” and ensure the due judicial process, rights, and interests of the involved parties.

President Tsai Ing-wen delivered recorded remarks on the live-fire military exercises conducted by the Chinese Communist Party (CCP) in areas around Taiwan. President Tsai said that the CCP's continued deliberate heightening of military threats, especially the launch of missiles into some of the busiest transportation corridors in the world, not only encroaches upon Taiwan's national sovereignty, but also creates high tensions in the Indo-Pacific region. The CCP’s irresponsible action has menaced air and maritime transportation safety and the normal functioning of international trade. Taiwan solemnly called on the CCP to act with reason and exercise restraint. Taiwan will neither escalate conflict nor instigate disputes, but will resolutely defend our national sovereignty and security as a bulwark of democracy and freedom. Taiwan has always been a responsible member of the international community, working to maintain the peaceful and stable status quo in the Taiwan Strait. We are calm and do not act rashly, rational and do not provoke, firm and do not back down. Peace in the Taiwan Strait is the shared responsibility of everyone in the region. We have been doing our utmost in upholding the cross-Strait status quo, have remained open to constructive dialogue, and will not give in to challenges.

The Mainland Affairs Council (MAC) issued a statement in response to the Chinese Communist Party (CCP)'s illegitimate military exercises and firing of multiple DongFeng ballistic missiles into the air and sea areas around Taiwan. The MAC urged the international community to join hands in resisting the menace from the authoritarian camp to the global democratic community. It also urged the Beijing authorities to promptly face up to the cross-Strait status quo that the two sides of the Taiwan Strait are not subordinate to each other, and return to the path of resolving differences through peaceful dialogue. The Ministry of Foreign Affairs issued a press release strongly condemning the CCP's arbitrary missile test and calling for international community to voice support for democratic Taiwan. The Ministry of National Defense issued a press release emphasizing that it will uphold the principle of preparing for war without seeking war. The Mainland Affairs Council (MAC) released a statement in response to the Chinese Communist Party (CCP)’s high-intensity military exercises with multiple sorties of its military aircraft and warships in the waters around Taiwan and its deliberate cross of the median line of the Taiwan Strait. The MAC strongly protested these actions of the CCP and demanded that it immediately cease its irrational and malicious military provocation. The MAC emphasized that Taiwan will never accept the CCP's use of areas around Taiwan as a training ground for its military forces and aggressive saber-rattling threatening the lives and assets of people in Taiwan. If the CCP cannot resolve issues peacefully and with wisdom and chooses to cling to the wishful thinking that it could coerce Taiwan into a compromise by force, hostility will only spiral upwards and antagonism will only exacerbate between the two sides across the Taiwan Strait. The CCP has been making fallacious sovereignty claims over Taiwan with its truth-defying "one China" principle and with its misinterpretation of the UN resolution. It has also embarked on irrational military moves to disrupt the cross-Strait and regional status quo, which have already sparked harsh condemnation and fierce opposition from the international community. Third, as a sovereign and independent country, the Republic of China (Taiwan) has the right to interact with other countries. Mainland China has no right to interfere in or alter this. The ministry said that Taiwan’s armed forces uphold the concept of "anywhere could be battlefields and constant training" and the principle of "defending the median line, territorial waters, and sovereignty" to stabilize the status quo. In response to the Chinese Communist Party (CCP)'s claim of "10 Breakthroughs" in military exercises, which has caused external concerns, the ministry said that all military exercises and training are aimed at pragmatic verification and are seldom embellished with "features." The ministry called on the people of Taiwan to view this rationally.

The survey showed that nearly 90% of the public in Taiwan oppose the provocative actions of the Chinese Communist Party (CCP) military aircraft and warships conducting large-scale military exercises and firing multiple ballistic missiles around Taiwan (88.3%). A Similar percentage disapprove of the CCP's cyberattacks and spread of disinformation (88.7%) and disagree with the deliberate suspension of its imports of agricultural and fishery products and food from Taiwan and exports of mainland Chinese natural sand (82.6%). The percentage of the public considering the CCP unfriendly towards Taiwan government and people (80.8% and 66.6%, respectively) reached a record high in over 20 years. Around 80% of the public disapprove of the CCP's targeted sanctions of the "Taiwan independence diehards" and their affiliated organizations (77.8%), more than 80% of the public oppose the "one China" principle underpinning the CCP's white paper and reject the "one country, two systems" positioning Taiwan as a CCP-ruled local government and special administrative region (84.7%).

It stated that the implementation of the Hong Kong National Security Law was the main reason that Hong Kong's Next Digital saw its senior executives arrested and the company liquidated last year. All related court judgments and actions adjudicated under this ruthless law shall not be recognized under the laws of Taiwan as they violate the provisions outlawing foreign court rulings contrary to the public policy or morals of the Republic of China, namely Article 42 of the Laws and Regulations Regarding Hong Kong and Macao Affairs and Article 402 of the Taiwan Code of Civil Procedure. They have not been recognized by Taiwan's court and therefore are invalid. Any actions pertaining to the liquidation ruling in question are therefore void under Taiwan's law.

Chiu stated that Beijing has become a destabilizing factor in the Taiwan Strait amid global upheavals. In early August, the Chinese Communist Party authorities launched a series of targeted military exercises and implemented economic laws to pressure Taiwan, changing the regional order and status quo of the Taiwan Strait. The essence of cross-Strait relations is peace and equality: sovereignty and democracy cannot be violated. Taiwan will not act provocatively or rashly. It will continue to strengthen its self-defenses and jointly safeguard peace across the Taiwan Strait with the international community. The Mainland Affairs Council (MAC) responded to a statement by the Taiwan Affairs Office (TAO) Spokesperson characterizing MAC Minister Chiu Tai-san's four suggestions on easing the current cross-Strait situation as "scapegoating mainland China and deceiving the world." The MAC stated that there is a huge gap between the TAO’s statement and the perception of the people of Taiwan. The Beijing authorities set the political precondition of a "one China” principle that belittles Taiwan while wishfully designing a "one country, two systems" endgame for unification and constantly intensifying saber-rattling against Taiwan. This is completely untenable legally or realistically and will never be accepted by the people of Taiwan. On the TAO's firm opposition to the United States Senate Foreign Relations Committee's plan to review the Taiwan Policy Act as a violation of the "one China” principle, the MAC stated that Beijing has broadly pressured Taiwan through military exercises and other means that violate the norms of peaceful international relations and international law. This has drawn opposition in the US and the rest of the global democracy camp and goes against Beijing's "one China” principle and its claim that every country has autonomy over its own policies; moreover, this is not what the Chinese Communist Party can arbitrarily interfere with, coerce, or unilaterally define.

The Mainland Affairs Council (MAC) responded to claims by mainland China's Taiwan Affairs Office that only sovereign countries are qualified to participate in the International Civil Aviation Organization (ICAO) and that Taiwan is part of China. The MAC stated that the Republic of China is a sovereign state. The Chinese Communist Party's politically-motivated pressure against Taiwan's participation not only harms the air safety rights of 23 million people but also runs counter to the ICAO's goal of achieving a "seamless sky." The MAC called on the Beijing authorities to not undermine peace in the Taiwan Strait and not maliciously obstruct Taiwan's participation in international organizations and activities.

Mainland Affairs Council Deputy Minister Chiu Chui-Cheng responded at a regular press conference on the timing of the resumption of transportation under the Mini-Three-Links. Chiu said it is imperative to consider the latest developments related to the COVID-19 pandemic; disease prevention measures, healthcare capacity, and public opinion in Kinmen and Matsu; cross-Strait interactions; and other factors. Kinmen and Matsu are ready for customs clearance, certification, quarantine, and security arrangements. Direct cross-Strait links will naturally resume when the timing is right and COVID preventions are completed. Chiu also responded to concerns expressed by mainland China's Taiwan Affairs Office (TAO) over the condition of the giant panda "Tuan Tuan" and the TAO's willingness to provide technical support and help. He stated that the Taipei Zoo will invite mainland Chinese experts to Taiwan for consultations as needed. Mainland China is open to submitting a special application and the responsible agencies will follow up with any necessary assistance.

President Tsai Ing-wen delivered a keynote address at the opening of the Global Taiwan Institute’s annual symposium. Tsai said that mainland China’s persistent military exercises, gray-zone operations, and incursions with military personnel, weaponry, and drones into the areas around Taiwan undermine the status quo across the Taiwan Strait. These irresponsible actions encroach on Taiwan’s sovereignty and threaten peace and stability in the Indo-Pacific region. They also endanger air and maritime safety as well as international trade in an attempt to erode international law and norms. Tsai deeply appreciated the support from administration and elected officials in the United States who, together with friends from Group of Seven (G7) nations and many other like-minded partners around the world, condemned mainland China’s military provocations.

Tsai said that in recent years the Indo-Pacific has come to face serious challenges. Our region’s security and economic order are threatened by the expansionist ambitions of authoritarian regimes and their coercive tactics. The democratic values and rules-based order that we in the region have long worked to uphold are now being eroded by these actions. To ensure the peace, stability, and prosperity in the Indo-Pacific region, we need a new regional framework that advances collaboration between like-minded democratic partners. While Taiwan stands on the frontline of authoritarian expansion, our resilient economy and industrial supply chains remain a vital part of the regional ecosystem. It goes without saying that Taiwan will be an indispensable partner in the future creation of a new regional framework in the Indo-Pacific.

The Mainland Affairs Council (MAC) responded to the proposal of Tesla CEO Elon Musk during a Financial Times interview that Taiwan could operate as a special administrative region. The MAC stated that the Republic of China (Taiwan) occupies a key position in the democratic system, global technology sector, and global economy. Taiwan is not an object up for commercial transactions or acquisition, and it has already rejected any arrangements for our systems by the Chinese Communist Party. Mr. Musk’s comment was based purely on business interests and is by no means acceptable for people in Taiwan or any country.

President Tsai Ing-wen attended the Republic of China’s 111th Double Tenth National Day Celebration and delivered an address titled “Island of Resilience: A Better Taiwan for the World.” Tsai said that with Taiwan a part of a changing landscape, we will continue to resolutely uphold our Four Commitments. We will also enhance the resilience of four key areas: our economy and industry, social safety net, a free and democratic government system, and national defense. Peace and stability in the Taiwan Strait is the basis for the development of cross-Strait relations. It is regrettable that, in recent years, the Beijing authorities' escalation of their military intimidations, diplomatic pressure, trade obstructions, and attempts to erase the sovereignty of the Republic of China (Taiwan) have threatened the status quo of peace and stability in the Taiwan Strait and the region. The Chinese Communist Party mistakes that there is room for compromise in the Taiwanese people’s commitment to democracy and freedom, and thus attempts to divide Taiwanese society by exploiting the fierce competition between our political parties. This way of thinking and acting is of no benefit to cross-Strait relations, and will only push our two sides further from each other. Armed confrontation is absolutely not an option for our two sides. Tsai said that she wanted to make clear to the Beijing authorities that armed confrontation is absolutely not an option for our two sides. Only by respecting the commitment of the Taiwanese people to their sovereignty, democracy, and freedom can there be a foundation for resuming constructive interaction across the Taiwan Strait. We look forward to the gradual resumption of healthy and orderly cross-Strait exchanges after the loosening of border restrictions on both sides.

The Beijing authorities' repeated attempts to erase the sovereignty of the Republic of China (Taiwan) have gravely undermined the cross-Strait status quo of peace and stability. The Chinese Communist Party’s adventurist actions aimed at challenging the international order have drawn opposition from the Taiwanese people; the risks and crises resulting from their actions have fueled international condemnation. Upholding peace and stability in the Taiwan Strait is the shared responsibility of the two sides. Taiwan will make various preparations ahead of the loosening of border restrictions on both sides, including an overall assessment and enhancement of security management. Upon completion of related groundwork, our government will make gradual adjustments to the entry restrictions on residents of mainland China, Hong Kong, and Macao to resume healthy and orderly cross-Strait people-to-people exchanges. The MAC called on the other side across the Taiwan Strait to ease tensions in the Taiwan Strait; to adopt an attitude of rationality, equality, and mutual respect; and to resolve differences peacefully and pragmatically.

The MAC reminded Taiwanese citizens to get fully vaccinated against COVID-19 before traveling and practice other enhanced preventive measures abroad to protect their own health.

His remarks were the consistent rhetoric of the party, including its determination to fully implement the so-called “Overall Policy for Taiwan” and refusal to renounce the use of force against Taiwan. The MAC solemnly responded to these statements with Taiwan’s resolute position that President Tsai stated in her National Day address this year. That is, we believe that maintaining peace and stability in the Taiwan Strait and the region is a shared responsibility between the two sides. We want to make clear that armed confrontation is absolutely not an option for our two sides. The Republic of China is a sovereign state. Taiwan has never been part of the People’s Republic of China. Taiwanese people will never accept any political endgames unilaterally set by the CCP, be it the “1992 Consensus under the ‘one China' principle” or “one country, two systems”; meanwhile, we believe that only the 23 million people of Taiwan have the right to decide our future. The MAC urged the CCP authorities to stop imposing their political framework and cease all acts of military coercion and aggression against Taiwan. The MAC called on the new CCP leadership to relinquish its old mindset aimed at encroachment and confrontation, resolve differences peacefully and with equality, and take their due responsibility for stabilizing the situation in the Taiwan Strait.

The Ministry of Foreign Affairs (MOFA) issued a press release in response to the announcement by the Holy See that its provisional agreement on bishop appointments with China would again be extended by a further two years. The MOFA stated that the position of the government of Taiwan has not changed. Taiwan hopes that the accord will help reverse the increasing deterioration of religious freedom in China. The Chinese government has recently stepped up measures to persecute local Catholic communities. As religious freedom and human rights continue to deteriorate in China, the so-called sinicization of religion has turned into the nationalization and further into the CCP control of religion. Chinese Catholics face formidable challenges to both conscience and freedom of belief. The MOFA will continue to work with the Holy See and the Catholic Church to enhance humanitarian cooperation and jointly safeguard the core value of religious freedom.

The Beijing authorities' persistent imposition of political frameworks on Taiwan and escalation of military intimidation is the source of tensions in the Taiwan Strait and is firmly opposed by the international community. Taiwan will continue to stand firm on the “Four Commitments,” strengthen our “Four Resiliences” in defense of our national sovereignty, democracy, and freedom.

The Mainland Affairs Council (MAC) announced the results of a routine public opinion survey. On Taiwan-related proposals in the Chinese Communist Party’s (CCP’s) “20th National Congress” report, about 90% of the public are strongly opposed to the CCP’s declaration that it will never renounce the use of force (85.6%) and disapprove of the CCP’s saber-rattling against Taiwan (91.6%). Over 80% of the public disapprove of mainland China’s “overall strategy for resolving the Taiwan issue” (83.9%) and the position of adhering to the “1992 Consensus” under the “one China” principle (82.3%). A similar percentage oppose the claim that “peaceful unification and one country, two systems” is the best way to achieve unification of the two sides of the Taiwan Strait (79.3%). Nearly 90% of the public support the government’s approach of continuing to enhance our self-defense capabilities to safeguard national sovereignty and Taiwan’s democracy (89.7%). More than 80% support the President’s National Day address appeal that armed confrontation is not an option for the two sides across the Taiwan Strait and only by respecting the commitment of the Taiwanese people to our sovereignty, democracy and freedom can there be a foundation for resuming constructive interactions across the Taiwan Strait (84.3%). A similar percentage of the public approve of the government’s position that provided there is rationality, equality, and mutual respect, we are willing to work with the Beijing authorities to find a mutually agreeable arrangement for upholding peace and stability in the Taiwan Strait (88.9%); and support the positions on the “Four Resiliences” (80.7%) and “Four Commitments” (74.4%) to protect Taiwan.

They should also respect and understand the commitments of the 23 million people in Taiwan for the development of cross-Strait relations. The government of the Republic of China is highly resolved to maintain the peaceful status quo of the Taiwan Strait. We stand firm on the “Four Commitments” and vow to strengthen our “Four Resiliences.” We also ensure that our cross-Strait policies are rational and non-provocative, resolute and unwavering. We will continue to bolster our self-defense capabilities. We will also work with the international community to respond prudently to developments of the situation. Chiu made two appeals: First, an armed confrontation is absolutely not an option for our two sides. We call on mainland China to resolve differences through constructive dialogue without preconditions. We also urge mainland China to shoulder its shared responsibility of maintaining peace across the Taiwan Strait. Second, Taiwan has gradually relaxed restrictions for exchanges. We hope that mainland China can progressively adjust its regulations to meet international trends so the two sides can resume healthy and orderly exchanges and create room for positive interaction.

The Mainland Affairs Council (MAC) commented on to whether the visit by experts from mainland China to Taiwan to see the giant panda Tuan Tuan means that there is interaction and consensus between officials of the two sides of the Taiwan Strait on humanitarian issues. The MAC stated that permission for mainland Chinese experts to come to Taiwan is based on professional assessment and planning by the Taipei Zoo and the Taipei City Government. The Council of Agriculture and Central Epidemic Command Center considered the visit necessary and agreed to allow their visit to Taiwan on a case-by-case basis. Relevant government agencies will individually evaluate and deal with cases involving urgent or humanitarian needs on both sides of the Taiwan Strait on a case-by-case basis.

The Mainland Affairs Council (MAC) issued a press release announcing further relaxation of COVID-19 pandemic control measures from November 7 in line with the latest adjustments made by the Central Epidemic Command Center. The MAC stated that, from that day, it would adjust measures to accept entry applications from mainland Chinese students entering Taiwan for short-term study and research programs and Hong Kong and Macao residents entering Taiwan for employment (limited to white-collar employment) or religious activity (including preaching and conducting religious studies). In the future, border restriction for mainland Chinese, Hong Kong, and Macao residents will be progressively adjusted in consideration of national security, the rights and interests of the Taiwan public, economic development, and pandemic control.

The Ministry of Foreign Affairs (MOFA) released a statement regarding the false claim at the 27th session of the Conference of the Parties (COP27)of the United Nations Framework Convention on Climate Change (UNFCCC) by mainland China's Special Representative for Climate Change Affairs Xie Zhenhua that appropriate arrangements had been made for Taiwan’s participation under the "one China" principle. The MOFA condemned that the Chinese envoy told lies blatantly in the aforementioned international conference. It also stated that the UNFFCCC is a serious platform for the international community to collectively address the challenges of climate change. The Chinese Communist Party has placed narrow-minded political considerations above global efforts to combat climate change and maliciously blocked Taiwan's participation for years. These actions run counter to mainland China's responsibilities to the world as a major carbon-emitting nation. It is deplorable that mainland China is willing to sacrifice the urgent issue of climate change and the sovereign rights of another country to achieve its authoritarian expansionist aims.

The views of the Beijing authorities on cross-Strait relations are illegitimate and against the will and expectations of the 23 million people in Taiwan. Any military aggression aimed at coercing Taiwan into accepting the CCP's political frameworks and endgame and at provoking cross-Strait and regional conflicts are bound to be rejected by both the people in Taiwan and the global community. The government is committed to maintaining peace and stability across the Taiwan Strait. We will continue to strengthen the "Four Resiliences" to boost Taiwan's self-defense capabilities and advanced developing abilities. The MAC called on the other side across the Taiwan Strait to respect the public opinion of Republic of China (Taiwan), stop imposing its political frameworks on and end all saber-rattling against Taiwan, truly deliver the talk of preserving cross-Strait peace instead of undermining it in reality, and handle this issue in a peaceful, pragmatic and rational manner.

The Mainland Affairs Council (MAC) responded to a statement by the Chinese Communist Party's (CCP's) Taiwan Affairs Office Spokesperson Ma Xiaoguang that mainland China has placed no obstacles to the resumption of the Mini-three-links. As long as the Democratic Progressive Party (DPP) authorities remove their own obstacles, companies on both sides of the Taiwan Strait can deal with matters related to cross-Strait transportation. The MAC stated that Mini-three-link transportation involves equal amount of traffic and public authority. This requires coordination by the Maritime Port Bureau, Ministry of Transportation and Communications in Taiwan and the transportation control department in mainland China. This is not an issue that transportation companies can independently decide. The government understands that Taiwanese companies hope for the prompt resumption of passenger service under the Mini-three-links. One possible approach is to begin with passenger transportation during major holidays.

The Mainland Affairs Council (MAC) responded to the passage of the “Fujian Provincial Provisions on Maritime Search and Rescue” by Fujian Province in mainland China and call for closer exchanges and cooperation with Taiwan's maritime search and rescue agencies. The MAC stated that the rescue of human life at sea is a universal value. The two sides can cooperate under the “Cross-Strait Sea Transport Agreement” signed in 2008 to ensure the safety of ships, people, and property at sea. In 2010, 2012, and 2014, the two sides of the Taiwan Strait took turns helding cross-Strait maritime search and rescue drills in the sea areas between Kinmen and Xiamen, and between Matsu and Fujian's Mawei. However, in 2016, mainland China unilaterally stopped these arrangements due to political factors.

Taiwan hopes to cooperate with more democratic allies to jointly ensure the peace and prosperity of the Indo-Pacific region. The expansion of authoritarianism has also affected the global economic order. Taiwan, the United States, and European countries should increase our cooperation to create more secure and resilient supply chains.

The Mainland Affairs Council (MAC) responded to a question regarding a ban on Taiwanese exports of several types of fishery products by mainland China's General Administration of Customs. The MAC said that it was unwilling to speculate on whether mainland China's action was politically motivated but expressed solemn protest against the lack of warning over mainland China’s suspension of Taiwanese exports of fishery products for matters related to registration. In the political report of the 20th National Congress of the Chinese Communist Party, the party claimed that it would promote cross-Strait economic and cultural exchanges and cooperation, but its actions are the exact opposite. Harming the livelihoods of disadvantaged farmers, fishermen, and relevant industries will not win support of the people of Taiwan. It is hoped that mainland China will act more in the interest of the well-being of the people on both sides of the Taiwan Strait and less in creating obstacles for cross-Strait trade and exchanges.

The Mainland Affairs Council (MAC) responded to an inquiry on the temporary import suspension of Taiwanese alcohol, beverages, and other items, including Kinmen Kaoliang and Taiwan Beer, by mainland China's General Administration of Customs on the grounds of incomplete information for registration. The MAC said that it will not accept non-tariff trade barriers imposed under the pretext of food safety supervision in an irrational attempt to create troubles for Taiwanese companies. The government will demand that mainland China promptly remove the non-tariff trade barriers in accordance with regulations of the World Trade Organization and through the channel of cross-Strait bilateral agreement. The MAC called on mainland China to exercise restraint and restore the normal order of cross-Strait economic and trade exchanges.

The Mainland Affairs Council (MAC) responded to a question regarding the resumption of the Mini-three-links. The MAC stated that the government's policy is to gradually resume healthy and orderly cross-Strait exchanges after the COVID-19 pandemic. Due to the worsening COVID-19 situation and lack of information transparency in mainland China, the government will remain active in making preparation and conducting rolling reviews based on the latest developments of the pandemic and overall situation. A possible approach is to start passenger service upon major holidays.

Mainland Affairs Council (MAC) Deputy Minister Chiu Chui-Cheng responded at a regular press conference to a question regarding mainland China's suspension of food imports from several Taiwanese suppliers on the grounds of incomplete information for registration. Chiu stated that mainland China has repeatedly rejected applications without giving a clear explanation and even demanded that companies provide information crucial to the competitiveness of their products. This amounts to a de facto trade barrier under the pretext of administrative management. Regarding the resumption of healthy and orderly cross-Strait exchanges after the COVID-19 pandemic, Chiu said that beginning from September, the government has started to relax restrictions on mainland Chinese residents seeking to visit Taiwan. The government remains consistent in its position and policy to welcome mainland Chinese students to Taiwan and support normal, healthy, and orderly cross-Strait academic and educational exchanges. The MAC called on mainland China to promptly lift the ban on mainland Chinese students enrolling in schools in Taiwan. In case of needs for the competent authorities on the two sides to coordinate, the MAC and Ministry of Education are ready to communicate through the existing cross-Strait platform on this matter.

The Mainland Affairs Council (MAC) responded to a question regarding the suspected branch office establishment and engagement in illegal business activities in Taiwan by Beijing's ByteDance, a subsidiary of the mainland Chinese short video platform Douyin. The government has actively embarked on investigation, and the potentially criminal aspects of this incident have been transferred to the judiciary for investigation in accordance with the law. In recent years, mainland China has been using short videos to influence foreign countries through cognitive warfare and infiltration. Given the potential risks of the Chinese government collecting users' personal information through these companies, many countries have grown vigilant of the situation and taken relevant countermeasures in response.

The Mainland Affairs Council (MAC) issued a press release to address the approval by the Executive Yuan cabinet meeting of the “Lunar New Year Charter Ferry Program for Kinmen and Matsu.” The MAC stated that the special program was jointly planned and constructed by the MAC, Ministry of Transportation and Communications (MOTC), Ministry of Health and Welfare, and other relevant agencies. The primary purposes of this program are: to provide convenience and meet the travel demand for family reunion and humanitarian reasons throughout the Lunar New Year holiday by Kinmen and Matsu residents premised on ensuring comprehensive pandemic prevention in outlying islands, and to serve the guiding principle of resuming passenger transportation under the Mini-three-links in a gradual and orderly manner premised on keeping the risks of the pandemic under control. The program will be implemented from January 7 to February 6, 2023. Eligible travelers are restricted to residents of Kinmen and Matsu and their mainland Chinese spouses. Applications to provide services in line with the program objectives should be submitted to the Maritime Port Bureau, MOTC and will be handled on a case-by-case basis.

The Mainland Affairs Council (MAC) issued a press release in response to the recent appeals pertaining to the “Lunar New Year Charter Ferry Program for Kinmen and Matsu” (hereinafter the "Charter Ferry Program"). The MAC stated that the resumption of passenger service under the Mini-three-links has the greatest impact on the residents of Kinmen and Matsu in terms of cross-Strait travel and economic development; therefore, the government must factor in the opinions from Kinmen and Matsu. Limits on the scope of passengers and number of trips under the “Charter Ferry Program” is a show of responsibility on the government's side due to the worsening COVID-19 situation in mainland China and limited medical capacity in Kinmen and Matsu. A step-by-step approach to resuming passenger service under the Mini-three-links is the best choice in view of the risks of the COVID-19 pandemic. The mutual understanding and support from all sides is vital to the steady and sustainable resumption of the links.

President Tsai Ing-wen convened a press conference to announce a plan for realigning the nation’s military force structure. Tsai stated that China's expansion continues to challenge the rules-based international order, threatening regional peace and stability, and impacting cross-Strait relations. China’s attempts to coerce Taiwan have become clearer, particularly since its military exercises this past August. To address the expansion of authoritarianism, nations in the international and regional community, such as the United States, European Union member states, Japan, Australia, and the Philippines, have each adjusted their strategies, strengthened their defense capabilities, and upgraded their military power. Taiwan stands on the frontline of authoritarian expansion. Only by preparing for war can we avoid it— only by being capable of fighting a war can we stop one. Only by strengthening our self-defense capabilities can Taiwan more effectively protect our national security and interests.

The Mainland Affairs Council (MAC) issued a press release to address the requirement of PCR Tests from travelers in accordance with the Central Epidemic Command Center (CECC) announcement. In light of the rising cases of COVID-19 infections in mainland China, inbound travellers arriving in Taiwan from mainland China will be required to undergo a saliva-based PCR test at the airport (or port) of entry, from January 1 to January 31, 2023. In addition, Taiwanese citizens residing or staying in mainland China should remain alert to the local pandemic situation and take precautions to stay healthy.
