Taiwan Affairs Office spokesman Ma Xiaoguang stated at a regular press conference that the air traffic control departments would strengthen communication with adjacent control areas to fully protect safety of actual operations on the southeast coastal sea flight route (M503 route). In emergencies, aircraft will be controlled to the west side of the route and will not yaw east. Moreover, this route is located in the Mainland's Shanghai Flight Information Region and is part of the Mainland's civilian airspace management's routine tasks. The opening of the route is also truly necessary to the development of the Mainland economy and civil aviation. The Mainland hopes that the people of Taiwan can show more understanding and less doubt. In future operations, the two sides will maintain communication. It was also announced that the specific time, place and related arrangements for talks between the SEF and the ARATS leaders this year should be determined according to the progress of the agenda decided during the tenth round of SEF-ARATS talks. Once the SEF and ARATS have confirmed results of negotiations, new agreements may be signed. Moreover, in the New Year, the Mainland will continue to expand and deepen cross-strait exchanges in various fields, especially in terms of strengthening communication and exchanges with various sectors and levels of the public, continuing to help Taiwanese youngsters to study, work, and start businesses in the Mainland, and also by providing assistance and adopting more targeted policy measures.

Member of the Politburo Standing Committee of the Communist Party of China, Yu Zhengsheng, said at the Beijing 2015 Working Conference on Taiwan Affairs that Taiwan-related tasks are relevant to overall national development. The two sides must review and map out related tasks in view of achieving the "Two Centenary" goals and with the great perspective of the "Chinese Dream" in mind. The two sides also must continue to adhere to the central government's major Taiwan policies of consolidating Taiwan compatriots and maintaining stability across the Taiwan Strait. Furthermore, it is necessary to firmly curb "Taiwan independence" separatist activities; firmly promote peaceful development of cross-strait relations to resolve the Taiwan issue, and accumulate and create conditions to achieve reunification of the motherland.

Taiwan Affairs Office (TAO) spokesman Ma Xiaoguang stated at a regular press conference that TAO Director Zhang Zhijun would visit Kinmen on February 7 to 8 at the invitation of Taiwan's MAC Minister Wang Yu-chi. The two sides will hold a work meeting between the cross-strait competent authorities to exchange views on issues related to the status of cross-strait relations for this year. The Mainland hopes that traffic control authorities on the two sides will further communicate on operational and technical issues concerning the M503 air route. This would help Taiwan to objectively, pragmatically and comprehensively understand the Mainland's reasons for opening up the new route. On the matter of Taiwan agricultural and fishing product sales to the Mainland, the two sides should take concrete actions, advance in the same direction, and create favorable policy environment and conditions. In addition, the Mainland hopes for Taiwan to reduce restrictions on Mainland investment so as to further expand and deepen cross-strait economic cooperation and thereby jointly make new efforts.

Taiwan Affairs Office (TAO) Spokesman Ma Xiaoguang said that the Mainland and Taiwan both belong to the "one China." The cross-strait relationship is not a state-to-state relationship; there is an irrefutable legal basis and actual evidences that prove this fact. Taiwan Affairs Office (TAO) Spokesman Ma Xiaoguang said that TAO Director Zhang Zhijun was originally set to visit Kinmen on February 7 to 8. However, the two sides agreed that the timing of Zhang Zhijun's visit to Kinmen would be postponed due to the TransAsia Airways plane crash, which caused heavy casualties among compatriots on both sides of the Strait. The spokesman also stated that, based on the consensus reached between the authorities on both sides in charge of cross-strait civil aviation accident investigations, the two sides would establish a liaison and communication mechanism to exchange information on cross-strait civil aircraft accidents and conduct investigations into accident symptoms, and also to enable mutual participation in major air crash accident investigations across the Strait.

Taiwan Affairs Office (TAO) spokesman Ma Xiaoguang stated at a regular press conference that the normalized TAO-MAC liaison and communication work mechanisms and exchange visits by heads of cross-strait competent authorities carried out since last year have played an active role in maintaining peaceful development of cross-strait relations. He also stated that the M503 route is located in the Shanghai Flight Information Region and has been authorized by the International Civil Aviation Organization. The Mainland also has formulated related operational technical measures and emergency response programs. Moreover, the opening of the M503 air route is necessary to relieve air route congestion due to economic and social development in the Mainland. It is hoped that Taiwan can understand and objectively treat this matter. Ma Xiaoguang indicated that the Mainland will not change its guiding principles in promoting peaceful development of cross-strait relations and will continue to take measures to advance cross-strait personnel at all levels, as well as exchanges and cooperation in various fields. Due to Taiwan's concern over the M503 route, the Mainland has made adjustments on Taiwanese concerned issues within acceptable reason. PRC President Xi Jinping stated during a meeting with members of the People's Revolutionary Committee, Taiwan Democratic Self-Government League, and All-China Federation of Taiwan Compatriots at the Third Session of the 12th CPPCC National Committee that the peaceful development of cross-strait relations is the correct path for maintaining cross-strait peace, promoting joint development, and benefiting compatriots on both sides. It is also the path to peaceful unification. The two sides should stick to the road of peaceful development, stand firm on the common political basis, work unswervingly for the welfare of compatriots on both sides, and work steadfastly together to achieve national rejuvenation. He also stressed that the "1992 Consensus" plays an irreplaceable important role in building political mutual trust, starting dialogue and consultation, and improving and developing relations across the Strait. If the common political basis between the two sides is destroyed, cross-strait mutual trust will no longer exists and cross-strait relations will return to the old turbulent road. Adhering to the "1992 Consensus" is the foundation and precondition for starting contact with the Taiwan authorities and political parties. At its core is identification with the position that the Mainland and Taiwan both belong to "one China." With this in mind, there would be no obstacles to exchanges between the Mainland and any political party and organization in Taiwan. He also noted that the Mainland will adhere unchanged to the principle of working for the welfare of compatriots on both sides. PRC Premier Li Keqiang stated in a "Government Work Report" presented at the third session of the 12th National People's Congress that the Mainland would consolidate the cross-strait political foundation of the "1992 Consensus" and opposition to "Taiwan independence," maintain the correct course of peaceful development of cross-strait relations, endeavor to promote cross-strait negotiations and dialogue, promote mutually beneficial economic integration, and strengthen grassroot and youth exchanges, protect the interests of Taiwan compatriots according to the law, and enable more people to share in the peaceful achievements from the development of cross-strait relations. He also expressed hope that compatriots on both sides of the Strait could continuously increase understanding and mutual trust and narrow psychological distance. He expressed the firm belief that the peaceful development of cross-strait relations is an unstoppable and irreversible historical trend.

Taiwan Affairs Office spokesperson Fan Liqing stated at a regular press conference that, since 2008, peaceful development of cross-strait relations and the important results achieved owe mainly to the two sides' adherence to the common political basis of the "1992 Consensus" and opposition to "Taiwan independence." The fundamental core of this is identification with the principle that the Mainland and Taiwan both belong to "one China." With this consensus in mind, there would be no obstacles in exchanges between the Mainland and any political party and organization in Taiwan. She also stated that as long as this political foundation is upheld and protected, cross-strait relations and cross-strait city exchanges and cooperation can steadily advance. She further stated that the Mainland's recent act of "cleaning-up" preferential tax policies is not targeted specifically at Taiwanese businesses, and that the Mainland will continue to work hard to create a more level playing field for Taiwan-funded enterprises and protect the legitimate rights and interests of Taiwanese enterprises according to law. The spokesperson also stated that the further expansion of cross-strait exchanges and cooperation and promotion of economic integration will help to create better conditions for Taiwan's participation in regional economic cooperation. The two sides have started preparatory work and exchanged views on convergence issues related to joint research on joint economic development across the Taiwan Strait and the process of regional economic cooperation, and will follow up with subsequent communication.

Director Zhang Zhijun of the Mainland's Taiwan Affairs Office (TAO) stated in an article in the People's Daily entitled "Solidly Binding the Peaceful Development of Cross-Strait Relations through the Rule of Law" that, with the deepening of peaceful development of cross-strait relations, legal concepts and measures are necessary in order to face and resolve future challenges, consolidate institutionalized achievements from the peaceful progress of cross-strait ties, develop common interests from economic cooperation, protect the healthy order of cross-strait exchanges and contact, and uphold the legitimate rights and interests of Taiwan compatriots. He also stated that normalized communication links between the TAO and MAC, as well as the institutionalized negotiations between the ARATS and Taiwan's SEF, would continue to be promoted on the basis of the "1992 Consensus." At the same time, the Mainland will resolutely implement the constitution and Anti-Separation Law, reinforce the use of legal means to defend the "one China" principle, and oppose "Taiwan independence." The Mainland will also strengthen laws and regulations related to Taiwan and practice the principle of "one family across the Strait." Director Zhang also stated that long-standing political differences across the Strait must be gradually solved, and that it is not the mere form of unification sought to be achieved across the Strait, but more importantly, a unification of the heart and mind between compatriots on both sides of the Strait. He said that he firmly believes that, by constantly enhancing cross-strait acknowledgement of the "one China" framework, the two sides will eventually resolve cross-strait political challenges and explore modes to achieve national unification consistent with the shared interests of compatriots on both sides of the Strait.

Two wheels are needed to spin together for cross-strait economic cooperation, one of which to strengthen the institutionalization of cross-strait economic and trade cooperation, while the other is to expand mutual opening. He also stated that the Mainland will continue to protect the legitimate rights and interests of Taiwan-funded enterprises and Taiwanese businesspeople, maintain reasonable preferential policies for them, and, in the process of opening, give Taiwan priority or open up with more width and depth to Taiwan. In addition, the Mainland also welcomes Taiwan businesspeople, including young people, to start-up businesses in the Mainland, and also promotes cross-strait personnel exchanges to narrow the psychological distance between the people on both sides.

Regarding Taiwan's clear statement of intention to participate in the Asian Infrastructure Investment Bank (AIIB), Taiwan Affairs Office (TAO) Spokesman Ma Xiaoguang told reporters that the TAO had received Taiwan's letter of intent and forwarded it to the Multilateral Interim Secretariat of the AIIB. He also stated that the AIIB is open and inclusive. The Mainland welcomes Taiwan to participate in the AIIB under an appropriate name.

This is the anchor of cross-strait relations. Adherence to the "Taiwan independence" separatist stance of "one country on each side" would disrupt the political basis for the peaceful development of cross-strait relations and create turmoil in ties between the two sides. In response to questions by the press regarding a China Review News report in which stated that "AIIB Multilateral Interim Secretariat relevant parties said Taiwan failed to become a prospective founding member but may still make future new member," Taiwan Affairs Office spokesman Ma Xiaoguang stated that the report stands true upon thorough understanding. The AIIB is an international multilateral development institution, it is open and inclusive and welcomes Taiwan's participation under an appropriate name. Recently, the Mainland has noted Taiwan's statements concerning its AIIB accession method and title, and is willing to hear all views to find a suitable solution for Taiwan's participation. The AIIB is an open and inclusive international multilateral development institution. The Mainland is confident that, in future consultations on formulating the AIIB charter, all concerned parties will seriously consider Taiwan's accession, and resolution for Taiwan's accession under an appropriate title will be found through pragmatic negotiations He also stated that, since last year, the establishment of a normal communication and liaison mechanism between the TAO and MAC has played an important role in promoting steady development of cross-strait relations and enabling effective communication to resolve numerous matters of concern to the public on both sides. The meetings between the heads of the TAO and MAC are an important part of this working mechanism. The TAO and the MAC have remained in close communication concerning the arrangements for meeting between Minister Zhang Zhijun and Minister Andrew Hsia.

Minister Zhang Zhijun of the Mainland's TAO stated at a symposium on the "Peaceful Development of Cross-strait Relations: Review and Outlook" that the common political basis of adhering to the "1992 Consensus" and opposing "Taiwan independence" are basic guarantees in maintaining the direction and results of the peaceful development of cross-strait relations. If the "1992 Consensus" is undermined, cross-strait mutual trust will no longer exist, cross-strait relations will return to the old tumultuous path, and the achieved results from peaceful development of cross-strait relations will be lost. Minister Zhang proposed "Four Persists" for future cross-strait relations. First, persisting on the correct path of peaceful development of cross-strait relations is the proper action for accountable political parties on the two sides. During a meeting with KMT Chairman Eric Liluan Chu in Beijing, General Secretary Xi Jinping of the Chinese Communist Party stated made a five-point proposal on maintaining the peaceful development of cross-strait relations: First, adhering to the "1992 Consensus" and opposing "Taiwan independence" is the political basis for the peaceful development of cross-strait relations. At its core is acknowledgement that the Mainland and Taiwan both belong to "one China." Denial of the "1992 Consensus" and challenging the legal basis that the Mainland and Taiwan belong to "one China" would shake the cornerstone for the development of cross-strait ties and make peace and development impossible. Second, the purpose of promoting the peaceful development of cross-strait relations is to deepen the convergence of interests across the Strait, jointly create mutual benefit across the Strait, and advance the welfare of compatriots on both sides of the Strait. The Mainland is willing to first share development opportunities with Taiwan compatriots, give priority to opening to Taiwan, and to open more widely to Taiwanese compatriots. On the issue of Taiwan's participation in regional economic cooperation, suitable arrangements can be made on the basis that the "one China" principle is not violated. The Mainland welcomes Taiwan's intention to join the Asian Infrastructure Investment Bank (AIIB). Third, heart-to-heart communication is the most important cross-strait exchange. Compatriots on both sides of the Strait should strengthen cultural exchanges and achieve a meeting of minds. They should also continue to create conditions to expand direct contact between compatriots and, at an appropriate time, implement measures to further facilitate contact between compatriots on both sides of the Strait. Fourth, in the spirit of mutual respect, the two sides should not only seek common ground, but also strive to assimilate differences and continue to build political mutual trust. On longstanding cross-strait political differences and problems, the two sides should actively explore solutions. They can negotiate on an equal footing under the "one China" principle and make sensible and reasonable arrangements. Fifth, the great rejuvenation of the Chinese nation can only be achieved through the joint efforts of compatriots on both sides and "Chinese" people around the world.

This is a process both of seeking common ground and assimilating differences. The two sides should communicate more, exchange more, and jointly safeguard the good overall situation of the peaceful development of cross-strait relations. Moreover, the scale of cross-strait personnel exchanges has been expanding annually in recent years. Some Taiwan compatriots have expressed hope for more convenient documentation for cross-strait exchanges. The relevant departments are increasing search for active measures to be introduced at an appropriate time. Moreover, the Mainland policy direction of supporting and encouraging the development of Taiwan-funded enterprises will not change. Taiwan Affairs Office (TAO) spokesperson Fan Liqing said that TAO Director Zhang Zhijun would visit Kinmen on May 23 to 24 at the invitation of Minister Andrew Hsia of Taiwan's Mainland Affairs Council. The two sides will hold a Working Meeting between the Heads of Cross-Strait Competent Authorities and exchange views on cross-strait relations and related issues, including issues relevant to the livelihood of the people in Kinmen. While in Kinmen, Zhang Zhijun also will meet with Kinmen County Magistrate Chen Fu-hai and hold discussions with representatives of various sectors in Kinmen. He will also visit the grassroots public to understand the life of Kinmen residents and hear the opinions and proposals from various sectors in Kinmen concerning cross-strait exchanges and cooperation.

Director Zhang Zhijun of the Mainland's Taiwan Affairs Office stated during a Working Meeting between the Heads of Cross-Strait Competent Authorities that, since 2008, the two sides have, through the joint efforts of compatriots on both sides of the Strait, opened up a new environment of peaceful development of cross-strait relations on the common political basis of upholding the "1992 Consensus" and opposing "Taiwan independence." Both sides should consider which path cross-strait relations should take and firmly insist on no deviation from the road of peaceful development. They should also enhance mutual political trust, properly handle sensitive issues, and maintain the right course and momentum of peaceful development of cross-strait relations; adhere to a common political basis, effectively safeguard peace and stability across the Taiwan Strait; work for the welfare of compatriots on both sides, expand and deepen exchanges and cooperation in various fields; and work together to achieve national rejuvenation and build a common destiny across the Strait. Zhang Zhijun also noted that, although the two sides have differences on some issues, they should create better conditions to resolve these differences in the process of peaceful development of cross-strait relations through equal negotiations. Director Zhang also welcomed Minister Hsia to visit the Mainland at the appropriate time to continue exchanges.

Taiwan Affairs Office Spokesperson and Press Secretary Ma Xiaoguang stated at a press conference after the Working Meeting between the Heads of the Competent Authorities for Cross-Strait Affairs that the main outcome of the meeting included an agreement to continue promoting institutionalized cross-strait negotiations, promptly reach consensus on the trade in goods agreement, and hold the eleventh round of talks between the heads of the SEF and the ARATS at an early date; promptly complete discussions on issues related to the establishment of reciprocal institutions by the ARATS and Taiwan's SEF; promote discussions on the proposal for "Mainland tourist transits in Taiwan" and seek to reach an agreement by mid-year so timely preparations can be made; continue to communicate on deepening cooperation on issues related to the repatriation of wanted criminals; promptly signing a contract between the relevant cross-strait units to supply water to Kinmen from Fujian, develop comprehensive management of ocean trash and the ecological environment and investigate and combat illegal sea sand dredging in the Xiamen-Kinmen sea area; and promote new initiatives facilitating travel by Mainland residents temporarily residing in Fujian to the Kinmen, Matsu and Penghu areas.

Director Zhang Zhijun of the Mainland's Taiwan Affairs Office expressed three perceptions from his visit to Kinmen: First, the two sides need to firmly uphold peace and stability in the Taiwan Strait. They should not wait until the light has gone out to feel its presence, nor should they seek only to cherish peace when it has been lost. Second, the two sides must firmly seek to improve the well-being of the people on both sides so that the people can actually feel the good of these practical measures and benefits and thereby strengthen the forces promoting peaceful cross-strait developments. ARATS Deputy Director Sun Yafu stated at the seminar on "A New Cross-Strait Era in a Time of Change: Review and Outlook" held in Taipei that adhering to the "1992 Consensus" and opposing "Taiwan independence" are the keys to maintaining the peaceful development of cross-straits relations. If this common political basis is weakened and undermined, there will be tension and unrest in cross-strait ties, negotiations will be interrupted, and the environment for exchanges and cooperation will be curtailed. He noted that Taiwan and the Mainland form an inseparable community of fate. He also remarked on the closeness of cross-strait economic, cultural and social ties. The Mainland is now implementing the "One Belt and One Road" strategy and the Asian Infrastructure Investment Bank will soon be launched. Taiwan's participation in regional economic cooperation must correspond with the cross-strait relationship. He also said that the ongoing meetings between the heads of cross-strait competent authorities are of great significance, and that if political dialogue were possible, issues that seek resolutions may be further benefited.

Taiwan Affairs Office (TAO) spokesperson Fan Liqing stated at a regular press conference that the meeting between Director Zhang Zhijun and Minister Hsia shows that the good operation of the liaison and communication mechanism established between the TAO and Taiwan's MAC on the "1992 Consensus" basis and the continued deepening of the institutionalization of peaceful cross-strait relations has positive meaning for cross-strait stability and development. She also stated that, although the two sides of the Strait have not yet been unified since 1949, the fact that the Mainland and Taiwan belong to one China has never changed and China's sovereignty and territorial integrity may not been divided. Since 2008, cross-strait relations have developed peacefully on the "1992 Consensus" basis. This is the status quo of cross-strait ties. On the development of Kinmen's gaming industry, Spokesperson Fan said that the Mainland has banned gambling. The Measures for the Administration of the Travel of Mainland Residents to the Taiwan Region and Cross-Strait Agreement on Travel by Mainland Residents to Taiwan both prohibit guiding and organizing tourist activities that involve gambling. The Mainland also sincerely hopes to keep promoting healthy and stable development and constant expansion of cross-strait tourism exchanges and cooperation with Kinmen, and does not want to see the promising Kinmen tourism market affected by the gaming industry. Regarding the South China Sea issue, Fan stated that it is the duty of Chinese people on both sides to jointly safeguard national territorial sovereignty, maritime rights and interests, and maintain peace and stability in the South China Sea.

Taiwan Affairs Office spokesman Ma Xiaoguang stated at a regular press conference that the Mainland firmly opposes any person engaging in any form of "Taiwan independence" separatist activities in the international arena. Opposition to "Taiwan independence" and adherence to the "1992 Consensus" form the common political basis for the peaceful development of cross-strait relations. The core is to recognize that the Mainland and Taiwan both belong to "one China." The cross-strait relationship is not a state-to-state relationship. He further said that the "1992 Consensus" is a consensus reached in 1992 between the ARATS and Taiwan's SEF with respective authorization through the Hong Kong meeting and subsequent exchange of letters. It can not be treated simply as a consensus between the KMT and CPC. At the same time, the "1992 consensus" is by no means an abstract concept, nor is it just a historical term. It embodies the basic attitude of the two sides on the "one China" principle and has enabled the two sides to find common ground, shelve disputes, and conduct negotiations. He also indicated that the charter of the Asian Infrastructure Investment Bank (AIIB) is being formulated. He said that the Mainland welcomes Taiwan to participate in the AIIB under an appropriate title and said he believed that related issues could be properly handled through communication and consultation.

Member of the Politburo Standing Committee of the Communist Party of China and Chairman of the National Committee of the Chinese People's Political Consultative Conference Yu Zhengsheng stated at the opening of the Seventh Straits Forum that the past more than 60-year period of development in cross-strait relations has been a process in which compatriots on both sides of the Strait have broken through the barriers of isolation and advanced towards exchanges and cooperation. Exchanges between compatriots on both sides of the Strait have enhanced mutual understanding, narrowed psychological distance, and provided a powerful force for promoting the forward development of cross-strait ties. TAO Spokesman Ma Xiaoguang stated that the implementation of a card-type Taiwan Compatriot Travel Certificate policy granting Taiwan residents visa-free entry to the Mainland shows the Mainland's care for the vast number of Taiwan compatriots. It will provide greater convenience for cross-strait exchanges and contacts and bring compatriots on both sides of the Strait closer together. He further said that, according to the Decision of the State Council on Amending the Measures for the Administration of Chinese Citizens Traveling to or from the Taiwan Region, Taiwan residents with a valid Mainland Travel Permit will not need to apply for a visa starting July 1 and can travel to and from the Mainland via open ports and stay or reside in the Mainland. The Mainland also plans to implement a card-type Taiwan Compatriot Travel Certificate based on trial points this year. After its implementation, Taiwan residents will be able to enter and exit the Mainland via ports meeting self-inspection conditions.

Taiwan residents with a valid card-type Taiwan Compatriot Travel Certificate can clear customs automatically. The misleading comments distorting these basic facts are not worth refuting. The spokesman also noted that the implementation of this policy would greatly facilitate travel by Taiwan compatriots to and from the Mainland and exchanges and contact with compatriots on both sides of the Strait. The Mainland hopes that both sides can advance in the same direction to make exchanges between compatriots on both sides more smooth and convenient. Regarding discussions on "Mainland tourist transits in Taiwan," the spokesman said that the ARATS and the SEF held talks on this issue in Taipei. He hoped the two sides could promptly make progress on this issue through discussions based on the consensus reached at the meeting between the heads of cross-strait competent authorities.

TAO spokesman Ma Xiaoguang stated at a regular press conference that Mainland public security departments announced on September 21 that they would begin full-scale issuance of ID card-type Taiwan Compatriot Travel Documents. Public security departments at the county level and higher will begin processing applications and stop issuing paper-style Taiwan Compatriot Travel Certificates. The local public security departments can replace or renew card-type Taiwan Compatriot Travel Documents valid for five years. Non-expired paper-style Taiwan Compatriot Travel Certificates may continue to be used without need for a visa. Permit holders may also apply to renew their card-type Taiwan Compatriot Travel Document. In addition, ports with agencies for handling permit applications can issue single-use Taiwan Compatriot Travel Certificates to Taiwan residents without a valid Taiwan Compatriot Travel Certificate. The Spokesman also said that the peaceful development of cross-strait relations has been achieved on the common political foundation of both sides acknowledge and adhere to the "1992 Consensus" and opposing "Taiwan independence." Without the "1992 consensus," the mutual political trust and related institutionalized negotiation mechanisms established on this foundation would collapse. He also noted that the key to maintaining peaceful development of cross-strait relations is to adhere to the political basis of the "1992 consensus," the core of which is to acknowledge that the Mainland and Taiwan both belong to "one China." The Mainland's TAO Director Zhang Zhijun stated at the opening ceremony for the 12th Hubei Wuhan-Taiwan Week that the two sides form a community of fate through thick and thin. Peaceful development, happiness, and well-being are the shared aspirations and pursuit of compatriots on both sides of the Strait. Cross-strait relations are at an important juncture from which there can be no backtracking. "Taiwan independence" separatist forces cannot be allowed to again undermine peace and stability across the Taiwan Strait. So long as the two sides hold fast to the common political basis of the "1992 Consensus" and opposing "Taiwan independence," the peaceful development of cross-strait relations may steadily advance. The Mainland's TAO Director Zhang Zhijun stated at a cross-strait assembly to commemorate the 130th anniversary of the administration of the first governor of Taiwan Liu Ming-chuan that, over the past seven-plus years, the two sides have upheld the political foundation of the "1992 Consensus" and opposing "Taiwan independence," as well as endeavored to expand consensus and strengthen mutual trust on the rejuvenation of the Chinese nation and other aspects. Economic cooperation has steadily deepened and faster growth has been maintained. Personnel exchanges continue to grow closer and exchanges in various fields are developing rapidly. The facts have proven that, by taking the path of peaceful development, compatriots on both sides of the Strait can share peace and joint development. Backsliding and taking the old road would reintroduce tensions, unrest, confrontation and conflict in cross-strait relations. TAO spokesman Ma Xiaoguang stated at a regular press conference that the eleventh round of operational talks on the Cross-Strait Trade in Goods Agreement was held in Beijing on September 28 and 29. Both sides reconfirmed the overall objectives of the talks and tariff reduction arrangements, communicated their respective concerns, and exchanged views on principles for market opening negotiations. They agreed to accelerate follow-up talks on the trade in goods agreement and expressed hope for the agreement to be concluded by the end of the year. He also stated that the two sides would continue to promote follow-up work and promptly hold the next round of talks. It is hoped that the trade in goods agreement can be concluded soon through joint efforts by both sides. Moreover, the Cross-Strait Agreement on Avoidance of Double Taxation and Enhancement of Tax Cooperation and Cross Strait Agreement on Flight Safety and Airworthiness have formally come into effect. It is hoped that the respective procedures can be smoothly completed so that the agreements can be implemented as soon as possible. On the implementation of the card-type Taiwan Compatriot Travel Document, the Spokesman said that the name and travel document function of the "Mainland Travel Permit for Taiwan Residents" is unchanged. There has been no expansion of the personal information recorded and the period of validity is still five years. Both sides should welcome the convenience and public benefit of this positive initiative. Regarding the "Xi-Obama Meeting," Spokesman Ma reiterated the Mainland's stance on Taiwan, saying that the Mainland and US heads of state reconfirmed their position and attitude on the treatment and resolution of the Taiwan issue. This will help to consolidate and strengthen the "one China" pattern in the international community, show that there is no space in the international arena for "Taiwan independence," and demonstrate that "Taiwan independence" forces in any form will not be allowed to undermine or divide China's sovereignty and territorial integrity.

He said that the purpose of commemorating the retrocession of Taiwan is to recall historical lessons, remember the contributions of martyrs to their nation, promote the spirit of resistance, work together for peaceful development, and work with common purpose to bring about a great rejuvenation of the Chinese nation. Although the two sides of the Taiwan Strait have yet been unified since 1949, China's sovereignty and territorial integrity has never been divided and the fact that the Mainland and Taiwan belong to "one China" has never changed. Yu Zhengsheng stressed that the two sides must firmly follow the road of peaceful development of cross-strait relations. Most crucial in this is to adhere to the political foundation of the "1992 Consensus," oppose "Taiwan independence," and acknowledge that the Mainland and Taiwan both belong to "one China." Yu Zhengsheng also stated that the Mainland is willing to look into solutions to certain complex contradictions and differences between the two sides through cross-strait negotiations on an equal footing on the basis of adhering to the "one China" principle. On cross-strait youth employment and entrepreneurship issues, An said that the Mainland has always paid close attention to cross-strait youth exchanges. It is actively creating conditions to promote and expand cross-strait youth exchanges and cooperation and establish platforms to provide more space for Taiwan youth to study, work, start enterprises and develop in the Mainland. The eighth session of the Fifth Plenary Session proposed suggestions for the drafting of the 13th Five-Year Plan, providing a new blueprint and proposing new policies and measures for economic and social development over the next five years. The Mainland will also actively promote the "One Belt and One Road" policy and the establishment and development of the Asian Infrastructure Investment Bank, broadening the prospects for cross-strait economic development and mutually beneficial cooperation. Second, he hoped that efforts would be made to raise the level of cross-strait economic cooperation. Mainland officials announced that starting 2016, Beijing, Shanghai, Jiangsu, Zhejiang, Liaoning and Hubei would be included in the list of trial cities and provinces open for Mainland students to study in Taiwan's "College-to-University" programs. The admissions quota will also be increased from the current 1,000 students to 1,500 students.

The political foundation of the "1992 Consensus" serves as a "pillar pacifying the seas." The common political basis of opposing "Taiwan independence" and adhering to the "1992 Consensus" can not be shaken. As long as the "1992 Consensus" basis exists, mutual political trust will not be undermined and institutionalized negotiations between the SEF and the ARATS may be continued to further benefit compatriots on both sides.
