January 4, 2018
The MAC issued a press release solemnly protesting mainland China's unilateral launch of the northbound M503 flight route and W121, W122, and W123 flight routes without negotiations between the two sides across the Taiwan Strait. It emphasized that mainland China launched the relevant flight routes without cross-Strait communication. This intentionally dissembles improper political and even military agenda under the guise of civil aviation and raises concern over changes in the cross-Strait status quo. Taiwan has demanded that the Mainland immediately stop related flight operations on the routes and promptly coordinate aviation authorities on both sides to initiate communication to ensure aviation safety and the welfare of the people. If the Mainland clings obstinately to its own course, it must shoulder any serious consequences that might affect cross-Strait relations.

January 4, 2018
The Ministry of National Defense (MND) issued a press release stating that the Mainland aircraft carrier Liaoning left base with an escort of several warships and sailed past Zhoushan Island on a long-range cross-region training mission. The MND continuously tracked the ship's movements and stressed that the armed forces have reinforced air and sea intelligence, monitoring and surveillance. Any vessel that enters the area east of the median line of the Taiwan Strait and threatens Taiwan's air defense security will be intercepted, warned, and expelled by the armed forces in accordance with the Regulations on the Handling Contingencies by the Armed Forces during Periods of Normal Combat Readiness.

January 7, 2018
President Tsai Ing-wen convened a meeting of senior government officials with national security portfolios for discussions and deliberation on recent dramatic changes in East Asia and mainland China's recent unilateral launch of the M503 flight route and other controversial flight routes without negotiations. After the meeting, she issued a five-point statement, including: 1. Unilaterally initiating use of controversial flight routes is a provocation that undermines regional security; 2. We have a firm grasp of the regional situation, and have strengthened our national security strategy; 3. We will continue to pursue national defense readiness, and safeguard democracy and freedom of our citizens and country; 4. We will enhance international public relations to win the understanding and support of the international community; and 5. Beijing should fulfill its regional responsibilities and resume negotiations with Taiwan as soon as possible.

January 9, 2018
During a meeting with a cross-Strait affairs delegation from the Fairbank Center for Chinese Studies at Harvard University, President Tsai Ing-wen reiterated that under her administration, cross-Strait relations will neither be reckless nor return to the standoff. She also emphasized that maintaining the peaceful and stable status quo in the Asia-Pacific region is not Taiwan's responsibility alone, but a goal that requires the concerted efforts of all parties in the region.

January 17, 2018
The Ministry of National Defense issued a press release stating that a Mainland naval formation led by the aircraft carrier Liaoning entered the southwest part of Taiwan's air defense identification zone in the early morning of January 16, sailed along the west side of the median line of the Taiwan Strait, and left Taiwan's Air Defense Identification Zone at midday heading north. The armed forces monitored all movement and stood ready to respond. The formation did not engage in any unusual activities during its passage through the Taiwan Strait.

January 19, 2018
The Civil Aviation Administration (CAA) issued a press release in response to the unilateral launch of the northbound M503 flight route and three extension routes by mainland China in disregard of good faith. It said that the routes create serious aviation safety risks, emphasizing that safety is the cornerstone of all passenger services. The CAA has been forced to consider adoption of some restrictions on Mainland airlines that insist on using the relevant routes. The move is also intended to remind airlines to comply with Taiwan's aviation safety requirements and declare that Taiwan will maintain its position on aviation safety. The CAA also appealed to the civil aviation authorities on the other side to promptly adopt remedy measures and promptly begin negotiations with Taiwan on aviation safety issues related to the northbound M503 and other flight routes.

January 29, 2018
The MAC issued a four-point statement on mainland China's unilateral activation of the northbound M503 flight route and three extension routes (W121, W122, and W123): 1. Resolution of the M503-related route issue concerns the two sides of the Taiwan Strait and transcends political party lines; 2. Cross-Strait civil aviation negotiations do not involve political preconditions; 3. Aviation safety and national security allow no compromise and all sides should stand together; and 4. Calling on the other side to promptly consult and work with Taiwan to resolve the dispute.

January 29, 2018
MAC Minister Chang Hsiao-yueh stated in a year-end press conference speech that, in the new year, we will maintain cross-Strait peace and stability to ensure Taiwan's best interests; we will closely watch developments in mainland China's internal and external situation, strategic layout, and Taiwan policy, and we will seek out opportunities for cross-Strait dialogue and communication beneficial to Taiwan's development to further resolve differences. Facing national security challenges, the government will also improve the cross-Strait legal system and other defense mechanisms, continue to promote the protection of the rights and interests of Mainland students and spouses and strengthen care and assistance to Taiwanese people in the Mainland, and strengthen communication with all sectors to explain cross-Strait policy and seek domestic and foreign support.

January 30, 2018
During a meeting with a visiting delegation led by Heritage Foundation Founder Dr. Edwin J. Feulner Jr., President Tsai Ing-wen stated that in its report on the M503 flight routes issued last week, the Foundation pointed out the threat posed by China's unilateral action and again strongly advocated US support for Taiwan. She also indicated that the Foundation continues to issue frequent studies and analyses focusing on issues including Taiwan-US relations, cross-Strait relations, arms procurement, and regional security. These efforts highlight an idea, shared by both countries, that regional peace and stability require not only Taiwan's commitment, but a commitment by all stakeholders. They also demonstrate US support for maintaining the status quo in cross-Strait relations, and how important it is to ensure that Taiwan is not subject to threats.

February 2, 2018
With regard to the annual Working Conference on Taiwan Affairs held by the Mainland authorities, the MAC stated that the main causes of the stagnation in cross-Strait relations are the "one-China principle" and "1992 Consensus" unilaterally established by the Mainland as the political foundation for cross-Strait interaction, as well as Beijing's attempts to pressure, intimidate, and belittle Taiwan by various means. The MAC stressed that maintaining benign cross-Strait interactions is the responsibility of both sides. It is not about one side exerting political and military power to compel the other side to compromise. The MAC called on the Mainland to promptly communicate and hold consultations with Taiwan and to shoulder its due responsibility to maintain cross-Strait peace.

February 6, 2018
Regarding the impact of Mainland's unilateral activation of the northbound M503 flight route and extension routes on the operation of additional cross-Strait flights during the Lunar New Year holiday, the MAC issued a press release and called on that inauguration of the related routes must be handled through technical consultations between the Taipei Airlines Association and the Cross-Straits Aviation Transport Exchange Council. The MAC also asked the Mainland to promptly approve applications by Taiwan airlines for additional flights during the Lunar New Year holiday to enable Taiwanese businesspeople to return to Taiwan for the Lunar New Year by the most convenient way and to bring an early end to this incident that has triggered cross-Strait uncertainty.

February 7, 2018
The MAC stated that a magnitude 6.0 earthquake struck Hualien, resulting in casualties. The MAC, the Straits Exchange Foundation, and the Taiwan Strait Tourism Association immediately notified the Mainland's Taiwan Affairs Office, the Association for Relations Across the Taiwan Straits, and the Cross-Strait Tourism Exchange Association through existing communication channels. On behalf of the government, the MAC thanked the Taiwan Affairs Office for its expression of condolences and care. The MAC is keeping abreast of the condition of Mainland visitors affected by the disaster in Taiwan. It is also coordinating with the National Immigration Agency and the Straits Exchange Foundation to fully help Mainland visitors affected by the disaster and handle affairs related to lost documentation and family visits.

February 8, 2018
On behalf of the government, the MAC expressed heartfelt mourning and condolences for Taiwanese and Mainland Chinese victims of the earthquake in Hualien. The MAC and the Straits Exchange Foundation at noon notified the Taiwan Affairs Office and the Association for Relations Across the Taiwan Strait of the status of Mainland visitors casualties or missing in the disaster.

February 12, 2018
MAC Minister Chang Hsiao-yueh went with colleagues to Hualien to attend a joint public memorial for the earthquake victims and expressed sympathy and condolences to the victims' families. The MAC thanked mainland China for its expression of condolence and care, through liaison mechanisms under the related cross-Strait agreements, over the death toll and relief efforts in Taiwan, and the governments of mainland China and Hong Kong for sending personnel to accompany the families of the victims to Taiwan and assist in handling related matters. The MAC will continue to provide necessary follow-up services for the families of the victims in conjunction with the Straits Exchange Foundation and related agencies.

February 14, 2018
With regard to a petition presented to the Ministry of Transportation and Communications and Office of the President by a group representing Taiwanese students studying in the Mainland, the MAC stated that the government attaches great importance to the demand and interests of Taiwanese students and other Taiwanese people to return home from the Mainland. It is also providing full assistance so that all Taiwanese nationals can safely return to Taiwan and rejoin family for the Lunar New Year. The MAC further re-emphasized that the M503 and three other contested flight routes unilaterally activated by mainland China without consultation have had a serious impact on aviation safety in the region, the government must uphold the safety, rights, and interests of Taiwanese people traveling across the Taiwan Strait.

President Tsai Ing-wen stated in her Lunar New Year address that nine tourists from mainland China perished in the earthquake that struck Hualien on February 6. When it comes to humanitarian aid, there's no gap between the two sides of the Taiwan Strait. We did everything we possibly could. We share the grief of the victims' families. The Lunar New Year is the most important holiday of the year on both sides of the Taiwan Strait. We have very similar traditional customs and New Year's activities, people-to-people contacts and media reports also help bridge the gap. The President wished Mainland friends and ethnic Chinese around the world a happy Lunar New Year.

In a speech presented at a Lunar New Year Reception for Taiwanese Businessmen, President Tsai Ing-wen stated that in dealing with the latest developments in cross-Strait relations, we have consistently maintained that: "Our commitments will not change, our goodwill will not change, and we will not revert to the old path." Taiwan will fulfill its responsibility to safeguard regional security and maintain stable, consistent, and predictable cross-Strait relations. The president also expressed confidence that the leaders on both sides of the Taiwan Strait all recognize their responsibility and have the wisdom to value the cumulative results from cross-Strait interaction over the past several decades.

Mainland Affairs Council Minister Chang Hsiao-yueh stated in a speech presented at the 2018 Lunar New Year Reception for Taiwanese Businessmen that President Tsai Ing-wen has repeatedly and openly stressed that "our goodwill will not change, our commitments will not change, we will not revert to the old path of confrontation, and we will not bow to pressure." This is a consistent principle that the government will firmly maintain in handling cross-Strait relations. We will continue to show goodwill, flexibility, pragmatism, and rationality, extend both hands in friendship to the other side, urge the two sides of the Taiwan Strait to act pragmatically, present new ways of thinking, and seek a new model for interaction. At the same time, we sincerely hope that both sides will exert their political wisdom, promptly engage in consultation and dialogue, resolve differences, cooperate, enhance the well-being of people on both sides of the Taiwan Strait, and contribute to regional peace and prosperity.

President Tsai Ing-wen stated in a speech presented at the 2018 Spring Banquet held by the Ministry of Foreign Affairs that Taiwan's position on maintaining the status quo in cross-Strait relations will not change. She also reminded everyone that no single country is solely responsible for maintaining that status quo. It requires a concerted effort by all countries in the region.

March 1, 2018
Regarding US Senate's passage of the US House of Representatives version of the Taiwan Travel Act (H.R. 535) on February 28 (US Eastern Standard Time), which is to encourage the enhancement of visits between US and Taiwan officials at all levels. The Ministry of Foreign Affairs issued a press release expressing appreciation and said Taiwan would continue to develop a more solid partnership with the US to advance values, ideas and interests shared by both sides and jointly contribute to peace, stability and well-being in the region.

March 3, 2018
At the First East Asia Peace Forum, Premier Lai Ching-te stated that mainland China severely affected the peaceful status quo across the Taiwan Strait by unilaterally activating the M503 flight route without consultations. President Tsai Ing-wen has reiterated publicly that "our goodwill will not change, our commitments will not change, we will not revert to the old path of confrontation, and we will not bow to pressure" with regard to the Mainland. She has also expressed hope for peaceful dialogue and exchange with China to promote peaceful development across the Taiwan Strait. This position will not change.

March 5, 2018
Regarding comments by high-level officials and Taiwan-related personnel in mainland China, the MAC stated in a press release that the peaceful and stable development of cross-Strait relations is a mutual responsibility of the two sides. The other side cannot shirk responsibility for this by unilaterally passing the buck to Taiwan or deliberately dodging the issue. The MAC called on mainland China to embrace a forward-looking, innovative, and positive thinking on the development path for cross-Strait relations. The start of a new cross-Strait era is only possible through pragmatic communication and dialogue.

March 16, 2018
Vice Premier Shih Jun-ji stated at a press conference that the 31 Taiwan-related measures announced by mainland China "benefit Taiwan in name but serve the interests of the Mainland in reality." Their purpose is to attract technology, capital and talent from Taiwan to help mainland China resolve its economic development difficulties. Based on comprehensive consideration, the government will promote eight strategies in the four directions of optimizing study and work while intensifying efforts to retain and recruit talent; maintaining Taiwan's advantages in the global supply chain; deepening capital markets, and strengthening the cultural and film industries to strengthen Taiwan and solemnly face and pragmatically respond to these measures.

March 17, 2018
The Ministry of Foreign Affairs issued a press release welcoming and expressing appreciation over US President Donald Trump's signing of the Taiwan Travel Act into law on March 16 (US Eastern Standard Time). It also stated that Taiwan will continue to uphold the principles of mutual trust, reciprocity, and mutual benefit, maintain close contact and communication with the US, continue to deepen cooperation and the partnership between the two countries in various fields and at all levels, and work together to promote regional peace and stability.

March 20, 2018
Regarding Taiwan-related comments by the Mainland Chinese leader, the MAC stated in a press release that the benign development of cross-Strait relations is the responsibility of both sides. It is hoped that, as the mainland Chinese leader enters a new phase of rule, he can break away from a fixed mindset of aggressive intimidation and respect the cross-Strait reality. The Mainland should shoulder its responsibly to maintain peace and stability across the Taiwan Strait and in the region.

March 21, 2018
Regarding media reports that mainland China demanded that the Federation of Medical Students in Taiwan (FMSTW) change the name "Taiwan" to "Taiwan, China" to participate in the International Federation of Medical Students' Association (IFMSA), the MAC solemnly stated that mainland China's wrongdoing of blocking Taiwan's international space and forcing acceptance of its political agenda not only violates the World Health Organization Charter, but also deprives Taiwanese people’s fundamental rights. It is hoped that the IFMSA will uphold a professional neutral position, treat all members equally, and ensure that the participation status of members is not deprived or obstructed by any political issues.

March 21, 2018
President Tsai Ing-wen convened a meeting of national security heads. The officials briefed the president on political trends and their impact following mainland China's National People's Congress and Chinese People's Political Consultative Conference, among other issues. The president believed that freedom and democracy are Taiwan's path to survival, while equality and reciprocity are the keys to the sound development of cross-Strait relations. Responding to recent reports that China continues to obstruct Taiwan's participation in the World Health Assembly (WHA), the president said that health is a universal human right with no international borders, and that Taiwan has a right and an obligation to participate in the WHA. Pressuring Taiwan's international participation is hardly appropriate for a great power and unacceptable to the people of Taiwan.

March 26, 2018
With regard to comments on cross-Strait relations during a meeting between the director of the Taiwan Affairs Office and New Taipei City Mayor Eric Chu, the MAC stated that mainland China has sought to restrict and oppress Taiwan by making its unilaterally established "one China principle" and the "1992 Consensus" a precondition for cross-Strait exchanges and interaction. The Mainland also does not respect the Taiwan public's position on firmly maintaining the peaceful status quo across the Taiwan Strait. The MAC called on mainland China to pragmatically understand democracy and the calls of various sectors in Taiwan for benign cross-Strait interactions. Communication and dialogue without preconditions is the only way to truly protect the rights and interests of the people and resolve differences.

March 28, 2018
In response to the verdict of second instance and dismissal of appeal on the Kenya case by the Beijing Municipal High People's Court in mainland China, the MAC stated in a press release that the Mainland has forcibly deported Taiwanese nationals to mainland China, refused to allow family visits, and unilaterally conducted investigations and trials. This has not only caused the delay of the effective eradication of cross-border telecommunications fraud, but has also seriously infringed the rights of the people of Taiwan. The MAC called on the Mainland to protect the judicial rights of Taiwanese defendants and demanded that the Mainland implement the signed Agreement on Cross-Strait Joint Crime-Fighting and Mutual Judicial Assistance.

April 2, 2018
The MAC issued a solemn statement regarding the numerous threats and irrational remarks and claims made against Premier Lai Ching-te by the Taiwan Affairs Office and the Mainland official mouthpiece Global Times. It said that Beijing has sought to intimidate and oppress the government and people of Taiwan through its unilaterally established "one China principle" and repeated manipulation of the media and so-called netizens. It has also attempted to infringe on Taiwan's dignity and rights through military action and legal threats. These actions are not befitting a responsible party and only serve to escalate cross-Strait confrontation and undermine relations between the two sides.

April 4, 2018
The MAC issued a press release stating that it has solemnly protested to the Mainland over the forcible deportation to the Mainland of 78 Taiwanese nationals involved in telecommunications fraud in Philippine. The MAC stated that the Mainland's actions are entirely unhelpful to cross-Strait cooperation in combating cross-border telecommunications fraud. They are also detrimental to the benign development of cross-Strait relations. The MAC again urged the two sides to cooperate in combating crime to safeguard the rights and interests of the people on both sides. In addition, the Ministry of Foreign Affairs (MOFA) issued a press release stating that it has repeatedly urged the Philippine side to carefully handle this matter and, in accordance with the nationality principle of jurisdiction and wishes of the interested parties, deport the involved Taiwanese nationals to Taiwan for judicial investigation. However, compelled by pressure from mainland China, the Philippine side still deported the involved Taiwanese nationals to China. The MOFA has instructed the Taipei Economic and Cultural Office in the Philippines to lodge a solemn protest.

April 7, 2018
The Ministry of Foreign Affairs issued a press release stating that Taiwan has not yet received an invitation to attend the 71th World Health Assembly (WHA) to be held in Geneva from May 21 to 26. Taiwan's allies have presented to the World Health Organization (WHO) a proposal to invite Taiwan to participate in the WHA as an observer. They have also called on the WHO to maintain its professionalism with respect to medicine and health, and refrain from serving the political objectives of individual countries.

April 7, 2018
Regarding media reports that the US Department of State has announced the issuance of a marketing license to Taiwan for domestic submarine production, the Ministry of National Defense issued a press release thanking the US government for valuing Taiwan's national defense security and providing adequately for defense needs. The Republic of China and the US will continue to maintain their strong friendship and work together to promote regional peace and stability.

April 10, 2018
Regarding the speech presented by the Mainland Chinese leader Xi Jinping at the Boao Forum and talks with participants from Taiwan, the MAC issued a press release and stated that the government has reiterated several times that it will handle cross-Strait affairs in accordance with the Constitution of the Republic of China, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, and other relevant legislation. It will also staunchly defend national sovereignty and dignity and democratic values and remain committed to maintaining the status quo of peace and stability across the Taiwan Strait. This is consistent with the substantive interests of all parties in the Asia Pacific region. The MAC also called on mainland China to give up its unilateral political agenda as a precondition for cross-Strait exchanges and interactions, respect the right of the Taiwanese people’s choice for  cross-Strait relations and the future development of Taiwan, stop repeatedly resorting to intimidation and pressure when dealing with cross-Strait relations, engage with Taiwan through exchanges and cooperation to resolve differences, jointly seek mutual benefit and win-win, and work for the greatest well-being of the people on both sides of the Taiwan Strait.

April 11, 2018
Regarding the negative misinterpretation and irrational criticism over Taiwan's policy positions and democratic pluralism by the Taiwan Affairs Office, the MAC stated that the current cross-Strait stalemate hinges solely on mainland China's unwillingness to face up to the reality of separate governance across the Strait and the existence of the Republic of China. It called on the other side to take responsibility and respect Taiwan’s democratic system and people's rights. Aggressive coercion and verbal provocation are not acts appropriate to an accountable party. Resolving differences through communication is the only approach beneficial to advancing cross-Strait relations together.

April 12, 2018
The MAC announced the results of a routine public opinion survey showing that, regarding the 31 Taiwan-related measures unilaterally promoted by mainland China, nearly 90% of the public approve the government's position that cross-Strait exchanges and cooperation concern the rights and interests of the people and government authority and that the two sides should begin with communication and interaction (88.9%). About 70% of the public support the government's proposed initiatives to strengthen talent incentives, promote industrial innovation and upgrading, and other response measures (71.5%), improve legislation and regulations and strengthen protection measures and review mechanisms related to cross-Strait exchanges (69.9%). The MAC stated that more than 80% of the public believe the two sides should engage in communication and dialogue without preconditions and that this approach alone would be beneficial to the long-term development of cross-Strait relations (80.9%); and support the government's position that Taiwan's future and the development of cross-Strait relations must be decided by the 23 million people of Taiwan (85.6%). In addition, the majority of the public support the position that cross-Strait exchanges and activities should exclude political thinking, adhere to parity and dignity, and conform to legislation and regulations (82.2%), as well as agree that maintaining benign cross-Strait interaction is a mutual responsibility of the two sides and neither side should resort to non-peaceful or intimidating words or actions (84.4%). The MAC stressed that cross-Strait exchanges and cooperation should uphold the principles of "parity, dignity, and reciprocity." This is an important foundation for healthy and normal exchanges and benign interactions across the Taiwan Strait. It is also consistent with the expectations of the people on both sides.

April 19, 2018
Regarding Beijing's recent military intimidation near Taiwan, the MAC issued a press release stating that the people of Taiwan are well aware of and reject the Chinese authorities' deliberate attempts to provoke cross-Strait and regional tension by pressuring and harassing Taiwan. Our determination to defend the nation's sovereignty and dignity will never succumb to saber rattling or inducements. The MAC also warned the Beijing authorities to abandon intimidation by force and face up to the reality of separate governance across the Taiwan Strait. Only then can the two sides resolve their differences through pragmatic communication and dialogue.

April 20, 2018
The MAC reported during a council meeting that it invited related agencies to meet on April 2 to jointly discuss the operation mechanisms for the Task Force to Respond to mainland China's 31 Taiwan-Related Measures. MAC Minister Chen Ming-tong served as convener of the task force. The main purpose of the task force is to closely watch the implementation of related measures by the Mainland and their impact on Taiwan. The task force will also regularly collect, monitor, and conduct follow-up analysis of relevant information, present research and analysis reports, and proactively inform the public.

April 27, 2018
Regarding mainland China's recent intensifying political and military intimidation and economical absorption toward Taiwan with the intention to force Taiwan into acceptance of its political framework, the MAC issued a press release indicating that "peace and communication" are the keys to achieving mutual benefit and co-prosperity across the Taiwan Strait. At this time of the 25th anniversary of the Koo-Wang Talks in Singapore and 20th anniversary of the Koo-Wang Meeting, the Mainland should review the hardships overcome by the two sides over the past many years and uphold the spirit of "shelving disputes and conducting pragmatic negotiations" and the original aspiration of resolving differences and maintaining peace. Looking to the future of cross-Strait relations, the two sides should develop benign interactions through constructive communication without preconditions.

During the dedication for the Institute for National Defense and Security Research, President Tsai Ing-wen expressed the government's solemn stance on the termination of the diplomatic relations between Taiwan and Dominican Republic. She also stated that dispatching military airplanes and naval vessels around Taiwan and suppressing Taiwan's foreign diplomacy are hostile acts that harm cross-Strait relations. These acts have substantively harmed the cross-Strait status quo and disrespect Taiwan's democratic system. This is not the right approach and attitude for China, as a responsible major power in the region, to unilaterally alter the cross-Strait status quo of stability. Taiwan's diplomatic situation is truly grim. However, the government will not stoop to compromise by sacrificing national sovereignty or the dignity of the people.

The Presidential Office issued a statement in response to the decision of the Dominican Republic to break off diplomatic relations with the ROC. It said that the ROC government deeply regretted that the government of the Dominican Republic has succumbed to Beijing's dollar diplomacy and decided to establish diplomatic relations with the People's Republic of China. China's government continues to escalate regional military pressure and manipulate the so-called "one China principle," creating regional and cross-Strait tension. Beijing's actions have unilaterally undermined the status quo of cross-Strait peace. This is not the behavior of a responsible member of the international community. The government will never bow to Beijing's pressure. It will do everything in its power to uphold the nation's interests, defend the sovereignty and dignity of the ROC, and work with friendly nations in a continued effort to preserve regional peace and stability.

The MAC issued a solemn statement regarding the Dominican Republic's severance of diplomatic relations with the Republic of China (ROC) and establishment of diplomatic ties with mainland China. It indicated that mainland China has maliciously manipulated its "one China principle" in the international community and used economic and trade incentives to expand its influence over Taiwan's diplomatic allies. It coerced the Dominican Republic to break off diplomatic relations with Taiwan to pressure Taiwan into accepting its unilateral political views. Such rigid zero-sum thinking and irrational hegemonic behavior severely undermine the foundation and status quo of the peaceful and stable development across the Taiwan Strait. The ROC government strongly condemns and expresses dissatisfaction in this regard. Beijing must take full responsibility for any possible consequences. We demand that the other side immediately stop provoking Taiwan with extreme political and military pressure. The Ministry of Foreign Affairs also released a statement warning that Beijing's readiness to poach Taiwan's diplomatic allies through checkbook diplomacy such as astronomic sums of money, as well as its peremptory actions attacking Taiwan's international participation, are deeply despicable and strongly condemned by Taiwan. Beijing's arbitrary behavior in the diplomatic sphere will only lead to alienation in cross-Strait relations and erode the foundation of mutual trust between the two sides.

The MAC issued a press release solemnly protesting the improper and irresponsible comments made by mainland China's Taiwan Affairs Office and foreign affairs departments on the obstruction of Taiwan's participation in this year's World Health Assembly (WHA). It emphasized that mainland China continues to pressure and obstruct Taiwan's participation in the WHA through its unilaterally established political assertions in disregard for the health and safety rights and interests of the people of Taiwan. Beijing has linked its so-called "one China principle" with the United Nations General Assembly Resolution 2758 and WHA Resolution 25.1 on mistaken premises and sought to exclude Taiwan’s participation on political grounds. This not only violates the World Health Organization (WHO) Charter, but also deprives Taiwanese people’s rights and reveals Beijing's fundamental lack of intention to improve cross-Strait relations.

During a media reception, MAC Minister Chen Ming-tong stated that under the leadership of President Tsai Ing-wen over the past two years, the government has striven to maintain the status quo of cross-Strait peace and stability. It has also firmly safeguarded the nation's sovereignty and dignity and the welfare of the people without the slightest compromise. Although mainland China has not yet responded positively to our goodwill and has even intensified diplomatic suppression and military intimidation against Taiwan in a bid to force our acceptance of its unilaterally established political preconditions, we have full strategic focus. We will never bow or back down to momentary pressure, nor will we revert to the old path of confrontation. We will remain committed to managing risk in the cross-Strait situation, maintain a "balanced" status quo across the Taiwan Strait, and continue to create an atmosphere conducive to cross-Strait benign interaction and promoting dialogue and communication.

The MAC announced the results of a public opinion survey on cross-Strait relations. The survey indicated that over 70% of the public support the government's firm defense of the nation's sovereignty and dignity and the well-being of the people, commitment to maintaining the status quo of cross-Strait peace and stability, and efforts to participate in the international community (73.3%). A similar percentage support the position President Tsai Ing-wen has emphasized of firmly defending Taiwan's free and democratic way of life and the right of the people of Taiwan to choose their future (76.5%). Nearly 90% of the public think the two sides should engage in healthy and normal contact and exchanges (88.1%), while more than 80% of the public support the government's position that the two sides should respect each other and resolve differences through communication and dialogue without preconditions (83%). More than 80% of the public support the government's continued commitment to maintaining the status quo of cross-Strait peace and stability and approach of promoting regional peace, stability and prosperity with other countries in the region (87.2%), as well as believe that mainland China should pragmatically face the Republic of China and respect Taiwan's identity and that this would be beneficial to the long-term development of cross-Strait relations (80.2%). Over 70% of the public disapprove mainland China's recent enticement of the Dominican Republic to sever diplomatic relations with Taiwan and suppression of Taiwan's space for international survival (75.5%). More than 80% of the public believe that mainland China's political obstruction of Taiwan's participation in the World Health Assembly is detrimental to the health, rights, and interests of the Taiwanese people (83.3%), as well as believe that the Mainland's attempts to threaten Taiwan with force are not beneficial to the development of cross-Strait relations (88.5%). Additionally, 80% of the public do not agree with mainland China's repeated military and diplomatic pressuring of Taiwan to accept its position that "the two sides belong to one China" as a political precondition for cross-Strait interactions and Taiwan's international participation (80.5%).

The MAC issued a press release protesting mainland China's deportation from Spain of Taiwanese suspects involved in telecommunications fraud on May 11 and appealing again for joint cooperation to combat crime. The Ministry of Justice also issued a press release expressing regret. It emphasized that cross-Strait telecommunications fraud cases involve complex cross-regional and transnational factors and that international and cross-Strait cooperative investigations are the most effective ways to fight such crimes. It also called on mainland China to exchange relevant intelligence and evidence with Taiwan and to conduct joint investigations with Taiwan. The Ministry of Foreign Affairs also issued a press release expressing grave concern and strong regret.

The MAC issued a press release solemnly protesting and expressing dissatisfaction over inaccurate and irresponsible statements by persons in charge at mainland China's National Health Commission on obstructing Taiwan's participation in the World Health Assembly (WHA). It also indicated that mainland China has repeatedly used its unilateral "one China principle" to prevent Taiwan from participating in the WHA, disregarding public health in Taiwan and global health safety, and seriously harming the rights and interests of the Taiwanese people. It stressed that the ROC government has never accepted the past negotiations and secret agreements between the Mainland and the World Health Organization that belittle Taiwan. Mainland China's claims that it has made proper arrangements for Taiwan to participate in global health affairs flagrantly misleads the public and deceives the international community.

At a meeting with a visiting delegation from the North American Taiwanese Association, President Tsai Ing-wen stated that Beijing's use of political means to exclude Taiwan from the World Health Assembly (WHA) did not help cross-Strait relations and was a disservice to the global epidemic prevention system. The Mainland also often interferes with private-sector companies around the world by compelling them to change their designation of Taiwan. This kind of reckless behavior only creates more resentment, neither helping improve cross-Strait relations nor benefiting China's international image. The president also solemnly admonished mainland China to immediately cease this kind of behavior, which harms all parties involved, and reiterated the Taiwan government's position: mainstream public opinion in Taiwan favors international participation and engagement. In cross-Strait relations, our goodwill will not change, our commitments will not change, and we will not revert to the old path of confrontation. But we will not bow to pressure.

The 71st World Health Assembly (WHA) convened on the morning of May 21, 2018 in Geneva, Switzerland. The Ministry of Foreign Affairs issued a press release thanking Taiwan's diplomatic allies and like-minded countries for voicing support for Taiwan's participation in the WHA. It urged the World Health Organization (WHO) to firmly maintain its professionalism and fulfill its responsibility to ensure global health security and incorporate Taiwan into the world’s health security network. It also indicated that China's claims that it ensures the Taiwanese people’s right to health and that there are no obstacles for Taiwan to participate in WHO technical meetings run contrary to the facts. Health is a universal and fundamental human right; it is not a privilege that is accorded by differentiating between people. Political differences across the Taiwan Strait should not serve as an excuse for excluding Taiwan from participating in the WHA.

President Tsai Ing-wen issued a statement on the termination of diplomatic relations with Burkina Faso. She said that China's suppression against Taiwan in the diplomatic sphere clearly show their unease and lack of self-confidence. China's arbitrary efforts to undermine Taiwan's national sovereignty are already challenging Taiwan society's bottom line. This we will no longer tolerate. President Tsai also warned the Chinese government that these behaviors are detrimental to cross-Strait relations and China's international image. It also does nothing to ease the international community's concerns about China. She reiterated that Taiwan will not engage in dollar diplomacy with China. China's suppression will only make Taiwan's partnerships with the international community even closer. Taiwan will never back down.

In response to Burkina Faso's announcement of its severance of diplomatic relations with the ROC, the MAC issued a press release solemnly protesting and strongly condemning mainland China for its successive use of dollar diplomacy to maliciously wrest away two diplomatic allies of Taiwan in less than a month, undermining the foundation for cross-Strait peace and stability. It also indicated that the government will not just sit and tolerate Beijing's repeated deliberate provocations and brutal suppression of Taiwan. In the future, the government will rigorously review visits to Taiwan by Mainland government officials at all levels and related persons to prevent Beijing from using such occasions as opportunities to divide and socially disrupt Taiwan through its united front tactics. The Ministry of Foreign Affairs also released a statement expressing outrage and regret over China's coercion of Burkina Faso to sever its 24-year diplomatic relationship with Taiwan.

During a meeting with a delegation led by Senator Cory Gardner, Chairman of the US Foreign Relations Subcommittee on East Asia, President Tsai Ing-wen stated that China has recently encircled Taiwan with its military aircraft, suppressed Taiwan diplomatically, enticed our allies to break ties with us, prevented our participation in the World Health Assembly, and pressured multinational companies to change Taiwan’s designation. These crass political moves show that China is attempting to change the status quo of peace and stability across the Taiwan Strait. The president also reiterated that Taiwan seeks international participation not simply to obtain its due rights, but also to show its willingness to take up its responsibilities as a member of the global community. China's suppression will only rally the world to support Taiwan.

The ROC is an independent, sovereign state, a fact which the "one China principle" referred to in the communiqué between China and Burkina Faso cannot negate unilaterally. As a responsible partner in international cooperation, Taiwan will continue to deepen and consolidate its close cooperative friendships with its allies.

The Ministry of Foreign Affairs issued a press release regarding letters sent by related departments in China between January and April this year to 24 foreign airlines operating in China and 36 other international airlines, demanding that they not list Taiwan as a country on their websites. It condemned China's unreasonable and blatant political interference in private-sector commercial activities and international business operations, as well as its hostile intent to suppress Taiwan's international status.

The Ministry of Foreign Affairs issued a press release regarding letters sent by the Civil Aviation Administration of China recently to pressure the International Air Transport Association (IATA) and its member airlines to adopt designations belittling Taiwan on their websites. It said that the ministry has instructed relevant embassies and overseas offices to inform the IATA and related airlines about the situation and explain that the ROC government will firmly defend the nation's name, prestige, and dignity. Taiwan's Civil Aeronautics Administration also sent a letter to IATA Director General Alexandre de Juniac expressing Taiwan's position of serious concern and urging that appropriate action be taken to rectify China's mistakes.

During a meeting with international experts and scholars attending the Formosa Forum: 2018 Maritime Security Dialogue, President Tsai Ing-wen stated that ensuring peace, prosperity, and development in the Asia-Pacific by maintaining the status quo has been the government's consistent goal. Unfortunately, China has chosen to unilaterally launch the M503 flight route, circle Taiwan with military aircraft, and force private companies worldwide to change their designation of Taiwan. It has also stopped at nothing to suppress Taiwan's international participation. Thus, all countries in the region now have the same apprehension: China is attempting to unilaterally change the status quo across the Taiwan Strait and ultimately throughout the Asia-Pacific. The president believed that the Chinese government's disregard for regional stability is not welcomed by the international community, nor beneficial to the development of cross-Strait relations. Taiwan is under immense pressure, yet it continues to persevere and contribute to regional peace, prosperity, and stability.

President Tsai Ing-wen wrote in her Facebook in simplified Chinese that today marks the 29th anniversary of the Tiananmen Square incident. She expressed belief that if Beijing can face up to the incident and acknowledge state violence in this event, then the unfortunate history of June 4 will become a cornerstone in China's advancement towards freedom and democracy. She expressed hope that one day netizens in China could freely access her Facebook page without breaching the Great Firewall of China. She also hoped that the universal values of freedom and democracy can be enjoyed by people on both sides of the Taiwan Strait, which would allow for greater room for mutual understanding and cooperation between both sides. These are goals that the governments on both sides can work together to achieve.

On the eve of the 29th anniversary of the Tiananmen Square Incident, the MAC issued a statement indicating that, in June 1989, mainland Chinese students and workers courageously rose up in defiance of totalitarian oppression and the threat to their lives to demand universal values of democracy, freedom, the rule of law, and human rights, only to be forcibly suppressed by the Mainland authorities. They have yet to be vindicated as the truth of the incident remains covered up, to our deep regret. In recent years, the Mainland has expanded reforms and anti-corruption policies, while also intensifying suppression of the people's freedom and rights and consolidating its one-party dictatorship. The MAC called on Beijing to promptly embark on political reforms, transit to democracy, institutionalize protections of the people's freedom of speech and religion, and truly face the historical truth of the Tiananmen Square Incident. It also reiterated that the government will never accept the improper trial and imprisonment of Taiwanese national Mr. Li Ming-che by the Mainland authorities. It called on Beijing to promptly release Mr. Li and allow him to return safely to Taiwan.

The MAC stated that Taiwan severely denounces the malicious imputations made against the government of the Republic of China in comments by mainland Chinese officials at the Straits Forum. It also indicated that the Mainland authorities have used the cross-Strait exchange platform to polarize Taiwan through its united front tactics and attempted to lure Taiwan with economic benefits. The Mainland's ambitions of "cross-Strait integration" and "a shared mindset" will be futile if Beijing continues to follow the wrong path. The MAC called on mainland China to face the cross-Strait reality, respect the demands of the Taiwanese people, and stop its malicious suppression of Taiwan. The Mainland needs to discard ideological barriers and hold exchanges with all circles in Taiwan, regardless of party, to correctly understand true public opinion in Taiwan and create opportunities for benign cross-Strait interaction.

During a meeting with a delegation led by US Assistant Secretary of State for Educational and Cultural Affairs Marie Royce, President Tsai Ing-wen said that Assistant Secretary Royce's visit to Taiwan demonstrates US support for Taiwan and the peaceful, stable status quo. She expressed hope that Taiwan and the US will continue to strengthen all-round cooperation under the framework and commitments of the Taiwan Relations Act and the Six Assurances.

Regarding inappropriate comments made by a Taiwan Affairs Office spokesperson on the visit by US officials to Taiwan to attend the dedication ceremony of the new AIT complex, regional affairs following the Trump-Kim summit, and Taiwan-US exchanges and cooperation, the MAC issued a statement that the Republic of China is a sovereign state and that the exchanges among the involved parties are normal and natural. Mainland China has no right to repeatedly contain and threaten Taiwan with political and military forces. The MAC also stressed that the government is dedicated to the consistent position of maintaining the status quo of peace and stability across the Taiwan Strait. The deepening of Taiwan-US exchanges and cooperation is a positive force conducive to regional peace and stability. It will not harm the interests of any party.

June 20, 2018
President Tsai Ing-wen called the heads of national security-related agencies to a meeting for comprehensive discussions and tabletop exercises to determine the causes of the escalation of US-China trade disputes and possible future developments and responses. If the US-China trade dispute and stand-off becomes a long-term trend, Taiwan must respond prudently to possible structural changes, including: realignment of global supply chains, major changes in the roles played by Taiwanese businessmen on both sides of the Taiwan Strait in regional supply chains, and possible repercussions on the trilateral Taiwan-US-China relationship. The president also directed the National Security Council to coordinate executive-branch agencies to monitor and accurately assess the latest developments in the US-China trade dispute and to raise overall response capabilities in all government agencies. She also reiterated that, for every product and sector affected by the trade war, the government will consider Taiwan's needs and policy positions based on overall national strategic interests, trade interests, and industrial development and transformation requirements.

The MAC stated in a press release that the Organic Act of the Mainland Affairs Council passed the third reading in the Legislative Yuan on May 22, 2018, and was promulgated by the President on June 13, 2018. A ceremony to inaugurate the newly reorganized MAC will be held on July 2, 2018. The MAC was renamed from the "Mainland Affairs Council, Executive Yuan" to the "Mainland Affairs Council." The three deputy minister positions will no longer include a specially appointed deputy minister, but be formed instead by two political deputy ministers and one permanent deputy minister. The organizational structure will continue to consist of six departments and have five supporting units (adding an Information Management Office) and two offices equivalent to overseas representative offices (the Office of Hong Kong Affairs and the Office of Macao Affairs).

During an exclusive interview with Agence France-Presse (AFP), President Tsai Ing-wen stated that Taiwan has been consistently withstanding pressure from China over the past two years. More recently, Taiwan has seen that the Mainland has become more aggressive and impacted the status quo across the Taiwan Strait, such as conducting military exercises or forcing airlines to change their designation of Taiwan. China is trying to change the status quo and threatening the balance that has long existed between the two sides of the Taiwan Strait. The president stressed that Taiwan's free and democratic way of life cannot be infringed on, Taiwan's sovereignty cannot be suppressed, and the people of Taiwan have the right to decide their future. This is a view shared by all of the people of Taiwan. President Tsai hoped that the international community would work together to restrain China and curb its hegemonic expansion. The President stated that, as Taiwan's leader and president, she would be willing and have a responsibility to sit down and talk with the leader of the other side based on reciprocity, respect, and without political preconditions.

In response to irresponsible statements made by the Taiwan Affairs Office passing blame to Taiwan for the escalation of cross-Strait confrontation, the MAC stated that Beijing has repeatedly suppressed Taiwan's international space and sent planes and ships to provoke the security situation in the Taiwan Strait and militarily intimidate Taiwan. The Mainland also opposes universal values and the global order from a rigid world view based on lack of common sense on democracy and freedom. Its internal and external actions to advance hegemony and control under the guise of "maintaining sovereignty and security" cannot withstand the scrutiny of history and the people. The MAC stressed that the Republic of China (ROC) is a sovereign state. Beijing's "one China principle" leaves no space for the existence of the ROC. On this matter of national sovereignty and dignity, we will not give in easily. The MAC called on the other side to put away its hegemonic mindset, clearly recognize the cross-Strait reality, and promptly resolve differences with Taiwan through communication and dialogue without preconditions. This is the only way to usher in a win-win future.

In response to media reports that a mainland Chinese journalist was refused permission to be stationed in Taiwan, the MAC stressed that, while the government respects and protects freedom of the press, it will not allow Mainland journalists to spread disinformation with fake news. Taiwan is a democratic and free society that has always respected freedom of the press and been committed to maintaining normal cross-Strait media exchanges. The National Immigration Agency convened a joint review meeting with the relevant authorities and reached a decision on the Mainland journalist's application for permission to cover the news from Taiwan based on provisions of the Regulations Governing the Entry Permission to the Taiwan Area for the People from Mainland China and Guidelines for Entry by Mainland Area Reporters to the Taiwan Area for News Gathering. The MAC will continue in the future to maintain checks in conjunction with the relevant authorities to uphold the overall order of cross-Strait exchanges and promote the normal and orderly development of cross-Strait news media exchanges.

Regarding developments in Hong Kong in the 21 years since the handover, the MAC stated that mainland China has intervened in Hong Kong's domestic rule affairs on grounds of possessing full governance rights over Hong Kong. This has brought progress in implementing universal suffrage to a standstill, steadily deteriorated freedom of the press, and challenged judicial independence in Hong Kong. Freedom, democracy, human rights, and rule of law are universal values jointly cherished by Taiwan and Hong Kong. The government's consistent position has been to support democracy, freedom, stability, and prosperity in Hong Kong. The MAC called on Beijing to honor its promises, respect the right of Hong Kong to be governed by the people of Hong Kong, and respond positively to the demands of the people of Hong Kong for democracy and freedom. It also reiterated that Beijing's cliched "one country, two systems" formula only proves the defects of the one-party dictatorship of the Communist Party of China and fundamental incompatibility of democracy and authoritarianism. Public opinion in Taiwan has never accepted the "one country, two systems" proposition.

The Executive Yuan promulgated amended provisions of the Regulations Governing the Trial Operation of Transportation Links Between Kinmen/Matsu/Penghu and the Mainland Area. The revised regulations provide a legal basis for subsidizing loss-making Mini-Three-Links routes, relax rules on navigation to the Mainland Area by fishing vessel registered in Kinmen or Matsu, and reduce the minimum number of members required for group tours via the Mini-Three-Links from five to three. The regulations will become effective from August 15, 2018.

MAC Minister Chen Ming-tong presented a keynote speech on "Democracy and Freedom: The Cornerstones for Developing Cross-Strait Relations" at the international conference on “The Opportunities and Challenges of Cross-Strait Relations” in Washington, D.C. Minister Chen spoke on the direction of future efforts by the ROC government for cross-Strait relations, including: Taiwan is willing to consider future interactions between the two sides with a more open attitude, while ensuring national sovereignty and dignity; the two sides should mutually respect each other and work out rules for an orderly interaction; mainland China should stop hurting the feelings of the people of Taiwan through words and actions; and cross-Strait dialogue and communication should be promoted in any form and at any place without political preconditions.

In an interview with the US-based Cable News Network, Minister of Foreign Affairs Joseph Wu stated that Taiwan is a democratic society with a democratically-elected government and congress that exist separately from China. He also emphasized that President Tsai Ing-wen is determined to "maintain the status quo" and work for peace and stability across the Taiwan Strait. He noted that the Chinese government says it wants to win the hearts and minds of the Taiwanese people, but its military intimidation and diplomatic suppression on Taiwan only increases the resentment of the Taiwanese people towards the Beijing government and have the opposite effect of pushing Taiwan further away from China.

At the opening ceremony of the Ketagalan Forum: 2018 Asia-Pacific Security Dialogue, President Tsai Ing-wen stated that, in recent years, China has continued to employ sharp power to influence its neighbors, including conducting military exercises in this region and sending aircraft to circumnavigate Taiwan. It has also continued to poach Taiwan's allies and prevent Taiwan from engaging with the international community. It even uses its economic might to pressure multinational companies to change their designation of Taiwan. Taiwan has been at the forefront of defending our shared democratic values, which are the foundation of the existing order that leads to prosperity for all. Our challenge today is to find ways to work together, and ensure that our shared interests will survive and overcome any economic, political, or military coercion.

The Office of the President, Executive Yuan, and Taichung City Government expressed regret over and severely condemned China's pressure on the East Asian Olympic Committees (EAOC) to cancel the 2019 East Asian Youth Games to be hosted by Taichung City. The Office of the President issued a press release stating that, for many years, the government of China has repeatedly used every means at its disposal, including interference in the internal affairs of various countries, to limit Taiwan's space for international participation and the international survival and development of the people of Taiwan. That includes diplomatic suppression of all kinds, pressuring international airlines to change Taiwan's designation, and interfering with privately sponsored art activities for children. In recent years, China has even subjected sports events like the 2016 Paralympics for competitors with disabilities, and now the 2019 East Asian Youth Games, to the same cruel interference. To fully protect the rights and interests of the people, the government absolutely will not concede easily, and will support the Taichung City Government in continuing to fight for its rights. The MAC said that the Beijing-dominated EAOC revoked Taiwan's right to host the East Asian Youth Games in Taichung City due to a referendum initiated by a Taiwan civic organization to rectify the name of Taiwan's team at the Tokyo Olympics. This decision is entirely without reason or basis. It also shows disregard and ignorance of Taiwan's democratic process and further highlights Beijing's irrational actions to peremptorily pressure Taiwan in the international arena. It is an affront to every person of Taiwan and has had a serious negative impact on cross-Strait relations.

Taiwan will continue to strengthen cooperation with like-minded countries, including by enhancing cooperation and connectivity between Taiwan and other countries in the Indo-Pacific region through the New Southbound Policy.

The MAC issued a statement on the decision by the Kinmen County Government to inaugurate water supply diverted from mainland China to Kinmen on August 5. It noted that the water diversion project was funded by the Taiwan central government, Kinmen County Government, and mainland China and that the water service inauguration ceremony should naturally be joined by related personnel from the central government, Mainland China, and Kinmen County. It would be inappropriate to hold the ceremony at this time since personnel from the three sides are not attending. Therefore, there is no issue about a so-called "ceremony." The government can understand the value of the Mainland water diversion project to Kinmen since it involves a daily life issue that has long been promoted by Kinmen. Therefore, in terms of policy, the water service will begin on schedule without change and will not be affected by the lack of an "inauguration ceremony."

At a meeting with Liberal International President Juli Minoves Triquell, President Tsai Ing-wen stated that China continues to suppress Taiwan and threaten its free and democratic way of life. Due to pressure from China, the 2019 East Asian Youth Games originally awarded to Taiwan were cancelled. However, Taiwan will not bow to pressure. As a responsible member of the international community, it will continue to work to maintain regional peace and stability.

The Ministry of Foreign Affairs issued a press release regarding an August 1 statement from the British-Taiwanese All-Party Parliamentary Group supporting restoration of Taiwan's right to host the 2019 East Asian Youth Games. It expressed sincere gratitude and stated that sports are borderless and out of politics. The ROC government will continue to call upon like-minded countries to take consistent and effective actions to counter China's political intervention in international sporting competitions and arbitrary actions to impose its ideology on international sports organizations to safeguard hard-won universal values of democracy, freedom, and human rights.

August 5, 2018
The Kinmen County Government held an event to witness the start of cross-Strait water supply service to Kinmen. The MAC issued a press release conveying its blessings. However, it also strongly condemned Beijing for engaging in political shenanigans over an issue affecting the livelihood of the people with intention to blame Taiwan for the current cross-Strait predicament. The MAC stated that Beijing has, on the one hand, flagrantly constrained the participation of the Taiwanese people in international activities, while on the other hand advancing its united-front tactics aimed at roping in and integrating Taiwan. Beijing government is the instigator of the dark political agenda and should be responsible for sabotaging cross-Strait peace and harming the people's welfare and interests. The MAC also stressed that maintaining cross-Strait peace and stability is the joint responsibility of both sides. It again called on the other side to be rational and pragmatic, respect the cross-Strait reality and mainstream public opinion in Taiwan, resolve differences through communication and dialogue without preconditions, pragmatically communicate, and engage in consultations on matters concerning the rights and interests of the people. This is the only way to usher in a future of peace, stability, and mutual benefit.

In response to Kinmen County Government Magistrate Chen Fu-hai’s comments about that the central government had demanded that the county government delay the start of cross-Strait water service and subsequent related statements regarding an electricity link and bridge link between Kinmen and the Mainland, the MAC said that the central government has always supported the Mainland to Kinmen water diversion and provided NT$1.35 billion to  promote the project. The central government has never demanded a delay in the start of water service, which should not be confused with the delay of the ceremony for the inauguration of water service. The Mainland has persistently suppressed Taiwan, resorted to a carrot-and-stick strategy, and made the ceremony part of its political calculations. It is hoped that the ceremony can be delayed since the timing is in fact inappropriate. Regarding the cross-strait electricity and bridge links, though Kinmen has long enjoyed local initiative, such matters are not completely in Taiwan's hands. These construction projects involve cross-Strait coordination and communication, the future development of cross-Strait relations, and other complex and sensitive issues with far-reaching impact. They are not matters of local self-government and still needed to be weighed overall and prudently assessed.

The MAC stated that the Information Office of mainland China's State Council announced the Measures on the Application and Issuance of Residence Permits for Hong Kong, Macao, and Taiwan Residents at a recent press conference. It also said that the Mainland would grant residence permit holders from Taiwan, Hong Kong, and Macao more rights, public services, and other conveniences, including the right to participate in social insurance and labor and employment rights. The MAC believes that such measures are part of the Mainland's united-front strategy of equal treatment. In recent years, the mainland Chinese government has been implementing the Skynet Project to comprehensively monitor the population. The Mainland claims that the "residence permit" uses the same technical standards as the resident identity card. The permit could create definite risks for Taiwanese people planning to work or study in mainland China. The MAC reminded the public to be especially wary.

The MAC announced the results of a routine public opinion survey showing that the recent increase of political and military intimidation and diplomatic suppression of Taiwan by mainland China cannot win the approval of the Taiwanese people. More than 80% of the public believe that mainland China's use of political factors to cancel the 2019 East Asian Youth Games in Taichung City (82.4%) and demands that foreign airlines change the designation of Taiwan on their websites (85.2%) are not conducive to cross-Strait relations. Nearly 70% of the public do not identify with mainland China's repeatedly stressed position that "the two sides belong to one China" is a political precondition to cross-Strait interaction and Taiwan's international participation (68.2%). Nearly 60% of the public believe that the Mainland's emphasis on "one family across the Strait" while continuing to suppress Taiwan militarily and in diplomacy amounts to saying one thing but doing another (57.8%). Nearly 70% of the public approve the government's continued efforts to win support in the international community for Taiwan's right to international participation in the face of mainland China's long-term suppression of Taiwan's international space (68.6%). More than 80% of the public support the government's position that cross-Strait related exchanges and activities should exclude political thinking, maintain equality and dignity, and comply with the law (82.5%), and that the two sides should respect each other and resolve differences through communication and dialogue without preconditions (82.9%), as well as feel that Taiwan's future and the development of cross-Strait relations must be decided by the 23 million people of Taiwan (86.1%). More than 60% of the public support President Tsai Ing-wen's position that Taiwan will strive to maintain the status quo of cross-Strait peace and stability and make a greater contribution to a free and open Indo-Pacific region (61.1%). Regarding other cross-Strait issues long observed by the MAC, the MAC indicated that the great majority of the public continue to advocate "maintaining the status quo defined in a broader sense" (85.8%), maintaining a stable long-term trend. As for views on the pace of cross-Strait exchanges, 35.1% of the public believe it to be "just right," followed by the percentages believing the pace to be "too fast" and "too slow" at 8.4% and 42.9% respectively.

President Tsai Ing-wen stated in regards to the severing of diplomatic relations between Taiwan and El Salvador that the termination of diplomatic ties is not an isolated incident. These are all part of a series of diplomatic and military acts of coercion. That includes sending military aircraft to encircle Taiwan, forcing international airlines to change their designation for Taiwan, depriving Taichung City of its right to host the East Asian Youth Games, and the recent 85°C café incident. China has never loosened its grip. Its suppression has only become all-pervasive. Today China's demands and actions have crossed the bottom line for all of Taiwan's major political parties. Now is not the time to compare cross-Strait policies. Now is the time to come together as one, and join forces to defend the shared bottom line of our national sovereignty. Undermining our conduct of diplomatic relations in the name of the Republic of China (Taiwan) violates that bottom line. Pressuring our diplomatic allies to sever ties with the Republic of China (Taiwan) encroaches on our sovereignty. The existence of the Republic of China (Taiwan) is the status quo. It is the greatest common denominator, and the foundation of unity among Taiwan's people. Our unity sends a clear message to China, so they won't misjudge the bottom line of Taiwan's people, or indulge in wishful thinking that they can sow discord between different political parties and political figures.

The MAC issued a solemn statement strongly protesting and condemning the Chinese authorities for wresting away and establishing diplomatic relations with Taiwan's ally El Salvador. It stressed that the other side has disregarded the ROC government's continued expression of goodwill for peaceful dialogue and repeatedly sought to pressure and humiliate Taiwan. This is the root cause of the turmoil sabotaging peace and stability in the Taiwan Strait and the broader region. The MAC reiterated that the ROC government will staunchly defend its sovereignty and dignity, as well as the interests and well-being of the people. Taiwan will keep its course in conducting the cross-Strait affairs. Taiwan has firm conviction to its capability for self-defense. It also has a democratic system to guard itself against Beijing's peremptory behavior. We warn the other side to never attempt to arbitrarily trample on the dignity and will to survive of the people of Taiwan. Our conviction is firm. Taiwan will never yield to pressure.

President Tsai Ing-wen met with the new director of the Taipei Office of the American Institute in Taiwan William Brent Christensen. She stated that China is using every conceivable means to increase pressure on Taiwan. This includes a series of coercive moves like the El Salvador incident two days ago, forcing private-sector airlines to remove "Taiwan" from their websites, and even revoking our right to host an international sports competition. China's actions not only restrict Taiwan's international space, but have already undermined peace and stability throughout the region. Given the situation, we need like-minded countries to voice their concern about China's behavior within the region. That includes oppressing Taiwan by all means possible, changing the status quo, subverting the rules-based international order, and even interfering in other countries' domestic affairs.

August 24, 2018
During a meeting with Admiral Scott H. Swift, former Commander of the US Pacific Fleet, President Tsai Ing-wen stated that over the past few years, China has been actively expanding its military power, and its military and economic clout pose a threat to countries throughout the region. China's naval and air forces have held maneuvers in the seas around Taiwan. China has also repeatedly squeezed Taiwan's international space. All of these things have undermined regional peace and stability. Maintaining security and stability in the Taiwan Strait and within the region is a goal that Taiwan and the United States share. China is continuously escalating its suppression of Taiwan. Taiwan and like-minded countries such as the United States should be cooperating even more closely and play a more active role in regional security matters.

The MAC issued a press release stating that MAC Deputy Minister Chiu Chui-cheng visited Japan and South Korea for exchanges. He explained Taiwan's cross-Strait policy at related institutions and think tanks in the two countries and emphasized that a peaceful and stable cross-Strait relationship is an important link in building regional security and prosperity in East Asia. Taiwan will never yield to the recent repeated pressure from Beijing. Such pressuring also cannot change the objective fact that the Republic of China is a sovereign state. Deputy Minister Chiu stressed that mainland China is engaging in "sharp power plunder" around the world, whether by interfering in the internal affairs of other countries, or by undermining the international market order. The Mainland has created a high degree of instability in the world. The international community should heed and prevent the expansion of this hegemonic power. The MA also called on mainland China to immediately stop its repeated military threats and diplomatic suppression against Taiwan. In its Taiwan policy, the Mainland should face the cross-Strait reality, respect Taiwan, and promptly resolve differences with Taiwan through communication and dialogue. This is the only approach beneficial to the development of positive cross-Strait interaction.

The MAC announced an "Explanation on Mainland China's Comprehensive Promotion of a Policy Allowing Taiwanese People to Apply for Residence Permits since September 1." It indicated that people who apply for a Mainland residence permit without violating Article 9-1 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area will not need to cancel their household registration in Taiwan. However, the residence permit policy is a part of the Mainland's united front strategy against Taiwan. It is "nominally favorable to Taiwan but actually benefits China." Its political intention is to "internalize" Taiwan. The Republic of China is a sovereign state. The government is determined to safeguard national sovereignty and safeguard the interests and well-being of the people. The MAC called on the Mainland to give up its united front tactic of saying one thing but meaning another. This is the only way to usher in a future of peace, stability, and mutual benefit.

During a meeting with a delegation from the University of Tokyo's cross-Strait relations research group led by Professor Yasuhiro Matsuda, President Tsai Ing-wen said that Taiwan's position has never changed. Taiwan will always fulfill its regional security responsibilities by maintaining stable, consistent, and predictable cross-Strait relations. However, responsibility for maintaining the status quo is not Taiwan's alone. China has dispatched military aircraft and naval vessels to circle Taiwan, prevented Taiwan from taking part in international activities, and even lured away Taiwan's diplomatic allies. These acts are all attempts to undermine the status quo and introduce uncertainty into the cross-Strait relationship, posing a threat to regional peace and stability.

In a report on the implementation results of the "Eight Strategies for a Stronger Taiwan: Responses to Mainland China's 31 Taiwan-Related Measures," the MAC indicated that mainland China's two-pronged strategy against Taiwan has created a national security challenge for Taiwan. The Mainland recently has raised the banners of "one China principle" and "anti-independence." On the one hand, it has engaged in military intimidation, diplomatic coercion, and political suppression against Taiwan, while on the other hand it has advanced a policy of "assimilating Taiwan" through economic absorption and wooing the Taiwanese people in the name of promoting cross-Strait economic and social integration. Through "equal treatment" and other preferential means, the "31 Taiwan-related measures" strategically induce the people of Taiwan to give up their right to self-determination and ultimately pay the price of losing their democracy, freedom, and human rights. This presents a tremendous national security challenge for Taiwan. The MAC will continue, in conjunction with other relevant agencies, to track and understand the impact and changing dynamics of the Mainland's related measures and actions, as well as strengthen response measures.

The Ministry of Foreign Affairs (MOFA) issued a press release on the introduction of 2018 Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act by Cory Gardner, chairman of the US Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy, on September 4 (US Eastern Standard Time). The ministry sincerely thanked the senators introducing the act for taking concrete legislative action and expressing full support for a democratic and free Taiwan and Taiwan-US relations. MOFA will closely watch the progress and deliberations of the bill. It will also continue to maintain close communication and contact with the U.S. government to ensure peace and stability in the Taiwan Strait and region.

The MAC issued a statement on the introduction of "residence permits" by mainland China. It said that Beijing aims to induce Taiwanese people to apply for a "residence permit" under the slogan of providing "convenience for the people." It is also deliberately attempting to circumvent Taiwan's single household registration legal system under the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. The permits are in fact part of the Mainland's progressive extension of substantive control over the people of Taiwan and advancement of unification under the position that "both sides are part of one China." It completely disrespects public opinion in Taiwan and has the clear political intention of changing the status quo across the Taiwan Strait. Taiwan will never accept this. Receiving a residence permit is nearly equivalent to gaining citizenship in mainland China. The political rights and obligations granted depend solely on the Beijing's whims. Therefore, the issuance of residence permits is essentially intended as an attack against the interpretation of "obtaining household registration in the mainland" under Taiwan's Act Governing Relations between the People of the Taiwan Area and the Mainland Area. It challenges Taiwan's legal bottom line on differences between the identity of the people on the two sides. Taiwan cannot allow this to deliberately confuse and undermine the legal order in Taiwan.

Minister of Foreign Affairs Jaushieh Joseph Wu presented a prerecorded video address on "Democratic Taiwan will Win" at the Global Taiwan Institute (GTI) Annual Symposium in Washington, D.C. He said that, Taiwan faces increasingly intensive, unreasonable, and persistent pressuring from China, from coercing international airlines to change their designation of Taiwan and retaliating against Japanese media publishing interviews with Minister Wu to threatening the University of Salamanca in Spain to cancel its "Taiwan Culture Day" activity. The real problem is China, not Taiwan. China's intimidation and oppression of Taiwan affects Taiwan and endangers regional security and balance of power. It also harms the core values of global freedom and democracy.

September 14, 2018
The MAC issued a press release on mainland China's frame-up of Taiwanese persons for engaging in espionage. It stated that Taiwan is a society of democracy, freedom, and the rule of law. The government's policy on allowing Mainland students to study in Taiwan is focused on improving campus diversity and promoting awareness and understanding between young people on both sides of the Strait. Mainland students also enjoy freedom and human rights protections in Taiwan. The MAC demanded that the Mainland stop politically manipulating Mainland students coming to Taiwan and interfering with the operation of Taiwan's democratic and free society under the rule of law. The Mainland should stop its persistent method of using an authoritarian and totalitarian society and incrimination to prevent Mainland students from studying in Taiwan. If the Mainland insists on such manipulation, it will increase doubts and misunderstanding between the two sides and harm the development of cross-Strait relations.

The MAC issued a press release stating that mainland China has successively passed a Counterespionage Law, National Security Law, Cybersecurity Law, Law on the Administration of Activities of Overseas Non-Governmental Organizations within the Territory of China, National Intelligence Law, and other so-called national security laws in an unbridled attempt to expand the scope of actions considered to endanger national security. In addition to strengthening internal control demands, the Mainland is also continually extending espionage abroad. Mainland China continues its political manipulation through inappropriate media propaganda, malicious framing, and baseless accusations. Taiwan calls on the Mainland to wake up before it is too late in order to prevent further adversely affecting cross-Strait relations.

During a meeting with a delegation from the Atlantic Council, a think tank based in Washington, D.C., President Tsai Ing-wen said that China has recently continued to suppress Taiwan, including dispatching fighter jets to circle Taiwan, luring away our diplomatic allies, obstructing Taiwan's international participation, and depriving Taiwan of its right to host the East Asian Youth Games. In facing these challenges, Taiwan will not bow to pressure. China has also continued to use the Internet to maliciously spread false information in an attempt to influence international public opinion. This new type of maneuvering through political influence has already had a negative impact on the operation of democratic countries. Taiwan hopes that the international community will pay attention and stay vigilant.

The MAC issued a press release regarding the signing of a provisional agreement between China and the Vatican on the appointment of bishops. It stated that the Mainland authorities continue to strictly control religion and deprive the people of their basic human right to freedom of faith, causing intense suffering for adherents of all religions. It is hoped that the agreement can lead to real improvements in the appointments of Catholic bishops in mainland China and to pastoral and religious freedom, as well as prevent political interference, suppression, and other thorny issues. The MAC also stressed that the government will continue to watch the implementation of the agreement and religious development in mainland China, as well as strengthen cross-Strait religious culture exchanges and interactions to protect the basic human right to freedom of religion and promote communion between the Mainland church and universal church.

This proves that China's series of suppressive acts against Taiwan has affected the cross-Strait status quo and challenged regional peace and stability. As a responsible member of international society, Taiwan has been striving to maintain the cross-Strait status quo and ensure regional peace, prosperity, and growth. It is also actively pursuing self-sufficiency in national defense and strengthening combat and defense capabilities to safeguard national security.

MAC Minister Chen Ming-tong presented a speech at the 2018 Mid-Autumn Festival Gathering of Taiwanese Businessmen's Associations. He said the government understands that Taiwanese people hold "residence permits" in the Mainland for economic or daily life convenience. The government will handle such matters leniently. However, the government will also rigorously block the hidden political agenda behind the Mainland's "residence permits," as well as continue to communicate with the public and listen to opinions from all sides on this matter. In addition, mainland China continues to provoke Taiwan through increased military, political, and diplomatic pressure. It has also intensified united front efforts to coopt the people of Taiwan. In the face of this new situation and possible developments, the government will continue to safeguard national sovereignty. Its commitment and goodwill to mainland China will not change. The MAC called on the Mainland to adopt forward-looking and innovative thinking, break away from negative perceptions and behavior, resolve differences with Taiwan through dialogue and communication, and establish a new model of interaction. Only then can the two sides develop constructive and mutually beneficial relations.

The Ministry of National Defense (MND) issued a press release on the US government's approval of a US$330 arms sale to Taiwan. It stated that the US continues to provide defensive weapons to Taiwan based on the Taiwan Relations Act and "Six Assurances." This is a foundation for maintaining regional stability. Arms sales help to strengthen Taiwan's self-defense capabilities and ensure peace in the Taiwan Strait. The MND expressed gratitude to the US for its decision on the arms sales.

The Executive Yuan passed draft amendments to Article 93-1 of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. The changes raise the ceiling on fines for unauthorized Mainland investment in Taiwan and subject Mainland financed enterprises circumventing inspection by the competent authority to penalties. The amendments are aimed at stopping illegal Mainland capital investment or violations. The draft will be submitted to the Legislative Yuan for deliberation.

MAC Minister Chen Ming-tong gave a speech at a banquet to welcome Hong Kong and Macau residents to Taiwan for the 2018 Double Tenth National Day celebration. He said that recent times have witnessed global volatility and presented unprecedented challenges for cross-Strait relations. Mainland China has incessantly plotted to change the status quo in the Taiwan Strait. It has also intentionally prodded and pushed the people of Taiwan into becoming followers and relinquishing the right to be their own master. However, mainland China won’t be able to achieve its goal. As a member of the vanguard team for Taiwan's democracy, Minister Chen said that he has witnessed the ROC's gradual process of democratic transition over the past years, where democratic values have become rooted in the thinking and way of life for the people of Taiwan. Democracy is no longer an "aspiration," but has become a "natural way of life" and is the reason that Taiwan is able to advance unswervingly, resolutely, and confidently in the face of severe challenges. Minister Chen also emphasized that the ROC will definitely adhere to its position on sovereignty, safeguard national dignity, continue to strengthen self-defense ability, and defend its free and democratic way of life. This is the bottom line for all people of Taiwan, as well as an unquestionable universal axiom.

In an address entitled "Democratic Taiwan Lights up the World" at the  ROC’s 107th Double Tenth National Day Celebration, President Tsai Ing-wen stated that, for some time now, China's unilateral verbal intimidation and military coercion, have not only harmed cross-Strait relations, but also seriously challenged the status quo and stability in the Taiwan Strait. She also noted that Taiwan will neither act rashly to escalate confrontation, nor will we give in. As the President of ROC (Taiwan), she will not be provoked into confrontation or conflicts that endanger cross-Strait relations, nor will she deviate from the will of the people, and sacrifice Taiwan's sovereignty. In a world of dramatic changes, we must not misjudge the situation. Escalating conflicts or giving in will only make things worse. Instead, we will respond by seeking stability, adaptability, and making progress. There are many challenges on the path ahead, but at this stage, we must travel this path with sure and steady steps.

MAC Minister Chen Ming-tong delivered an opening speech at the International Conference on "mainland China's Reform and Opening Up, 1978-2018: Prospect and Challenge." He stated that the ROC government has conducted cross-Strait affairs in accordance with the ROC Constitution, the Act Governing Relations between the People of Taiwan Area and the Mainland Area, and other relevant legislation. Maintaining status quo is the joint responsibility for two sides across the Taiwan Strait. Taiwan faces provocation, intimidation, and extreme pressure from Beijing with firm resilience, and adheres to the principle of seeking stability, adaptability and making progress. It will neither escalate confrontation, nor give in or back down. It will not be provoked into confrontation or conflicts, nor will it deviate from the will of the people. The Republic of China (Taiwan) is the greatest common denominator of our society. We will hold fast to this bottom line. The "one-China Principle”, unilaterally defined by the Chinese Communist Party, violates the free will of the people of Taiwan. Minister Chen called on Beijing to pragmatically face the status quo in the Taiwan Strait, replace confrontation with dialogue, and containment with exchange. He also expressed hope that mainland China can reverse its hostile and confrontational thinking, join Taiwan in ushering in a new era of reform and opening-up in cross-Strait relations and restore peace and prosperity across the Taiwan Strait.

Nearly 80% of the public believe that mainland China's persistent political, diplomatic, and military intimidation and suppression of Taiwan undermines the cross-Strait status quo and regional peace (78.3%); and nearly 70% disapprove of mainland China's repeated emphasis on a political precondition that "the two sides belong to one China" before cross-Strait interaction and Taiwan's international participation (68.7%). A majority of the public support President Tsai’s position that defending the sustainable development of the ROC and maintaining cross-Strait peace and regional stability are the greatest common denominators among all people of Taiwan (63%); and facing pressure from mainland China, Taiwan will not escalate confrontation, will not give in, will not be provoked into confrontation or conflicts, and will not deviate from the will of the people (62.1%). Furthermore, over 70% of the public support strengthening cross-Strait related laws and regulations and carrying out necessary management measures (72.5%). More than 80% support the government's position that the two sides should first communicate and interact before having cross-Strait exchanges and cooperation which concern the rights and interests of the people and government authority. (86.8%).

The MAC issued a response to inappropriate statements about Taiwan by high-level officials from mainland China's foreign affairs and defense ministries at a press conference after the US-China Diplomatic and Security Dialogue. It solemnly stated that the ROC is a sovereign state and that Taiwan has never been part of the other side. Beijing has long belittled Taiwan in the international arena, increasingly exerted political and military pressure and intimidation against Taiwan, and attempted to annex Taiwan by force. Such actions constitute the greatest threat to peace and stability across the Taiwan Strait and the development of cross-Strait relations. They are absolutely unacceptable to the Taiwanese people. Beijing's zero-sum thinking is the driver of the escalating spiral of hostility across the Taiwan Strait. Beijing should face up to the serious consequences of this and stop its inappropriate comments and actions.

During a routine news briefing, Ministry of Foreign Affairs spokesman Andrew Lee issued a statement on Beijing's demand, following an exchange between US Vice President Michael Pence and Taiwan representative Morris Chang at the APEC Summit, that the US comply with the "one China principle" at APEC and not make any official contact with Taiwan. He stated that it is very normal and natural for the Taiwan leader's representative to exchange views on issues of common interest during exchanges and interactions with the leaders or representatives of other members at the annual meeting. The Chinese government has no right to make irresponsible remarks. China's "one China Principle" also undermines APEC's founding principles and long-term practices.

Regarding comments by the Taiwan Affairs Office on Taiwan's election and referendum results, the MAC indicated that Taiwan's local elections and referendums are Taiwan's internal affairs. The election results show the mature development of Taiwan's democracy. The Mainland authorities should respect and correctly understand that this is the core of Taiwan's democratic values. They also should not interfere in Taiwan's internal affairs nor should deliberately and unilaterally interpret the Taiwanese people's expectations for cross-Strait relations, which leads to misjudgments of future developments in the Taiwan Strait. The MAC also stressed that the government has been consistent in its position to firmly uphold the status quo of peace and stability in the Taiwan Strait and safeguard national sovereignty. This is the consensus of the people of Taiwan and the expectation of the international community. Taiwan's policy position will not change. The MAC called on the Mainland authorities to pragmatically face cross-Strait realities. It stated that all united front operations and efforts to divide local governments and the people of Taiwan do not help the positive interaction between the two sides. Communication and exchanges without political preconditions is the only way to resolve differences and advance the well-being of the people on both sides of the Strait.

The MAC reiterated that the government has never varied from its position of welcoming Mainland visitors to Taiwan and will continue to relax and review related measures. It called on mainland China to consider Mainland tourists visiting Taiwan with an open mind,  not to set political preconditions and to avoid political interference in cross-Strait tourism operations.

In his opening remarks at the 47th Taiwan-American Conference on "Contemporary China: US-China Relations at the Cross Roads?", Minister of Foreign Affairs Joseph Wu stressed that Taiwan has also been affected by recent changes in the regional situation. Beijing continues to increase pressure on Taiwan, including military threat, poaching diplomatic allies, and obstructing Taiwan's international participation. Taiwan will never bow in the face of these serious challenges. The ROC government will still remain committed to maintaining peace and stability across the Taiwan Strait. It will also continue to deepen relations with the US, Japan, Australia, the European Union, and other like-minded countries.

During a meeting with a delegation from the National Committee on American Foreign Policy, President Tsai Ing-wen stated that the local elections this time did not reflect people's choices or major changes regarding cross-Strait policy. Therefore, after the nine-in-one elections, our policy of maintaining the status quo remains unchanged. We have always maintained a positive and open attitude towards cross-Strait city-to-city exchanges. However, we hope that these city-to-city exchanges are not subject to political preconditions, so that such preconditions do not interfere with exchanges.

The MAC issued a press release solemnly protesting to the Chinese authorities over the forcible deportation to the Mainland of more than 40 Taiwanese nationals involved in telecommunication fraud in Cambodia. The MAC also called again for cross-Strait cooperation in combating crime to protect the rights and interests of the people on both sides. The Ministry of Justice (MOJ) also expressed disappointment. It demanded that the Mainland promptly provide notification of confinement to personal freedom and facilitate family visitations to Taiwanese suspects in the Mainland as stipulated in the Cross-Strait Joint Crime-Fighting and Mutual Judicial Assistance Agreement. The MOJ expressed hope that the Mainland would ensure the personal safety of Taiwanese suspects and the suspects' right to choose their attorney and protect their procedural law rights.

During a meeting with a delegation from the German Marshall Fund (GMF), a Washington -based think tank, President Tsai Ing-wen stated that the US Senate passed the “Asia Reassurance Initiative Act of 2018”, which supports close economic, political, and security relations between the US and Taiwan, calls on President Trump to conduct regular transfers of defense articles to Taiwan and to approve visits to Taiwan by high-ranking US officials in accordance with the Taiwan Travel Act. The act emphatically demonstrates the friendship between Taiwan and the US, as well as the US's staunch support for Taiwan. Taiwan's path to democracy has been a hard one. Taiwan is willing to share its democratic experience with the world and is determined to defend its hard-won democracy and freedom. The president also expressed hope that Taiwan can work together with its like-minded partners, such as the US and EU, to contribute even more to the development of democracy around the world.

During a "corridor chat" at the Office of the President, President Tsai Ing-wen remarked that master baker Wu Pao-chun's December 10 statement that he is "Chinese Taiwanese" and "supports the 1992 Consensus" reflects China's actions to politically distort economic and trade activity. Such practices are unacceptable to the people of Taiwan and the world. This pervasive threat is the crucial reason that cross-Strait relations go backward. The president also expressed hope that China should remove political preconditions to enable normal and healthy cross-Strait exchanges.

The Ministry of Foreign Affairs thanks the European Parliament for passing the resolution encouraging cross-Strait dialogue and supporting Taiwan's participation in international organizations. MOFA stated in a press release that, as an important member of the Indo-Pacific region, the ROC is committed to working closely with other nations in the region to ensure peace and stability across the Taiwan Strait and making proactive and positive contribution to regional security.

The Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agriculture stated that, to effectively prevent the spread of African swine fever (ASF), Article 45-1 of the Statue for Prevention and Control of Infectious Animal Disease was amended to increase the fine for passengers who illegally bring meat products into Taiwan to the amount ranging from NT$10,000 to NT$1 million. The amended law was promulgated by the president on December 12 and came into effect on December 14.

President Tsai Ing-wen emphasized during a "corridor chat" that African swine fever (ASF) is a very important issue that needs to be tackled promptly. The Legislative Yuan has passed the bill to increase fines for violators. The Executive Yuan has also announced that an emergency response mechanism will be established and that disease prevention stage has moved to the nationwide mobilization. The president asked everyone to do their utmost to prevent the spread of ASF to Taiwan. She also warned mainland China's government that it cannot hide from this affair and must notify Taiwan of relevant information in a timely manner.

The MAC issued a press release regarding statements by the mainland Chinese leader at a meeting celebrating the 40th anniversary of mainland China's reform and opening-up. The MAC stated that the two sides have followed different development paths. Mainland China has made certain achievements in economic development in the 40 years since embarking on reforms, while Taiwan's mature democracy has become a model for Asia and the Chinese community. MAC expressed its belief that a more free, open, diverse, and tolerant mainland China could bring new prospects for reform and opening in the development of cross-Strait relations. It called on the Mainland authorities to pragmatically face the insistence from the Taiwanese people on the system of ROC, democracy, and freedom. The two sides should pragmatically communicate and resolve differences without political preconditions and dedicate energies to their respective internal governance and development.

The Ministry of Foreign Affairs issued a press release thanks for the unanimous approval by the US Senate and House of Representatives on December 4 and 12 (US Eastern Standard Time), respectively, of the Asia Reassurance Initiative Act of 2018 with numerous provisions supportive of Taiwan. It also stated that Taiwan and the US have shared values and common goals in the region. Taiwan looks forward to working with the US and other like-minded nations in the region to promote peace, prosperity, and stability in the Indo-Pacific region.

The Ministry of National Defense issued a press release stating that a number of People's Liberation Army (PLA) aircraft, including Xian H-6 bombers, Shaanxi Y-8 transport aircraft, and Sukhoi-30 fighter jets, flew over the Bashi Channel en route to the West Pacific for long-haul training. ROC military closely monitored the movement of the mainland aircraft and ships through joint intelligence, surveillance, and reconnaissance in accordance. Taiwan also dispatched planes and ships for surveillance, reconnaissance, and response to ensure the safety of Taiwan's airspace and coastal areas. No abnormalities occurred during this period.

Executive Yuan convened the First African Swine Fever (ASF) Inter-Agency Liaison Task Force of the Central Emergency Operation Center. During the meeting, Premier Lai Ching-te stated that mainland China has notified the World Organisation for Animal Health (OIE) that ASF has spread to 22 provinces, indicating the seriousness of the situation. Considering the proximity of Taiwan with China only divided by a strait and the number of travelers back and forth amounted more than eight million a year, Taiwan must be vigilant against the seriousness of the ASF spread.

President Tsai Ing-wen visited Taoyuan International Airport to inspect border control measures aimed at preventing the spread of African swine fever (ASF) and related diseases. She again urged mainland China to face the fact that ASF is an important issue between the two sides. Given the frequency of cross-Strait exchanges of personnel and goods, the Mainland needs to be open and transparent regarding the epidemic situation and provide Taiwan ample information as soon as possible to eliminate any gaps in Taiwan's disease prevention work. The president said that, "This is something a responsible country should do." She also expressed high expectations that the mainland Chinese government should actively cooperate with Taiwan on this matter.

Premier Lai Ching-te visited Kinmen to inspect the status of the Mini Three Links and animal and plant quarantine. He said that both sides of the Strait have common enemies and shared goals. The common enemies are natural disasters requiring mutual aid and joint prevention of infectious diseases. The shared goals are the people's life, health, and well-being. Premier Lai expressed hope that China can cooperate with Taiwan and the international community to ensure open and transparent information on disease prevention.
