Cross-Strait Meeting April 22-24,1998 Contrast of Attitudes

Meeting Delegation treats meeting as milestone event for cross-strait talks. ARATS reiterates that this event is merely a visit not a talk or consultation.
Each delegate carries a box-full of meeting materials. Each delegate carries a few pieces of blank paper only.
Delegation proposes exchanges of :
  • youth groups
  • delegations of journalists
  • delegations on investment research
  • delegations on tourism
  • delegations on document verification
  • delegations on postal affairs
No concrete proposals
Delegation tape-records the entire meeting as previously practiced. Delegation records meeting by pen and paper without tape recording, unlike previous practices.
Meeting Room Delegation requests a table to facilitate paper work and tape recording. ARATS provides no table.Only sofas are prepared.
Scheduling Arrangements Delegation refuses to sightsee. Suggests that SEF delegates sightsee.
Delegation insists to spend more time on exchange of opinions. ARATS originally plans one hour for talks. Settles for 2 1/2 hours for talks upon SEF's insistence.
Media Delegation suggests that media be allowed.
  • Does not allow international media.
  • First restricts journalists from Taiwan, Hong Kong, and Macao.
  • Later allows more Taiwan, Hong Kong, and Macao journalists due to their strong protests.
Delegation suggests that facilities be prepared for journalists' work. As host, ARATS does not arrange facilities for journalists' work. Results :congestion at the airport and the hotel.
Airport Reception SEF deputy secretary general leads delegation ARATS sends official two ranks lower than the leading visitor, unlike the previous practice of sending official one rank lower than the leading visitor.
