The SEF and the ARATS completed an exchange of letters for amendments to the Cross-Strait Agreement on Travel by Mainland Residents to Taiwan. The amended agreement increased the daily quota of Mainland tourist visits to Taiwan to 5,000 visitors and will become effective starting April 1.

The ninth round of high-level cross-strait talks between the SEF and ARATS was held in Shanghai. SEF Chairman Lin Join-sane and ARATS Chairman Chen Deming signed the Cross-Strait Trade in Services Agreement and reached a joint opinion on resolving the water supply problem in Kinmen. On the agenda to be set for the tenth round of talks, the two sides agreed to work together to promote the "trade in goods agreement" and "dispute settlement agreement," aiming to conclude negotiations and sign the agreements by the end of the year. Furthermore, the four issues of "cooperation on the avoidance of double taxation and strengthening of tax cooperation," "reciprocal establishment of institutions by the SEF and the ARATS," "earthquake monitoring cooperation," and "meteorological cooperation" will be included into the negotiation agenda for the tenth round of talks; the two sides may sign agreements on any issues of consensus. The two sides also agreed to promptly convene the second Cross-strait Agreements Result and Review Meeting in the second half of the year, as well as to continue promoting SEF-ARATS exchanges on organizational affairs.

ARATS Chairman Chen Deming led the "ARATS Economic and Trade Exchange Mission" to Taiwan for a visit from November 26 to December 3. Aside from a meeting with the SEF Chairman, other agenda also included visiting projects related to the free economic pilot zones and holding a seminar for Mainland enterprises in Taiwan.

The SEF and ARATS held the fifth regular meeting of the Cross-Strait Economic Cooperation Committee (CSECC) in Taipei. SEF Vice Chairman Kao Koong-lian and ARATS Executive Vice Chairman Zheng Lizhong served as co-conveners. CSECC Chief Representative for the Taiwan side Cho Shih-chao and his Mainland counterpart Gao Yan represented the two sides as chief negotiators during the meeting. The two sides summarized developments achieved in cross-strait economic cooperation, assessed the implementation results of the early harvest program under the Economic Cooperation Framework Agreement, planned future work and exchanged views on issues of mutual concern.
